A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Real Property Council (FRPC) has not followed sound data collection practices in designing and maintaining the Federal Real Property Profile (FRPP) database, raising concern that the database is not a useful tool for describing the nature, use, and extent of excess and underutilized federal real property. For example, FRPC has not ensured that key data elements—including buildings' utilization, condition, annual operating costs, mission dependency, and value—are defined and reported consistently and accurately. GAO identified inconsistencies and inaccuracies at 23 of the 26 locations visited related to these data elements (see the fig. for an example). As a result, FRPC cannot ensure that FRPP data are sufficiently reliable to support sound management and decision making about excess and underutilized property."

Of these, the Department of Transportation administers 7 programs that support public transportation. The remaining 73 programs are administered by 7 other federal agencies and provide a variety of human services, such as job training, education, or medical care, which incorporate transportation as an eligible expense in support of program goals. Total federal spending on transportation services for the transportation disadvantaged remains unknown because, in many cases, federal departments do not separately track spending for these services. However, total funding for the 28 programs that do track or estimate transportation spending, including obligations and expenditures, was at least $11.8 billion in fiscal year 2010."

A letter report issued by the Government Accountability Office with an abstract that begins "All of the Intelligence Community (IC) elements except for one are participating in the Joint Duty Program and the IC elements generally view the program as beneficial. The Office of the Director of National Intelligence (ODNI), the Defense Security Service, the Office of the Under Secretary of Defense for Intelligence, and 15 other IC components have identified an office or individual responsible for facilitating the program. However, the U.S. Coast Guard (Coast Guard), which ordinarily operates under the Department of Homeland Security (DHS), does not participate in the program, even though the Intelligence Reform and Terrorism Prevention Act of 2004 and IC guidance stipulate that the Joint Duty Program applies to the defined IC, which includes the Coast Guard’s civilian personnel in its National Intelligence Element. Coast Guard officials stated it delayed its participation in the program because it first plans to conduct a workforce study that will determine how the Coast Guard will participate, but it has not identified a timeframe for the study’s completion, and the position assigned to conduct the study is currently vacant. Testimony issued by the Government Accountability Office with an abstract that begins "Since a peak of 22 U.S. commercial space launches in fiscal year 1998, the annual number of launches generally ranged from 4 to 9 launches. The number of commercial space launches is expected to increase in the next 8 years as the National Aeronautics and Space Administration (NASA) plans to procure 51 launches from commercial cargo companies to resupply the International Space Station. FAA also expects space tourism to begin in the next several years, although no companies have applied for a FAA launch license and companies developing these services have experienced delays in the past. FAA faces several challenges overseeing the commercial space launch industry. For example, FAA expects its licensing and oversight responsibilities to expand in anticipation of an increased private sector role, suggesting that FAA and Congress must remain vigilant so that potential conflicts in FAA’s safety oversight and industry promotion roles do not occur. Correspondence issued by the Government Accountability Office with an abstract that begins "DOD has identified DAWDF as a key tool used to address gaps in the acquisition workforce through additional hiring and training initiatives. For example, DOD officials noted they used DAWDF funds to hire about 5,855 new acquisition staff through fiscal year 2011 and enabled the Defense Acquisition University to provide 19,000 additional classroom seats, among other improvements. However, DOD’s ability to effectively execute hiring and other initiatives has been hindered by delays in the DAWDF funding process and the absence of clear guidance on the availability and use of related funds. DOD has not collected and distributed funds within required timeframes, sometimes delaying distribution to components until the following fiscal year. For example, only about 39 percent of the total amount of fiscal year 2011 transfer funds were distributed before the end of the fiscal year. These delays can result in uncertainty about the availability of funds, and negatively impact the components’ ability to execute according to their approved plans for the year. 3D Equilibrium Effects Due to RMP Application on DIII-D

The mitigation and suppression of edge localized modes (ELMs) through application of resonant magnetic perturbations (RMPs) in Tokamak plasmas is a well documented phenomenon [1]. Vacuum calculations suggest the formation of edge islands and stochastic regions when RMPs are applied to the axisymmetric equilibria. Self-consistent calculations of the plasma equilibrium with the VMEC [2] and SPEC [3] codes have been performed for an up-down symmetric shot (142603) in DIII-D. In these codes, a self-consistent calculation of the plasma response due to the RMP coils is calculated. The VMEC code globally enforces the constraints of ideal MHD; consequently, a continuously nested family of flux surfaces is enforced throughout the plasma domain. This approach necessarily precludes the observation of islands or field-line chaos. The SPEC code relaxes the constraints of ideal MHD locally, and allows for islands and field line chaos at or near the rational surfaces. Equilibria with finite pressure gradients are approximated by a set of discrete "ideal-interfaces" at the most irrational flux surfaces and where the strongest pressure gradients are observed. Unorthodox theoretical methods

The use of the ReaxFF force field to correlate with NMR mobilities of amine catalytic substituents on a mesoporous silica nanosphere surface is considered. The interfacing of the ReaxFF force field within the Surface Integrated Molecular Orbital/Molecular Mechanics (SIMOMM) method, in order to replicate earlier SIMOMM published data and to compare with the ReaxFF data, is discussed. The development of a new correlation consistent Composite Approach (ccCA) is presented, which incorporates the completely renormalized coupled cluster method with singles, doubles and non-iterative triples corrections towards the determination of heats of formations and reaction pathways which contain biradical species.

THE APPARENT SOLUBILITY OF ALUMINUM(III) IN HANFORD HIGH-LEVEL WASTE TANKS

The solubility of aluminum in Hanford nuclear waste impacts on the process ability of the waste by a number of proposed treatment options. For many years, Hanford staff has anecdotally noted that aluminum appears to be considerably more soluble in Hanford waste than the simpler electrolyte solutions used as analogues. There has been minimal scientific study to confirm these anecdotal observations, however. The present study determines the apparent solubility product for gibbsite in 50 tank samples. The ratio of hydroxide to aluminum in the liquid phase for the samples is calculated and plotted as a function of total sodium molarity. Total sodium molarity is used as a surrogate for ionic strength, because the relative ratios of mono, di and trivalent anions are not available for all of the samples. These results were compared to the simple NaOH-NaAl(OH{sub 4})H{sub 2}O system, and the NaOH-NaAl(OH{sub 4})NaCl-H{sub 2}O system data retrieved from the literature. The results show that gibbsite is apparently more soluble in the samples than in the simple systems whenever the sodium molarity is greater than two. Developing nanotechnology for biofuel and plant science applications

This dissertation presents the research on the development of mesoporous silica based nanotechnology for applications in biofuels and plant science. Mesoporous silica nanoparticles (MSNs) have been the subject of great interest in the last two decades due to their unique properties of high surface area, tunable pore size and particle morphology. The robust nature of the silica framework is easily functionalized to make the MSNs a promising option for selective separations. Also, the independent channels that form the pores of MSN have been exploited in the use of particles as platforms for molecular delivery. Pore size and organic functionality are varied to identify the ideal adsorbent material for free fatty acids (FFAs). The resulting material is able to sequester FFAs with a high degree of selectivity from a simulated solution and microalgal oil. The recyclability and industrial implications are also explored. A continuation of the previous material, further tuning of MSN pore size was investigated. Particles with a smaller diameter selectively sequester polyunsaturated free fatty acids (PUFAs) over monounsaturated FFAs and saturated FFAs. Hadron Physics at the Charm and Bottom Thresholds and Other Novel QCD Physics Topics at the NICA Accelerator Facility

The NICA collider project at the Joint Institute for Nuclear Research in Dubna will have the capability of colliding protons, polarized deuterons, and nuclei at an effective nucleon-nucleon center-of mass energy in the range {radical}s{sub NN} = 4 to 11 GeV. I briefly survey a number of novel hadron physics processes which can be investigated at the NICA collider. The topics include the formation of exotic heavy quark resonances near the charm and bottom thresholds, intrinsic strangeness, charm, and bottom phenomena, hidden-color degrees of freedom in nuclei, color transparency, single-spin asymmetries, the RHIC baryon anomaly, and non-universal antishadowing.

Search for High-Mass States with One Lepton Plus Missing Transverse Momentum in Proton-Proton Collisions at $\sqrt{s} with the ATLAS Detector

The ATLAS detector is used to search for high-mass states, such as heavy charged gauge bosons (W{prime},W*), decaying to a charged lepton (electron or muon) and a neutrino. Results are presented based on the analysis of ppcollisions at a center-of-mass energy of 7 TeV corresponding to an integrated luminosity of 36 pb{sup -1}. No excess beyond standard model expectations is observed. A W{prime} with sequential standard model couplings is excluded at 95% confidence level for masses below 1.49 TeV, and a W* (charged chiral boson) for masses below 1.35 TeV.

Light-front Holography - A New Approach to Relativistic Hadron Dynamics and Nonperturbative QCD

The holographic mapping of gravity in AdS space to QCD, quantized at fixed light-front time, provides a precise relation between the bound-state amplitudes in the fifth dimension of AdS space and the boost-invariant light-front wavefunctions describing the internal structure of hadrons in physical space-time. In particular, the elastic and transition form factors of the pion and the nucleons are well described in this framework. The light-front AdS/QCD holographic approach thus gives a frame-independent first approximation of the color-confining dynamics, spectroscopy, and excitation spectra of relativistic light-quark bound states in QCD. More generally, we show that the valence Fock-state wavefunctions of the eigensolutions of the light-front QCD Hamiltonian satisfy a single-variable relativistic equation of motion, analogous to the nonrelativistic radial Schroedinger equation, with an effective confining potential which systematically incorporates the effects of higher quark and gluon Fock states. The proposed method to compute the effective interaction thus resembles the two-particle-irreducible functional techniques used in quantum field theory.
