Unmanned Aircraft Systems: Use in the National Airspace System and the Role of the Department of Homeland Security

A letter report issued by the Government Accountability Office with an abstract that begins "GAO earlier reported that unmanned aircraft systems (UAS) could not meet the aviation safety requirements developed for manned aircraft and posed several obstacles to operating safely and routinely in the national airspace system. These include 1) the inability for UAS to detect, sense, and avoid other aircraft and airborne objects in a manner similar to “see and avoid” by a pilot in a manned aircraft; 2) vulnerabilities in the command and control of UAS operations; 3) the lack of technological and operational standards needed to guide the safe and consistent performance of UAS; and 4) the lack of final regulations to accelerate the safe integration of UAS into the national airspace. GAO stated in 2008 that Congress should consider creating an overarching body within the Federal Aviation Administration (FAA) to address obstacles for routine access. FAA’s Joint Planning and Development Office (JPDO) has taken on a similar role. FAA has implemented GAO’s two recommendations related to its planning and data analysis efforts to facilitate integration."

Accelerated Corrosion of Stainless Steel in Thiocyanate-Containing Solutions

It is known that reduced sulfur compounds (such as thiocyanate and thiosulfate) can accelerate active corrosion of austenitic stainless steel in acid solutions, but before we started this project the mechanism of acceleration was largely unclear. This work combined electrochemical measurements and analysis using scanning electron microscopy (SEM) and X-ray photo-electron spectroscopy (XPS), which provided a comprehensive understanding of the catalytic effect of reduced sulfur species on the active corrosion of stainless steel. Both the behavior of the pure elements and the steel were studied and the work focused on the interaction between the pure elements of the steel, which is the least understood area. Upon completion of this work, several aspects are now much clearer. The main results from this work can be summarized as follows: The presence of low concentrations (around 0.1 mM) of thiocyanate or tetrathionate in dilute sulfuric acid greatly accelerates the anodic dissolution of chromium and nickel, but has an even stronger effect on stainless steels (iron-chromium-nickel alloys). Electrochemical measurements and surface analyses are in agreement with the suggestion that accelerated dissolution really results from suppressed passivation. ARM Standards Policy Committee Report

Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

Atmospheric PSF Interpolation for Weak Lensing in Short Exposure Imaging Data

A main science goal for the Large Synoptic Survey Telescope (LSST) is to measure the cosmic shear signal from weak lensing to extreme accuracy. One difficulty, however, is that with the short exposure time ({approx_equal}15 seconds) proposed, the spatial variation of the Point Spread Function (PSF) shapes may be dominated by the atmosphere, in addition to optics errors. While optics errors mainly cause the PSF to vary on angular scales similar or larger than a single CCD sensor, the atmosphere generates stochastic structures on a wide range of angular scales. It thus becomes a challenge to infer the multi-scale, complex atmospheric PSF patterns by interpolating the sparsely sampled stars in the field. In this paper we present a new method, psfent, for interpolating the PSF shape parameters, based on reconstructing underlying shape parameter maps with a multi-scale maximum entropy algorithm. We demonstrate, using images from the LSST Photon Simulator, the performance of our approach relative to a 5th-order polynomial fit (representing the current standard) and a simple boxcar smoothing technique. Quantitatively, psfent predicts more accurate PSF models in all scenarios and the residual PSF errors are spatially less correlated. This improvement in PSF interpolation leads to a factor of 3.5 …

Energy Saving Melting and Revert Reduction Technology: Aging of Graphitic Cast Irons and Machinability

The objective of this task was to determine whether ductile iron and compacted graphite iron exhibit age strengthening to a statistically significant extent. Further, this effort identified the mechanism by which gray iron age strengthens and the mechanism by which age-strengthening improves the machinability of gray cast iron. These results were then used to determine whether age strengthening improves the machinability of ductile iron and compacted graphite iron alloys in order to develop a predictive model of alloy factor effects on age strengthening. The results of this work will lead to reduced section sizes, and corresponding weight and energy savings. Improved machinability will reduce scrap and enhance casting marketability. Technical Conclusions: • Age strengthening was demonstrated to occur in gray iron ductile iron and compacted graphite iron. • Machinability was demonstrated to be improved by age strengthening when free ferrite was present in the microstructure, but not in a fully pearlitic microstructure. • Age strengthening only occurs when there is residual nitrogen in solid solution in the Ferrite, whether the ferrite is free ferrite or the ferrite lamellae within pearlite. • Age strengthening can be accelerated by Mn at about 0.5% in excess of the Mn/S balance Estimated energy savings …

Final Report on the Development of an Improved Cloud Microphysical Product for Model and Remote Sensing Evaluation using RACORO Observations

We proposed to analyze data collected during the Routine Aerial Facilities (AAF) Clouds with Low Optical Water Depths (CLOWD) Optical Radiative Observations (RACORO) in order to develop an integrated product of cloud microphysical properties (number concentration of drops in different size bins, total liquid drop concentration integrated over all bin sizes, liquid water content LWC, extinction of liquid clouds bw, effective radius of water drops re, and radar reflectivity factor) that could be used to evaluate large-eddy simulations (LES), general circulation models (GCMs) and ground-based remote sensing retrievals, and to develop cloud parameterizations with the end goal of improving the modeling of cloud processes and properties and their impact on atmospheric radiation. We have completed the development of this microphysical database and have submitted it to ARM for consideration of its inclusion on the ARM database as a PI product. This report describes the development of this database, and also describes research that has been conducted on cloud-aerosol interactions using the data obtained during RACORO. A list of conference proceedings and publications is also included.

High-Power Microwave Switch Employing Electron Beam Triggering

A high-power active microwave pulse compressor is described that modulates the quality factor Q of the energy storage cavity by a new means involving mode conversion controlled by a triggered electron-beam discharge through a switch cavity. The electron beam is emitted from a diamond-coated molybdenum cathode. This report describes the principle of operation, the design of the switch, the configuration used for the test, and the experimental results. The pulse compressor produced output pulses with 140 - “165 MW peak power, power gain of 16 - 20, and pulse duration of 16 - 20 ns at a frequency of 11.43 GHz.

High Sodium Simulant Testing To Support SB8 Sludge Preparation

Scoping studies were completed for high sodium simulant SRAT/SME cycles to determine any impact to CPC processing. Two SRAT/SME cycles were performed with simulant having sodium supernate concentration of 1.9M at 130% and 100% of the Koopman Minimum Acid requirement. Both of these failed to meet DWPF processing objectives related to nitrite destruction and hydrogen generation. Another set of SRAT/SME cycles were performed with simulant having a sodium supernate concentration of 1.6M at 130%, 125%, 110%, and 100% of the Koopman Minimum Acid requirement. Only the run at 110% met DWPF processing objectives. Neither simulant had a stoichiometric factor window of 30% between nitrite destruction and excessive hydrogen generation. Based on the 2M-110 results it was anticipated that the 2.5M stoichiometric window for processing would likely be smaller than from 110-130%, since it appeared that it would be necessary to increase the KMA factor by at least 10% above the minimum calculated requirement to achieve nitrite destruction due to the high oxalate content. The 2.5M-130 run exceeded the DWPF hydrogen limits in both the SRAT and SME cycle. Therefore, testing of this wash endpoint was halted. Human Capital: Complete Information and More Analyses Needed to Enhance DOD's Civilian Senior Leader Strategic Workforce Plan

Correspondence issued by the Government Accountability Office with an abstract that begins "DOD's approach for determining its civilian senior leader workforce projections to meet future requirements incorporated the results of two separate assessments. In its 2010-2018 strategic workforce plan, DOD presented data that projected reductions of 178 civilian senior leader positions within its five career civilian senior leader workforces during fiscal years 2011 and 2012. To conduct its assessment for the strategic workforce plan, DOD used a computer modeling system that is managed by the Office of Personnel Management (OPM) and used by several agencies across the federal government. The system models significant career events, such as promotions, reassignments, and retirements, to produce projections. During this same time period, DOD also completed an efficiency initiative at the direction of the Secretary of Defense to, among other things, ensure that DOD's senior leader workforce is properly sized and aligned with DOD's mission and priorities. For its efficiency initiative, the department devised an internal DOD methodology in which it rank ordered positions in terms of higher and lower priority in order to identify reductions. Modeling Ion-Exchange Processing With Spherical Resins For Cesium Removal

The spherical Resorcinol-Formaldehyde and hypothetical spherical SuperLig(r) 644 ion-exchange resins are evaluated for cesium removal from radioactive waste solutions. Modeling results show that spherical SuperLig(r) 644 reduces column cycling by 50% for high-potassium solutions. Spherical Resorcinol Formaldehyde performs equally well for the lowest-potassium wastes. Less cycling reduces nitric acid usage during resin elution and sodium addition during resin regeneration, therefore, significantly decreasing life-cycle operational costs. A model assessment of the mechanism behind ''cesium bleed'' is also conducted. When a resin bed is eluted, a relatively small amount of cesium remains within resin particles. Cesium can bleed into otherwise decontaminated product in the next loading cycle. The bleed mechanism is shown to be fully isotherm-controlled vs. mass transfer controlled. Knowledge of residual post-elution cesium level and resin isotherm can be utilized to predict rate of cesium bleed in a mostly non-loaded column. Overall, this work demonstrates the versatility of the ion-exchange modeling to study the effects of resin characteristics on processing cycles, rates, and cold chemical consumption. This evaluation justifies further development of a spherical form of the SL644 resin.

A letter report issued by the Government Accountability Office with an abstract that begins "While the Department of the Navy (DON) has revised its acquisition approach for its new network system, the Next Generation Enterprise Network (NGEN), it still has not shown that it has selected the most cost-effective approach for acquiring NGEN capabilities. Cost effectiveness is shown by comparing life-cycle costs and quantifiable and nonquantifiable benefits among alternatives, which can be accomplished by conducting a thorough analysis of alternatives. GAO previously identified weaknesses with the NGEN analysis of alternatives related to cost estimates and analysis of operational effectiveness and made associated recommendations. However, DON did not revisit the analysis of alternatives to address the weaknesses previously identified, nor did it conduct any other analysis that would show whether its revised approach is the most cost effective. For example, while DON developed a draft economic analysis in February 2012, the analysis assessed only the status quo and revised approach, and not other alternatives. As a result, GAO remains concerned with the analysis measuring NGEN cost effectiveness and DON does not know whether its revised approach for acquiring NGEN is the most cost effective."

Overview of Innovative PMI Research on NSTX-U and Associated PMI Facilities at PPPL

Developing a reactor compatible divertor and managing the associated plasma material interaction (PMI) has been identified as a high priority research area for magnetic confinement fusion. Accordingly on NSTXU, the PMI research has received a strong emphasis. With ~ 15 MW of auxiliary heating power, NSTX-U will be able to test the PMI physics with the peak divertor plasma facing component (PFC) heat loads of up to 40-60 MW/m2 . To support the PMI research, a comprehensive set of PMI diagnostic tools are being implemented. The snow-flake configuration can produce exceptionally high divertor flux expansion of up to ~ 50. Combined with the radiative divertor concept, the snow-flake configuration has reduced the divertor heat flux by an order of magnitude in NSTX. Another area of active PMI investigation is the effect of divertor lithium coating (both in solid and liquid phases). The overall NSTX lithium PFC coating results suggest exciting opportunities for future magnetic confinement research including significant electron energy confinement improvements, Hmode power threshold reduction, the control of Edge Localized Modes (ELMs), and high heat flux handling.
