On January 19-21, 2011, The National Council for Science and the Environment (NCSE) successfully convened its 11th National Conference on Science, Policy and the Environment: Our Changing Oceans in Washington, DC at the Ronald Reagan Building and International Trade Center. Over 1,247 participants attended the conference, representing federal, state and local governments, university and colleges across the US, civil society organizations, the business community, and international entities. In addition, the conference was webcast to an audience across several states. The conference provided a forum to examine the profound changes our ocean will undergo over the next 25-50 years and share various perspectives on the new research, tools, and policy initiatives to protect and sustain our ocean. Conference highlights and recommendations are available to the public on NCSE's conference website, www.OurChangingOceans.org.

The meeting shall strive to develop and further the fundamental understanding of defects and their roles in the structural, electronic, optical, and magnetic properties of bulk, thin film, and nanoscale semiconductors and device structures. Point and extended defects will be addressed in a broad range of electronic materials of particular current interest, including wide bandgap semiconductors, metal-oxides, carbon-based semiconductors (e.g., diamond, graphene, etc.), organic semiconductors, photovoltaic/solar cell materials, and others of similar interest. This interest includes novel defect detection/imaging techniques and advanced defect computational methods.

Understanding the fundamental principles governing the structure and dynamics of water - and particularly how water mediates chemical interactions and processes - continues to pose formidable challenges and yield abundant surprises. The focus of this Gordon Research Conference is on identifying key questions, describing emerging understandings, and unveiling surprising discoveries related to water and aqueous solutions. The talks and posters at this meeting will describe studies of water and its interactions with objects such as interfaces, channels, electrons, oils, ions, and proteins; probed using optical, electrical, and particle experiments, and described using classical, quantum, and multi-scale theories.

A letter report issued by the Government Accountability Office with an abstract that begins "The Census Bureau’s (Bureau) early planning and preparation efforts for the 2020 Census are consistent with most leading practices in each of the three management areas GAO reviewed. For example, with respect to its effort to transform its decennial organization, top Bureau leadership has been driving the transformation, and the agency has focused on a key set of principles as it begins to roll-out the strategy to staff. Furthermore, the Bureau has created a timeline to build momentum and show progress. At the same time, however, the amount of change-related activity the Bureau is considering as part of its reorganization of its decennial directorate may not be aligned with the resources the Bureau has allocated to plan, coordinate, and carry it out, and, as a result, the planned transformation efforts may not be sustainable or successful."

Testimony issued by the Government Accountability Office with an abstract that begins "Because of delays and cost increases, the General Services Administration (GSA) canceled the authorized 41-courtroom Los Angeles (L.A.), California, courthouse project in 2006. Since then, GSA and the judiciary have been slow to agree upon how to proceed with the project, for which about $366 million in appropriated funds remains available. In 2012, with the judiciary’s support, GSA issued a request for proposal for contractors to design and build a 24-courtoom, 32-chamber courthouse, which would be used in conjunction with 25 existing courtrooms in the Roybal Courthouse. However, this new plan will not address one of the principal justifications for the original project—that the L.A. Court be centralized at one site. Instead, it would increase the distance between the Roybal Courthouse and the planned second court location and the distance to the federal detention center from which prisoners must be transported."

This report discusses and debates the pieces of the 2008 farm bill that will expire at the close of the 2012 funding year. The report suggests that existing programs could be amended or consolidated. Moreover, the report addresses the budgetary issues that arise from keeping existing programs.

Sludge samples from the DWPF Slurry Mix Evaporator (SME) heating coil frame and coil surface were characterized to identify differences that might help identify heat transfer fouling materials. The SME steam coils have seen increased fouling leading to lower boil-up rates. Samples of the sludge were taken from the coil frame somewhat distant from the coil (bulk tank material) and from the coil surface (coil surface sample). The results of the analysis indicate the composition of the two SME samples are very similar with the exception that the coil surface sample shows {approx}5-10X higher mercury concentration than the bulk tank sample. Elemental analyses and x-ray diffraction results did not indicate notable differences between the two samples. The ICP-MS and Cs-137 data indicate no significant differences in the radionuclide composition of the two SME samples. Semi-volatile organic analysis revealed numerous organic molecules, these likely result from antifoaming additives. The compositions of the two SME samples also match well with the analyzed composition of the SME batch with the exception of significantly higher silicon, lithium, and boron content in the batch sample indicating the coil samples are deficient in frit relative to the SME batch composition.

The distribution of wealth (net worth) across households has been an underlying consideration in congressional deliberations on various issues, including taxation and social welfare. This report analyzes the change over time in the concentration of net worth (assets minus liabilities) to help inform those policy deliberations.

We introduce a jet shape observable defined for an ensemble of jets in terms of two-particle angular correlations and a resolution parameter R. This quantity is infrared and collinear safe and can be interpreted as a scaling exponent for the angular distribution of mass inside the jet. For small R it is close to the value 2 as a consequence of the approximately scale invariant QCD dynamics. For large R it is sensitive to non-perturbative effects. We describe the use of this correlation function for tests of QCD, for studying underlying event and pile-up effects, and for tuning Monte Carlo event generators.

A letter report issued by the Government Accountability Office with an abstract that begins "U.S. Customs and Border Protection (CBP) detects and deters evasion of antidumping and countervailing (AD/CV) duties through a three-part process that involves (1) identifying potential cases of evasion, (2) attempting to verify if evasion is occurring, and (3) taking enforcement action. To identify potential cases of evasion, CBP targets suspicious import activity, analyzes trends in import data, and follows up on allegations from external sources. If CBP identifies a potential case of evasion, it can use various techniques to attempt to verify whether evasion is occurring, such as asking importers for further information, auditing the records of importers suspected of evasion, and inspecting shipments arriving at ports of entry. If CBP is able to verify evasion, its options for taking enforcement action include (1) pursuing the collection of evaded duties, (2) imposing civil penalties, (3) conducting seizures, and (4) referring cases for criminal investigation. For example, between fiscal years 2007 to 2011, CBP assessed civil penalties totaling about $208 million against importers evading AD/CV duties."

The Keweenaw Bay Indian Community (KBIC) is committed to preserving our natural environment and reducing the amount of fossil fuels consumed while developing "green" business manufacturing jobs on tribal lands. The Tribe's Comprehensive Strategic Plan seeks to diversify the Tribal Economy through the creation of alternative energy businesses, such as wind, solar and bio-mass facilities while protecting the waters of Lake Superior, tribal inland lakes and streams. In addition, the Community desired to utilize clean/green energy resources to promote the self-sufficiency of the Tribal Nation. The objective of the study is to preserve our environment and maintain our cultural goals of using the resources of the land wisely. To reduce our consumption of fossil fuels, mercury and carbon dioxide emissions, which harm our water and land; we have decided to evaluate the opportunities of utilizing wind power. Preliminary projections show that we may eliminate pollution from our land in a cost effective manner. This study will evaluate wind capacity and our current energy consumption while projecting the feasibility of converting to wind power for operations at our major facilities. Testimony issued by the Government Accountability Office with an abstract that begins "The National Defense Authorization Act for Fiscal Year 2011 mandated that GAO examine the costs and benefits of an increased Department of Defense (DOD) role to help secure the southwest land border. This mandate directed that GAO report on, among other things, the potential deployment of additional units, increased use of ground-based mobile surveillance systems, use of mobile patrols by military personnel, and an increased deployment of unmanned aerial systems and manned aircraft in national airspace. In September 2011, GAO reported that DOD estimated a total cost of about $1.35 billion for two separate border operations—Operation Jump Start and Operation Phalanx—conducted by National Guard forces in Title 32 status from June 2006 to July 2008 and from June 2010 through September 30, 2011, respectively. Further, DOD estimated that it has cost about $10 million each year since 1989 to use active duty Title 10 forces nationwide, through its Joint Task Force-North, in support of drug law enforcement agencies with some additional operational costs borne by the military services. Calibration parameters from the Connolly et al. (2007) algorithm cannot be applied to the Department of Energy's (DOE) CPI because the DOE CPI is version 2.0. Thus, Dr. Junshik Um and Prof. Greg McFarquhar brought the DOE CPI to the University of Manchester, UK, where facilities for calibrating it were available. In addition, two other versions of CPIs (1.0 and 1.5) were available on-site at the University of Manchester so that an intercomparison of three different versions of the CPI was possible. The three CPIs (versions 1.0, 1.5, and 2.0) were calibrated by moving glass calibration beads and ice analogues of known size parallel to the object plane. The distance between the object plane and a particle, the particle's focus, its apparent maximum dimension, and a background image were measured in order to derive calibration parameters for each CPI version. The calibration parameters are used in two empirical equations that are applied to in situ CPI data to determine particle size and depth of field, and hence particle size distributions (PSDs). After the tests with the glass calibration beads to derive the calibration parameters, the three CPIs were installed at the base of the Manchester Ice Cloud Chamber and connected …
