A number of tax provisions either expired in 2011 or are scheduled to expire at the end of this 2012. As Congress decides whether to extend these provisions, it may consider the estimated revenue losses associated with their extension as well as other factors when evaluating tax policy. In the 112th Congress, Members have yet to consider legislation that would extend all of the provisions discussed in this report, although legislation to extend certain provisions has been considered.

Financial Performance of the Major Oil Companies, 2007-2011

Periods of rising oil prices can result in reduced economic growth, rising prices, and reduced disposable incomes for consumers, as well as a deteriorating trade balance. For the oil industry, periods of high oil prices generally imply increasing cash flows and higher profits. Although the U.S. oil industry is composed of many firms, to many the face of the oil industry is represented by the five major firms operating extensively in the U.S. market. These firms are ExxonMobil, Chevron, BP plc, Royal Dutch Shell plc, and ConocoPhillips. During the period 2007 to 2011, the five major companies' upstream activities of exploration and production contributed more to the total profitability of the firms than the downstream activities of refining and marketing.

Representatives and Senators: Trends in Member Characteristics Since 1945

Questions about the characteristics of Members of Congress, including their age, education, previous occupations, and other descriptors, are of ongoing interest to Members, congressional staff, and constituents. Some of these questions may be asked in the context of representation, in efforts to evaluate the extent to which Members of Congress reflect their constituencies and the nation at large. In other instances, questions arise about how the characteristics of Members have changed over time, which may speak in part to the history of Congress. This report provides profiles of Senators and Representatives in selected Congresses since 1945. It includes data based on Representatives and Senators serving on the first day of the 79th, 82nd, 87th, 92nd, 97th, 102nd, and 107th–112th Congresses for several demographic characteristics, as well as the tenure of Member service in Congress. The characteristics discussed include age, including the oldest and youngest Members of the House and Senate; congressional service tenure; sex; previous occupation; race and ethnicity; education; religion; and military service.

Organized Retail Crime (open access)

Organized Retail Crime

Organized retail crime (ORC) involves the large-scale theft of everyday consumer items and potentially has much broader implications. In an increasingly globalized society, more and more transactions take place online rather than face-to-face. As such, in addition to relying on physical resale markets, organized retail thieves have turned to online marketplaces as means to fence, or re-sell, their ill-gotten goods. One policy issue facing Congress is whether criminalizing organized retail crime in the U.S. Code would allow for more effective investigation and prosecution of these criminals. Congress may also wish to consider whether regulating resale marketplaces (online markets, in particular), to require such entities to increase information sharing with retailers and law enforcement, would strengthen investigations and prosecutions of ORC as well as decrease the prevalence of retail thieves relying on legitimate online marketplaces to fence stolen goods.

The Future of the Eurozone and U.S. Interests

Seventeen of the European Union's 27 member states share an economic and monetary union (EMU) with the euro as a single currency. These countries are effectively referred to as the Eurozone. What has become known as the Eurozone crisis began in early 2010 when financial markets were shaken by heightened concerns that the fiscal positions of a number of Eurozone countries, beginning with Greece, were unsustainable. This report provides background information and analysis on the future of the Eurozone in six parts, including discussions on the origins and design challenges of the Eurozone, proposals to define the Eurozone crisis, possible scenarios for the future of the Eurozone, and the implications of the Eurozone crisis for U.S. economic and political interests.
