ADDENDUM TO THE SURVEY REPORT FOR THE CHARACTERIZATION OF THE FIVE TANKS LOCATED NEAR THE OLD SALVAGE YARD AT THE Y-12 NATIONAL SECURITY COMPLEX, OAK RIDGE, TENNESSEE

The purpose if this addendum is to provide clarifying information related to two issues delaying disposal of Tank 2, located west of the Old Salvage Yard at the Y-12 National Security Complex. The two issues are as follows: 1. The discovery and documentation of apparent elevated results on the external rusty surface of Tank 2; 2. The proper interpretation and use of scan data. Oak Ridge Associated Universities (ORAU) health physics technicians (HPTs), operating under the Oak Ridge Institute for Science and Education contract, performed 100% scans over accessible interior and exterior surfaces of the five tanks located near the Old Salvage Yard, per the stakeholder-approved project-specific plan. Three types of measurements were collected, including gamma radiation measurements using a Ludlum model 44-10 gamma scintillation detector connected to a Ludlum model 2221 ratemeter/scaler; alpha radiation measurements using a Ludlum model 43-68 gas proportional detector connected to a 2221 ratemeter/scaler; and alpha-plus-beta radiation measurements also using a Ludlum model 43-68 connected to a 2221 ratermeter/scaler. The alpha-plus-beta characterization data is the primary subject of this addendum.

This thesis is the culminating project for my participation in the OECD NEA International School of Nuclear Law. This paper will begin by providing a historical background to current disarmament and denuclearization treaties. This paper will discuss the current legal framework based on current and historical activities related to denuclearization and nuclear disarmament. Then, it will propose paths forward for the future efforts, and describe the necessary legal considerations. Each treaty or agreement will be examined in respect to its requirements for: 1) limitations and implementation; 2) and verification and monitoring. Then, lessons learned in each of the two areas (limitations and verification) will be used to construct a proposed path forward at the end of this paper.

Correspondence issued by the Government Accountability Office with an abstract that begins "Some compliance activities for the export of controlled items under State and Commerce licenses differ from compliance activities under country-based license exemptions, but enforcement activities are generally the same. Compliance activities provide information for exporters, licensing officials, and enforcement agencies to help assess the validity of export transactions, identify potential violations, or prevent violations before they occur. Of the seven compliance activities we identified, three differ for licensed exports compared with country-based license exemptions. These activities are (1) license application review, (2) vetting parties to transactions, and (3) compliance program reviews (recordkeeping). In contrast to these compliance activities, the other four compliance and three enforcement activities, such as inspection of exports, investigations, and punitive actions for violations, are generally the same for both licensed exports and country-based, license-exempt exports."

Implementation of On-the-Fly Doppler Broadening in MCNP5 for Multiphysics Simulation of Nuclear Reactors

A new method to obtain Doppler broadened cross sections has been implemented into MCNP, removing the need to generate cross sections for isotopes at problem temperatures. Previous work had established the scientific feasibility of obtaining Doppler-broadened cross sections "on-the-fly" (OTF) during the random walk of the neutron. Thus, when a neutron of energy E enters a material region that is at some temperature T, the cross sections for that material at the exact temperature T are immediately obtained by interpolation using a high order functional expansion for the temperature dependence of the Doppler-broadened cross section for that isotope at the neutron energy E. A standalone Fortran code has been developed that generates the OTF library for any isotope that can be processed by NJOY. The OTF cross sections agree with the NJOY-based cross sections for all neutron energies and all temperatures in the range specified by the user, e.g., 250K - 3200K. The OTF methodology has been successfully implemented into the MCNP Monte Carlo code and has been tested on several test problems by comparing MCNP with conventional ACE cross sections versus MCNP with OTF cross sections. Improved Ion Resistance for III-V Photocathodes in High Current Guns

The two photocathode test systems were modified, baked and recommissioned. The first system was dedicated to ion studies and the second to electron stimulated recovery (ESR) work. The demonstration system for the electron beam rejuvenation was set up, tested and demonstrated to one of the SSRL team (Dr. Kirby) during a site visit. The requisite subsystems were transferred to SSRL, installed and photoemission studies conducted on activated surfaces following electron beam exposure. Little surface chemistry change was detected in the photoemission spectra following the ESR process. The yield mapping system for the ion (and later, the electron beam rejuvenation) studies was implemented and use made routine. Ion species and flux measurements were performed for H, He, Ne, Ar, Kr and Xe ions at energies of 0.5, 1.0 and 2.0 kV. Gas induced photoyield measurements followed each ion exposure measurement. These data permit the extraction of photoyield induced change per ion (by species) at the measured energies. Electron beam induced rejuvenation was first demonstrated in the second chamber with primary electron beam energy and dependency investigations following. Investigation of Hexavalent Chromium Flux to Groundwater at the 100-C-7:1 Excavation Site

Deep excavation of soil has been conducted at the 100-C-7 and 100-C-7:1 waste sites within the 100-BC Operable Unit at the Department of Energy (DOE) Hanford Site to remove hexavalent chromium (Cr(VI)) contamination with the excavations reaching to near the water table. Soil sampling showed that Cr(VI) contamination was still present at the bottom of the 100-C-7:1 excavation. In addition, Cr(VI) concentrations in a downgradient monitoring well have shown a transient spike of increased Cr(VI) concentration following initiation of excavation. Potentially, the increased Cr(VI) concentrations in the downgradient monitoring well are due to Cr(VI) from the excavation site. However, data were needed to evaluate this possibility and to quantify the overall impact of the 100-C-7:1 excavation site on groundwater. Data collected from a network of aquifer tubes installed across the floor of the 100-C-7:1 excavation and from temporary wells installed at the bottom of the entrance ramp to the excavation were used to evaluate Cr(VI) releases into the aquifer and to estimate local-scale hydraulic properties and groundwater flow velocity.

Tidal energy represents potential for the generation of renewable, emission free, environmentally benign, and cost effective energy from tidal flows. A successful tidal energy demonstration project in Puget Sound, Washington may enable significant commercial development resulting in important benefits for the northwest region and the nation. This project promoted the United States Department of Energy’s Wind and Hydropower Technologies Program’s goals of advancing the commercial viability, cost-competitiveness, and market acceptance of marine hydrokinetic systems. The objective of the Puget Sound Tidal Energy Demonstration Project is to conduct in-water testing and evaluation of tidal energy technology as a first step toward potential construction of a commercial-scale tidal energy power plant. The specific goal of the project phase covered by this award was to conduct all activities necessary to complete engineering design and obtain construction approvals for a pilot demonstration plant in the Admiralty Inlet region of the Puget Sound. Public Utility District No. 1 of Snohomish County (The District) accomplished the objectives of this award through four tasks: Detailed Admiralty Inlet Site Studies, Plant Design and Construction Planning, Environmental and Regulatory Activities, and Management and Reporting. During the three-year project period, Purdue University has specifically accomplished the following: revised the existing Methane Dynamics Model (MDM) to consider the effects of changes of atmospheric pressure; applied the methane dynamics model (MDM) to Siberian region to demonstrate that ebullition estimates could increase previous estimates of regional terrestrial CH{sub 4} emissions 3- to 7-fold in Siberia; Conducted an analysis of the carbon balance of the Arctic Basin from 1997 to 2006 to show that terrestrial areas of the Arctic were a net source of 41.5 Tg CH{sub 4} yr{sup −1} that increased by 0.6 Tg CH{sub 4} yr{sup −1} during the decade of analysis, a magnitude that is comparable with an atmospheric inversion of CH{sub 4}; improved the quantification of CH{sub 4} fluxes in the Arctic with inversion methods; evaluated AIRS CH4 retrieval data with a transport and inversion model and surface flux and aircraft data; to better quantify methane emissions from wetlands, we extended the MDM within a biogeochemistry model, the Terrestrial Ecosystem Model (TEM), to include a large-scale hydrology model, the variable infiltration capacity (VIC) model; more recently, we developed a single box atmospheric chemistry model involving atmospheric methane (CH{sub 4}), carbon monoxide (CO) and radical hydroxyl …

A letter report issued by the Government Accountability Office with an abstract that begins "Deficiencies exposed at Walter Reed Army Medical Center in 2007 served as a catalyst compelling the Departments of Defense (DOD) and Veterans Affairs (VA) to address a host of problems for wounded, ill, and injured servicemembers and veterans as they navigate through the recovery care continuum. This continuum extends from acute medical treatment and stabilization, through rehabilitation to reintegration, either back to active duty or to the civilian community as a veteran. In spite of 5 years of departmental efforts, recovering servicemembers and veterans are still facing problems with this process and may not be getting the services they need. Key departmental efforts included the creation or modification of various care coordination and case management programs, including the military services' wounded warrior programs. However, these programs are not always accessible to those who need them due to the inconsistent methods, such as referrals, used to identify potentially eligible servicemembers, as well as inconsistent eligibility criteria across the military services' wounded warrior programs. A letter report issued by the Government Accountability Office with an abstract that begins "Security cooperation officials report three major types of challenges--training and workforce structure, defining partner country requirements, and obtaining acquisition and delivery status information--in conducting assistance programs. Ongoing Department of Defense (DOD) reforms address challenges that DOD security cooperation officials reported in meeting staff training needs and achieving the optimum workforce structure. The Defense Security Cooperation Agency (DSCA) has also initiated efforts to respond to challenges in developing assistance requests resulting from the limited expertise of partner countries and U.S. Security Cooperation Organization (SCO) staff in identifying country assistance requirements and the equipment that can meet them. However, according to DOD security cooperation officials, information gaps in the acquisition and delivery phases of the security assistance process continue to hinder the effectiveness of U.S. assistance. Nearly all of GAO's focus groups and interviews reported persistent difficulties obtaining information on the status of security assistance acquisitions and deliveries because information systems are difficult to access and contain limited information. Virtual tool mark generation for efficient striation analysis in forensic science

In 2009, a National Academy of Sciences report called for investigation into the scienti#12;c basis behind tool mark comparisons (National Academy of Sciences, 2009). Answering this call, Chumbley et al. (2010) attempted to prove or disprove the hypothesis that tool marks are unique to a single tool. They developed a statistical algorithm that could, in most cases, discern matching and non-matching tool marks made at di#11;erent angles by sequentially numbered screwdriver tips. Moreover, in the cases where the algorithm misinterpreted a pair of marks, an experienced forensics examiner could discern the correct outcome. While this research served to con#12;rm the basic assumptions behind tool mark analysis, it also suggested that statistical analysis software could help to reduce the examiner's workload. This led to a new tool mark analysis approach, introduced in this thesis, that relies on 3D scans of screwdriver tip and marked plate surfaces at the micrometer scale from an optical microscope. These scans are carefully cleaned to remove noise from the data acquisition process and assigned a coordinate system that mathematically de#12;nes angles and twists in a natural way.
