TECHNETIUM RETENTION IN WTP LAW GLASS WITH RECYCLE FLOW-SHEET DM10 MELTER TESTING VSL-12R2640-1 REV 0

Melter tests were conducted to determine the retention of technetium and other volatiles in glass while processing simulated Low Activity Waste (LAW) streams through a DM10 melter equipped with a prototypical off-gas system that concentrates and recycles fluid effiuents back to the melter feed. To support these tests, an existing DM10 system installed at Vitreous State Laboratory (VSL) was modified to add the required recycle loop. Based on the Hanford Tank Waste Treatment and Immobilization Plant (WTP) LAW off-gas system design, suitably scaled versions of the Submerged Bed Scrubber (SBS), Wet Electrostatic Precipitator (WESP), and TLP vacuum evaporator were designed, built, and installed into the DM10 system. Process modeling was used to support this design effort and to ensure that issues associated with the short half life of the {sup 99m}Tc radioisotope that was used in this work were properly addressed and that the system would be capable of meeting the test objectives. In particular, this required that the overall time constant for the system was sufficiently short that a reasonable approach to steady state could be achieved before the {sup 99m}Tc activity dropped below the analytical limits of detection. ELIMINATION OF THE CHARACTERIZATION OF DWPF POUR STREAM SAMPLE AND THE GLASS FABRICATION AND TESTING OF THE DWPF SLUDGE BATCH QUALIFICATION SAMPLE

A recommendation to eliminate all characterization of pour stream glass samples and the glass fabrication and Product Consistency Test (PCT) of the sludge batch qualification sample was made by a Six-Sigma team chartered to eliminate non-value-added activities for the Defense Waste Processing Facility (DWPF) sludge batch qualification program and is documented in the report SS-PIP-2006-00030. That recommendation was supported through a technical data review by the Savannah River National Laboratory (SRNL) and is documented in the memorandums SRNL-PSE-2007-00079 and SRNL-PSE-2007-00080. At the time of writing those memorandums, the DWPF was processing sludge-only waste but, has since transitioned to a coupled operation (sludge and salt). The SRNL was recently tasked to perform a similar data review relevant to coupled operations and re-evaluate the previous recommendations. This report evaluates the validity of eliminating the characterization of pour stream glass samples and the glass fabrication and Product Consistency Test (PCT) of the sludge batch qualification samples based on sludge-only and coupled operations. The pour stream sample has confirmed the DWPF's ability to produce an acceptable waste form from Slurry Mix Evaporator (SME) blending and product composition/durability predictions for the previous sixteen years but, ultimately the pour stream analysis has added minimal value to …

Regeneration of Tissues and Organs Using Autologous Cells

The proposed work aims to address three major challenges to the field of regenerative medicine: 1) the growth and expansion of regenerative cells outside the body in controlled in vitro environments, 2) supportive vascular supply for large tissue engineered constructs, and 3) interactive biomaterials that can orchestrate tissue development in vivo. Toward this goal, we have engaged a team of scientists with expertise in cell and molecular biology, physiology, biomaterials, controlled release, nanomaterials, tissue engineering, bioengineering, and clinical medicine to address all three challenges. This combination of resources, combined with the vast infrastructure of the WFIRM, have brought to bear on projects to discover and test new sources of autologous cells that can be used therapeutically, novel methods to improve vascular support for engineered tissues in vivo, and to develop intelligent biomaterials and bioreactor systems that interact favorably with stem and progenitor cells to drive tissue maturation. The Institute’s ongoing programs are aimed at developing regenerative medicine technologies that employ a patient’s own cells to help restore or replace tissue and organ function. Assessment of an ORION-based experimental platform for measuring the opacity of high-temperature and high-density plasma

The following provides an assessment of an experimental platform based on the ORION laser at AWE Aldermasten, England, for measuring the opacity of high-temperature and high-density LTE plasmas. The specific points addressed are (1) the range of electron density and temperature that can be achieved with short-pulse beams alone, as well as (2) by means of compression with a long-pulse beam; (3) the accuracy with which electron density, electron temperature, and absolute emissivity can be measured; (4) the use of pulse shaping to increase the sample density to above solid density; (5) the effect that target materials and target design have on maintaining spatial uniformity of the sample, and (6) the need for additional diagnostics to produce and characterize samples for decisive measurements.

Meeting the Renewable Fuel Standard (RFS) Mandate for Cellulosic Biofuels: Questions and Answers

The Renewable Fuel Standard (RFS) was expanded under the Energy Independence and Security Act of 2007 (EISA; P.L. 110-140) in an effort to reduce dependence on foreign oil, promote biofuel use, and stabilize transportation fuel prices, among other goals. Over a 15-year period, the RFS seeks to establish a market for biofuels in the transportation sector by requiring that increasing amounts of biofuels-36 billion gallons by 2022-be blended into transportation fuel. The mandate is to be accomplished with an assortment of advanced biofuels, including cellulosic biofuels-fuels produced from cellulosic materials including grasses, trees, and agricultural and municipal wastes-which will ramp up over time to comprise some 44% of the RFS in 2022.

Novel wide band gap materials for highly efficient thin film tandem solar cells

Tandem solar cells (TSCs), which use two or more materials to absorb sunlight, have achieved power conversion efficiencies of >25% versus 11-20% for commercialized single junction solar cell modules. The key to widespread commercialization of TSCs is to develop the wide-band, top solar cell that is both cheap to fabricate and has a high open-circuit voltage (i.e. >1V). Previous work in TSCs has generally focused on using expensive processing techniques with slow growth rates resulting in costs that are two orders of magnitude too expensive to be used in conventional solar cell modules. The objective of the PLANT PV proposal was to investigate the feasibility of using Ag(In,Ga)Se2 (AIGS) as the wide-bandgap absorber in the top cell of a thin film tandem solar cell (TSC). Despite being studied by very few in the solar community, AIGS solar cells have achieved one of the highest open-circuit voltages within the chalcogenide material family with a Voc of 949mV when grown with an expensive processing technique (i.e. Molecular Beam Epitaxy). Absence of Debye Sheaths Due to Secondary Electron Emission

A bounded plasma where the hot electrons impacting the walls produce more than one secondary on average is studied via particle-in-cell simulation. It is found that no classical Debye sheath or space-charge limited sheath exists. Ions are not drawn to the walls and electrons are not repelled. Hence the unconfined plasma electrons travel unobstructed to the walls, causing extreme particle and energy fluxes. Each wall has a positive charge, forming a small potential barrier or "inverse sheath" that pulls some secondaries back to the wall to maintain the zero current condition.

The American Opportunity Tax Credit: Overview, Analysis, and Policy Options

This report gives an overview of the American Opportunity Tax Credit (AOTC)—enacted on a temporary basis by the American Recovery and Reinvestment Act and extended through the end of 2012 by the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010— which is a partially-refundable tax credit that provides financial assistance to taxpayers who are attending college, or whose children are attending college. There are a variety of policy options mentioned in the report regarding the AOTC, including extending the credit, extending a modified AOTC, or repealing the Hope and Lifetime Credits and extending a modified AOTC that includes provisions included in these credits.

2011 Computation Directorate Annual Report

From its founding in 1952 until today, Lawrence Livermore National Laboratory (LLNL) has made significant strategic investments to develop high performance computing (HPC) and its application to national security and basic science. Now, 60 years later, the Computation Directorate and its myriad resources and capabilities have become a key enabler for LLNL programs and an integral part of the effort to support our nation's nuclear deterrent and, more broadly, national security. In addition, the technological innovation HPC makes possible is seen as vital to the nation's economic vitality. LLNL, along with other national laboratories, is working to make supercomputing capabilities and expertise available to industry to boost the nation's global competitiveness. LLNL is on the brink of an exciting milestone with the 2012 deployment of Sequoia, the National Nuclear Security Administration's (NNSA's) 20-petaFLOP/s resource that will apply uncertainty quantification to weapons science. Sequoia will bring LLNL's total computing power to more than 23 petaFLOP/s-all brought to bear on basic science and national security needs. The computing systems at LLNL provide game-changing capabilities. Sequoia and other next-generation platforms will enable predictive simulation in the coming decade and leverage industry trends, such as massively parallel and multicore processors, to run petascale applications. …

Initial Evaluation of Processing Methods for an Epsilon Metal Waste Form

During irradiation of nuclear fuel in a reactor, the five metals, Mo, Pd, Rh, Ru, and Tc, migrate to the fuel grain boundaries and form small metal particles of an alloy known as epsilon metal ({var_epsilon}-metal). When the fuel is dissolved in a reprocessing plant, these metal particles remain behind with a residue - the undissolved solids (UDS). Some of these same metals that comprise this alloy that have not formed the alloy are dissolved into the aqueous stream. These metals limit the waste loading for a borosilicate glass that is being developed for the reprocessing wastes. Epsilon metal is being developed as a waste form for the noble metals from a number of waste streams in the aqueous reprocessing of used nuclear fuel (UNF) - (1) the {var_epsilon}-metal from the UDS, (2) soluble Tc (ion-exchanged), and (3) soluble noble metals (TRUEX raffinate). Separate immobilization of these metals has benefits other than allowing an increase in the glass waste loading. These materials are quite resistant to dissolution (corrosion) as evidenced by the fact that they survive the chemically aggressive conditions in the fuel dissolver. Remnants of {var_epsilon}-metal particles have survived in the geologically natural reactors found in Gabon, Africa, indicating …

Studies of the Electromagnetic Structure of Mesons at Jefferson Lab

The Jefferson Laboratory Hall B PrimEx Collaboration is using tagged photons to perform an absolute 1.4% level cross section measurement of the photoproduction of neutral pions in the Coulomb field of a nucleus. The absolute cross section for this process is directly proportional to the neutral pion radiative decay width and consequently the uncertainty in the luminosity is directly reflected in the final error bar of the measurement. The PI has taken primary responsibility for the photon flux determination and in this technical report, we outline the steps taken to limit the uncertainty in the tagged photon flux to the 1% level. These include the use of a total absorption counter for absolute flux calibration, a pair spectrometer for online relative flux monitoring, and updated procedures for postbremsstrahlung electron counting. The photon tagging technique has been used routinely in its various forms to provide quasimonochromatic photons for absolute photonuclear cross section measurements. The analysis of such experiments in the context of bremsstrahlung photon tagging was summarized by Owens in 1990. Stochastic Orbit Loss of Neutral Beam Ions From NSTX Due to Toroidal Alfven Eigenmode Avalanches

Short toroidal Alfven eigenmode (TAE) avalanche bursts in the National Spherical Torus Experiment (NSTX) cause a drop in the neutron rate and sometimes a loss of neutral beam ions at or near the full injection energy over an extended range of pitch angles. The simultaneous loss of wide ranges of pitch angle suggests stochastic transport of the beam ions occurs. When beam ion orbits are followed with a guiding center code that incorporates plasma's magnetic equilibrium plus the measured modes, the predicted ranges of lost pitch angle are similar to those seen in the experiment, with distinct populations of trapped and passing orbits lost. These correspond to domains where the stochasticity extends in the orbit phase space from the region of beam ion deposition to the loss boundary.
