Annotated Bibliography for the MATADOR Project

The MATADOR project is focused on developing methods to infer the operational mode of facilities that have the potential to be used in weapons development programs. Our central hypothesis is that by persistent, non-intrusive monitoring of such facilities, differences between various use scenarios can be reliably discovered. The impact of success in this area is that new tools and techniques for monitoring and treaty verification would make it easier to reliably discover and document weapons development activities. This document captures the literature that will serve as a basis to approach this task. The relevant literature is divided into topical areas that relate to the various aspects of expected MATADOR project development. We have found that very little work that is directly applicable for our purposes has been published, which has motivated the development of novel methods under the project. Therefore, the manuscripts referenced in this document were selected based on their potential use as foundational blocks for the methods we anticipate developing, or so that we can understand the limitations of existing methods.

Broad Line Radio Galaxies Observed with Fermi-LAT: The Origin of the GeV Gamma-Ray Emission

We report on a detailed investigation of the {gamma}-ray emission from 18 broad line radio galaxies (BLRGs) based on two years of Fermi Large Area Telescope (LAT) data. We confirm the previously reported detections of 3C 120 and 3C 111 in the GeV photon energy range; a detailed look at the temporal characteristics of the observed {gamma}-ray emission reveals in addition possible flux variability in both sources. No statistically significant {gamma}-ray detection of the other BLRGs was however found in the considered dataset. Though the sample size studied is small, what appears to differentiate 3C 111 and 3C 120 from the BLRGs not yet detected in {gamma}-rays is the particularly strong nuclear radio flux. This finding, together with the indications of the {gamma}-ray flux variability and a number of other arguments presented, indicate that the GeV emission of BLRGs is most likely dominated by the beamed radiation of relativistic jets observed at intermediate viewing angles. In this paper we also analyzed a comparison sample of high accretion-rate Seyfert 1 galaxies, which can be considered radio-quiet counterparts of BLRGs, and found none were detected in {gamma}-rays. India, which has not signed the Nuclear Nonproliferation Treaty and does not have International Atomic Energy Agency safeguards on all of its nuclear material, exploded a “peaceful” nuclear device in 1974, convincing the world of the need for greater restrictions on nuclear trade. The United States created the Nuclear Suppliers Group (NSG) as a direct response to India's test, halted nuclear exports to India a few years later, and worked to convince other states to do the same. India tested nuclear weapons again in 1998. This report looks at how the relationship between the Bush Administration and the Obama Administration with India in regards to nuclear power.

Use of Occupancy Sensors in LED Parking Lot and Garage Applications: Early Experiences

Occupancy sensor systems are gaining traction as an effective technological approach to reducing energy use in exterior commercial lighting applications. Done correctly, occupancy sensors can substantially enhance the savings from an already efficient lighting system. However, this technology is confronted by several potential challenges and pitfalls that can leave a significant amount of the prospective savings on the table. This report describes anecdotal experiences from field installations of occupancy sensor controlled light-emitting diode (LED) lighting at two parking structures and two parking lots. The relative levels of success at these installations reflect a marked range of potential outcomes: from an additional 76% in energy savings to virtually no additional savings. Several issues that influenced savings were encountered in these early stage installations and are detailed in the report. Ultimately, care must be taken in the design, selection, and commissioning of a sensor-controlled lighting installation, else the only guaranteed result may be its cost.

Empirical Model for Formulation of Crystal-Tolerant Hlw Glasses

Historically, high-level waste (HLW) glasses have been formulated with a low liquideus temperature (T{sub L}), or temperature at which the equilibrium fraction of spinel crystals in the melt is below 1 vol % (T{sub 0.01}), nominally below 1050 C. These constraints cannot prevent the accumulation of large spinel crystals in considerably cooler regions ({approx} 850 C) of the glass discharge riser during melter idling and significantly limit the waste loading, which is reflected in a high volume of waste glass, and would result in high capital, production, and disposal costs. A developed empirical model predicts crystal accumulation in the riser of the melter as a function of concentration of spinel-forming components in glass, and thereby provides guidance in formulating crystal-tolerant glasses that would allow high waste loadings by keeping the spinel crystals small and therefore suspended in the glass.

MELTING OF GLASS BATCH - MODEL FOR MULTIPLE OVERLAPPING GAS-EVOLVING REACTIONS

In this study, we present a model for the kinetics of multiple overlapping reactions. Mathematical representation of the kinetics of gas-evolving reactions is crucial for the modeling of the feed-to-glass conversion in a waste-glass melter. The model simulates multiple gas-evolving reactions that occur during heating of a high-alumina high-level waste melter feed. To obtain satisfactory kinetic parameters, we employed Kissinger's method combined with least-squares analysis. The power-law kinetics with variable reaction order sufficed for obtaining excellent agreement with measured thermogravimetric analysis data.

GLYCOLIC-NITRIC ACID FLOWSHEET DEMONSTRATION OF THE DWPF CHEMICAL PROCESSING CELL WITH MATRIX SIMULANTS AND SUPERNATE

Savannah River Remediation (SRR) is evaluating changes to its current DWPF flowsheet to improve processing cycle times. This will enable the facility to support higher canister production while maximizing waste loading. Higher throughput is needed in the CPC since the installation of the bubblers into the melter has increased melt rate. Due to the significant maintenance required for the DWPF gas chromatographs (GC) and the potential for production of flammable quantities of hydrogen, reducing or eliminating the amount of formic acid used in the CPC is being developed. Earlier work at Savannah River National Laboratory has shown that replacing formic acid with an 80:20 molar blend of glycolic and formic acids has the potential to remove mercury in the SRAT without any significant catalytic hydrogen generation. This report summarizes the research completed to determine the feasibility of processing without formic acid. In earlier development of the glycolic-formic acid flowsheet, one run (GF8) was completed without formic acid. It is of particular interest that mercury was successfully removed in GF8, no formic acid at 125% stoichiometry. Glycolic acid did not show the ability to reduce mercury to elemental mercury in initial screening studies, which is why previous testing focused on using …

CFD [computational fluid dynamics] And Safety Factors. Computer modeling of complex processes needs old-fashioned experiments to stay in touch with reality.

Computational fluid dynamics (CFD) is recognized as a powerful engineering tool. That is, CFD has advanced over the years to the point where it can now give us deep insight into the analysis of very complex processes. There is a danger, though, that an engineer can place too much confidence in a simulation. If a user is not careful, it is easy to believe that if you plug in the numbers, the answer comes out, and you are done. This assumption can lead to significant errors. As we discovered in the course of a study on behalf of the Department of Energy's Savannah River Site in South Carolina, CFD models fail to capture some of the large variations inherent in complex processes. These variations, or scatter, in experimental data emerge from physical tests and are inadequately captured or expressed by calculated mean values for a process. This anomaly between experiment and theory can lead to serious errors in engineering analysis and design unless a correction factor, or safety factor, is experimentally validated.
