Local Effects of Biased Electrodes in the Divertor of NSTX

The goal of this paper is to characterize the effects of small non-axisymmetric divertor plate electrodes on the local scrape-off layer plasma. Four small rectangular electrodes were installed into the outer divertor plates of NSTX. When the electrodes were located near the outer divertor strike point and biased positively, there was an increase in the nearby probe currents and probe potentials and an increase in the LiI light emission at the large major radius end of these electrodes. When an electrode located farther outward from the outer divertor strike point was biased positively, there was sometimes a significant decrease in the LiI light emission at the small major radius end of this electrode, but there were no clear effects on the nearby probes. No non-local effects were observed with the biasing of these electrodes.

About 50 million gallons of high-level mixed waste is currently in storage in underground tanks at The United States Department of Energy's (DOE's) Hanford site in the State of Washington. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will provide DOE's Office of River Protection (ORP) with a means of treating this waste by vitrification for subsequent disposal. The tank waste will be separated into low- and high-activity fractions, which will then be vitrified respectively into Immobilized Low Activity Waste (ILAW) and Immobilized High Level Waste (IHLW) products. The ILAW product will be disposed of in an engineered facility on the Hanford site while the IHLW product will be directed to the national deep geological disposal facility for high-level nuclear waste. The ILAW and IHLW products must meet a variety of requirements with respect to protection of the environment before they can be accepted for disposal. The Office of River Protection is currently examining options to optimize the Low Activity Waste (LAW) facility and the LAW glass waste form. A Multifaceted Mathematical Approach for Complex Systems

Applied mathematics has an important role to play in developing the tools needed for the analysis, simulation, and optimization of complex problems. These efforts require the development of the mathematical foundations for scientific discovery, engineering design, and risk analysis based on a sound integrated approach for the understanding of complex systems. However, maximizing the impact of applied mathematics on these challenges requires a novel perspective on approaching the mathematical enterprise. Previous reports that have surveyed the DOE's research needs in applied mathematics have played a key role in defining research directions with the community. Although these reports have had significant impact, accurately assessing current research needs requires an evaluation of today's challenges against the backdrop of recent advances in applied mathematics and computing. To address these needs, the DOE Applied Mathematics Program sponsored a Workshop for Mathematics for the Analysis, Simulation and Optimization of Complex Systems on September 13-14, 2011. The workshop had approximately 50 participants from both the national labs and academia. The goal of the workshop was to identify new research areas in applied mathematics that will complement and enhance the existing DOE ASCR Applied Mathematics Program efforts that are needed to address problems associated with complex systems. …

The key research involved how to describe and use the knowledge from these varied sources to improve productivity of the end-user scientists, while creating a flexible and modular environment supporting all these features.

Biomass: Comparison of Definitions in Legislation Through the 111th Congress

The use of biomass as an energy feedstock is emerging as a potentially viable alternative to address U.S. energy security concerns, foreign oil dependence, rural economic development, and diminishing sources of conventional energy. Biomass (organic matter that can be converted into energy) may include food crops, crops for energy, crop residues, wood waste and byproducts, and animal manure. Most legislation involving biomass has focused on encouraging the production of liquid fuels from corn. For over 30 years, the term biomass has been a part of legislation enacted by Congress for various programs, indicating some interest by the general public and policymakers in expanding its use. To aid understanding of why U.S. consumers, utility groups, refinery managers, and others have not fully adopted biomass as an energy resource, this report investigates the characterization of biomass in legislation.

Refugee Admissions and Resettlement Policy

Typically, the annual number of refugees that can be admitted into the United States, known as the refugee ceiling, and the allocation of these numbers by region are set by the President after consultation with Congress at the start of each fiscal year. For FY2012, the worldwide refugee ceiling is 76,000, with 73,000 admissions numbers allocated among the regions of the world and 3,000 numbers comprising an unallocated reserve. Overseas processing of refugees is conducted through a system of three priorities for admission. Priority 1 comprises cases involving persons facing compelling security concerns. Priority 2 comprises cases involving persons from specific groups of special humanitarian concern to the United States (e.g., Iranian religious minorities). Priority 3 comprises family reunification cases involving close relatives of persons admitted as refugees or granted asylum. Special legislative provisions facilitate relief for certain refugee groups.

A Step Towards Conservation for Interior Alaska Tribes

This project includes a consortium of tribes. The tribes include Hughes (representing the consortium) Birch Creek, Huslia, and Allakaket. The project proposed by Interior Regional Housing Authority (IRHA) on behalf of the villages of Hughes, Birch Creek, Huslia and Allakaket is to develop an energy conservation program relevant to each specific community, educate tribe members and provide the tools to implement the conservation plan. The program seeks to achieve both energy savings and provide optimum energy requirements to support each tribe's mission. The energy management program will be a comprehensive program that considers all avenues for achieving energy savings, from replacing obsolete equipment, to the design and construction of energy conservation measures, the implementation of energy saving operation and maintenance procedures, the utilization of a community-wide building energy management system, and a commitment to educating the tribes on how to decrease energy consumption. With the implementation of this program and the development of an Energy Management Plan, these communities can then work to reduce the high cost of living in rural Alaska.

Next Generation Print-based Manufacturing for Photovoltaics and Solid State Lighting

For the grand challenge of reducing our energy and carbon footprint, the development of renewable energy and energy efficient technologies offer a potential solution. Energy technologies can reduce our dependence on foreign oil as well as the energy consumed by the petroleum industry, the leading consumer of energy by a U.S. industry sector. Nonetheless, the manufacturing processes utilized to manufacture equipment for alternative energy technologies often involve energy-intensive processes. This undermines some of the advantages to moving to 'green' technologies in the first place. Our answer to the Industrial Technology Program's (ITP) Grand Challenge FOA was to develop a transformational low cost manufacturing process for plastic-based photovoltaics that will lower by over 50% both energy consumption and greenhouse emissions and offer a return-of-investment of over 20%. We demonstrated a Luminescent Solar Concentrator fabricated on a plastic acrylic substrate (i.e. no glass) that increases the power output of the PV cell by 2.2x with a 2% power efficiency as well as an LSC with a 7% power efficiency that increased the power output from the PV cells by 35%. Center for Gyrokinetic/MHD Hybrid Simulation of Energetic Particle Physics in Toroidal Plasmas (CSEPP). Final report

At Colorado University-Boulder the primary task is to extend our gyrokinetic Particle-in-Cell simulation of tokamak micro-turbulence and transport to the area of energetic particle physics. We have implemented a gyrokinetic ion/massless fluid electron hybrid model in the global {delta}#14;f-PIC code GEM, and benchmarked the code with analytic results on the thermal ion radiative damping rate of Toroidal Alfven Eigenmodes (TAE) and with mode frequency and spatial structure from eigenmode analysis. We also performed nonlinear simulations of both a single-n mode (n is the toroidal mode number) and multiple-n modes, and in the case of single-n, benchmarked the code on the saturation amplitude vs. particle collision rate with analytical theory. Most simulations use the #14;f method for both ions species, but we have explored the full-f method for energetic particles in cases where the burst amplitude of the excited instabilities is large as to cause significant re-distribution or loss of the energetic particles. We used the hybrid model to study the stability of high-n TAEs in ITER. Our simulations show that the most unstable modes in ITER lie in the rage of 10 < n < 20. Military Base Closures: Socioeconomic Impacts

The most recent Base Realignment and Closure (BRAC) Commission submitted its final report to the Administration on September 8, 2005. Implementation of the BRAC round was officially completed on September 15, 2011. In the report, the commission rejected 13 of the initial Department of Defense recommendations, significantly modified the recommendations for 13 other installations, and approved 22 major closures. Early planning and decisive leadership from officials are important factors in addressing local socioeconomic impacts from base realignment and closing. Drawing from existing studies, this report assesses the potential community impacts and proposals for minimizing those impacts.

Scientific/Techical Report

The ACNS provides a focal point for the North American neutron user community, strengthening ties within this diverse group, and promoting neutron research in related disciplines. The conference thus serves a dual role as both a national user meeting and a scientific meeting. As a venue for scientific exchange, the ACNS showcases recent results and provides a forum for scientific discussion of neutron-enabled research in fields as diverse as hard and soft condensed matter, liquids, biology, magnetism, engineering materials, chemical spectroscopy, crystal structure, elementary excitations, fundamental physics, and development of neutron instrumentation. This is achieved through a combination of invited oral presentations, contributed oral presentations, and poster sessions. Adequate opportunity for spontaneous discussion and collaboration is also built into the ACNS program in order to foster free exchange of new scientific ideas and the potential for use of powerful neutron scattering methods beyond the current realms of application. The sixth American Conference on Neutron Scattering (ACNS 2012) provided essential information on the breadth and depth of current neutron-related research worldwide. Characterization of U-Mo Foils for AFIP-7

Twelve AFIP in-process foil samples, fabricated by either Y-12 or LANL, were shipped from LANL to PNNL for potential characterization using optical and scanning electron microscopy techniques. Of these twelve, nine different conditions were examined to one degree or another using both techniques. For this report a complete description of the results are provided for one archive foil from each source of material, and one unirradiated piece of a foil of each source that was irradiated in the Advanced Test Reactor. Additional data from two other LANL conditions are summarized in very brief form in an appendix. The characterization revealed that all four characterized conditions contained a cold worked microstructure to different degrees. The Y-12 foils exhibited a higher degree of cold working compared to the LANL foils, as evidenced by the highly elongated and obscure U-Mo grain structure present in each foil. The longitudinal orientations for both of the Y-12 foils possesses a highly laminar appearance with such a distorted grain structure that it was very difficult to even offer a range of grain sizes. 9978 AND 9975 TYPE B PACKAGING INTERNAL DATA COLLECTION FEASIBILITY TESTING

The objective of this report is to document the findings from a series of proof-of-concept tests performed by Savannah River National Laboratory (SRNL) R and D Engineering, for the DOE Packaging Certification Program to determine if a viable radio link could be established from within the stainless steel confines of several drum-style DOE certified Type B radioactive materials packagings. Two in-hand, off-the-shelf radio systems were tested. The first system was a Wi-Fi Librestream Onsight{trademark} camera with a Fortress ES820 Access Point and the second was the On-Ramp Wireless Ultra-Link Processing{trademark} (ULP) radio system. These radio systems were tested within the Model 9975 and 9978 Type B packagings at the SRNL. This report documents the test methods and results. A path forward will also be recommended.

It begins by providing a general background on the types of international agreements that are binding upon the United States, as well as considerations affecting whether they take the form of a treaty or an executive agreement. Next, the report discusses historical precedents as to the role that security agreements have taken, with specific attention paid to past agreements entered with Afghanistan, Germany, Japan, South Korea, the Philippines, and Iraq. The report discusses the oversight role that Congress exercises with respect to entering and implementing international agreements involving the United States.
