Northern Ireland: The Peace Process

Since 1969, over 3,500 people have died as a result of political violence in Northern Ireland, which is a part of the United Kingdom. The British and Irish governments as well as the Northern Ireland political parties participating in the peace talks announced an agreement, the Good Friday Agreement (also known as the Belfast Agreement), which called for devolved government in which unionist and nationalist parties would share power. U.S. administrations and many Members of Congress have actively supported the Northern Ireland peace process. For decades, the United States has provided development aid through the International Fund for Ireland (IFI). In recent years, congressional hearings have focused on the peace process, police reforms, and the status of public inquiries into several murders in Northern Ireland in which collusion between the security forces and paramilitary groups is suspected. Many such issues related to Northern Ireland may continue to be of interest in the 112th Congress.

RESULTS FOR THE FIRST QUARTER 2012 TANK 50 WAC SLURRY SAMPLE: CHEMICAL AND RADIONUCLIDE CONTAMINANT RESULTS

This report details the chemical and radionuclide contaminant results for the characterization of the 2012 First Quarter sampling of Tank 50 for the Saltstone Waste Acceptance Criteria (WAC). Information from this characterization will be used by Waste Solidification Engineering (WSE) to support the transfer of low-level aqueous waste from Tank 50 to the Salt Feed Tank in the Saltstone Facility in Z-Area, where the waste will be immobilized. This information is also used to update the Tank 50 Waste Characterization System. The following conclusions are drawn from the analytical results provided in this memorandum: (1) The concentrations of the reported chemical and radioactive contaminants were less than their respective WAC targets or limits unless noted in this section; (2) The reported detection limit for {sup 94}Nb is above the requested limit from Reference 2 but below the estimated limit in Reference 3; (3) {sup 247}Cm and {sup 249}Cf are above the requested limits from Reference 2. however, they are below the limits established in Reference 3; (4) The reported detection limit for Norpar 13 is greater than the limit from Table 4 and Attachment 8.2 of the WAC; (5) The reported detection limit for Isopar L is greater than the …

Tank 40 Final SB7b Chemical Characterization Results

A sample of Sludge Batch 7b (SB7b) was taken from Tank 40 in order to obtain radionuclide inventory analyses necessary for compliance with the Waste Acceptance Product Specifications (WAPS). The SB7b WAPS sample was also analyzed for chemical composition including noble metals and fissile constituents. At the Savannah River National Laboratory (SRNL) the 3-L Tank 40 SB7b sample was transferred from the shipping container into a 4-L high density polyethylene bottle and solids were allowed to settle over the weekend. Supernate was then siphoned off and circulated through the shipping container to complete the transfer of the sample. Following thorough mixing of the 3-L sample, a 558 g sub-sample was removed. This sub-sample was then utilized for all subsequent analytical samples. Eight separate aliquots of the slurry were digested, four with HNO{sub 3}/HCl (aqua regia) in sealed Teflon� vessels and four with NaOH/Na{sub 2}O{sub 2} (alkali or peroxide fusion) using Zr crucibles. Two Analytical Reference Glass ? 1 (ARG-1) standards were digested along with a blank for each preparation. (Small) Resonant non-Gaussianities: Signatures of a Discrete Shift Symmetry in the Effective Field Theory of Inflation

We apply the Effective Field Theory of Inflation to study the case where the continuous shift symmetry of the Goldstone boson {pi} is softly broken to a discrete subgroup. This case includes and generalizes recently proposed String Theory inspired models of Inflation based on Axion Monodromy. The models we study have the property that the 2-point function oscillates as a function of the wavenumber, leading to oscillations in the CMB power spectrum. The non-linear realization of time diffeomorphisms induces some self-interactions for the Goldstone boson that lead to a peculiar non-Gaussianity whose shape oscillates as a function of the wavenumber. We find that in the regime of validity of the effective theory, the oscillatory signal contained in the n-point correlation functions, with n > 2, is smaller than the one contained in the 2-point function, implying that the signature of oscillations, if ever detected, will be easier to find first in the 2-point function, and only then in the higher order correlation functions. Still the signal contained in higher-order correlation functions, that we study here in generality, could be detected at a subleading level, providing a very compelling consistency check for an approximate discrete shift symmetry being realized during inflation.

I review the recent efforts to improve the precision of the prediction of the anomalous moment of the muon, in particular of the hadronic contribution of the vacuum polarization, which is the contribution with the largest uncertainty. Focus is given to the recent result for e{sup +}e{sup -} {yields} {pi}{sup +}{pi}{sup -} by the BaBar collaboration, obtained using events with radiation in the initial state.

The BIOMOL grant was for 'Local System Support for PDB Biological Unit Search and Display' to augment Rasmol's [Bernstein 2000] [Sayle, Milner-White 1995] existing macromolecular display functions with new capabilities by taking advantage of recent increases in local computing power in order to move functionality that is now scattered among various local and remote systems into one local package. Work included new algorithms for molecular surface display, an extended format for Protein Data Bank Entries, work on issues relating to the integration of multiple diffraction images formats.

Exploration of Optimization Options for Increasing Performance of a GPU Implementation of a Three-dimensional Bilateral Filter

This report explores using GPUs as a platform for performing high performance medical image data processing, specifically smoothing using a 3D bilateral filter, which performs anisotropic, edge-preserving smoothing. The algorithm consists of a running a specialized 3D convolution kernel over a source volume to produce an output volume. Overall, our objective is to understand what algorithmic design choices and configuration options lead to optimal performance of this algorithm on the GPU. We explore the performance impact of using different memory access patterns, of using different types of device/on-chip memories, of using strictly aligned and unaligned memory, and of varying the size/shape of thread blocks. Our results reveal optimal configuration parameters for our algorithm when executed sample 3D medical data set, and show performance gains ranging from 30x to over 200x as compared to a single-threaded CPU implementation.

Organized Crime: An Evolving Challenge for U.S. Law Enforcement

In the last two decades, organized crime has grown more complex, posing evolving challenges for U.S. federal law enforcement. These criminals have transformed their operations in ways that broaden their reach and make it harder for law enforcement to combat them. They have adopted more-networked structural models, internationalized their operations, and grown more tech savvy. They are a significant challenge to U.S. law enforcement. There still is no single agency charged with investigating organized crime in the way the Federal Bureau of Investigation (FBI) has been designated the lead investigative agency for terrorism. Further, resources to tackle this issue are divided among many federal agencies. As such, Congress may exert its oversight authority regarding the federal coordination of organized crime investigations via the 2011 strategy. Policymakers may also debate the efficacy of current resources appropriated to combat organized crime.

Cosmological Imprints of a Generalized Chaplygin Gas Model for the Early Universe

We propose a phenomenological model for the early universe where there is a smooth transition between an early quintessence phase and a radiation-dominated era. The matter content is modeled by an appropriately modified Chaplygin gas for the early universe. We constrain the model observationally by mapping the primordial power spectrum of the scalar perturbations to the latest data of WMAP7. We compute as well the spectrum of the primordial gravitational waves as would be measured today. We show that the high frequencies region of the spectrum depends on the free parameter of the model and most importantly this region of the spectrum can be within the reach of future gravitational waves detectors.

NGSI: FUNCTION REQUIREMENTS FOR A CYLINDER TRACKING SYSTEM

While nuclear suppliers currently track uranium hexafluoride (UF{sub 6}) cylinders in various ways, for their own purposes, industry practices vary significantly. The NNSA Office of Nonproliferation and International Security's Next Generation Safeguards Initiative (NGSI) has begun a 5-year program to investigate the concept of a global monitoring scheme that uniquely identifies and tracks UF{sub 6} cylinders. As part of this effort, NGSI's multi-laboratory team has documented the 'life of a UF{sub 6} cylinder' and reviewed IAEA practices related to UF{sub 6} cylinders. Based on this foundation, this paper examines the functional requirements of a system that would uniquely identify and track UF{sub 6} cylinders. There are many considerations for establishing a potential tracking system. Some of these factors include the environmental conditions a cylinder may be expected to be exposed to, where cylinders may be particularly vulnerable to diversion, how such a system may be integrated into the existing flow of commerce, how proprietary data generated in the process may be protected, what a system may require in terms of the existing standard for UF{sub 6} cylinder manufacture or modifications to it and what the limiting technology factors may be. Updated Greenhouse Gas and Criteria Air Pollutant Emission Factors and Their Probability Distribution Functions for Electricity Generating Units

Greenhouse gas (CO{sub 2}, CH{sub 4} and N{sub 2}O, hereinafter GHG) and criteria air pollutant (CO, NO{sub x}, VOC, PM{sub 10}, PM{sub 2.5} and SO{sub x}, hereinafter CAP) emission factors for various types of power plants burning various fuels with different technologies are important upstream parameters for estimating life-cycle emissions associated with alternative vehicle/fuel systems in the transportation sector, especially electric vehicles. The emission factors are typically expressed in grams of GHG or CAP per kWh of electricity generated by a specific power generation technology. This document describes our approach for updating and expanding GHG and CAP emission factors in the GREET (Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation) model developed at Argonne National Laboratory (see Wang 1999 and the GREET website at http://greet.es.anl.gov/main) for various power generation technologies. These GHG and CAP emissions are used to estimate the impact of electricity use by stationary and transportation applications on their fuel-cycle emissions. The electricity generation mixes and the fuel shares attributable to various combustion technologies at the national, regional and state levels are also updated in this document.
