Route-Specific Passage Proportions and Survival Rates for Fish Passing through John Day Dam, The Dalles Dam, and Bonneville Dam in 2010 and 2011

This report fulfills a request of the U.S. Army Engineer District, Portland, Oregon, to produce an interim report of estimates of route-specific fish passage proportions and survival rates for lower Columbia River dams in 2010 and 2011. The estimates are needed to update the Compass Model for the Columbia River Treaty and the new Biological Opinion before detail technical reports are published in late 2012. This report tabulates route-specific fish-passage proportions and survival rates for steelhead and Chinook salmon smolts passing through various sampled routes at John Day Dam, The Dalles Dam, and Bonneville Dam in 2010 and 2011. Results were compiled from analyses of data acquired in spring 2010 and 2011 studies that were specifically designed to estimate dam-passage and forebay-to-tailrace survival rates, travel time metrics, and spill passage efficiency, as stipulated by the 2008 Federal Columbia River Power System Biological Opinion and the Columbia Basin Fish Accords. The study designs allowed for estimation of route-specific fish passage proportions and survival rates as well as estimation of forebay-passage survival, all of which are summarized herein.

The SciDAC ProtoFSP Center for Plasma Edge Simulation (CPES) [http://www.cims.nyu.edu/cpes/] was awarded to New York University, Courant Institute of Mathematical Sciences in FY 2006. C.S. Chang was the institutional and national project PI. It’s mission was 1) to build kinetic simulation code applicable to tokamak edge region including magnetic divertor geometry, 2) to build a computer science framework which can integrate the kinetic code with MHD/fluid codes in multiscale, 3) to conduct scientific research using the developed tools. CPES has built two such edge kinetic codes XGC0 and XGC1, which are still the only working kinetic edge plasma codes capable of including the diverted magnetic field geometry. CPES has also built the code coupling framework EFFIS (End-to-end Framework for Fusion Integrated Simulation), which incubated and used the Adios (www.olcf.ornl.gov/center-projects/adios/) and eSiMon (http://www.olcf.ornl.gov/center-projects/esimmon/) technologies, together with the Kepler technology.

We recently developed induced fission and transmission imaging methods with time- and directionally-tagged neutrons offer new capabilities for characterization of fissile material configurations and enhanced detection of special nuclear materials (SNM). An Advanced Associated Particle Imaging (API) generator with higher angular resolution and neutron yield than existing systems is needed to fully exploit these methods.

What Scientific Applications can Benefit from Hardware Transactional Memory?

Achieving efficient and correct synchronization of multiple threads is a difficult and error-prone task at small scale and, as we march towards extreme scale computing, will be even more challenging when the resulting application is supposed to utilize millions of cores efficiently. Transactional Memory (TM) is a promising technique to ease the burden on the programmer, but only recently has become available on commercial hardware in the new Blue Gene/Q system and hence the real benefit for realistic applications has not been studied, yet. This paper presents the first performance results of TM embedded into OpenMP on a prototype system of BG/Q and characterizes code properties that will likely lead to benefits when augmented with TM primitives. We first, study the influence of thread count, environment variables and memory layout on TM performance and identify code properties that will yield performance gains with TM. Second, we evaluate the combination of OpenMP with multiple synchronization primitives on top of MPI to determine suitable task to thread ratios per node. Finally, we condense our findings into a set of best practices. These are applied to a Monte Carlo Benchmark and a Smoothed Particle Hydrodynamics method. In both cases an optimized TM version, …

Federal Estate, Gift, and Generation-Skipping Taxes: A Description of Current Law

This report contains an explanation of the major provisions of the federal estate, gift, and generation-skipping transfer taxes. The discussion divides the federal estate tax into three components: the gross estate, deductions from the gross estate, and computation of the tax, including allowable tax credits. The federal estate tax is computed through a series of adjustments and modifications of a tax base known as the "gross estate." Certain allowable deductions reduce the gross estate to the "taxable estate," to which is then added the total of all lifetime taxable gifts made by the decedent. The tax rates are applied and, after reduction for certain allowable credits, the amount of tax owed by the estate is reached.

In Brief: Clarifying the Concept of "Partnership" in National Security

Over the last few years, the term "partnership" has spread like wildfire through official U.S. national security guidance documents and rhetoric. At the Department of Defense (DOD), which spearheaded the proliferation of the term, "partnership" has been used to refer to a broad array of civilian as well as military activities in support of national security.1 At other U.S. government agencies, and at the White House, the use of the term "partnership" has been echoed and applied even more broadly-not only in the national security arena, but also to all facets of U.S. relationships with foreign partners. "Partnership" is not new in either theory or practice. A lack of sufficient strategic direction regarding the use of the term could raise a series of potential concerns for Congress.

Interest Rates on Subsidized Stafford Loans to Undergraduate Students

Beginning July 1, 2012, Subsidized Stafford Loans will be available exclusively to undergraduate students. The federal government "subsidizes" these loans by relieving the borrower of the requirement to pay the interest that accrues while the borrower is in school and during other authorized periods. In the 112th Congress, proposals have been made to reduce the interest rate applicable to Subsidized Stafford Loans that will be made to undergraduate students during AY2012-2013 from 6.8% to 3.4%. Proposals include the Interest Rate Reduction Act and the Stop the Student Loan Interest Rate Hike Act of 2012. It is estimated that a reduction in the interest rate would benefit approximately 7.4 million students who are likely to borrow Subsidized Stafford Loans during the upcoming award year.

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1996, federal agencies have taken several actions to strengthen their oversight of phosphate mining on federal land. For example, BLM now conducts more detailed environmental analysis when evaluating new mine plans; requires phosphate mine operators to provide more comprehensive plans for reclaiming mine sites (restoring the land to a stable condition that can support other uses); and requires the mine operators to provide financial assurances that are based on the full estimated cost of reclaiming mines, in contrast to BLM’s previous practice of calculating financial assurances based simply on the acreage associated with mines. However, gaps remain in agency policies and coordination that could limit the agencies’ efforts to address contamination from phosphate-mining operations. For example, BLM has not documented its new full-cost financial assurance practice in agency policy and therefore has limited assurance that it will be implemented consistently. BLM also has not fully coordinated with the Forest Service when establishing mine lease conditions and setting financial assurance amounts. Limited coordination is of particular concern because 16 phosphate leases in Idaho are scheduled for review and possible readjustment in the next 5 years, and …

Production of Diesel Engine Turbocharger Turbine from Low Cost Titanium Powder

Turbochargers in commercial turbo-diesel engines are multi-material systems where usually the compressor rotor is made of aluminum or titanium based material and the turbine rotor is made of either a nickel based superalloy or titanium, designed to operate under the harsh exhaust gas conditions. The use of cast titanium in the turbine section has been used by Cummins Turbo Technologies since 1997. Having the benefit of a lower mass than the superalloy based turbines; higher turbine speeds in a more compact design can be achieved with titanium. In an effort to improve the cost model, and develop an industrial supply of titanium componentry that is more stable than the traditional aerospace based supply chain, the Contractor has developed component manufacturing schemes that use economical Armstrong titanium and titanium alloy powders and MgR-HDH powders. Those manufacturing schemes can be applied to compressor and turbine rotor components for diesel engine applications with the potential of providing a reliable supply of titanium componentry with a cost and performance advantage over cast titanium.
