In Brief: Clarifying the Concept of "Partnership" in National Security

Over the last few years, the term "partnership" has spread like wildfire through official U.S. national security guidance documents and rhetoric. At the Department of Defense (DOD), which spearheaded the proliferation of the term, "partnership" has been used to refer to a broad array of civilian as well as military activities in support of national security.1 At other U.S. government agencies, and at the White House, the use of the term "partnership" has been echoed and applied even more broadly-not only in the national security arena, but also to all facets of U.S. relationships with foreign partners. "Partnership" is not new in either theory or practice. A lack of sufficient strategic direction regarding the use of the term could raise a series of potential concerns for Congress.

Uptakes of CS and SR on San Joaquin Soil Measured Following Astm Method c1733.

Series of tests were conducted following ASTM Standard Procedure C1733 to evaluate the repeatability of the test and the effects of several test parameters, including the solution-to-soil mass ratio, test duration, pH, and the concentrations of contaminants in the solution. This standard procedure is recommended for measuring the distribution coefficient (K{sub d}) of a contaminant in a specific soil/groundwater system. One objective of the current tests was to identify experimental conditions that can be used in future interlaboratory studies to determine the reproducibility of the test method. This includes the recommendation of a standard soil, the range of contaminant concentrations and solution matrix, and various test parameters. Quantifying the uncertainty in the distribution coefficient that can be attributed to the test procedure itself allows the differences in measured values to be associated with differences in the natural systems being studied. Tests were conducted to measure the uptake of Cs and Sr dissolved as CsCl and Sr(NO{sub 3}){sub 2} in a dilute NaHCO{sub 3}/SiO{sub 2} solution (representing contaminants in a silicate groundwater) by a NIST standard reference material of San Joaquin soil (SRM 2709a). A New Control Room for SLAC Accelerators

We are planning to construct a new control room at SLAC to unify and improve the operation of the LCLS, SPEAR3, and FACET accelerator facilities, and to provide the space and flexibility needed to support the LCLS-II and proposed new test beam facilities. The existing control rooms for the linac and SPEAR3 have been upgraded in various ways over the last decade, but their basic features have remained unchanged. We propose to build a larger modern Accelerator Control Room (ACR) in the new Research Support Building (RSB) which is currently under construction at SLAC. Shifting the center of control for the accelerator facilities entails both technical and administrative challenges. In this paper, we describe the history, concept, and status of this project.

Thermal Screening Of Residues From Acidification And Copper-Catalyzed Peroxide Oxidation Of Tank 48H Simulant

This study evaluated the residues generated from copper-catalyzed peroxide oxidation (CCPO) of Tank 48H simulant. The first step of the CCPO calls for pH adjustment of the simulant, and early testing used either 15 wt% or 50 wt % nitric acid to reach a slurry pH of between 12 and 5. Residues obtained by ambient temperature pH adjustment with 50 wt % nitric acid followed by oxidation with 50 wt % hydrogen peroxide at 35, 50, and 65 �C (from a recently conducted Copper Catalyzed Peroxide Oxidation or CCPO) were also analyzed. Slurry samples at pH 7 or lower especially made from adding nitric acid at the process equivalent of one gallon per minute had the largest enthalpy of decomposition. The thermogravimetric characteristics of some samples from the CCPO test generated at pH 9 or lower exhibited rapid weight loss. Taken together, residues generated at pH 9 or lower may be classified as energetic upon decomposition in confined spaces or under adiabatic conditions. Therefore, additional testing is recommended with larger (up to 50 mL) samples in an adiabatic calorimeter. To minimize risk of formation of energetic byproducts, an intermediate slurry pH of 9 or greater is recommended following the acidification …

Antipoverty Effects of Unemployment Insurance

This report examines the antipoverty effects of unemployment insurance (UI) benefits during the past recession and the economic recovery. It includes estimates of the effects on the poverty rate for the unemployed, for those receiving UI, and for families that report at least one family member receiving UI. It also estimates how much of reported UI benefits went directly to decreasing family poverty levels. This report's analysis shows that UI benefits appear to reduce the prevalence of poverty significantly among the population that receives them.

Closing Yucca Mountain: Litigation Associated with Attempts to Abandon the Planned Nuclear Waste Repository

Passed in 1982, the Nuclear Waste Policy Act (NWPA) was an effort to establish an explicit statutory basis for the Department of Energy (DOE) to dispose of the nation's most highly radioactive nuclear waste. Congress amended the NWPA's site selection process in 1987, however, and designated Yucca Mountain, Nevada, as the sole candidate site for the repository by terminating site specific activities at all other sites. This report discusses the Obama Administration and the DOE's steps to terminate the Yucca Mountain project, and the subsequent opposition to their efforts.
