The 60-month all-sky BAT Survey of AGN and the Anisotropy of Nearby AGN

Surveys above 10 keV represent one of the the best resources to provide an unbiased census of the population of Active Galactic Nuclei (AGN). We present the results of 60 months of observation of the hard X-ray sky with Swift/BAT. In this timeframe, BAT detected (in the 15-55 keV band) 720 sources in an all-sky survey of which 428 are associated with AGN, most of which are nearby. Our sample has negligible incompleteness and statistics a factor of {approx}2 larger over similarly complete sets of AGN. Our sample contains (at least) 15 bona-fide Compton-thick AGN and 3 likely candidates. Compton-thick AGN represent a {approx}5% of AGN samples detected above 15 keV. We use the BAT dataset to refine the determination of the LogN-LogS of AGN which is extremely important, now that NuSTAR prepares for launch, towards assessing the AGN contribution to the cosmic X-ray background. We show that the LogN-LogS of AGN selected above 10 keV is now established to a {approx}10% precision. We derive the luminosity function of Compton-thick AGN and measure a space density of 7.9{sub -2.9}{sup +4.1} x 10{sup -5} Mpc{sup -3} for objects with a de-absorbed luminosity larger than 2 x 10{sup 42} erg s{sup -1}. …

Adaptive Algebraic Multigrid for Finite Element Elliptic Equations with Random Coefficients

This thesis presents a two-grid algorithm based on Smoothed Aggregation Spectral Element Agglomeration Algebraic Multigrid (SA-{rho}AMGe) combined with adaptation. The aim is to build an efficient solver for the linear systems arising from discretization of second-order elliptic partial differential equations (PDEs) with stochastic coefficients. Examples include PDEs that model subsurface flow with random permeability field. During a Markov Chain Monte Carlo (MCMC) simulation process, that draws PDE coefficient samples from a certain distribution, the PDE coefficients change, hence the resulting linear systems to be solved change. At every such step the system (discretized PDE) needs to be solved and the computed solution used to evaluate some functional(s) of interest that then determine if the coefficient sample is acceptable or not. The MCMC process is hence computationally intensive and requires the solvers used to be efficient and fast. This fact that at every step of MCMC the resulting linear system changes, makes an already existing solver built for the old problem perhaps not as efficient for the problem corresponding to the new sampled coefficient. ANALYSES OF HTF-48-12-20/24 (FEBRUARY, 2012) AND ARCHIVED HTF-E-05-021 TANK 48H SLURRY SAMPLES

Personnel characterized a Savannah River National Laboratory (SRNL) archived sample of Tank 48H slurry (HTF-E-05-021) in addition to the composite of samples HTF-48-12-20 and HTF-48-12-24, which were both retrieved in February 2012. The combined February 2012 sample is referred to as HTF-48-12-20/24 in this report. The results from these analyses are compared with Tank 48H samples analyzed in 2003, 2004, and 2005. This work supports the effort to demonstrate copper-catalyzed peroxide oxidation (CCPO) of organic content in this material. The principal findings with respect to the chemical and physical characteristics of the most recent sample are: (1) The measured potassium tetraphenylborate (KTPB) solid concentration is 1.76 wt %; (2) Titanium was in line with 2004 and 2005 slurry measurements at 897 mg/L, it represents 0.1535 {+-} 0.0012 wt % monosodium titanate (MST); (3) The measured insoluble solids content was 1.467 wt %; (4) The free hydroxide concentration in the Tank 48H filtrate sample (1.02 {+-} 0.02 M) is close to the Tank 48H limit (1.0 M); (5) Carbonate reported by total inorganic carbon (TIC, 1.39 {+-} 0.03 M) is more than double the concentrations measured in past (2003-2005) samples; (6) The soluble potassium content (measured at 286 {+-} 23 mg/L) …

Building Civilian Interagency Capacity for Missions Abroad: Key Proposals and Issues for Congress

Within the past two decades, prominent foreign policy organizations and foreign policy experts have perceived serious deficiencies in the authorities, organizations, and personnel used to conduct interagency missions that prevent the United States from exercising its power to full advantage. For the 112th Congress, proposals to address these problems may be of interest for their perceived potential not only to enhance performance, but also to save money by streamlining processes, encouraging interagency cooperation, and reducing duplication. These proposals also provide context for current and recent legislation, including the Interagency Personnel Rotation Act of 2011 (S. 1268 and H.R. 2314) and the Contingency Operations Oversight and Interagency Enhancement Act of 2011 (H.R. 3660), as well as the new Global Security Contingency Fund contained in the FY2012 National Defense Authorization Act (NDAA, Section 1207, H.R. 1540, P.L. 112-81, signed into law December 31, 2011). The FY2012 NDAA requires the President to submit to Congress a “whole-of-government” implementation plan.

Cancellation of the Army's Autonomous Navigation System

Correspondence issued by the Government Accountability Office with an abstract that begins "Almost all ANS hardware and most software development were completed prior to its cancellation, according to the Army and GDRS. The software for the most advanced capabilities was not completed, which potentially presented the greatest complexities. GDRS had demonstrated many of ANS’s capabilities to some extent, including its capability to avoid obstacles and follow a leading vehicle through varying terrain. ANS had not yet progressed to the independent testing phase, however. In cancelling ANS and MM-UGV, the Army estimated that approximately $2.5 billion in planned funding for fiscal years 2013 to 2017 could be made available for other Army efforts. According to Army officials, the government owns the work completed on ANS to date."

We have discovered a possible "natural fueling" mechanism in tokamak fusion reactors using large scale gyrokinetic turbulence simulation. In the presence of a heat flux dominated tokamak plasma, cold ions naturally pinch radially inward. If cold DT fuel is introduced near the edge using shallow pellet injection, the cold fuel will pinch inward, at the expense of hot helium ash going radially outward. By adjusting the cold DT fuel concentration, the core DT density profiles can be maintained. We have also shown that cold source ions from edge recycling of cold neutrals are pinched radially inward. This mechanism may be important for fully understanding the edge pedestal buildup after an ELM crash. Work includes benchmarking the gyrokinetic turbulence codes in the electromagnetic regime. This includes cyclone base case parameters with an increasing plasma beta. The code comparisons include GEM, GYRO and GENE. There is good linear agreement between the codes using the Cyclone base case, but including electromagnetics and scanning the plasma beta. All the codes have difficulty achieving nonlinear saturation as the kinetic ballooning limit is approached. GEM does not saturate well when beta gets above about 1/2 of the ideal ballooning limit. Closing Yucca Mountain: Litigation Associated with Attempts to Abandon the Planned Nuclear Waste Repository

Passed in 1982, the Nuclear Waste Policy Act (NWPA) was an effort to establish an explicit statutory basis for the Department of Energy (DOE) to dispose of the nation's most highly radioactive nuclear waste. The Obama Administration, in conjunction with DOE, has taken three important steps directed toward terminating the Yucca Mountain project. While the result of the ongoing dispute over the legality of the attempted termination of the Yucca Mountain program remains uncertain, congressional action could have a significant impact on the fate of the Yucca Mountain facility. A number of leading House Republicans have voiced strong opposition to shutting down the Yucca Mountain facility. Consequently, the Yucca Mountain dispute will not only be contested before the NRC and the D.C. Circuit, but also in Congress.

Compact Couplers for Photonic Crystal Laser-Driven Accelerator Structures

Photonic crystal waveguides are promising candidates for laser-driven accelerator structures because of their ability to confine a speed-of-light mode in an all-dielectric structure. Because of the difference between the group velocity of the waveguide mode and the particle bunch velocity, fields must be coupled into the accelerating waveguide at frequent intervals. Therefore efficient, compact couplers are critical to overall accelerator efficiency. We present designs and simulations of high-efficiency coupling to the accelerating mode in a three-dimensional photonic crystal waveguide from a waveguide adjoining it at 90{sup o}. We discuss details of the computation and the resulting transmission. We include some background on the accelerator structure and photonic crystal-based optical acceleration in general.

Compact proton spectrometers for measurements of shock

The compact Wedge Range Filter (WRF) proton spectrometer was developed for OMEGA and transferred to the National Ignition Facility (NIF) as a National Ignition Campaign (NIC) diagnostic. The WRF measures the spectrum of protons from D-{sup 3}He reactions in tuning-campaign implosions containing D and {sup 3}He gas; in this work we report on the first proton spectroscopy measurement on the NIF using WRFs. The energy downshift of the 14.7-MeV proton is directly related to the total {rho}R through the plasma stopping power. Additionally, the shock proton yield is measured, which is a metric of the final merged shock strength.

Computational fluid dynamic modeling of fluidized-bed polymerization reactors

Polyethylene is one of the most widely used plastics, and over 60 million tons are produced worldwide every year. Polyethylene is obtained by the catalytic polymerization of ethylene in gas and liquid phase reactors. The gas phase processes are more advantageous, and use fluidized-bed reactors for production of polyethylene. Since they operate so close to the melting point of the polymer, agglomeration is an operational concern in all slurry and gas polymerization processes. Electrostatics and hot spot formation are the main factors that contribute to agglomeration in gas-phase processes. Electrostatic charges in gas phase polymerization fluidized bed reactors are known to influence the bed hydrodynamics, particle elutriation, bubble size, bubble shape etc. Accumulation of electrostatic charges in the fluidized-bed can lead to operational issues. In this work a first-principles electrostatic model is developed and coupled with a multi-fluid computational fluid dynamic (CFD) model to understand the effect of electrostatics on the dynamics of a fluidized-bed. The multi-fluid CFD model for gas-particle flow is based on the kinetic theory of granular flows closures. The electrostatic model is developed based on a fixed, size-dependent charge for each type of particle (catalyst, polymer, polymer fines) phase. The combined CFD model is first verified …

Defense Logistics: Improvements Needed to Enhance Oversight of Estimated Long-term Costs for Operating and Supporting Major Weapon Systems

A letter report issued by the Government Accountability Office with an abstract that begins "DOD’s reports to Congress on estimated weapon system O&S costs are often inconsistent and sometimes unreliable, limiting visibility needed for effective oversight of these costs. The SAR statute requires that life-cycle cost reporting for major weapon systems be uniform, to the extent practicable, across the department, but GAO found a number of inconsistent practices in how program offices were reporting life-cycle O&S cost estimates in the SAR. Program offices were inconsistent in (1) the explanatory information they included with the cost estimates; (2) the source of the cost estimate they cited as the basis for the reported costs; (3) the unit of measure they used to portray average costs; (4) the frequency with which they updated reported costs; and (5) the reporting of costs for an antecedent system being replaced by the new weapon system. For example, 35 (42 percent) of the 84 programs that reported O&S costs in the 2010 SAR did not cite a source of these data, contrary to DOD’s guidance, and 57 (68 percent) of the programs did not report O&S costs for an antecedent system. This document is a report of observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy (DOE) GATEWAY Demonstration Program. The program supports demonstrations of high-performance solid-state lighting (SSL) products in order to develop empirical data and experience with in-the-field applications of this advanced lighting technology. The DOE GATEWAY Demonstration Program focuses on providing a source of independent, third-party data for use in decision-making by lighting users and professionals; this data should be considered in combination with other information relevant to the particular site and application under examination. Each GATEWAY Demonstration compares SSL products against the incumbent technologies used in that location. Depending on available information and circumstances, the SSL product may also be compared to alternate lighting technologies. Though products demonstrated in the GATEWAY program may have been prescreened for performance, DOE does not endorse any commercial product or in any way guarantee that users will achieve the same results through use of these products.
