U.S. Trade and Investment in the Middle East and North Africa: Overview and Issues for Congress

This report provides background and analysis for policymakers considering re-evaluating U.S. trade and investment in the MENA region in light of recent political developments. In particular, the report examines the economic challenges facing many countries in the region and the area's limited integration in the world economy, including relatively weak economic ties with the United States. It also analyzes various policy options for increasing trade and investment with MENA countries. The report concludes by discussing: 1) the premise of the policy agenda, specifically whether increased trade and investment can support or lead to successful democratic transitions and political stability; and 2) if such a policy agenda is pursued, possible implementation questions that policymakers in Congress and the Administration may face.

Army Drawdown and Restructuring: Background and Issues for Congress

On January 26, 2012, senior DOD leadership unveiled a new defense strategy based on a review of potential future security challenges, current defense strategy, and budgetary constraints. This new strategy envisions a smaller, leaner Army that is agile, flexible, rapidly deployable, and technologically advanced. This strategy will rebalance the Army's global posture and presence, emphasizing where potential problems are likely to arise, such as the Asia-Pacific region and the Middle East. Potential issues for Congress include the strategic risk posed by a smaller and restructured Army; the "health" of the Army given the impending downsizing; where the force will be based; the role of the National Guard and Reserves; and should the enrollment at the service academies (West Point) be reduced to pre-9/11 levels. This report will be updated as circumstances warrant.

The 112th Congress faces several budget and appropriations decisions that may affect implementation of the America COMPETES Reauthorization Act of 2010. Signed on January 4, 2011, this law seeks to improve U.S. competitiveness and innovation by authorizing, among other things, increased federal support for research in the physical sciences and engineering; and science, technology, engineering, and mathematics (STEM) education. The specific debate about FY2013 funding for America COMPETES 2010 provisions will occur within the broader context of the national conversation about U.S. competitiveness.

Immigration of Temporary Lower-Skilled Workers: Current Policy and Related Issues

U.S. employers in various industries argue that they need to hire foreign workers to perform lower-skilled jobs, while others maintain that many of these positions could be filled by U.S. workers. While the discussion of current guest worker programs in this report focuses on the H-2A and H- 2B visas, it also covers the Summer Work Travel (SWT) program, the largest of several programs under the J-1 visa for participants in work- and study-based exchange visitor programs. The SWT program is particularly relevant because participants work largely in unskilled jobs, including H-2B-like seasonal jobs at resorts and amusement parks.

Navy Littoral Combat Ship (LCS) Program: Background, Issues, and Options for Congress

This report discusses current issues for Congress concerning the Littoral Combat Ship (LCS) program including the program's mission modules, the combat survivability of the LCS, hull cracking and engine problems on LCS-1, and corrosion on LCS-2. The LCS is a relatively inexpensive Navy surface combatant equipped with modular "plug-and-fight" mission packages. The Navy wants to field a force of 55 LCSs. Twelve LCSs have been funded through FY2012, and the FY2013-FY2017 Future Years Defense Plan (FYDP) calls for procuring 16 more, in annual quantities of 4-4-4-2-2.

Vulnerable Youth: Federal Mentoring Programs and Issues

Youth mentoring refers to a relationship between youth—particularly those most at risk of experiencing negative outcomes in adolescence and adulthood—and the adults who support and guide them. The origin of the modern youth mentoring concept is credited to the efforts of charity groups that formed during the Progressive era of the early 1900s to provide practical assistance to poor and juvenile justice-involved youth, including help with finding employment. Issues relevant to the federal role in mentoring include the limitations of research on outcomes for mentored youth, the potential need for additional mentors, grantees' challenges in sustaining funding, and the possible discontinuation of federal mentoring funding.
