Value of Information Analysis Project Gnome Site, New Mexico

The Project Gnome site in southeastern New Mexico was the location of an underground nuclear detonation in 1961 and a hydrologic tracer test using radionuclides in 1963. The tracer test is recognized as having greater radionuclide migration potential than the nuclear test because the tracer test radionuclides (tritium, 90Sr, 131I, and 137Cs) are in direct contact with the Culebra Dolomite aquifer, whereas the nuclear test is within a bedded salt formation. The tracer test is the topic here. Recognizing previous analyses of the fate of the Gnome tracer test contaminants (Pohll and Pohlmann, 1996; Pohlmann and Andricevic, 1994), and the existence of a large body of relevant investigations and analyses associated with the nearby Waste Isolation Pilot Plant (WIPP) site (summarized in US DOE, 2009), the Gnome Site Characterization Work Plan (U.S. DOE, 2002) called for a Data Decision Analysis to determine whether or not additional characterization data are needed prior to evaluating existing subsurface intrusion restrictions and determining long-term monitoring for the tracer test. Specifically, the Work Plan called for the analysis to weigh the potential reduction in uncertainty from additional data collection against the cost of such field efforts.

Mechanical design and analysis of an eight-pole superconducting vector magnet for soft x-ray magnetic dichroism measurements

An eight-pole superconducting magnet is being developed for soft x-ray magnetic dichroism (XMD) experiments at the Advanced Light Source, Lawrence Berkley National Laboratory (LBNL). Eight conical Nb{sub 3}Sn coils with Holmium poles are arranged in octahedral symmetry to form four dipole pairs that provide magnetic fields of up to 5 T in any direction relative to the incoming x-ray beam. The dimensions of the magnet yoke as well as pole taper, diameter, and length were optimized for maximum peak field in the magnet center using the software package TOSCA. The structural analysis of the magnet is performed using ANSYS with the coil properties derived using a numerical homogenization scheme. It is found that the use of orthotropic material properties for the coil has an important influence in the design of the magnet.

R&D ERL: Machine Protection System

The Machine Protection System (MPS) is a device-safety system that is designed to prevent damage to hardware by generating interlocks, based upon the state of input signals generated by selected sub-system. It exists to protect key machinery such as the 50 kW and 1 MW RF Systems. When a fault state occurs, the MPS is capable of responding with an interlock signal within several microseconds. The Machine Protection System inputs are designed to be fail-safe. In addition, all fault conditions are latched and time-stamped. The ERL MPS is based on a National Instruments hardware platform, and is programmed by utilizing National Instruments development environment for a visual programming language.

From Neutrino Factory to Muon Collider

Both Muon Colliders and Neutrino Factories require a muon source capable of producing and capturing {Omicron}(10{sup 21}) muons/year. This paper reviews the similarities and differences between Neutrino Factory and Muon Collider accelerator complexes, the ongoing R&D needed for a Muon Collider that goes beyond Neutrino Factory R&D, and some thoughts about how a Neutrino Factory on the CERN site might eventually be upgraded to a Muon Collider.

Nevada Test Site 2009 Data Report: Groundwater Monitoring Program, Area 5 Radioactive Waste Management Site

This report is a compilation of the groundwater sampling results from the Area 5 Radioactive Waste Management Site (RWMS). The data have been collected since 1993 and include calendar year 2009 results. During 2009, groundwater at each of the three pilot wells was sampled on March 10, 2009, and August 18, 2009, and water levels at each of the three pilot wells were measured on February 17, May 6, August 17, and November 10, 2009. Groundwater samples were analyzed for the following indicators of contamination: pH, specific conductance, total organic carbon, total organic halides, and tritium. Indicators of general water chemistry (cations and anions) were also measured. Results from all samples collected in 2009 were within the limits established by agreement with the Nevada Division of Environmental Protection for each analyte. These data indicate that there has been no measurable impact to the uppermost aquifer from the Area 5 RWMS. There were no significant changes in measured groundwater parameters compared to previous years. The report contains an updated cumulative chronology for the Area 5 RWMS Groundwater Monitoring Program and a brief description of the site hydrogeology.

Measurements of the Motion of Plasma Filaments in a Plasma Ball

Measurements were made of the motion of the filamentary structures in a plasma ball using high speed cameras and other optical detectors. These filaments traverse the ball radially at ~106 cm/sec at the driving frequency of ~26 kHz, and drift upward through the ball at ~1 cm/sec. Varying the applied high voltage and frequency caused the number, length, and diameter of the filaments to change. A custom plasma ball was constructed to observe the effects of varying gas pressure and species on the filament structures.

This document represents the final project report for the Self-Correcting Heating, Ventilating and Air-Conditioning (HVAC) Controls Project jointly funded by Bonneville Power Administration (BPA) and the U.S. Department of Energy (DOE) Building Technologies Program (BTP). The project, initiated in October 2008, focused on exploratory initial development of self-correcting controls for selected HVAC components in air handlers. This report, along with the companion report documenting the algorithms developed, Self-Correcting HVAC Controls: Algorithms for Sensors and Dampers in Air-Handling Units (Fernandez et al. 2009), document the work performed and results of this project.

Detailed construction data from the McGraw Hill Construction Database was used to develop construction weights by climate zones for use with DOE Benchmark Buildings and for the ASHRAE Standard 90.1-2010 development. These construction weights were applied to energy savings estimates from simulation of the benchmark buildings to establish weighted national energy savings.

Dust-Plasma Interactions

The objective of our theoretical research under this grant over the past 3 years was to develop new understanding in a range of topics in the physics of dust-plasma interactions, with application to space and the laboratory. We conducted studies related to the physical properties of dust, waves and instabilities in both weakly coupled and strongly coupled dusty plasmas, and innovative possible applications. A major consideration in our choice of topics was to compare theory with experiments or observations, and to motivate new experiments, which we believe is important for developing this relatively new field. Our research is summarized, with reference to our list of journal publications.

Search for sterile neutrino mixing in the MINOS long baseline experiment (open access)

Search for sterile neutrino mixing in the MINOS long baseline experiment

A search for depletion of the combined flux of active neutrino species over a 735 km baseline is reported using neutral-current interaction data recorded by the MINOS detectors in the NuMI neutrino beam. Such a depletion is not expected according to conventional interpretations of neutrino oscillation data involving the three known neutrino flavors. A depletion would be a signature of oscillations or decay to postulated noninteracting sterile neutrinos, scenarios not ruled out by existing data. From an exposure of 3.18 x 10{sup 20} protons on target in which neutrinos of energies between {approx}500 MeV and 120 GeV are produced predominantly as {nu}{sub {mu}}, the visible energy spectrum of candidate neutral-current reactions in the MINOS far-detector is reconstructed. Comparison of this spectrum to that inferred from a similarly selected near-detector sample shows that of the portion of the {nu}{sub {mu}} flux observed to disappear in charged-current interaction data, the fraction that could be converting to a sterile state is less than 52% at 90% confidence level (C.L.). The hypothesis that active neutrinos mix with a single sterile neutrino via oscillations is tested by fitting the data to various models. THE POSITIVE IMPACTS OF AMERICAN REINVESTMENT AND RECOVERY ACT (ARRA) FUNDING TO THE WASTE MANAGEMENT PROGRAM ON HANFORD'S PLATEAU REMEDIATION PROJECT

In April 2009, the Department of Energy (DOE) Richland Operations Office (RL) was allocated $1.6 billion (B) in ARRA funding to be applied to cleanup projects at the Hanford Site. DOE-RL selected projects to receive ARRA funding based on 3-criteria: creating/saving jobs, reducing the footprint of the Hanford Site, and reducing life-cycle costs for cleanup. They further selected projects that were currently covered under regulatory documents and existing prime contracts, which allowed work to proceed quickly. CH2M HILL Plateau Remediation Company (CHPRC) is a prime contractor to the DOE focused on the environmental cleanup of the DOE Hanford Site Central Plateau. CHPRC was slated to receive $1.36B in ARRA funding. As of January, 2010, CHPRC has awarded over $200 million (M) in subcontracts (64% to small businesses), created more that 1,100 jobs, and touched more than 2,300 lives - all in support of long-term objectives for remediation of the Central Plateau, on or ahead of schedule. ARRA funding is being used to accelerate and augment cleanup activities already underway under the baseline Plateau Remediation Contract (PRC). A General Theorem Relating the Bulk Topological Number to Edge States in Two-dimensional Insulators

We prove a general theorem on the relation between the bulk topological quantum number and the edge states in two dimensional insulators. It is shown that whenever there is a topological order in bulk, characterized by a non-vanishing Chern number, even if it is defined for a non-conserved quantity such as spin in the case of the spin Hall effect, one can always infer the existence of gapless edge states under certain twisted boundary conditions that allow tunneling between edges. This relation is robust against disorder and interactions, and it provides a unified topological classification of both the quantum (charge) Hall effect and the quantum spin Hall effect. In addition, it reconciles the apparent conflict between the stability of bulk topological order and the instability of gapless edge states in systems with open boundaries (as known happening in the spin Hall case). The consequences of time reversal invariance for bulk topological order and edge state dynamics are further studied in the present framework.

Fermi Surface of Superconducting LaFePO Determined by Quantum Oscillations

We report extensive measurements of quantum oscillations in the normal state of the Fe-based superconductor LaFePO, (T{sub c} {approx} 6 K) using low temperature torque magnetometry and transport in high static magnetic fields (45 T). We find that the Fermi surface is in broad agreement with the band-structure calculations with the quasiparticle mass enhanced by a factor {approx}2. The quasi-two dimensional Fermi surface consist of nearly-nested electron and hole pockets, suggesting proximity to a spin/charge density wave instability.

VME Data Acquisition Modules for MINERvA Experiment

This document describes two VME modules developed for MINERvA experiment at Fermilab. The Chain ReadOut Controller (CROC) module has four serial data channels and can interface with up to 48 front-ends using standard CAT5e networking cable. The data transmission rate of each channel is 160 Mbit/s. The maximum data transmission rate via VME bus is {approx}18 MB/s. The Chain Readout Interface Module (CRIM) is designed to provide various interface functions for the CROC module. It is compatible with MINOS MTM timing module and can be used to distribute timing signals to four CROC modules. The CRIM module also has a data port compatible with the CROC serial data interface. The data port can be used for diagnostic purpose and can generate triggers from front-end events. The CRIM module is a standard D08(O) interrupter module.

CLOSE-OUT REPORT FOR HYS ELECTROLYZER COMPONENT DEVELOPMENT WORK AT SAVANNAH RIVER NATIONAL LABORATORY

The chemical stability, sulfur dioxide transport, ionic conductivity, and electrolyzer performance have been measured for several commercially available and experimental proton exchange membranes (PEMs) for use in a sulfur dioxide depolarized electrolyzer (SDE). The SDE's function is to produce hydrogen by using the Hybrid Sulfur (HyS) Process, a sulfur based electrochemical/thermochemical hybrid cycle. Membrane stability was evaluated using a screening process where each candidate PEM was heated at 80 C in 63.5 wt. % H{sub 2}SO{sub 4} for 24 hours. Following acid exposure, chemical stability for each membrane was evaluated by FTIR using the ATR sampling technique. Membrane SO{sub 2} transport was evaluated using a two-chamber permeation cell. SO{sub 2} was introduced into one chamber whereupon SO{sub 2} transported across the membrane into the other chamber and oxidized to H{sub 2}SO{sub 4} at an anode positioned immediately adjacent to the membrane. The resulting current was used to determine the SO{sub 2} flux and SO{sub 2} transport. Additionally, membrane electrode assemblies (MEAs) were prepared from candidate membranes to evaluate ionic conductivity and selectivity (ionic conductivity vs. SO{sub 2} transport) which can serve as a tool for selecting membranes. Calibration of a High Resolution Soft X-ray Spectrometer

A high resolution grating spectrometer (HRGS) with 2400 line/mm variable line spacing grating for the 10-50 {angstrom} wavelength range has been designed for laser-produced plasma experiments at the Lawrence Livermore National Laboratory (LLNL). The spectrometer has a large radius of curvature, R=44.3 m, is operated at a 2{sup o} grazing angle and can record high signal-to-noise spectra when used with a low-noise, cooled, charge-coupled device detector. The instrument can be operated with a 10-25 {micro}m wide slit to achieve the best spectral resolving power on laser plasma sources, approaching 2000, or in slitless mode with a small symmetrical emission source. Results will be presented for the spectral response of the spectrometer cross-calibrated at the LLNL Electron Beam Ion Trap facility using the broadband x-ray energy EBIT Calorimeter Spectrometer (ECS).

During the period August 2005 through October 2009, the UNLV Research Foundation (UNLVRF), a non-profit affiliate of the University of Nevada, Las Vegas (UNLV), in collaboration with UNLV’s Colleges of Science and Engineering; Boston University (BU); Oak Ridge National Laboratory (ORNL); and Sunlight Direct, LLC, has managed and conducted a diverse and comprehensive research and development program focused on light-emitting diode (LED) technologies that provide significantly improved characteristics for lighting and display applications. This final technical report provides detailed information on the nature of the tasks, the results of the research, and the deliverables. It is estimated that about five percent of the energy used in the nation is for lighting homes, buildings and streets, accounting for some 25 percent of the average home’s electric bill. However, the figure is significantly higher for the commercial sector. About 60 percent of the electricity for businesses is for lighting. Thus replacement of current lighting with solid-state lighting technology has the potential to significantly reduce this nation’s energy consumption – by some estimates, possibly as high as 20%. System Planning With the Hanford Waste Operations Simulator

At the U. S. Department of Energy's Hanford Site in southeastern Washington State, 216 million liters (57 million gallons) of nuclear waste is currently stored in aging underground tanks, threatening the Columbia River. The River Protection Project (RPP), a fully integrated system of waste storage, retrieval, treatment, and disposal facilities, is in varying stages of design, construction, operation, and future planning. These facilities face many overlapping technical, regulatory, and financial hurdles to achieve site cleanup and closure. Program execution is ongoing, but completion is currently expected to take approximately 40 more years. Strategic planning for the treatment of Hanford tank waste is by nature a multi-faceted, complex and iterative process. To help manage the planning, a report referred to as the RPP System Plan is prepared to provide a basis for aligning the program scope with the cost and schedule, from upper-tier contracts to individual facility operating plans. The Hanford Tank Waste Operations Simulator (HTWOS), a dynamic flowsheet simulation and mass balance computer model, is used to simulate the current planned RPP mission, evaluate the impacts of changes to the mission, and assist in planning near-term facility operations. MEASUREMENTS TAKEN IN SUPPORT OF QUALIFICATION OF PROCESSING SAVANNAH RIVER SITE LOW-LEVEL LIQUID WASTE INTO SALTSTONE

The Saltstone Facility at the Savannah River Site (SRS) immobilizes low-level liquid waste into Saltstone to be disposed of in the Z-Area Saltstone Disposal Facility, Class Three Landfill. In order to meet the permit conditions and regulatory limits set by the South Carolina Department of Health and Environmental Control (SCDHEC), the Resource Conservation and Recovery Act (RCRA) and the Environmental Protection Agency (EPA), both the low-level salt solution and Saltstone samples are analyzed quarterly. Waste acceptance criteria (WAC) are designed to confirm the salt solution sample from the Tank Farm meets specific radioactive and chemical limits. The toxic characteristic leaching procedure (TCLP) is used to confirm that the treatment has immobilized the hazardous constituents of the salt solution. This paper discusses the methods used to characterize the salt solution and final Saltstone samples from 2007-2009.

Magic Doping Fractions in High-Temperature Superconductors

We report hole-doping dependence of the in-plane resistivity {rho}{sub ab} in a cuprate superconductor La{sub 2-x}Sr{sub x}CuO{sub 4}, carefully examined using a series of high-quality single crystals. Our detailed measurements find a tendency towards charge ordering at particular rational hole doping fractions of 1/16, 3/32, 1/8, and 3/16. This observation appears to suggest a specific form of charge order and is most consistent with the recent theoretical prediction of the checkerboard-type ordering of the Cooper pairs at rational doping fractions x = (2m + 1)/2{sup n}, with integers m and n.

Terahertz (THz) radiation occupies a very large portion of the electromagnetic spectrum and has generated much recent interest due to its ability to penetrate deep into many organic materials without the damage associated with ionizing radiation such as x-rays. One path for generating copious amount of tunable narrow-band THz radiation is based on the Smith-Purcell free-electron laser (SPFEL) effect. In this Letter we propose a simple concept for a compact tunable SPFEL operating in the superradiant regime and demonstrate its capabilities and performances via computer simulation using the conformal finite-difference time-domain electromagnetic solver VORPAL.

Controlled incorporation of mid-to-high Z transition metals in CVD diamond

We report on a general method to fabricate transition metal related defects in diamond. Controlled incorporation of Mo and W in synthetic CVD diamond was achieved by adding volatile metal precursors to the diamond chemical vapor deposition (CVD) growth process. Effects of deposition temperature, grain structure and precursor exposure on the doping level were systematically studied, and doping levels of up to 0.25 at.% have been achieved. The metal atoms are uniformly distributed throughout the diamond grains without any indication of inclusion formation. These results are discussed in context of the kinetically controlled growth process of CVD diamond.
