This report discusses the European Union (EU) refusal to accept U.S. imports of poultry treated with antimicrobial rinses. Prior to 1997, when the prohibition took effect, U.S. exports of broiler and turkey meat to the 15 countries that then constituted the EU were reported to total nearly 32,000 MT with a value of $44.4 million.

The Defense Base Act (DBA): The Federally Mandated Workers' Compensation System for Overseas Government Contractors

This report provides an overview of the Defense Base Act (DBA) and the systems used to provide DBA insurance at the Department of State (DOS), the U.S. Agency for International Development (USAID), the Department of Defense (DOD), and the U.S. Army Corps of Engineers (USACE). Also included are criticisms of the current DOD DBA policy raised by GAO and Army auditors as well as responses to those criticisms by DOD and USACE. The MDGs are a group of measurable development targets agreed to by 189 U.N. member states - including the United States - as part of the 2000 Millennium Declaration. The MDGs cover a number of issues, such as eradicating extreme hunger and poverty, combating HIV/AIDS, and promoting gender equality and women's empowerment. This report examines U.S. policy toward the MDGs and how, if at all, the Goals fit into U.S. development and foreign assistance policy. It also examines different schools of thought regarding the effectiveness of the Goals, their role in international development, and their long-term sustainability. U.S.-Russian Civilian Nuclear Cooperation Agreement: Issues for Congress

The United States and Russia signed a civilian nuclear cooperation agreement on May 6, 2008. President Bush submitted the agreement to Congress on May 13. The agreement was withdrawn from congressional consideration by President George W. Bush on September 8, 2008, in response to Russia's military actions in Georgia. President Obama transmitted the proposed text of the agreement to Congress on May 10, 2010, along with the required Nuclear Proliferation Assessment (NPAS) and his determination that the agreement promotes U.S. national security. This report discusses key policy issues related to the agreement, including future nuclear energy cooperation with Russia, U.S.-Russian bilateral relations, nonproliferation cooperation, and Russian policies toward Iran.

This report provides legislative and policy background concerning U.S. assistance programs in the People's Republic of China (PRC). The U.S. Agency for International Development (USAID) does not have an official presence in China. The majority of congressional foreign operations appropriations for the PRC promotes the rule of law, civil society, and political development in the country. These programs constitute a key component of U.S. efforts to promote democratic change in the PRC. Other related U.S. activities include participation in official bilateral dialogues on human rights, public diplomacy programs, and open criticism of PRC policies.
