Unintended consequences of atmospheric injection of sulphate aerosols.

Most climate scientists believe that climate geoengineering is best considered as a potential complement to the mitigation of CO{sub 2} emissions, rather than as an alternative to it. Strong mitigation could achieve the equivalent of up to -4Wm{sup -2} radiative forcing on the century timescale, relative to a worst case scenario for rising CO{sub 2}. However, to tackle the remaining 3Wm{sup -2}, which are likely even in a best case scenario of strongly mitigated CO{sub 2} releases, a number of geoengineering options show promise. Injecting stratospheric aerosols is one of the least expensive and, potentially, most effective approaches and for that reason an examination of the possible unintended consequences of the implementation of atmospheric injections of sulphate aerosols was made. Chief among these are: reductions in rainfall, slowing of atmospheric ozone rebound, and differential changes in weather patterns. At the same time, there will be an increase in plant productivity. Lastly, because atmospheric sulphate injection would not mitigate ocean acidification, another side effect of fossil fuel burning, it would provide only a partial solution. The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) and Naval Base Kitsap-Bremerton (Shipyard) located in Bremerton, WA are committed to a culture of continuous process improvement for all aspects of Shipyard operations, including reducing the releases of hazardous materials and waste in discharges from the Shipyard. Under the Project ENVVEST Final Project Agreement, a cooperative project among PSNS&IMF, the Environmental Protection Agency (EPA), and the Washington State Department of Ecology (Ecology), and local stakeholders (US Navy, EPA and Ecology 2002) has been helping to improve the environmental quality of the Sinclair and Dyes Inlet Watershed (ENVVEST 2006). An ambient monitoring program for sediment, water, and indigenous mussels began in 2009 to assess the status and trend of ecological resources, assess the effectiveness of cleanup and pollution control measures, and determine if discharges from all sources are protective of beneficial uses including aquatic life. This document presents the 2010 chemical residue data and stable isotopes of carbon (δ13C) and nitrogen (δ15N) for the regional mussel watch stations located in Sinclair Inlet, Dyes Inlet, Port Orchard Passage, Rich Passage, Agate Passage, Liberty Bay, and Keyport Lagoon. Active infrared materials for beam steering.

The mid-infrared (mid-IR, 3 {micro}m -12 {micro}m) is a highly desirable spectral range for imaging and environmental sensing. We propose to develop a new class of mid-IR devices, based on plasmonic and metamaterial concepts, that are dynamically controlled by tunable semiconductor plasma resonances. It is well known that any material resonance (phonons, excitons, electron plasma) impacts dielectric properties; our primary challenge is to implement the tuning of a semiconductor plasma resonance with a voltage bias. We have demonstrated passive tuning of both plasmonic and metamaterial structures in the mid-IR using semiconductors plasmas. In the mid-IR, semiconductor carrier densities on the order of 5E17cm{sup -3} to 2E18cm{sup -3} are desirable for tuning effects. Gate control of carrier densities at the high end of this range is at or near the limit of what has been demonstrated in literature for transistor style devices. Combined with the fact that we are exploiting the optical properties of the device layers, rather than electrical, we are entering into interesting territory that has not been significantly explored to date.

QCD and Light-Front Holography

The soft-wall AdS/QCD model, modified by a positive-sign dilaton metric, leads to a remarkable one-parameter description of nonperturbative hadron dynamics. The model predicts a zero-mass pion for zero-mass quarks and a Regge spectrum of linear trajectories with the same slope in the leading orbital angular momentum L of hadrons and the radial quantum number N. Light-Front Holography maps the amplitudes which are functions of the fifth dimension variable z of anti-de Sitter space to a corresponding hadron theory quantized on the light front. The resulting Lorentz-invariant relativistic light-front wave equations are functions of an invariant impact variable {zeta} which measures the separation of the quark and gluonic constituents within the hadron at equal light-front time. The result is to a semi-classical frame-independent first approximation to the spectra and light-front wavefunctions of meson and baryon light-quark bound states, which in turn predict the behavior of the pion and nucleon form factors. The theory implements chiral symmetry in a novel way: the effects of chiral symmetry breaking increase as one goes toward large interquark separation, consistent with spectroscopic data, and the the hadron eigenstates generally have components with different orbital angular momentum; e.g., the proton eigenstate in AdS/QCD with massless quarks has …

The $\hbar$ Expansion in Quantum Field Theory

We show how expansions in powers of Planck's constant {h_bar} = h = 2{pi} can give new insights into perturbative and nonperturbative properties of quantum field theories. Since {h_bar} is a fundamental parameter, exact Lorentz invariance and gauge invariance are maintained at each order of the expansion. The physics of the {h_bar} expansion depends on the scheme; i.e., different expansions are obtained depending on which quantities (momenta, couplings and masses) are assumed to be independent of {h_bar}. We show that if the coupling and mass parameters appearing in the Lagrangian density are taken to be independent of {h_bar}, then each loop in perturbation theory brings a factor of {h_bar}. In the case of quantum electrodynamics, this scheme implies that the classical charge e, as well as the fine structure constant are linear in {h_bar}. The connection between the number of loops and factors of {h_bar} is more subtle for bound states since the binding energies and bound-state momenta themselves scale with {h_bar}. The {h_bar} expansion allows one to identify equal-time relativistic bound states in QED and QCD which are of lowest order in {h_bar} and transform dynamically under Lorentz boosts. Atmospheric Modeling in Support of a Roadway Accident

The United States Forest Service-Savannah River (USFS) routinely performs prescribed fires at the Savannah River Site (SRS), a Department of Energy (DOE) facility located in southwest South Carolina. This facility covers {approx}800 square kilometers and is mainly wooded except for scattered industrial areas containing facilities used in managing nuclear materials for national defense and waste processing. Prescribed fires of forest undergrowth are necessary to reduce the risk of inadvertent wild fires which have the potential to destroy large areas and threaten nuclear facility operations. This paper discusses meteorological observations and numerical model simulations from a period in early 2002 of an incident involving an early-morning multicar accident caused by poor visibility along a major roadway on the northern border of the SRS. At the time of the accident, it was not clear if the limited visibility was due solely to fog or whether smoke from a prescribed burn conducted the previous day just to the northwest of the crash site had contributed to the visibility. Through use of available meteorological information and detailed modeling, it was determined that the primary reason for the low visibility on this night was fog induced by meteorological conditions.

The Characterization of Grade PCEA Recycle Graphite Pilot Scale Billets

Here we report the physical properties of a series specimens machined from pilot scale (~ 152 mm diameter x ~305 mm length) grade PCEA recycle billets manufactured by GrafTech. The pilot scale billets were processed with increasing amounts of (unirradiated) graphite (from 20% to 100%) introduced to the formulation with the goal of determining if large fractions of recycle graphite have a deleterious effect on properties. The properties determined include Bulk Density, Electrical Resistivity, Elastic (Young s) Modulus, and Coefficient of Thermal Expansion. Although property variations were observed to be correlated with the recycle fraction, the magnitude of the variations was noted to be small.

This report describes the "Don't Ask, Don't Tell" military policy, which holds that the presence in the armed forces of persons who demonstrate a propensity or intent to engage in same-sex acts would create an unacceptable risk to the high standards of morale, good order and discipline, and unit cohesion which are the essence of military capability. Under this policy, but not the law, service members are not to be asked about nor allowed to discuss their "same-sex orientation." This report also describes recent efforts by certain Members of Congress to amending this policy.

The mission of the Department of Energy's (DOE's) Office of Environmental Management (EM) is to clean up the environmental legacy of nuclear weapons research and production during the Cold War. That mission includes cleaning up nuclear waste, contaminated groundwater and soil, nuclear materials, and contaminated facilities covering two million acres of land in thirty-five states. EM's principal program goals include timely completion of tank waste treatment facilities, reduction of the life-cycle costs and acceleration of the cleanup of the Cold War legacy, and reduction of the EM footprint. The mission of the EM Technology Innovation and Development program is to transform science and innovation into practical solutions to achieve the EM mission. During fiscal year 2010 (October 2009-September 2010), EM focused upon accelerating environmental cleanup by expeditiously filling identified gaps in available knowledge and technology in the EM program areas. This report describes some of the approaches and transformational technologies in tank waste processing, groundwater and soil remediation, nuclear materials disposition, and facility deactivation and decommissioning developed during fiscal year 2010 that will enable EM to meet its most pressing program goals.

High-temperature Hydrogen Permeation in Nickel Alloys

In gas cooled Very High Temperature Reactor concepts, tritium is produced as a tertiary fission product and by activation of graphite core contaminants, such as lithium; of the helium isotope, He-3, that is naturally present in the He gas coolant; and the boron in the B4C burnable poison. Because of its high mobility at the reactor outlet temperatures, tritium poses a risk of permeating through the walls of the intermediate heat exchanger (IHX) or steam generator (SG) systems, potentially contaminating the environment and in particular the hydrogen product when the reactor heat is utilized in connection with a hydrogen generation plant. An experiment to measure tritium permeation in structural materials at temperatures up to 1000 C has been constructed at the Idaho National Laboratory Safety and Tritium Applied Research (STAR) facility within the Next Generation Nuclear Plant program. The design is based on two counter flowing helium loops to represent heat exchanger conditions and was optimized to allow control of the materials surface condition and the investigation of the effects of thermal fatigue. ACE3P Computations of Wakefield Coupling in the CLIC Two-Beam Accelerator

The Compact Linear Collider (CLIC) provides a path to a multi-TeV accelerator to explore the energy frontier of High Energy Physics. Its novel two-beam accelerator concept envisions rf power transfer to the accelerating structures from a separate high-current decelerator beam line consisting of power extraction and transfer structures (PETS). It is critical to numerically verify the fundamental and higher-order mode properties in and between the two beam lines with high accuracy and confidence. To solve these large-scale problems, SLAC's parallel finite element electromagnetic code suite ACE3P is employed. Using curvilinear conformal meshes and higher-order finite element vector basis functions, unprecedented accuracy and computational efficiency are achieved, enabling high-fidelity modeling of complex detuned structures such as the CLIC TD24 accelerating structure. In this paper, time-domain simulations of wakefield coupling effects in the combined system of PETS and the TD24 structures are presented. The results will help to identify potential issues and provide new insights on the design, leading to further improvements on the novel CLIC two-beam accelerator scheme.

This report discusses the accelerated vehicle retirement (AVR) programs initiated in 2009 by the United States, Japan, South Korea, and other industrial nations (commonly known in the U.S. as the "cash for clunkers" program). The U.S. program began in June 2009, when President Obama signed the Consumer Assistance to Recycle and Save (CARS) Act. The report discusses how these various AVR programs affected the automobile industries in the U.S., Japan, and South Korea, specifically. Neither Japan nor South Korea imports large numbers of foreign vehicles, a circumstance not much altered by AVR program implementation.

YALINA-booster Subcritical Assembly Pulsed-Neutron E Xperiments: Detector Dead Time and Apatial Corrections.

In almost every detector counting system, a minimal dead time is required to record two successive events as two separated pulses. Due to the random nature of neutron interactions in the subcritical assembly, there is always some probability that a true neutron event will not be recorded because it occurs too close to the preceding event. These losses may become rather severe for counting systems with high counting rates, and should be corrected before any utilization of the experimental data. This report examines the dead time effects for the pulsed neutron experiments of the YALINA-Booster subcritical assembly. The nonparalyzable model is utilized to correct the experimental data due to dead time. Overall, the reactivity values are increased by 0.19$ and 0.32$ after the spatial corrections for the YALINA-Booster 36% and 21% configurations respectively. The differences of the reactivities obtained with He-3 long or short detectors at the same detector channel diminish after the dead time corrections of the experimental data for the 36% YALINA-Booster configuration. In addition, better agreements between reactivities obtained from different experimental data sets are also observed after the dead time corrections for the 21% YALINA-Booster configuration.

YALINA-booster Subcritical Assembly Pulsed-Neutron Experiments : Data Processing and Spatial Corrections.

The YALINA-Booster experiments and analyses are part of the collaboration between Argonne National Laboratory of USA and the Joint Institute for Power & Nuclear Research - SOSNY of Belarus for studying the physics of accelerator driven systems for nuclear energy applications using low enriched uranium. The YALINA-Booster subcritical assembly is utilized for studying the kinetics of accelerator driven systems with its highly intensive D-T or D-D pulsed neutron source. In particular, the pulsed neutron methods are used to determine the reactivity of the subcritical system. This report examines the pulsed-neutron experiments performed in the YALINA-Booster facility with different configurations for the subcritical assembly. The 1141 configuration with 90% U-235 fuel and the 1185 configuration with 36% or 21% U-235 fuel are examined. The Sjoestrand area-ratio method is utilized to determine the reactivities of the different configurations. The linear regression method is applied to obtain the prompt neutron decay constants from the pulsed-neutron experimental data. The reactivity values obtained from the experimental data are shown to be dependent on the detector locations inside the subcritical assembly and the types of detector used for the measurements.
