Experiments conducted in the Alcator C-Mod tokamak at MIT have explored the physics of reversed shear Alfven eigenmodes (RSAEs) during the current ramp. The frequency evolution of the RSAEs throughout the current ramp provides a constraint on the evolution of qmin, a result which is important in transport modeling and for comparison with other diagnostics which directly measure the magnetic field line structure. Additionally, a scaling of the RSAE minimum frequency with the sound speed is used to derive a measure of the adiabatic index, a measure of the plasma compressibility. This scaling bounds the adiabatic index at 1.40 ± 0:15 used in MHD models and supports the kinetic calculation of separate electron and ion compressibilities with an ion adiabatic index close to 7~4.

This document reports on a series of tests to determine whether the location of the air sampling probe in the Hot Fuels Examination Facility (HFEF) heating, ventilation and air conditioning (HVAC) exhaust duct meets the applicable regulatory criteria regarding the placement of an air sampling probe. Federal regulations require that a sampling probe be located in the exhaust stack according to the criteria of the ANSI/HPS N13.1-1999, Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stacks and Ducts of Nuclear Facilities. These criteria address the capability of the sampling probe to extract a sample that is representative of the effluent stream. The tests conducted by PNNL during July 2010 on the HFEF system are described in this report. The sampling probe location is approximately 20 feet from the base of the stack. The stack base is in the second floor of the HFEF, and has a building ventilation stream (limited potential radioactive effluent) as well as a process stream (potential radioactive effluent, but HEPA-filtered) that feeds into it. This report describes the FY2011 appropriations for the Department of Homeland Security (DHS). The Administration requested a net appropriation of $45.0 billion in budget authority for FY2011. This amounts to a $1.1 billion, or a 2.4% increase from the $43.9 billion enacted for FY2010. Total budget authority requested by the Administration for DHS for FY2011 amounts to $52.6 billion as compared to $51.7 billion enacted for FY2010.

Genome rearrangements often result from non-allelic homologous recombination (NAHR) between repetitive DNA elements dispersed throughout the genome. Here we systematically analyze NAHR between Ty retrotransposons using a genome-wide approach that exploits unique features of Saccharomyces cerevisiae purebred and Saccharomyces cerevisiae/Saccharomyces bayanus hybrid diploids. We find that DNA double-strand breaks (DSBs) induce NAHR-dependent rearrangements using Ty elements located 12 to 48 kilobases distal to the break site. This break-distal recombination (BDR) occurs frequently, even when allelic recombination can repair the break using the homolog. Robust BDR-dependent NAHR demonstrates that sequences very distal to DSBs can effectively compete with proximal sequences for repair of the break. In addition, our analysis of NAHR partner choice between Ty repeats shows that intrachromosomal Ty partners are preferred despite the abundance of potential interchromosomal Ty partners that share higher sequence identity. This competitive advantage of intrachromosomal Tys results from the relative efficiencies of different NAHR repair pathways. Finally, NAHR generates deleterious rearrangements more frequently when DSBs occur outside rather than within a Ty repeat. These findings yield insights into mechanisms of repeat-mediated genome rearrangements associated with evolution and cancer.

This report reviews standard disaster housing procedures as well as options that could be taken to improve disaster housing including increased FEMA/HUD cooperation, the use of the case management authority, the repair and renovation of private rental housing units, and the use of alternative manufactured housing.

The primary goal of this report is to report the results of Grant DE-FG02-97ER62458, which began in 1997 as Grant DOE-98-59-MP-4 funded through the TECO program. However, this project has a longer history because DOE also funded this study from its inception in 1985 through 1997. The original grant was focused on plant responses to elevated CO2 in an intact ecosystem, while the latter grant was focused on belowground responses. Here we summarize the major findings across the 25 years this study has operated, and note that the experiment will continue to run through 2020 with NSF support. The major conclusions of the study to date are: (1 Elevated CO2 stimulated plant productivity in the C3 plant community by ~30% during the 25 year study. The magnitude of the increase in productivity varied interannually and was sometime absent altogether. There is some evidence of down-regulation at the ecosystem level across the 25 year record that may be due to interactions with other factors such as sea-level rise or long-term changes in N supply; (2) Elevated CO2 stimulated C4 productivity by <10%, perhaps due to more efficient water use, but C3 plants at elevated CO2 did not displace C4 plants as …

We propose a possible new way to resolve the long standing problem of strong supersymmetry breaking coexisting with a small cosmological constant. We consider a scalar component of a minimally coupled N = 1 supermultiplet in a general Friedmann-Robertson-Walker (FRW) expanding universe. We argue that a tiny term, proportional to H{sup 2} {approx} 10{sup -122} in Plank's units, appearing in the field equations due to this expansion will provide both, the small vacuum energy and the heavy mass of the scalar supersymmetric partner. We present a non-perturbative solution for the scalar field with an unusual dual-frequency behavior. This solution has two characteristic mass scales related to the Hubble parameter as H{sup 1/4} and H{sup 1/2} measured in Plank's units.

We study the populations of X-ray sources in the Milky Way in the 15-55 keV band using a deep survey with the BAT instrument aboard the Swift observatory. We present the logN-logS distributions of the various source types and we analyze their variability and spectra. For the low-mass X-ray binaries (LMXBs) and the high-mass X-ray binaries (HMXBs) we derive the luminosity functions to a limiting luminosity of L{sub X} {approx} 7 x 10{sup 34} erg s{sup -1}. Our results confirm the previously found flattening of the LMXB luminosity function below a luminosity of L{sub X} {approx} 10{sup 37} erg s{sup -1}. The luminosity function of the HMXBs is found to be significantly flatter in the 15-55 keV band than in the 2-10 keV band. From the luminosity functions we estimate the ratios of the hard X-ray luminosity from HMXBs to the star-formation rate, and the LMXB luminosity to the stellar mass. We use these to estimate the X-ray emissivity in the local universe from X-ray binaries and show that it constitutes only a small fraction of the hard X-ray background.
