Calculation of Ground State Rotational Populations for Kinetic Gas Homonuclear Diatomic Molecules including Electron-Impact Excitation and Wall Collisions

A model has been developed to calculate the ground-state rotational populations of homonuclear diatomic molecules in kinetic gases, including the effects of electron-impact excitation, wall collisions, and gas feed rate. The equations are exact within the accuracy of the cross sections used and of the assumed equilibrating effect of wall collisions. It is found that the inflow of feed gas and equilibrating wall collisions can significantly affect the rotational distribution in competition with non-equilibrating electron-impact effects. The resulting steady-state rotational distributions are generally Boltzmann for N≥3, with a rotational temperature between the wall and feed gas temperatures. The N=0,1,2 rotational level populations depend sensitively on the relative rates of electron-impact excitation versus wall collision and gas feed rates.

Water vulnerabilities for existing coal-fired power plants.

This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements the Existing Plants Research Program's overall research effort by evaluating water issues that could impact power plants. Water consumption by all users in the United States over the 2005-2030 time period is projected to increase by about 7% (from about 108 billion gallons per day [bgd] to about 115 bgd) (Elcock 2010). By contrast, water consumption by coal-fired power plants over this period is projected to increase by about 21% (from about 2.4 to about 2.9 bgd) (NETL 2009b). The high projected demand for water by power plants, which is expected to increase even further as carbon-capture equipment is installed, combined with decreasing freshwater supplies in many areas, suggests that certain coal-fired plants may be particularly vulnerable to potential water demand-supply conflicts. If not addressed, these conflicts could limit power generation and lead to power disruptions or increased consumer costs. Feasibility analyses for HEU to LEU fuel conversion of the LAUE Langivin Institute (ILL) High Flux Reactor (RHF).

The High Flux Reactor (RHF) of the Laue Langevin Institute (ILL) based in Grenoble, France is a research reactor designed primarily for neutron beam experiments for fundamental science. It delivers one of the most intense neutron fluxes worldwide, with an unperturbed thermal neutron flux of 1.5 x 10{sup 15} n/cm{sup 2}/s in its reflector. The reactor has been conceived to operate at a nuclear power of 57 MW but currently operates at 52 MW. The reactor currently uses a Highly Enriched Uranium (HEU) fuel. In the framework of its non-proliferation policies, the international community presently aims to minimize the amount of nuclear material available that could be used for nuclear weapons. In this geopolitical context, most worldwide research and test reactors have already started a program of conversion to the use of Low Enriched Uranium (LEU) fuel. A new type of LEU fuel based on a mixture of uranium and molybdenum (UMo) is expected to allow the conversion of compact high performance reactors like the RHF. Volume II of the Site Environmental Report for 2009 is provided by Ernest Orlando Lawrence Berkeley National Laboratory as a supplemental appendix to Volume I, which contains the body of the report. Volume II contains the environmental monitoring and sampling data used to generate summary results of routine and nonroutine sampling at the Laboratory, except for groundwater sampling data, which may be found in the reports referred to in Chapter 4 of Volume I. The results from sample collections are more comprehensive in Volume II than in Volume I: for completeness, all results from sample collections that began or ended in calendar year (CY) 2009 are included in this volume. However, the samples representing CY 2008 data have not been used in the summary results that are reported in Volume I. (For example, although ambient air samples collected on January 6, 2009, are presented in Volume II, they represent December 2008 data and are not included in Table 4-2 in Volume I.) When appropriate, sampling results are reported in both conventional and International System (SI) units. The Savannah River Site Environmental Report for 2009 (SRNS-STI-2010-00175) is prepared for the U.S. Department of Energy (DOE) according to requirements of DOE Order 231.1A,'Environment, Safety and Health Reporting,' and DOE Order 5400.5, 'Radiation Protection of the Public and Environment.' The annual SRS Environmental Report has been produced for more than 50 years. Several hundred copies are distributed each year to government officials, universities, public libraries, environmental and civic groups, news media, and interested individuals. The report's purpose is to: (1) present summary environmental data that characterize site environmental management performance; (2) confirm compliance with environmental standards and requirements; and (3) highlight significant programs and efforts. SRS maintained its record of environmental excellence in 2009, as its operations continued to result in minimal impact to the offsite public and the surrounding environment. The site's radioactive and chemical discharges to air and water were well below regulatory standards for environmental and public health protection; its air and water quality met applicable requirements; and the potential radiation dose from its discharges was less than the national dose standards. Effects of Toroidal Rotation Sshear on Toroidicity-induced Alfven Eigenmodes in the National Spherical Torus Experiment

The effects of a sheared toroidal rotation on the dynamics of bursting Toroidicity-induced Alfven eigenmodes are investigated in neutral beam heated plasmas on the National Spherical Torus Experiment (NSTX) [M. Ono et al., Nucl. Fusion 40 557 (2000)]. The modes have a global character, extending over most of the minor radius. A toroidal rotation shear layer is measured at the location of maximum drive for the modes. Contrary to results from other devices, no clear evidence of increased damping is found. Instead, experiments with simultaneous neutral beam and radio-frequency auxiliary heating show a strong correlation between the dynamics of the modes and the instability drive. It is argued that kinetic effects involving changes in the mode drive and damping mechanisms other than rotation shear, such as continuum damping, are mostly responsible for the bursting dynamics of the modes.

Chromosomal Rainbows detect Oncogenic Rearrangements of Signaling Molecules in Thyroid Tumors

Altered signal transduction can be considered a hallmark of many solid tumors. In thyroid cancers the receptor tyrosine kinase (rtk) genes NTRK1 (Online Mendelian Inheritance in Man = OMIM *191315, also known as 'TRKA'), RET ('Rearranged during Transfection protooncogene', OMIM *164761) and MET (OMIM *164860) have been reported as activated, rearranged or overexpressed. In many cases, a combination of cytogenetic and molecular techniques allows elucidation of cellular changes that initiate tumor development and progression. While the mechanisms leading to overexpression of the rtk MET gene remain largely unknown, a variety of chromosomal rearrangements of the RET or NTKR1 gene could be demonstrated in thyroid cancer. Abnormal expressions in these tumors seem to follow a similar pattern: the rearrangement translocates the 3'-end of the rtk gene including the entire catalytic domain to an expressed gene leading to a chimeric RNA and protein with kinase activity. Our research was prompted by an increasing number of reports describing translocations involving ret and previously unknown translocation partners. We developed a high resolution technique based on fluorescence in situ hybridization (FISH) to allow rapid screening for cytogenetic rearrangements which complements conventional chromosome banding analysis. This paper describes the sample selection, sample preparation, environmental, and regulatory considerations for shipment of Hanford radioactive waste samples for treatability studies of the FBSR process at the Savannah River National Laboratory and the Pacific Northwest National Laboratory. The U.S. Department of Energy (DOE) Hanford tank farms contain approximately 57 million gallons of wastes, most of which originated during the reprocessing of spent nuclear fuel to produce plutonium for defense purposes. DOE intends to pre-treat the tank waste to separate the waste into a high level fraction, that will be vitrified and disposed of in a national repository as high-level waste (HLW), and a low-activity waste (LAW) fraction that will be immobilized for on-site disposal at Hanford. The Hanford Waste Treatment and Immobilization Plant (WTP) is the focal point for the treatment of Hanford tank waste. However, the WTP lacks the capacity to process all of the LAW within the regulatory required timeframe. Consequently, a supplemental LAW immobilization process will be required to immobilize the remainder of the LAW. One promising supplemental technology is Fluidized Bed Steam Reforming (FBSR) to produce a sodium-alumino-silicate (NAS) waste form. In an effort to reduce these emissions, some have suggested capping emissions and allowing them to be traded in secondary markets just as other commodities are traded. We briefed congressional committee staff on the results of our work on July 23, 2010. Specifically, we provided information on (1) carbon-related products currently traded in the United States and the extent of trading; (2) risks and challenges posed by these products; (3) the extent to which and how these products are regulated; and (4) issues that market observers identified for policymaker consideration as part of creating a national cap-and-trade carbon market."
