Waste Treatment Plant Support Program: Summaries of Reports Produced During Fiscal Years 1999-2010

The Waste Treatment Plant (WTP) being built on the U.S. Department of Energy (DOE) Hanford Site will be the largest chemical processing plant in the United States. Bechtel National Inc. (BNI) is the designer and constructor for the WTP. The Pacific Northwest National Laboratory (PNNL) has provided significant research and testing support to the WTP. This report provides a summary of reports developed initially under PNNL’s “1831” use agreement and later PNNL’s “1830” prime contract with DOE in support of the WTP. In March 2001, PNNL under its “1831” use agreement entered into a contract with BNI to support their research and testing activities. However, PNNL support to the WTP predates BNI involvement. Prior to March 2001, PNNL supported British Nuclear Fuels Ltd. in its role as overall designer and constructor. In February 2007, execution of PNNL’s support to the WTP was moved under its “1830” prime contract with DOE. Documents numbered “PNWD-XXXX” were issued under PNNL’s “1831” use agreement. Structural Integrity Program for the 300,000-Gallon Radioactive Liquid Waste Storage Tanks at the Idaho Nuclear Technology and Engineering Center

This report provides a record of the Structural Integrity Program for the 300,000-gal liquid waste storage tanks and associated equipment at the Idaho Nuclear Technology and Engineering Center, as required by U.S. Department of Energy M 435.1-1, “Radioactive Waste Management Manual.” This equipment is known collectively as the Tank Farm Facility. This report is an update, and replaces the previous report by the same title issued April 2003. The conclusion of this report is that the Tank Farm Facility tanks, vaults, and transfer systems that remain in service for storage are structurally adequate, and are expected to remain structurally adequate over the remainder of their planned service life through 2012. Recommendations are provided for continued monitoring of the Tank Farm Facility.

On August 9, 2010, Secretary of Defense Gates announced a number of efficiency initiatives intended to contribute to a Defense Department effort to achieve about $100 billion of savings over the next five years. The Defense Department's intent is not to reduce the defense "top line" budget, but, rather, to apply any savings to finance currently planned programs. This report contains an order-of-magnitude analysis of amounts of money currently spent in each of the major areas Secretary Gates identified for savings.

The Influence of the Linker Geometry in Bis(3-hydroxy-N-methyl-pyridin-2-one) Ligands on Solution-Phase Uranyl Affinity

Seven water-soluble, tetradentate bis(3-hydroxy-N-methyl-pyridin-2-one) (bis-Me-3,2-HOPO) ligands were synthesized that vary only in linker geometry and rigidity. Solution phase thermodynamic measurements were conducted between pH 1.6 and pH 9.0 to determine the effects of these variations on proton and uranyl cation affinity. Proton affinity decreases by introduction of the solubilizing triethylene glycol group as compared to un-substituted reference ligands. Uranyl affinity was found to follow no discernable trends with incremental geometric modification. The butyl-linked 4Li-Me-3,2-HOPO ligand exhibited the highest uranyl affinity, consistent with prior in vivo decorporation results. Of the rigidly-linked ligands, the o-phenylene linker imparted the best uranyl affinity to the bis-Me-3,2-HOPO ligand platform.

A letter report issued by the Government Accountability Office with an abstract that begins "Perchlorate is both a man-made and naturally occurring chemical. It is used in rocket fuel, explosives, fireworks, and other products. Naturally occurring perchlorate is produced through atmospheric processes and then settles on surface water or land. Perchlorate can disrupt the uptake of iodide in the thyroid, potentially interfering with thyroid function and negatively affecting fetal and infant brain development and growth. As of June 2010, there is no federal regulatory standard for perchlorate in drinking water, and the Environmental Protection Agency (EPA), which has the authority to regulate contaminants in public drinking water systems, had not determined whether to establish one. The Department of Defense (DOD), the National Aeronautics and Space Administration (NASA), and the Department of Energy (DOE) are the primary federal users of perchlorate. GAO was asked to examine (1) what is known about the extent to which perchlorate occurs in the nation's water and food supply and its likely sources; (2) what actions DOD, NASA, and DOE have taken to respond to or lessen perchlorate releases; and (3) what actions states, such as California and Massachusetts, have taken to regulate perchlorate.
