We provided congressional staff a draft copy of this briefing in meeting with them on June 9, 2010. We provided the same draft to the Department of Defense (DOD) for comments. A letter report issued by the Government Accountability Office with an abstract that begins "Recent foreign-based intrusions on the computer systems of U.S. federal agencies and commercial companies highlight the vulnerabilities of the interconnected networks that comprise the Internet, as well as the need to adequately address the global security and governance of cyberspace. Federal law and policy give a number of federal entities responsibilities for representing U.S. cyberspace interests abroad, in collaboration with the private sector. More recently, the President appointed a national Cybersecurity Coordinator charged with improving the nation's cybersecurity leadership. GAO was asked to identify (1) significant entities and efforts addressing global cyberspace security and governance issues, (2) U.S. entities responsible for addressing these issues and the extent of their involvement at the international level, and (3) challenges to effective U.S. involvement in global cyberspace security and governance efforts. To do this, GAO analyzed policies, reports, and other documents and interviewed U.S. government and international officials and experts from over 30 organizations."

A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. After adoption, these rulemaking actions are codified into the Texas Administrative Code.

The 2010 Gordon Research Conference on Polymer Physics will provide outstanding lectures and discussions in this critical field that impacts every industrial sector from electronics to transportation to medicine to textiles to energy generation and storage. Fundamental topics range from mechanical properties of soft gels to new understanding in polymer crystallization to energy conversion and transmission to simulating polymer dynamics at the nanoscale. This international conference will feature 22 invited lectures, wherein the opening 10 minutes are specifically designed for a general polymer physics audience. In addition, poster sessions and informal activities provide ample opportunity to discuss the latest advances in polymer physics. The technical content of the meeting will include new twists on traditional polymer physics topics, recent advances in previously underrepresented topics, and emerging technologies enabled by polymer physics. Catalysis is a key technology for improving the quality of life while simultaneously reducing the adverse impact of human activities on the environment. The discovery of new catalytic processes and the improvement of existing ones are also critically important for securing the nation's energy supply. The GRC on Catalysis is considered one the most prestigious conference for catalysis research, bringing together leading researchers from both academia, industry and national labs to discuss the latest, most exciting research in catalysis and the future directions for the field. We describe a method for direct determination and visualization of the distribution of charge in a composite electrode. Using synchrotron X-ray microdiffraction, state-of-charge profiles in-plane and normal to the current collector were measured. In electrodes charged at high rate, the signatures of nonuniform current distribution were evident. The portion of a prismatic cell electrode closest to the current collector tab had the highest state of charge due to electronic resistance in the composite electrode and supporting foil. In a coin cell electrode, the active material at the electrode surface was more fully charged than that close to the current collector because the limiting factor in this case is ion conduction in the electrolyte contained within the porous electrode.

Atomic force microscopy (AFM) and scanning tunneling microscopy (STM) are well established techniques to image surfaces and to probe material properties at the atomic and molecular scale. In this review, we show hybrid combinations of AFM and STM that bring together the best of two worlds: the simultaneous detection of atomic scale forces and conduction properties. We illustrate with several examples how the detection of forces during STM and the detection of currents during AFM can give valuable additional information of the nanoscale material properties.

We demonstrate a technique to nanofabricate nitrogen vacancy (NV) centers in diamond based on broad-beam nitrogen implantation through apertures in electron beam lithography resist. This method enables high-throughput nanofabrication of single NV centers on sub-100-nm length scales. Secondary ion mass spectroscopy measurements facilitate depth profiling of the implanted nitrogen to provide three-dimensional characterization of the NV center spatial distribution. Measurements of NV center coherence with on-chip coplanar waveguides suggest a pathway for incorporating this scalable nanofabrication technique in future quantum applications.

With the strength of steel, but at half the weight, titanium has the potential to offer significant benefits in the weight reduction of heavy vehicle components while possibly improving performance. However, the cost of conventional titanium fabrication is a major barrier in implementation. New reduction technologies are now available that have the potential to create a paradigm shift in the way the United States uses titanium, and the economics associated with fabrication of titanium components. This CRADA project evaluated the potential to develop a heavy vehicle component from titanium powders. The project included alloy design, development of manufacturing practices, and modeling the economics associated with the new component. New Beta alloys were designed for this project to provide the required mechanical specifications while utilizing the benefits of the new fabrication approach. Manufacturing procedures were developed specific to the heavy vehicle component. Ageing and thermal treatment optimization was performed to provide the desired microstructures. The CRADA partner established fabrication practices and targeted capital investment required for fabricating the component out of titanium. Though initial results were promising, the full project was not executed due to termination of the effort by the CRADA partner and economic trends observed in the heavy vehicle …

On February 1, 2010, President Obama submitted a budget proposal for FY2011 that requests $58.49 billion for the international affairs budget, a 16% increase over the enacted FY2010 funding level. This report analyzes the FY2011 request, recent-year funding trends, and congressional action related to FY2011 State-Foreign Operations legislation.

The Department of Defense (DOD) increasingly relies upon contractors to support operations in Iraq and Afghanistan, which has resulted in a DOD workforce that has 19% more contractor personnel (207,600) than uniformed personnel (175,000). This report discusses the issues raised by this fact including (1) what role contractors should play in contingency operations, (2) whether DOD is gathering and analyzing the right data on the use of contractors, (3) what steps DOD is taking to improve contract management and oversight, and (4) the extent to which contractors are being effectively included into military doctrine and strategy. This report examines current contractor trends in Iraq and Afghanistan, the steps DOD has taken to improve contractor oversight and management, and the extent to which DOD has incorporated the role of contractors into its doctrine and strategy. The report also reviews steps Congress has taken to exercise oversight over DOD contracting, including contracting issues that have been the focus of hearings and legislation.

Reconciliation is a procedure under the Congressional Budget Act of 1974 by which Congress implements budget resolution policies affecting mainly permanent spending and revenue programs. The principal focus in the reconciliation process has been deficit reduction, but in recent years reconciliation has encompassed revenue reduction generally and spending increases in selected program areas. This report discusses the Byrd rule, which provides six definitions of what constitutes extraneous matter for purposes of the rule (and several exceptions thereto), but the term is generally described as covering provisions unrelated to achieving the goals of the reconciliation instructions.
