Testimony issued by the Government Accountability Office with an abstract that begins "As the U.S. workforce has become increasingly diverse, many private and public sector organizations have recognized the importance of recruiting and retaining minority and women candidates for key positions. However, previous congressional hearings have raised concerns about a lack of diversity at the management level in the financial services industry, which provides services that are essential to the continued growth and economic recovery of the country. The recent financial crisis has renewed concerns about the financial services industry's commitment to workforce diversity. This testimony discusses findings from a June 2006 GAO report (GAO-06-617), February 2008 testimony (GAO-08-445T), and more recent work on diversity in the financial services industry. Specifically, GAO assesses (1) what the available data show about diversity at the management level from 1993 through 2008 and (2) steps that the industry has taken to promote workforce diversity and the challenges involved. To address the testimony's objectives, GAO analyzed data from the Equal Employment Opportunity Commission (EEOC); reviewed select studies; and interviewed officials from financial services firms, trade organizations, and organizations that represent minority and women professionals. 500 MW X-BAND RF SYSTEM OF A 0.25 GEV ELECTRON LINAC FOR ADVANCED COMPTON SCATTERING SOURCE APPLICATION

A Mono-Energetic Gamma-Ray (MEGa-Ray) Compton scattering light source is being developed at LLNL in collaboration with SLAC National Accelerator Laboratory. The electron beam for the Compton scattering interaction will be generated by a X-band RF gun and a X-band LINAC at the frequency of 11.424 GHz. High power RF in excess of 500 MW is needed to accelerate the electrons to energy of 250 MeV or greater for the interaction. Two high power klystron amplifiers, each capable of generating 50 MW, 1.5 msec pulses, will be the main high power RF sources for the system. These klystrons will be powered by state of the art solid-state high voltage modulators. A RF pulse compressor, similar to the SLED II pulse compressor, will compress the klystron output pulse with a power gain factor of five. For compactness consideration, we are looking at a folded waveguide setup. This will give us 500 MW at output of the compressor. The compressed pulse will then be distributed to the RF gun and to six traveling wave accelerator sections. Target Diagnostic Control System Implementation for the National Ignition Facility

The extreme physics of targets shocked by NIF's 192-beam laser are observed by a diverse suite of diagnostics. Many diagnostics are being developed by collaborators at other sites, but ad hoc controls could lead to unreliable and costly operations. A Diagnostic Control System (DCS) framework for both hardware and software facilitates development and eases integration. Each complex diagnostic typically uses an ensemble of electronic instruments attached to sensors, digitizers, cameras, and other devices. In the DCS architecture each instrument is interfaced to a low-cost Windows XP processor and Java application. Each instrument is aggregated with others as needed in the supervisory system to form an integrated diagnostic. The Java framework provides data management, control services and operator GUI generation. DCS instruments are reusable by replication with reconfiguration for specific diagnostics in XML. Advantages include minimal application code, easy testing, and high reliability. Collaborators save costs by assembling diagnostics with existing DCS instruments. This talk discusses target diagnostic instrumentation used on NIF and presents the DCS architecture and framework.

ADVANCED X-BAND TEST ACCELERATOR FOR HIGH BRIGHTNESS ELECTRON AND GAMMA RAY BEAMS

In support of Compton scattering gamma-ray source efforts at LLNL, a multi-bunch test stand is being developed to investigate accelerator optimization for future upgrades. This test stand will enable work to explore the science and technology paths required to boost the current 10 Hz monoenergetic gamma-ray (MEGa-Ray) technology to an effective repetition rate exceeding 1 kHz, potentially increasing the average gamma-ray brightness by two orders of magnitude. Multiple bunches must be of exceedingly high quality to produce narrow-bandwidth gamma-rays. Modeling efforts will be presented, along with plans for a multi-bunch test stand at LLNL. The test stand will consist of a 5.5 cell X-band rf photoinjector, single accelerator section, and beam diagnostics. The photoinjector will be a high gradient standing wave structure, featuring a dual feed racetrack coupler. The accelerator will increase the electron energy so that the emittance can be measured using quadrupole scanning techniques. Multi-bunch diagnostics will be developed so that the beam quality can be measured and compared with theory. Design will be presented with modeling simulations, and layout plans.

Development work to implement a new welding system for a Firing Set is presented. The new system is significant because it represents the first use of fiber laser welding technology at the KCP. The work used Six-Sigma tools for weld characterization and to define process performance. Determinations of workable weld parameters and comparison to existing equipment were completed. Replication of existing waveforms was done utilizing an Arbitrary Pulse Generator (APG), which was used to modulate the fiber laser’s exclusive continuous wave (CW) output. Fiber laser weld process capability for a Firing Set is demonstrated.

Development of a Time-resolved Soft X-ray Spectrometer for Laser Produced Plasma Experiments

A 2400 line/mm variable spaced grating spectrometer (VSG) has been used to measure soft x-ray emission (8-22 {angstrom}) from laser-produced plasma experiments at Lawrence Livermore National Laboratory's Compact Multipulse Terrawatt (COMET) Laser Facility. The spectrometer was coupled to a Kentech x-ray streak camera to study the temporal evolution of soft x-rays emitted from the back of mylar and copper foils irradiated at 10{sup 15} W/cm{sup 2}. The instrument demonstrated a resolving power of {approx} 120 at 19 {angstrom} with a time resolution of 31 ps. The time-resolved copper emission spectrum was consistent with a photodiode monitoring the laser temporal pulse shape and indicated that the soft x-ray emission follows the laser heating of the target. The time and spectral resolution of this diagnostic make it useful for studies of high temperature plasmas.

As the original magnet designer and manufacturer of ORNL’s 9T, 5-inch ID bore magnet, American Magnetics Inc. (AMI) has collaborated with ORNL’s Materials Processing Group’s and this partnership has been instrumental in the development of our unique thermo-magnetic facilities and expertise. Consequently, AMI and ORNL have realized that the commercial implementation of the High Magnetic Field Processing (HMFP) technology will require the evolution of robust, automated superconducting (SC) magnet systems that will be cost-effective and easy to operate in an industrial environment. The goal of this project and CRADA is to significantly expedite the timeline for implementing this revolutionary and pervasive cross-cutting technology for future US produced industrial components. The successful completion of this project is anticipated to significantly assist in the timely commercialization and licensing of our HMFP intellectual property for a broad spectrum of industries; and to open up a new market for AMI. Pressure, Chaotic Magnetic Fields and MHD Equilibria

Analyzes of plasma behavior often begin with a description of the ideal magnetohydrodynamic equilibrium, this being the simplest model capable of approximating macroscopic force balance. Ideal force balance is when the pressure gradient is supported by the Lorentz force, ∇p = j x B. We discuss the implications of allowing for a chaotic magnetic field on the solutions to this equation. We argue that the solutions are pathological and not suitable for numerical calculations. If the pressure and magnetic Field are continuous, the only non-trivial solutions have an uncountable infinity of discontinuities in the pressure gradient and current. The problems arise from the arbitrarily small length scales in the structure of the field, and the consequence of ideal force balance that the pressure is constant along the Field-lines, B • ∇p = 0. A simple method to ameliorate the singularities is to include a small but Finite perpendicular diffusion. A self-consistent set of equilibrium equations is described and some algorithmic approaches aimed at solving these equations are discussed.

Methods for Analyzing Electric Load Shape and its Variability

Current methods of summarizing and analyzing electric load shape are discussed briefly and compared. Simple rules of thumb for graphical display of load shapes are suggested. We propose a set of parameters that quantitatively describe the load shape in many buildings. Using the example of a linear regression model to predict load shape from time and temperature, we show how quantities such as the load?s sensitivity to outdoor temperature, and the effectiveness of demand response (DR), can be quantified. Examples are presented using real building data.

One of the more common materials being studied is CdZnTe (CZT), which can be grown using several methods to produce detector-grade materials. The work presented herein examines the effects of environmental conditions including temperature and humidity on detector performance [full-width at half-maximum (FWHM)] using the single pixel with guard detector configuration. The effects of electrical probe placement, reproducibility, and aging are also presented.

Hydrogeologic Evaluation of a Ground-Source Cooling System at the BSF/CSF on the Battelle Campus: Final Report

This report documents both the field characterization activities and the numerical modeling effort at the BSF/CSF site to determine the viability of an open-loop ground source heat pump (GSHP). The primary purpose of the integrated field and modeling study was to determine far-field impacts related to a non-consumptive use water right for the well field containing four extraction and four injection wells. In the field, boreholes were logged and used to develop the geologic conceptual model. Hydraulic testing was performed to identify hydraulic properties and determine sustainable pumping rates. Estimates of the Ringold hydraulic conductivity (60-150 m/d) at the BSF/CSF site were consistent with the local and regional hydrogeology as well as estimates previously published by other investigators. Sustainable pumping rates at the extraction wells were variable (100 – 700 gpm), and confirmed field observations of aquifer heterogeneity. Field data were used to develop a numerical model of the site. Simulations assessed the potential of the well field to impact nearby contaminant plumes, neighboring water rights, and the thermal regime of nearby surface water bodies. A Comprehensive Analysis of Uncertainties Affecting the Stellar Mass-Halo Mass Relation for 0<z<4

We conduct a comprehensive analysis of the relationship between central galaxies and their host dark matter halos, as characterized by the stellar mass - halo mass (SM-HM) relation, with rigorous consideration of uncertainties. Our analysis focuses on results from the abundance matching technique, which assumes that every dark matter halo or subhalo above a specific mass threshold hosts one galaxy. We provide a robust estimate of the SM-HM relation for 0 &lt; z &lt; 1 and discuss the quantitative effects of uncertainties in observed galaxy stellar mass functions (GSMFs) (including stellar mass estimates and counting uncertainties), halo mass functions (including cosmology and uncertainties from substructure), and the abundance matching technique used to link galaxies to halos (including scatter in this connection). Our analysis results in a robust estimate of the SM-HM relation and its evolution from z=0 to z=4. The shape and evolution are well constrained for z &lt; 1. The largest uncertainties at these redshifts are due to stellar mass estimates (0.25 dex uncertainty in normalization); however, failure to account for scatter in stellar masses at fixed halo mass can lead to errors of similar magnitude in the SM-HM relation for central galaxies in massive halos. One of the most important challenges confronting laser-driven capsule implosion experiments will be a quantitative evaluation of the implosion dynamics. Since these experiments will encounter extreme conditions of pressure and temperature, establishing robust, sensitive diagnostics will be difficult. Radiochemical signatures provide insight into material mixing and laser drive asymmetry and complement x-ray and other nuclear diagnostics, since the relevant nuclear reactions sample core implosion conditions directly. Simulations of an ignition double shell target indicate that several experimentally accessible isomeric ratios will be suitable monitors of mix.

Calibration of a Flat Field Soft X-ray Grating Spectrometer for Laser Produced Plasmas

We have calibrated the x ray response of a variable line spaced grating spectrometer, known as the VSG, at the Fusion and Astrophysics Data and Diagnostic Calibration Facility at the Lawrence Livermore National Laboratory (LLNL). The VSG has been developed to diagnose laser produced plasmas, such as those created at the Jupiter Laser Facility and the National Ignition Facility at LLNL, and at both the Omega and Omega EP lasers at University of Rochester's Laboratory for Laser Energetics. The bandwidth of the VSG spans the range from {approx} 6 to 60 {angstrom}. The calibration results present here include the VSG's dispersion and quantum efficiency. The dispersion is determined by measuring the x rays emitted from hydrogen-like and helium-like ions of carbon, nitrogen, oxygen, neon, and aluminum. The quantum efficiency is calibrated to an accuracy of 30% or better by normalizing the x ray intensities recorded by the VSG to those simultaneously recorded by an x ray microcalorimeter spectrometer.
