Lessons Learned for the MICE Coupling Solenoid from the MICE Spectrometer Solenoids

Tests of the spectrometer solenoids have taught us some important lessons. The spectrometer magnet lessons learned fall into two broad categories that involve the two stages of the coolers that are used to cool the magnets. On the first spectrometer magnet, the problems were centered on the connection of the cooler 2nd-stage to the magnet cold mass. On the first test of the second spectrometer magnet, the problems were centered on the cooler 1st-stage temperature and its effect on the operation of the HTS leads. The second time the second spectrometer magnet was tested; the cooling to the cold mass was still not adequate. The cryogenic designs of the MICE and MuCOOL coupling magnets are quite different, but the lessons learned from the tests of the spectrometer magnets have affected the design of the coupling magnets.

Direct Carbon Fuel Cell System Utilizing Solid Carbonaceous Fuels

This 1-year project has achieved most of its objective and successfully demonstrated the viability of the fluidized bed direct carbon fuel cell (FB-DCFC) approach under development by Direct Carbon technologies, LLC, that utilizes solid carbonaceous fuels for power generation. This unique electrochemical technology offers high conversion efficiencies, produces proportionately less CO{sub 2} in capture-ready form, and does not consume or require water for gasification. FB-DCFC employs a specialized solid oxide fuel cell (SOFC) arrangement coupled to a Boudouard gasifier where the solid fuel particles are fluidized and reacted by the anode recycle gas CO{sub 2}. The resulting CO is electrochemically oxidized at the anode. Anode supported SOFC structures employed a porous Ni cermet anode layer, a dense yttria stabilized zirconia membrane, and a mixed conducting porous perovskite cathode film. Several kinds of untreated solid fuels (carbon and coal) were tested in bench scale FBDCFC prototypes for electrochemical performance and stability testing. Single cells of tubular geometry with active areas up to 24 cm{sup 2} were fabricated. The cells achieved high power densities up to 450 mW/cm{sup 2} at 850 C using a low sulfur Alaska coal char. Cable Diagnostic Focused Initiative

This report summarizes an extensive effort made to understand how to effectively use the various diagnostic technologies to establish the condition of medium voltage underground cable circuits. These circuits make up an extensive portion of the electric delivery infrastructure in the United States. Much of this infrastructure is old and experiencing unacceptable failure rates. By deploying efficient diagnostic testing programs, electric utilities can replace or repair circuits that are about to fail, providing an optimal approach to improving electric system reliability. This is an intrinsically complex topic. Underground cable systems are not homogeneous. Cable circuits often contain multiple branches with different cable designs and a range of insulation materials. In addition, each insulation material ages differently as a function of time, temperature and operating environment. To complicate matters further, there are a wide variety of diagnostic technologies available for assessing the condition of cable circuits with a diversity of claims about the effectiveness of each approach. As a result, the benefits of deploying cable diagnostic testing programs have been difficult to establish, leading many utilities to avoid the their use altogether. Recovery Act: A Low Cost Spray Deposited Solar PV Anti-Reflection Coating Final Technical Report

PV module glass is typically low iron glass which exhibits extremely low absorption of light at solar wavelengths. However, reflection losses from typical high quality solar glass are about 4.5% of the input solar energy. By applying an antireflection coating to the cover glass of their modules, a PV module maker will gain at least a 3% increase in the light passing through the glass and being converted to electricity. Thus achieving an increase of >3% in electricity output from the modules. This Project focussed on developing a process that deposits a layer of porous silica (SiO2) on glass or plastic components, and testing the necessary subcomponents and subsystems required to demonstrate the commercial technology. This porous layer acts as a broadband single layer AR coating for glass and plastics, with the added benefit of being a hydrophilic surface for low surface soiling.

Finding Tropical Cyclones on a Cloud Computing Cluster: Using Parallel Virtualization for Large-Scale Climate Simulation Analysis

Extensive computing power has been used to tackle issues such as climate changes, fusion energy, and other pressing scientific challenges. These computations produce a tremendous amount of data; however, many of the data analysis programs currently only run a single processor. In this work, we explore the possibility of using the emerging cloud computing platform to parallelize such sequential data analysis tasks. As a proof of concept, we wrap a program for analyzing trends of tropical cyclones in a set of virtual machines (VMs). This approach allows the user to keep their familiar data analysis environment in the VMs, while we provide the coordination and data transfer services to ensure the necessary input and output are directed to the desired locations. This work extensively exercises the networking capability of the cloud computing systems and has revealed a number of weaknesses in the current cloud system software. In our tests, we are able to scale the parallel data analysis job to a modest number of VMs and achieve a speedup that is comparable to running the same analysis task using MPI. Doping evolution of the electronic structure in the single-layer cuprates Bi2Sr2&#8722xLaxCuO6 delta: Comparison with other single-layer cuprates

We have performed angle-resolved photoemission and core-level x-ray photoemission studies of the single-layer cuprate Bi{sub 2}Sr{sub 2-x}La{sub x}CuO{sub 6+{delta}} (Bi2201) and revealed the doping evolution of the electronic structure from the lightly-doped to optimally-doped regions. We have observed the formation of the dispersive quasi-particle band, evolution of the Fermi 'arc' into the Fermi surface and the shift of the chemical potential with hole doping as in other cuprates. The doping evolution in Bi2201 is similar to that in Ca{sub 2-x}Na{sub x}CuO{sub 2}Cl{sub 2} (Na-CCOC), where a rapid chemical potential shift toward the lower Hubbard band of the parent insulator has been observed, but is quite different from that in La{sub 2-x}Sr{sub x}CuO{sub 4} (LSCO), where the chemical potential does not shift, yet the dispersive band and the Fermi arc/surface are formed around the Fermi level already in the lightly-doped region. The (underlying) Fermi surface shape and band dispersions are quantitatively analyzed using tightbinding fit, and the deduced next-nearest-neighbor hopping integral t also confirm the similarity to Na-CCOC and the difference from LSCO.

Document describes an onsite workshop and building retuning training conducted in Guam in August 2010. Document reports on issues identified during an audit of several buildings and recommendations to save energy throughout the site. During the workshop, it became apparent that as site personnel maintain the facilities at Guam, the following retuning efforts and strategies should be prioritized: (1) Controlling the mechanical systems operational hours and zone temperature set points appeared to present the best opportunities for savings; (2) Zone temperature set points in some buildings are excessively low, especially at night, when the zone temperatures are so cold that they approached the dewpoint; and (3) Manually-set outside air dampers are providing excessive outside air, especially for spaces that are unoccupied. Two of the larger schools, one on the Naval Base and one on Anderson AFB, are in need of a significant recommissioning effort. These facilities are relatively new, with direct digital controls (DDC) but are significantly out of balance. The pressure in one school is extremely negative, which is pulling humid air through the facility each time a door is opened. The draft can be felt several feet down the halls. Development of ENDF/B-VII.1 and Its Covariance Component

The US nuclear data community, coordinated by CSEWG, is preparing release of the ENDF/B-VII.1 library. This new release will address deficiencies identified in ENDF/B-VII.0, include improved evaluations for some 50-60 materials and provide covariances for more than 110 materials. The major players in this undertaking are LANL, BNL, ORNL, and LLNL. We summarize deficiencies in the ENDF/B-VII.0 and outline development of the new library. We concentrate on the BNL activities which aim in providing covariances for the materials important for the design of the innovative reactors. Finally we outline a futuristic approach, known as assimilation that tries to link nuclear reaction theory and integral experiments.

International Co-Operation in Nuclear Data Evaluation

The OECD Nuclear Energy Agency (NEA) is organising a co-operation between the major nuclear data evaluation projects in the world. The co-operation involves the ENDF, JEFF, and JENDL projects, and, owing to the collaboration with the International Atomic Energy Agency (IAEA), also the Russian RUSFOND and the Chinese CENDL projects. The Working Party on international nuclear data Evaluation Cooperation (WPEC), comprised of about 20 core members, manages this co-operation and meets annually to discuss progress in each evaluation project and also related experimental activities. The WPEC assesses common needs for nuclear data improvements and these needs are then addressed by initiating joint evaluation efforts. The work is performed in specially established subgroups, consisting of experts from the participating evaluation projects. The outcome of these subgroups is published in reports, issued by the NEA. Current WPEC activities comprise for example a number of studies related to nuclear data uncertainties, including a review of methods for the combined use of integral experiments and covariance data, as well as evaluations of some of the major actinides, such as {sup 235}U and {sup 239}Pu. This paper gives an overview of current and planned activities within the WPEC.

Photo-Induced Spin-State Conversion in Solvated Transition Metal Complexes Probed via Time-Resolved Soft X-ray Spectroscopy

Solution-phase photoinduced low-spin to high-spin conversion in the FeII polypyridyl complex [Fe(tren(py)3)]2+ (where tren(py)3 is tris(2-pyridylmethyliminoethyl)amine) has been studied via picosecond soft X-ray spectroscopy. Following 1A1 --> 1MLCT (metal-to-ligand charge transfer) excitation at 560 nm, changes in the iron L2- and L3-edges were observed concomitant with formation of the transient high-spin 5T2 state. Charge-transfer multiplet calculations coupled with data acquired on low-spin and high-spin model complexes revealed a reduction in ligand field splitting of 1 eV in the high-spin state relative to the singlet ground state. A significant reduction in orbital overlap between the central Fe-3d and the ligand N-2p orbitals was directly observed, consistent with the expected ca. 0.2 Angstrom increase in Fe-N bond length upon formation of the high-spin state. The overall occupancy of the Fe-3d orbitals remains constant upon spin crossover, suggesting that the reduction in sigma-donation is compensated by significant attenuation of pi-back-bonding in the metal-ligand interactions. These results demonstrate the feasibility and unique potential of time-resolved soft X-ray absorption spectroscopy to study ultrafast reactions in the liquid phase by directly probing the valence orbitals of first-row metals as well as lighter elements during the course of photochemical transformations.

Intelligent Bioreactor Management Information System (IBM-IS) for Mitigation of Greenhouse Gas Emissions

Methane is an important contributor to global warming with a total climate forcing estimated to be close to 20% that of carbon dioxide (CO2) over the past two decades. The largest anthropogenic source of methane in the US is 'conventional' landfills, which account for over 30% of anthropogenic emissions. While controlling greenhouse gas emissions must necessarily focus on large CO2 sources, attention to reducing CH4 emissions from landfills can result in significant reductions in greenhouse gas emissions at low cost. For example, the use of 'controlled' or bioreactor landfilling has been estimated to reduce annual US greenhouse emissions by about 15-30 million tons of CO2 carbon (equivalent) at costs between $3-13/ton carbon. In this project we developed or advanced new management approaches, landfill designs, and landfill operating procedures for bioreactor landfills. These advances are needed to address lingering concerns about bioreactor landfills (e.g., efficient collection of increased CH4 generation) in the waste management industry, concerns that hamper bioreactor implementation and the consequent reductions in CH4 emissions. Collectively, the advances described in this report should result in better control of bioreactor landfills and reductions in CH4 emissions. Several advances are important components of an Intelligent Bioreactor Management Information System (IBM-IS).

Federal employees with permanent appointments earn pension benefits under one of two retirement plans. Employees hired after 1983 participate in the Federal Employees' Retirement System (FERS). Employees hired before 1984 participate in the Civil Service Retirement System (CSRS) unless they elected to transfer to the FERS during open seasons held in 1987 and 1998. This report discusses the changes in legislation that allowed veterans who subsequently became civilian federal employees to count their years of active-duty military service toward retirement eligibility and pension benefits under CSRS.
