This report summarizes the deactivation, decontamination, decommissioning, and demolition activities of seven facilities in the 300 Area of the Hanford Site in fiscal year 2009. The D4 of these facilities included characterization; engineering; removal of hazardous and radiologically contaminated materials; equipment removal; utility disconnection; deactivation, decontamination, demolition of the structure; and stabilization or removal of slabs and foundations. This report also summarizes the nine below-grade slabs/foundations removed in FY09 of buildings demolished in previous fiscal years.

ACE3P Computations of Wakefield Coupling in the CLIC Two-Beam Accelerator

The Compact Linear Collider (CLIC) provides a path to a multi-TeV accelerator to explore the energy frontier of High Energy Physics. Its novel two-beam accelerator concept envisions rf power transfer to the accelerating structures from a separate high-current decelerator beam line consisting of power extraction and transfer structures (PETS). It is critical to numerically verify the fundamental and higher-order mode properties in and between the two beam lines with high accuracy and confidence. To solve these large-scale problems, SLAC's parallel finite element electromagnetic code suite ACE3P is employed. Using curvilinear conformal meshes and higher-order finite element vector basis functions, unprecedented accuracy and computational efficiency are achieved, enabling high-fidelity modeling of complex detuned structures such as the CLIC TD24 accelerating structure. In this paper, time-domain simulations of wakefield coupling effects in the combined system of PETS and the TD24 structures are presented. The results will help to identify potential issues and provide new insights on the design, leading to further improvements on the novel CLIC two-beam accelerator scheme.

Testimony issued by the Government Accountability Office with an abstract that begins "Earlier this month, United Air Lines (United) and Continental Airlines (Continental) announced plans to merge the two airlines and signed a merger agreement. This follows the acquisition of Northwest Airlines by Delta Air Lines (Delta) in 2008, which propelled Delta to become the largest airline in the United States. This latest merger, if not challenged by the Department of Justice (DOJ), would surpass Delta's merger in scope to create the largest passenger airline in terms of capacity in the United States. The passenger airline industry has struggled financially over the last decade, and these two airlines believe a merger will strengthen them. However, as with any proposed merger of this magnitude, this one will be carefully examined by DOJ to determine if its potential benefits for consumers outweigh the potential negative effects. At the Committee's request, GAO is providing a statement for the record that describes (1) an overview of the factors that are driving mergers in the industry, (2) the role of federal authorities in reviewing merger proposals, and (3) key issues associated with the proposed merger of United and Continental. Ammonia Process by Pressure Swing Adsorption

The overall objective of the project is to design, develop and demonstrate a technically feasible and commercially viable system to produce ammonia along with recovery of the products by adsorption separation methods and significantly decrease the energy requirement in ammonia production. This is achieved through a significantly more efficient ammonia psa recovery system. The new ammonia recovery system receives the reactor effluents and achieves complete ammonia recovery, (which completely eliminates the energy intensive refrigeration and condensation system currently used in ammonia production). It also recovers the unused reactants and recycles them back to the reactor, free of potential reactor contaminants, and without the need for re-compression and re-heat of recycle stream thereby further saving more energy. The result is a significantly lower energy consumption, along with capital cost savings.

Analysis of the Younger Dryas Impact Layer

We have uncovered a thin layer of magnetic grains and microspherules, carbon spherules, and glass-like carbon at nine sites across North America, a site in Belgium, and throughout the rims of 16 Carolina Bays. It is consistent with the ejecta layer from an impact event and has been dated to 12.9 ka BP coinciding with the onset of Younger Dryas (YD) cooling and widespread megafaunal extinctions in North America. At many locations the impact layer is directly below a black mat marking the sudden disappearance of the megafauna and Clovis people. The distribution pattern of the Younger Dryas boundary (YDB) ejecta layer is consistent with an impact near the Great Lakes that deposited terrestrial-like ejecta near the impact site and unusual, titanium-rich projectile-like ejecta further away. High water content associated with the ejecta, up to 28 at. percent hydrogen (H), suggests the impact occurred over the Laurentide Ice Sheet. YDB microspherules and magnetic grains are highly enriched in TiO{sub 2}. Magnetic grains from several sites are enriched in iridium (Ir), up to 117 ppb. Annual Hanford Seismic Report for Fiscal Year 2010

The Hanford Seismic Assessment Program (HSAP) provides an uninterrupted collection of high-quality raw and processed seismic data from the Hanford Seismic Network for the U.S. Department of Energy and its contractors. The HSAP is responsible for locating and identifying sources of seismic activity and monitoring changes in the historical pattern of seismic activity at the Hanford Site. The data are compiled, archived, and published for use by the Hanford Site for waste management, natural phenomena hazards assessments, and engineering design and construction. In addition, the HSAP works with the Hanford Site Emergency Services Organization to provide assistance in the event of a significant earthquake on the Hanford Site. The Hanford Seismic Network and the Eastern Washington Regional Network consist of 44 individual sensor sites and 15 radio relay sites maintained by the Hanford Seismic Assessment Team. During FY 2010, the Hanford Seismic Network recorded 873 triggers on the seismometer system, which included 259 seismic events in the southeast Washington area and an additional 324 regional and teleseismic events. There were 210 events determined to be local earthquakes relevant to the Hanford Site. Assessment of Differences in Phase 1 and Phase 2 Test Observations for Waste Treatment Plant Pulse Jet Mixer Tests with Non-Cohesive Solids

The purpose of this work was to assess the apparent discrepancy in critical suspension velocity (UCS) between M3 Phase 1 (Meyer et al. 2009) and Phase 2 testing conducted by Energy Solutions (ES) at Mid-Columbia Engineering (MCE) and to address the applicability of Phase 1 scale-up laws to Phase 2 test results. Three Phase 2 test sequences were analyzed in detail. Several sources of discrepancy were identified including differences in nominal versus actual velocity, definition of model input parameters, and definition of UCS. A remaining discrepancy was shown to not be solely an artifact of Phase 1 data correlations, but was fundamental to the tests. The non-prototypic aspects of Phase 1 testing were reviewed and assessed. The effects of non-prototypic refill associated with the closed loop operation of the jets, previously known to affect cloud height, can be described in terms of a modified settling velocity. When the modified settling velocity is incorporated into the Phase 1 “new” physical model the adjusted new physical model does a better job of predicting the Phase 2 test results. This document reports on a series of tests to determine whether the location of the air sampling probe in the Hot Fuels Examination Facility (HFEF) heating, ventilation and air conditioning (HVAC) exhaust duct meets the applicable regulatory criteria regarding the placement of an air sampling probe. Federal regulations require that a sampling probe be located in the exhaust stack according to the criteria of the ANSI/HPS N13.1-1999, Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stacks and Ducts of Nuclear Facilities. These criteria address the capability of the sampling probe to extract a sample that is representative of the effluent stream. The tests conducted by PNNL during July 2010 on the HFEF system are described in this report. The sampling probe location is approximately 20 feet from the base of the stack. The stack base is in the second floor of the HFEF, and has a building ventilation stream (limited potential radioactive effluent) as well as a process stream (potential radioactive effluent, but HEPA-filtered) that feeds into it. Biospecimen Reporting for Improved Study Quality

Human biospecimens are subjected to collection, processing, and storage that can significantly alter their molecular composition and consistency. These biospecimen preanalytical factors, in turn, influence experimental outcomes and the ability to reproduce scientific results. Currently, the extent and type of information specific to the biospecimen preanalytical conditions reported in scientific publications and regulatory submissions varies widely. To improve the quality of research that uses human tissues, it is crucial that information on the handling of biospecimens be reported in a thorough, accurate, and standardized manner. The Biospecimen Reporting for Improved Study Quality (BRISQ) recommendations outlined herein are intended to apply to any study in which human biospecimens are used. The purpose of reporting these details is to supply others, from researchers to regulators, with more consistent and standardized information to better evaluate, interpret, compare, and reproduce the experimental results. The BRISQ guidelines are proposed as an important and timely resource tool to strengthen communication and publications on biospecimen-related research and to help reassure patient contributors and the advocacy community that their contributions are valued and respected.

Building the RHIC tracking lattice model

In this note we outline the procedure to build a realistic lattice model for the RHIC beam-beam tracking simulation. We will install multipole field errors in the arc main dipoles, arc main quadrupols and interaction region magnets (DX, D0, and triplets) and introduce a residual closed orbit, tune ripples, and physical apertures in the tracking lattice model. Nonlinearities such as local IR multipoles, second order chromaticies and third order resonance driving terms are also corrected before tracking.

Centroid Position as a Function of Total Counts in a Windowed CMOS Image of a Point Source

We obtained 960,200 22-by-22-pixel windowed images of a pinhole spot using the Teledyne H2RG CMOS detector with un-cooled SIDECAR readout. We performed an analysis to determine the precision we might expect in the position error signals to a telescope's guider system. We find that, under non-optimized operating conditions, the error in the computed centroid is strongly dependent on the total counts in the point image only below a certain threshold, approximately 50,000 photo-electrons. The LSST guider camera specification currently requires a 0.04 arcsecond error at 10 Hertz. Given the performance measured here, this specification can be delivered with a single star at 14th to 18th magnitude, depending on the passband.

Testimony issued by the Government Accountability Office with an abstract that begins "Allegations of management weaknesses, unsecured personal information, and employee dissatisfaction have been made against U.S. Coast Guard's Civil Rights Directorate (CRD). To address these allegations, the Director of CRD commissioned an external review of civil rights operations. In February 2009, the review made 53 recommendations to improve the civil rights operations. CRD developed action plans to address these recommendations. As requested, GAO reviewed (1) how Coast Guard's action plans align with EEOC's elements of a model equal employment opportunity program (2) how Coast Guard developed and reviewed its action plans, and (3) the extent to which Coast Guard's action plans align with generally accepted project management practices. To conduct this work GAO reviewed documentation from CRD, EEOC, internal control standards, and literature on project management. We also interviewed CRD officials."

A letter report issued by the Government Accountability Office with an abstract that begins "The Deepwater Program includes efforts to build or modernize ships and aircraft and to procure other capabilities. After a series of project failures, the Coast Guard announced in 2007 that it was taking over the systems integrator role from Integrated Coast Guard Systems (ICGS). At the same time, a $24.2 billion program baseline was established which included schedule and performance parameters at an overall system level. GAO has previously reported on the Coast Guard's progress in establishing individual baselines for Deepwater assets and has made a number of recommendations, which have largely been addressed. In response to the conference report accompanying the Department of Homeland Security (DHS) Appropriations Act, 2010, GAO assessed (1) DHS and Coast Guard acquisition policies and approach to managing the program, (2) whether the program is meeting the 2007 baseline, and (3) Coast Guard efforts to manage and build its acquisition workforce. GAO reviewed Coast Guard and DHS policies and program documents, and interviewed officials."

COMPACTION OF FIBERBOARD OVERPACK MATERIALS IN A 9975 SHIPPING PACKAGE

Compaction of lower layers in the 9975 fiberboard overpack has been observed in packages that contain excess moisture. Dynamic loading of the package during transportation may also contribute to compaction of the fiberboard. This condition is being tested and analyzed to better understand these compaction mechanisms and provide a basis from which to evaluate their impact to the safety basis for transportation (Safety Analysis Report for Packaging) and storage (facility Design Safety Analysis) at the Savannah River Site (SRS). A test program has been developed and is being implemented to identify the extent of the compaction as a function of fiberboard moisture and typical transport dynamic loadings. Test conditions will be compared to regulatory requirements for dynamic loading. Characterization of the recovery of short-term compaction following the application of dynamic loading is also being evaluated. Interim results from this test program will be summarized.

Competitive repair by naturally dispersed repetitive DNA during non-allelic homologous recombination

Genome rearrangements often result from non-allelic homologous recombination (NAHR) between repetitive DNA elements dispersed throughout the genome. Here we systematically analyze NAHR between Ty retrotransposons using a genome-wide approach that exploits unique features of Saccharomyces cerevisiae purebred and Saccharomyces cerevisiae/Saccharomyces bayanus hybrid diploids. We find that DNA double-strand breaks (DSBs) induce NAHR-dependent rearrangements using Ty elements located 12 to 48 kilobases distal to the break site. This break-distal recombination (BDR) occurs frequently, even when allelic recombination can repair the break using the homolog. Robust BDR-dependent NAHR demonstrates that sequences very distal to DSBs can effectively compete with proximal sequences for repair of the break. In addition, our analysis of NAHR partner choice between Ty repeats shows that intrachromosomal Ty partners are preferred despite the abundance of potential interchromosomal Ty partners that share higher sequence identity. This competitive advantage of intrachromosomal Tys results from the relative efficiencies of different NAHR repair pathways. Finally, NAHR generates deleterious rearrangements more frequently when DSBs occur outside rather than within a Ty repeat. These findings yield insights into mechanisms of repeat-mediated genome rearrangements associated with evolution and cancer.
