The first half of this report looks at the background of U.S. travel restrictions to Cuba over the last 40 years. The second half of this report looks at several initiatives from the 111th Congress that would ease U.S. travel restrictions to Cuba.

This report discusses Omnibus appropriations acts, which have become a significant feature of the legislative process in recent years as Congress and the President have used them more frequently to bring action on the regular appropriations cycle to a close. Following a discussion of pertinent background information, this report reviews the recent enactment of such measures and briefly addresses several issues raised by their use.

Trade is one of the more enduring issues in contemporary U.S.-Latin America relations. Latin America is far from the largest U.S. regional trade partner, but historically is the fastest growing one. The United States has implemented comprehensive reciprocal trade agreements with most of its important trade partners in Latin America. Agreements with Panama and Colombia have been signed but not implemented, pending congressional action. Countries south of the Caribbean Basin have been reluctant to enter into such a deal because it does not meet their primary negotiation objectives. This report looks at the status, implications, and alternatives to current free trade agreements in the region.

This report has two sections. The first provides an overview of the current U.S. Department of Agriculture (USDA) disaster assistance programs: federal crop insurance, NAP payments, emergency disaster loans, the new Supplemental Revenue Assistance Payments Program (SURE), and four other smaller disaster programs authorized in the 2008 farm bill. The second section reviews the recent history of emergency supplemental farm disaster assistance.

This report specifies, for the 110th Congress, all presidential nominations to full-time positions on 34 regulatory and other collegial boards and commissions. Profiles of each board and commission provide information on their organizational structures, membership as of the end of the 110th Congress, and appointment activity during that Congress. Prompt global strike (PGS) would allow the United States to strike targets anywhere on earth with conventional weapons in as little as an hour. This report provides an overview of the rationale for the PGS mission and the possible deployment of conventional warheads on long-range ballistic missiles in support of this mission. It then reviews the Air Force and Navy efforts to develop these systems. It summarizes congressional reaction to these proposals, then provides a more detailed account of the issues raised by these concepts and programs.

The increased presence of foreign students in graduate science and engineering programs and in the scientific workforce has been and continues to be of concern to some in the scientific community. Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. In addition to the number of foreign students in graduate science and engineering programs, a significant number of university faculty in the scientific disciplines are foreign, and foreign doctorates are employed in large numbers by industry. This report explains this issue in detail, as well as probable causes of said incongruity.
