Landsat and the Data Continuity Mission

This report discusses the U.S. Landsat Mission, which has collected remotely sensed imagery of the Earth's surface for more than 35 years. The two satellites currently in orbit are operating beyond their designed life and may fail at any time. Most Landsat data is used by federal agencies. Efforts to commercialize Landsat operations have not been successful. This report discusses issues facing Congress regarding funding for new Landsat satellites.

Review of Quantitative Software Reliability Methods

The current U.S. Nuclear Regulatory Commission (NRC) licensing process for digital systems rests on deterministic engineering criteria. In its 1995 probabilistic risk assessment (PRA) policy statement, the Commission encouraged the use of PRA technology in all regulatory matters to the extent supported by the state-of-the-art in PRA methods and data. Although many activities have been completed in the area of risk-informed regulation, the risk-informed analysis process for digital systems has not yet been satisfactorily developed. Since digital instrumentation and control (I&C) systems are expected to play an increasingly important role in nuclear power plant (NPP) safety, the NRC established a digital system research plan that defines a coherent set of research programs to support its regulatory needs. One of the research programs included in the NRC's digital system research plan addresses risk assessment methods and data for digital systems. Digital I&C systems have some unique characteristics, such as using software, and may have different failure causes and/or modes than analog I&C systems; hence, their incorporation into NPP PRAs entails special challenges. Water use in the development and operation of geothermal power plants.

Geothermal energy is increasingly recognized for its potential to reduce carbon emissions and U.S. dependence on foreign oil. Energy and environmental analyses are critical to developing a robust set of geothermal energy technologies. This report summarizes what is currently known about the life cycle water requirements of geothermal electric power-generating systems and the water quality of geothermal waters. It is part of a larger effort to compare the life cycle impacts of large-scale geothermal electricity generation with other power generation technologies. The results of the life cycle analysis are summarized in a companion report, Life Cycle Analysis Results of Geothermal Systems in Comparison to Other Power Systems. This report is divided into six chapters. Chapter 1 gives the background of the project and its purpose, which is to inform power plant design and operations. Chapter 2 summarizes the geothermal electricity generation technologies evaluated in this study, which include conventional hydrothermal flash and binary systems, as well as enhanced geothermal systems (EGS) that rely on engineering a productive reservoir where heat exists but water availability or permeability may be limited. The West Valley Demonstration Project (WVDP) Annual Site Environmental Report (ASER) for Calendar Year 2009. The report, prepared by the U.S. Department of Energy West Valley Demonstration Project office (DOE-WVDP), summarizes the environmental protection program at the WVDP for calendar year (CY) 2009. Monitoring and surveillance of the facilities used by the DOE are conducted to verify protection of public health and safety and the environment. The report is a key component of DOE’s effort to keep the public informed of environmental conditions at the WVDP. The quality assurance protocols applied to the environmental monitoring program by the DOE ensure the validity and accuracy of the monitoring data. In addition to demonstrating compliance with environmental regulations and directives, evaluation of data collected in 2009 continued to indicate that WVDP activities pose no threat to public health or safety, or to the environment.

Potential nanotechnology applications for reducing freshwater consumption at coal fired power plants : an early view.

This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements the overall research effort of the Existing Plants Research Program by evaluating water issues that could impact power plants. A growing challenge to the economic production of electricity from coal-fired power plants is the demand for freshwater, particularly in light of the projected trends for increasing demands and decreasing supplies of freshwater. Nanotechnology uses the unique chemical, physical, and biological properties that are associated with materials at the nanoscale to create and use materials, devices, and systems with new functions and properties. It is possible that nanotechnology may open the door to a variety of potentially interesting ways to reduce freshwater consumption at power plants. This report provides an overview of how applications of nanotechnology could potentially help reduce freshwater use at coal-fired power plants. A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2009, the federal government obligated over $500 billion on government contracts. Some in Congress are concerned that private companies may be awarded federal contracts even though they had been cited for violating federal laws that are meant to ensure that employees receive proper wages, have the right to bargain collectively, and are not subject to work-site hazards. GAO was asked to (1) investigate the extent to which companies that received federal contracts during fiscal year 2009 had been assessed the 50 largest monetary penalties for closed inspections of occupational safety, health, and wage regulations for fiscal years 2005 through 2009, and (2) develop case studies of federal contractors that have been assessed occupational safety, health, wage, and collective bargaining penalties. To perform this work, GAO obtained and analyzed concluded wage and health and safety inspections from the Department of Labor's Wage and Hour Division (WHD) and Occupational Safety and Health Administration (OSHA) for fiscal years 2005 to 2009. Tunable Soft X-Ray Oscillators

A concept for a tunable soft x-ray free electron laser (FEL) photon source is presented and studied numerically. The concept is based on echo-enabled harmonic generation (EEHG), wherein two modulator-chicane sections impose high harmonic structure with much greater efficacy as compared to conventional high harmonic FELs that use only one modulator-chicane section. The idea proposed here is to replace the external laser power sources in the EEHG modulators with FEL oscillators, and to combine the bunching of the beam with the production of radiation. Tunability is accomplished by adjusting the magnetic chicanes while the two oscillators remain at a fixed frequency. This scheme eliminates the need to develop coherent sources with the requisite power, pulse length, and stability requirements by exploiting the MHz bunch repetition rates of FEL continuous wave (CW) sources driven by superconducting (SC) linacs. We present time-dependent GINGER simulation results for an EEHG scheme with an oscillator modulator at 43 nm employing 50percent reflective dielectric mirrors and a second modulator employing an external, 215-nm drive laser. Characterization of electron microscopes with binary pseudo-random multilayer test samples

Verification of the reliability of metrology data from high quality x-ray optics requires that adequate methods for test and calibration of the instruments be developed. For such verification for optical surface profilometers in the spatial frequency domain, a modulation transfer function (MTF) calibration method based on binary pseudo-random (BPR) gratings and arrays has been suggested [Proc. SPIE 7077-7 (2007), Opt. Eng. 47(7), 073602-1-5 (2008)} and proven to be an effective calibration method for a number of interferometric microscopes, a phase shifting Fizeau interferometer, and a scatterometer [Nucl. Instr. and Meth. A 616, 172-82 (2010)]. Here we describe the details of development of binary pseudo-random multilayer (BPRML) test samples suitable for characterization of scanning (SEM) and transmission (TEM) electron microscopes. We discuss the results of TEM measurements with the BPRML test samples fabricated from a WiSi2/Si multilayer coating with pseudo randomly distributed layers. In particular, we demonstrate that significant information about the metrological reliability of the TEM measurements can be extracted even when the fundamental frequency of the BPRML sample is smaller than the Nyquist frequency of the measurements.
