Since enactment of the Post-9/11 Veterans Educational Assistance Act of 2008 (Post-9/11 GI Bill; P.L. 110-252; Title 38 U.S.C., Chapter 33), there has been discussion of problems and possible enhancements to improve the program's implementation, administration, and benefits. This report summarizes provisions in the Post-9/11 Veterans Educational Assistance Improvements Act of 2010 (S. 3447), as reported by the Senate Committee on Veterans' Affairs on August 5, 2010, for full Senate consideration.

The presentation was given as a webinar to the Solar Instructor Training Network on August 13, 2010. Creep in the crust and mantle is commonly considered a steady-state process. This view prevails despite the fact that earthquakes do not represent steady-state and at the base of the seismogenic zone, for example, the stresses that drive creep must vary with the earthquake cycle. The contribution of transient versus steady-state behavior is not easy to determine from naturally-deformed brittle or plastic rocks and our view of steady-state depends on whether we consider geological or shorter time-scales. Perhaps we avoid a non steady-state picture because we lack appropriate descriptive or quantitative tools. The aim of the 2010 Gordon Research Conference (GRC) in rock deformation is to explore what we know about non steady-state deformation and how we might advance our understanding through geological and geophysical field investigations, laboratory experiments and modeling. This will require an appraisal of the applicability of steady-state concepts as well as an exploration of transient behavior, in which processes and physical properties cycle between different states as might be the case during earthquake cycles, and transitions in behavior, where finite strain or changing environmental conditions lead to changes in processes and properties. A sample of Sludge Batch 6 (SB6) was taken from Tank 40 in order to obtain radionuclide inventory analyses necessary for compliance with the Waste Acceptance Product Specifications (WAPS), and a portion of the sample was designated for SB6 processing studies. The SB6 WAPS sample was also analyzed for chemical composition including noble metals and fissile composition, and these results are reported here. These analyses along with the WAPS radionuclide analyses will help define the composition of the sludge in Tank 40 that is currently being fed to DWPF as SB6. At the Savannah River National Laboratory (SRNL) the 3-L Tank 40 SB6 sample was transferred from the shipping container into a 4-L high density polyethylene vessel and solids were allowed to settle overnight. Supernate was then siphoned off and circulated through the shipping container to complete the transfer of the sample. Following thorough mixing of the 3-L sample, a 485 g sub-sample was removed. This sub-sample was then utilized for all subsequent analytical samples.

This report examines debates over what constitutes an unfunded federal mandate and Unfunded Mandates Reform Act of 1995 (UMRA's) implementation. It focuses on UMRA's requirement that Congressional Budget Office (CBO) issue written cost estimate statements for federal mandates in legislation, its procedures for raising points of order in the House and Senate concerning unfunded federal mandates in legislation, and its requirement that federal agencies prepare written cost estimate statements for federal mandates in rules. It also assesses UMRA's impact on federal mandates and arguments concerning UMRA's future, focusing on UMRA's definitions, exclusions, and exceptions which currently exempt many federal actions with potentially significant financial impacts on nonfederal entities.

A major issue facing the United Nations, the United States, and the 111th Congress is the extent to which the United Nations has the capacity to restore or keep the peace in the changing world environment. Associated with this issue is the expressed need for a reliable source of funding and other resources for peacekeeping and improved efficiencies of operation. A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Aviation Administration (FAA) estimates that the number of flights in the United States will increase 20 percent by 2024. It also has identified numerous airports that will need to expand to handle more flights. However, increasing airport capacity and operations poses potentially significant impacts on the environment and quality of life for surrounding communities. This report addresses (1) airports' actions to reduce their environmental impacts, (2) the extent airports believe environmental issues delay development or operational changes, and (3) the strategies airports can adopt to address environmental issues. GAO reviewed pertinent federal laws and regulations; interviewed airport officials, state and local regulatory agencies, metropolitan planning organizations, and community groups for 10 selected airports, as well as federal officials and national industry and advocacy groups; and surveyed the 150 busiest airports as measured by the number of operations. This report does not contain recommendations. A draft was provided to the Department of Transportation, the Environmental Protection Agency, and two organizations representing airports and airport officials. GAO incorporated technical clarifications they provided as appropriate."

Correspondence issued by the Government Accountability Office with an abstract that begins "Since the early 1990s, the Army has reduced its force presence in Europe by bringing troops and their families back to the United States and consolidating remaining forces and infrastructure at fewer locations. In 2004, the Department of Defense (DOD) announced an overseas basing strategy that called for further decreases of U.S. forces in Europe. As a result, the Army initiated actions to reduce personnel stationed in Europe by 30,000 personnel by fiscal year 2013 and reduce the number of Army brigade combat teams in Europe from four to two. Since 2004, the Army has consolidated operational forces close to the European training facility at Grafenwoehr, Germany and at Vicenza, Italy. The consolidation included significant investments to construct new or renovate facilities at remaining bases to improve the quality of life for soldiers and their families. To help offset the costs of these investments, the Army closed some bases in Germany and has planned additional closures. A letter report issued by the Government Accountability Office with an abstract that begins "Since 2003, the United States has reported obligating $642 billion for U.S. military operations in Iraq and provided about $24 billion for training, equipment, and other services for Iraqi security forces. To assist Congress in overseeing efforts to encourage the Iraqi government to contribute more toward the cost of securing and stabilizing Iraq, this report provides information on (1) the amount and availability of Iraq's budget surplus or deficit, (2) the amount of Iraq's financial deposit balances, and (3) the extent to which Iraq has spent its financial resources on security costs. To conduct this audit, GAO analyzed Iraqi financial data, reviewed U.S. and Iraqi documents, and interviewed U.S. and Iraqi officials."

Two widely proposed kt-dependent gluon distributions in the small-x saturation regime are investigated using two particle back-to-back correlations in high energy scattering processes. The Weizsacker-Williams gluon distribution, interpreted as the number density of gluon inside the nucleus, is studied in the quark-antiquark jet correlation in deep inelastic scattering. On the other hand, the unintegrated gluon distribution, defined as the Fourier transform of the color-dipole cross section, is probed in the direct photon-jet correlation in pA collisions. Dijet-correlation in pA collisions depends on both gluon distributions through combination and convolution in the large Nc limit. We calculate these processes in two approaches: the transverse momentum dependent factorization approach and the color-dipole/color glass condensate formalism, and they agree with each other completely.

The Nevada Test Site Environmental Report 2009 was prepared to meet the information needs of the public and the requirements and guidelines of the U.S. Department of Energy (DOE) for annual site environmental reports. It was prepared by National Security Technologies, LLC (NSTec), for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO). This and previous years’ Nevada Test Site Environmental Reports (NTSERs) are posted on the NNSA/NSO website at http://www.nv.doe.gov/library/publications/aser.aspx. This attachment expands on the general description of the Nevada Test Site (NTS) presented in the Introduction to the Nevada Test Site Environmental Report 2009. Included are subsections that summarize the site’s geological, hydrological, climatological, and ecological setting. The cultural resources of the NTS are also presented. The subsections are meant to aid the reader in understanding the complex physical and biological environment of the NTS. An adequate knowledge of the site’s environment is necessary to assess the environmental impacts of new projects, design and implement environmental monitoring activities for current site operations, and assess the impacts of site operations on the public residing in the vicinity of the NTS. The NTS environment contributes to several key features of the site that afford protection to the inhabitants of adjacent areas from potential exposure to radioactivity or other contaminants resulting from NTS operations. These key features include the general remote location of the NTS, restricted access, extended wind transport times, the great depths to slow-moving groundwater, little or no surface water, and low population density. This attachment complements the annual summary of monitoring program activities and dose assessments presented in the main body of this report.

The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) directs the management and operation of the Nevada Test Site (NTS). NNSA/NSO prepares the Nevada Test Site Environmental Report (NTSER) to provide the public an understanding of the environmental monitoring and compliance activities that are conducted on the NTS to protect the public and the environment from radiation hazards and from nonradiological impacts. The NTSER is a comprehensive report of environmental activities performed at the NTS and offsite facilities over the previous calendar year. It is prepared annually to meet the requirements and guidelines of the U.S. Department of Energy (DOE) and the information needs of NNSA/NSO stakeholders. This summary provides an abbreviated and more readable version of the NTSER. It does not contain detailed descriptions or presentations of monitoring designs, data collection methods, data tables, the NTS environment, or all environmental program activities performed throughout the year.
