Anomalous Electron Transport Due to Multiple High Frequency Beam Ion Driven Alfven Eigenmode

We report on the simulations of recently observed correlations of the core electron transport with the sub-thermal ion cyclotron frequency instabilities in low aspect ratio plasmas of the National Spherical Torus Experiment (NSTX). In order to model the electron transport of the guiding center code ORBIT is employed. A spectrum of test functions of multiple core localized Global shear Alfven Eigenmode (GAE) instabilities based on a previously developed theory and experimental observations is used to examine the electron transport properties. The simulations exhibit thermal electron transport induced by electron drift orbit stochasticity in the presence of multiple core localized GAE.

Earth's Magnetic Field Measurements for the LCLS Undulators

Measurements of the earth's magnetic field at several locations at SLAC were conducted to determine the possible field error contribution from tuning the undulators in a location with a different magnetic field than that which will be found in the undulator hall. An average difference of 0.08 {+-} 0.04 Gauss has been measured between the downward earth's field components in the test facility and SLAC tunnel locations.

People Crossing Borders: An Analysis of U.S. Border Protection Policies

This report provides an overview of the current border protection framework and its operationally oriented strategic elements and measures their effectiveness. The report draws on documents from Congress and the Administration, as well as other publications, to pull together an overarching picture of protection at the border. This overview includes a historical background and a definition of what "border protection" means in a contemporary context. Building on this definition, the report provides two theoretical models for border protection approaches based on unilateral and cooperative approaches, followed by an extended analysis of the major elements within the current border protection framework. This analysis also includes discussions of how and why, certain strategic elements notwithstanding, many of the current border-related security policies focus on the physical border rather than conceptualizing the border in broader terms. Lastly, this report offers some policy options--both short-term and long-term--for addressing the effectiveness of current border protection policies.

Detoxification of Outfall Water Using Natural Organic Matter

To protect stream organisms in an ephemeral stream at the Savannah River Site, a proposed National Pollutant Discharge Elimination System (NPDES) permit reduced the copper limit from 25 {micro}g/l to 6 {micro}g/l at Outfall H-12. Efforts to reduce copper in the wastewater and stormwater draining to this outfall did not succeed in bringing copper levels below this limit. Numerous treatment methods were considered, including traditional methods such as ion exchange and natural treatment alternatives such as constructed wetlands and peat beds, all of which act to remove copper. However, the very low target metal concentration and highly variable outfall conditions presented a significant challenge for these treatment technologies. In addition, costs and energy use for most of these alternatives were high and secondary wastes would be generated. The Savannah River National Laboratory developed an entirely new 'detoxification' approach to treat the outfall water. This simple, lower-cost detoxification system amends outfall water with natural organic matter to bind up to 25 {micro}g/l copper rather than remove it, thereby mitigating its toxicity and protecting the sensitive species in the ecosystem. The Ecological Monitoring and Compliance Program (EMAC), funded through the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office, monitors the ecosystem of the Nevada Test Site and ensures compliance with laws and regulations pertaining to NTS biota. This report summarizes the program’s activities conducted by National Security Technologies, LLC, during calendar year 2009. Program activities included (a) biological surveys at proposed construction sites, (b) desert tortoise compliance, (c) ecosystem mapping and data management, (d) sensitive plant species monitoring, (e) sensitive and protected/regulated animal monitoring, (f) habitat monitoring, (g) habitat restoration monitoring, and (h) monitoring of the Nonproliferation Test and Evaluation Complex. During 2009, all applicable laws, regulations, and permit requirements were met, enabling EMAC to achieve its intended goals and objectives.

This paper identifies the lessons to be learned for the institutionalization of Safeguards by Design (SBD) from the Department of Energy (DOE) experience developing and implementing DOE-STD-1189-2008, Integration of Safety into the Design Process. The experience is valuable because of the similarity of the challenges of integrating safety and safeguards into the design process. The paper reviews the content and development of DOE-STD-1189-2008 from its initial concept in January 2006 to its issuance in March 2008. Lessons learned are identified in the areas of the development and structure of requirements for the SBD process; the target audience for SBD requirements and guidance, the need for a graded approach to SBD, and a possible strategy for development and implementation of SBD within DOE.

A method for approximately solving magnetic differential equations is described. The approach is to include a small diffusion term to the equation, which regularizes the linear operator to be inverted. The extra term allows a "source-correction" term to be defned, which is generally required in order to satisfy the solvability conditions. The approach is described in the context of computing the pressure and parallel currents in the iterative approach for computing magnetohydrodynamic equilibria. __________________________________________________

Environmental Reactivity of Solid-State Hydrogen Systems: Fundamental Testing and Evaluation

In order to enable the commercial acceptance of solid state hydrogen storage materials and systems it is important to understand the risks associated with the environmental exposure of various materials. In some instances, these materials are sensitive to the environment surrounding the material and the behavior is unique and independent to each material. The development of testing procedures to evaluate a material's behavior with different environmental exposures is a critical need. In some cases material modifications may be needed in order to reduce the risk of environmental exposure. We have redesigned two standardized UN tests for clarity and exactness; the burn rate and self-heating tests. The results of these and other UN tests are shown for ammonia borane, NH{sub 3}BH{sub 3}, and alane, AlH{sub 3}. The burn rate test showed a strong dependence on the preparation method of aluminum hydride as the particle size and trace amounts of solvent greatly influence the test results. The self-heating test for ammonia borane showed a failed test as low as 70 C in a modified cylindrical form. Finally, gas phase calorimetry was performed and resulted in an exothermic behavior within an air and 30%RH environment.

The United States (U.S.) currently utilizes a once-through fuel cycle where used nuclear fuel (UNF) is stored on-site in either wet pools or in dry storage systems with ultimate disposal in a deep mined geologic repository envisioned. Within the Department of Energy's (DOE) Office of Nuclear Energy (DOE-NE), the Fuel Cycle Research and Development Program (FCR&D) develops options to the current commercial fuel cycle management strategy to enable the safe, secure, economic, and sustainable expansion of nuclear energy while minimizing proliferation risks by conducting research and development of advanced fuel cycles, including modified open and closed cycles. The safe management and disposition of used nuclear fuel and/or nuclear waste is a fundamental aspect of any nuclear fuel cycle. Yet, the routine disposal of used nuclear fuel and radioactive waste remains problematic. Advanced fuel cycles will generate different quantities and forms of waste than the current LWR fleet. This study analyzes the quantities and characteristics of potential waste forms including differing waste matrices, as a function of a variety of potential fuel cycle alternatives including: (1) Commercial UNF generated by uranium fuel light water reactors (LWR). A high-efficiency spin-resolved photoemission spectrometer combining time-of-flight spectroscopy with exchange-scattering polarimetry

We describe a spin-resolved electron spectrometer capable of uniquely efficient and high energy resolution measurements. Spin analysis is obtained through polarimetry based on low-energy exchange scattering from a ferromagnetic thin-film target. This approach can achieve a similar analyzing power (Sherman function) as state-of-the-art Mott scattering polarimeters, but with as much as 100 times improved efficiency due to increased reflectivity. Performance is further enhanced by integrating the polarimeter into a time-of-flight (TOF) based energy analysis scheme with a precise and flexible electrostatic lens system. The parallel acquisition of a range of electron kinetic energies afforded by the TOF approach results in an order of magnitude (or more) increase in efficiency compared to hemispherical analyzers. The lens system additionally features a 90 degrees bandpass filter, which by removing unwanted parts of the photoelectron distribution allows the TOF technique to be performed at low electron drift energy and high energy resolution within a wide range of experimental parameters. The spectrometer is ideally suited for high-resolution spin- and angle-resolved photoemission spectroscopy (spin-ARPES), and initial results are shown. The TOF approach makes the spectrometer especially ideal for time-resolved spin-ARPES experiments.

Polarization-selective vortex-core switching by tailored orthogonal Gaussian-pulse currents

We experimentally demonstrate low-power-consumption vortex-core switching in magnetic nanodisks using tailored rotating magnetic fields produced with orthogonal and unipolar Gaussian-pulse currents. The optimal width of the orthogonal pulses and their time delay are found, from analytical and micromagnetic numerical calculations, to be determined only by the angular eigenfrequency {omega}{sub D} for a given vortex-state disk of polarization p, such that {sigma}=1/{omega}{sub D} and {Delta}t={pi}/2 p/{omega}{sub D} . The estimated optimal pulse parameters are in good agreement with the experimental results. This work lays a foundation for energy-efficient information recording in vortex-core cross-point architecture.
