The U.N. Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW): Issues in the U.S. Ratification Debate

The Senate may consider providing its advice and consent to U.S. ratification of the United Nations (U.N.) Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW, or the Convention) during the 112th Congress. CEDAW is the only international human rights treaty that specifically addresses the rights of women. This report provides an overview of CEDAW's background, objectives, and structure, including the role of the Convention's monitoring body, the CEDAW Committee. It examines U.S. policy and issues in the U.S. ratification debate, including the Convention's possible impact on U.S. sovereignty, its effectiveness in combating discrimination, and its role as an instrument of U.S. foreign policy.

Deepwater Horizon Oil Spill: Preliminary Assessment of Federal Financial Risks and Cost Reimbursement and Notification Policies and Procedures

Correspondence issued by the Government Accountability Office with an abstract that begins "On April 20, 2010, an oil spill of national significance in the Gulf of Mexico followed an explosion on the mobile offshore drilling unit Deepwater Horizon (the Deepwater Horizon oil spill). The Deepwater Horizon was leased by BP America Production Company (BP) as part of the Macondo project. 152 days later, on September 19, 2010, BP confirmed the completion of cementing operations to prevent further oil from spilling from the Macondo Prospect well to which the Deepwater Horizon was attached when it exploded. In order to coordinate the federal response to the Deepwater Horizon oil spill, the National Incident Commander established the Deepwater Integrated Services Team (IST) consisting of 18 federal agencies, including the U.S. Coast Guard and the Department of Justice (DOJ). The U.S. Coast Guard's National Pollution Funds Center (NPFC) designated two BP subsidiaries--BP Exploration and Production and its guarantor, BP Corporation North America, Inc.--and five other companies as "Responsible Parties" for Deepwater Horizon oil spill related claims. IBRD Operational Decision Framework

The IBRD Operational Decision Framework in this document is an expansion of an emerging general risk management framework under development by an interagency working group. It provides the level of detail necessary to develop a general Consequence Management Guidance Document for biological contamination remediation and restoration. It is the intent of this document to support both wide area and individual site remediation and restoration activities. This product was initiated as a portion of the IBRD Task 1 Systems Analysis to aid in identification of wide area remediation and restoration shortcomings and gaps. The draft interagency general risk management framework was used as the basis for the analysis. The initial Task 1 analysis document expanded the draft interagency framework to a higher level of resolution, building on both the logic structure and the accompanying text explanations. It was then employed in a qualitative manner to identify responsible agencies, data requirements, tool requirements, and current capabilities for each decision and task. This resulted in identifying shortcomings and gaps needing resolution. Several meetings of a joint LLNL/SNL working group reviewed and approved the initial content of this analysis. Waveguide-Based Ultrasonic and Far-Field Electromagnetic Sensors for Downhole Reservoir Characterization.

This report summarizes the first year research and development effort leading to development of high-temperature sensors for enhanced geothermal systems. It covers evaluation of ultrasonic and electromagnetic (EM) techniques applied to temperature measurement and flow characterization. On temperature measurement, we have evaluated both microwave radiometry and ultrasonic techniques for temperature gradient and profile measurements. Different antenna designs are evaluated and array loop antenna design is selected for further development. We have also evaluated ultrasonic techniques for total flow characterization, which includes using speed of sound to determine flow temperature, measuring acoustic impedance to estimate fluid density, and using cross-correlation technique to determine the mass flow rate. Method to estimate the flow enthalpy is briefly discussed. At end, the need and proposed techniques to characterize the porosity and permeability of a hot dry rock resource are presented.

RECOVERY OF A TRITIATED LANA SAMPLE FOR DOSE CONVERSION FACTOR DETERMINATION

The purpose of this work is to develop a technical basis for both estimating the dose of a worker exposed to respirable tritiated LaNi{sub 4.25}Al{sub 0.75} (LANA) and implementing hazard appropriate controls. Savannah River National Laboratory (SRNL) has agreed to provide Lovelace Respiratory Research Institute (LRRI) with a tritiated LANA sample. LRRI will determine the particle size distribution (PSD) as well as perform dissolution rate studies on the sample in serum ultrafiltrate (SUF), a simulated lung fluid. The rate of tritium release from the sample will be measured over a three month period. Tritium release rate information will be used to calculate a DCF for respirable tritiated LANA.
