Commissioning of the LCLS LINAC

The Linac Coherent Light Source (LCLS) X-ray free electron laser project is currently under construction at the Stanford Linear Accelerator Center (SLAC). A new injector and upgrades to the existing accelerator were installed in two phases in 2006 and 2007. We report on the commissioning of the injector, the two new bunch compressors at 250MeV and 4.3 GeV, and transverse and longitudinal beam diagnostics up to the end of the existing linac at 13.6 GeV. The commissioning of the new transfer line from the end of the linac to the undulator is scheduled to start in November 2008 and for the undulator in March 2009 with first light to be expected in July 2009.

Harnessing the Chemistry of CO2

Our research program is broadly focused on activating CO{sub 2} through the use of organic and organometallic based catalysts. Some of our methods have centered on annulation reactions of unsaturated hydrocarbons (and carbonyl substrates) to provide a diverse array of carbocycles and heterocycles. We use a combination of catalyst discovery and optimization in conjunction with classical physical organic chemistry to elucidate the key mechanistic features of the cycloaddition reactions such that the next big advances in catalyst development can be made. Key to all of our cycloaddition reactions is the use of a sterically hindered, electron donating N heterocyclic carbene (NHC) ligand, namely IPr (or SIPr), in conjunction with a low valent nickel pre-catalyst. The efficacy of this ligand is two-fold: (1) the high {delta}-donating ability of the NHC increases the nucleophilicity of the metal center which thereby facilitates interaction with the electrophilic carbonyl and (2) the steric hindrance prevents an otherwise competitive side reaction involving only the alkyne substrate. Such a system has allowed for the facile cycloaddition to prepare highly functionalized pyrones, pyridones, pyrans, as well as novel carbocycles. PACE Status Update (open access)

PACE Status Update

The Federal Housing Finance Agency (FHFA) regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On July 6, 2010, FHFA and the Office of the Comptroller of the Currency (OCC) concluded that Property Assessed Clean Energy (PACE) programs 'present significant safety and soundness concerns' to the housing finance industry. This statement came after a year of discussions with state and federal agencies in which PACE, a novel mechanism for financing energy efficiency and renewable energy improvements, has gone from receiving support from the White House, canonization as one of Scientific American's 'World Changing Ideas' and legislative adoption in 24 states to questionable relevance, at least in the residential sector. Whether PACE resumes its expansion as an innovative tool for financing energy efficiency and clean generation depends on outcomes in each of the three branches of government - discussions on a PACE pilot phase among federal agencies, litigation in federal court, and legislation in Congress - all highly uncertain. This policy brief addresses the practical impacts of these possible outcomes on existing and emerging PACE programs across the United States and potential paths forward.

Reducing variance in batch partitioning measurements

The partitioning experiment is commonly performed with little or no attention to reducing measurement variance. Batch test procedures such as those used to measure K{sub d} values (e.g., ASTM D 4646 and EPA402 -R-99-004A) do not explain how to evaluate measurement uncertainty nor how to minimize measurement variance. In fact, ASTM D 4646 prescribes a sorbent:water ratio that prevents variance minimization. Consequently, the variance of a set of partitioning measurements can be extreme and even absurd. Such data sets, which are commonplace, hamper probabilistic modeling efforts. An error-savvy design requires adjustment of the solution:sorbent ratio so that approximately half of the sorbate partitions to the sorbent. Results of Monte Carlo simulations indicate that this simple step can markedly improve the precision and statistical characterization of partitioning uncertainty.

Local Measurement of the Penetration Depth in the Pnictide Superconductor Ba(Fe_0.95 Co_0.05)_2 As_2

We use magnetic force microscopy (MFM) to measure the local penetration depth {lambda} in Ba(Fe{sub 0.95}Co{sub 0.05}){sub 2}As{sub 2} single crystals and use scanning SQUID susceptometry to measure its temperature variation down to 0.4 K. We observe that superfluid density {rho}{sub s} over the full temperature range is well described by a clean two-band fully gapped model. We demonstrate that MFM can measure the important and hard-to-determine absolute value of {lambda}, as well as obtain its temperature dependence and spatial homogeneity. We find {rho}{sub s} to be uniform on the submicron scale despite the highly disordered vortex pinning.

Kinetic Modeling of Gasoline Surrogate Components and Mixtures under Engine Conditions

Real fuels are complex mixtures of thousands of hydrocarbon compounds including linear and branched paraffins, naphthenes, olefins and aromatics. It is generally agreed that their behavior can be effectively reproduced by simpler fuel surrogates containing a limited number of components. In this work, an improved version of the kinetic model by the authors is used to analyze the combustion behavior of several components relevant to gasoline surrogate formulation. Particular attention is devoted to linear and branched saturated hydrocarbons (PRF mixtures), olefins (1-hexene) and aromatics (toluene). Model predictions for pure components, binary mixtures and multicomponent gasoline surrogates are compared with recent experimental information collected in rapid compression machine, shock tube and jet stirred reactors covering a wide range of conditions pertinent to internal combustion engines (3-50 atm, 650-1200K, stoichiometric fuel/air mixtures). Simulation results are discussed focusing attention on the mixing effects of the fuel components.

Hi-Q Rotor - Low Wind Speed Technology

The project objective was to optimize the performance of the Hi-Q Rotor. Early research funded by the California Energy Commission indicated the design might be advantageous over state-of-the-art turbines for collecting wind energy in low wind conditions. The Hi-Q Rotor is a new kind of rotor targeted for harvesting wind in Class 2, 3, and 4 sites, and has application in areas that are closer to cities, or 'load centers.' An advantage of the Hi-Q Rotor is that the rotor has non-conventional blade tips, producing less turbulence, and is quieter than standard wind turbine blades which is critical to the low-wind populated urban sites. Unlike state-of-the-art propeller type blades, the Hi-Q Rotor has six blades connected by end caps. In this phase of the research funded by DOE's Inventions and Innovation Program, the goal was to improve the current design by building a series of theoretical and numeric models, and composite prototypes to determine a best of class device. Development of the rotor was performed by aeronautical engineering and design firm, DARcorporation. The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office operates the Nevada Test Site (NTS) and North Las Vegas Facility (NLVF). From 1951 through 1992, the NTS was the continental testing location for U.S. nuclear weapons. The release of radionuclides from NTS activities has been monitored since the initiation of atmospheric testing. Limitation to underground detonations after 1962 greatly reduced radiation exposure to the public surrounding the NTS. After nuclear testing ended in 1992, NTS radiation monitoring focused on detecting airborne radionuclides from historically contaminated soils. These radionuclides are derived from re-suspension of soil (primarily by wind) and emission of tritium-contaminated soil moisture through evapotranspiration. Low amounts of tritium were also emitted to air at the NLVF, an NTS support complex in North Las Vegas. To protect the public from harmful levels of man-made radiation, the Clean Air Act, National Emission Standards for Hazardous Air Pollutants (NESHAP) (Title 40 Code of Federal Regulations [CFR] Part 61 Subpart H) limits the release of radioactivity from a U.S. Department of Energy facility to 10 millirem per year (mrem/yr) effective dose equivalent to any member of the public. Implementation of the MPC and A Operations Monitorying (MOM) System at JSC PO Sevmas

The Material Protection, Control and Accounting (MPC&A) Program has been working since 1994 with nuclear sites in Russia to upgrade the physical protection (PP) and material control and accounting (MC&A) functions at facilities containing weapons usable nuclear material. In early 2001, the MPC&A program initiated the MPC&A Operations Monitoring (MOM) Project to monitor facilities where MPC&A upgrades have been installed to provide increased confidence that personnel are present and vigilant, provide confidence that security procedures are being properly performed and provide additional assurance that nuclear materials have not been stolen. The MOM project began as a pilot project at the Moscow State Engineering Physics Institute (MEPhI) and a MOM system was successfully installed in October 2001. Following the success of the MEPhI pilot project, the MPC&A Program expanded the installation of MOM systems to several other Russian facilities, including the JSC 'PO' Sevmash', Severodvinsk, Russia. The MOM system was made operational at Sevmash in September, 2008. This paper will discuss the objectives of the MOM system installed at Sevmash and indicate how the objectives influenced the development of the conceptual design. DRAINING HAZARDOUS FLUIDS DURING BUILDING 221-1F DEACTIVATION AT THE SAVANNAH RIVER SITE

Several years ago, SRS completed a four year mission to decommission {approx}250 excess facilities. As part of that effort, SRS deactivated multiple facilities (e.g. Building 247-F, Naval Fuels Facility, and Building 211-F, Outside Facilities for F-Canyon) that contained extensive piping systems filled with hazardous material (e.g. nitric acid). Draining of hazardous materials from piping was successfully completed in all facilities without incident. In early 2009, the decommissioning program at SRS was restarted as a result of funding made available by the American Recovery & Reinvestment Act (ARRA). Under ARRA, draining of piping containing hazardous material was initiated in multiple facilities including Building 221-1F (or A-Line). This paper describes and reviews the draining of piping containing hazardous materials at A-Line, with emphasis on an incident involving the draining of nitric acid. The paper is intended to be a resource for engineers, planners, and project managers, who face similar draining challenges.

Influence of Incision Location on Transmitter Loss, Healing, Incision Lengths, Suture Retention, and Growth of Juvenile Chinook Salmon

In this study, conducted by Pacific Northwest National Laboratory for the U.S. Army Corps of Engineers, Portland District, we measured differences in survival and growth, incision openness, transmitter loss, wound healing, and erythema among abdominal incisions on the linea alba, lateral and parallel to the linea alba (muscle-cutting), and following the underlying muscle fibers (muscle-sparing). A total of 936 juvenile Chinook salmon were implanted with both Juvenile Salmon Acoustic Tracking System transmitters (0.43 g dry) and passive integrated transponder tags. Fish were held at 12°C (n = 468) or 20°C (n = 468) and examined once weekly over 98 days. We found survival and growth did not differ among incision groups or between temperature treatment groups. Incisions on the linea alba had less openness than muscle-cutting and muscle-sparing incisions during the first 14 days when fish were held at 12°C or 20°C. Transmitter loss was not different among incision locations by day 28 when fish were held at 12°C or 20°C. However, incisions on the linea alba had greater transmitter loss than muscle-cutting and muscle-sparing incisions by day 98 at 12°C. Characterizing high energy spectra of NIF ignition hohlraums using a differentially filtered high energy multi-pinhole X-ray imager

Understanding hot electron distributions generated inside hohlraums is important to the ignition campaign for controlling implosion symmetry and sources of preheat. While direct imaging of hot electrons is difficult, their spatial distribution and spectrum can be deduced by detecting high energy x-rays generated as they interact with the target materials. We used an array of 18 pinholes, with four independent filter combinations, to image entire hohlraums with a magnification of 0.87x during the hohlraum energetics campaign on NIF. Comparing our results with hohlraum simulations indicates that the characteristic 30 keV hot electrons are mainly generated from backscattered laser plasma interactions rather than from hohlraum hydrodynamics.

IMPACT OF REDUCING THE 100 C LIQUIDUS TEMPERATURE OFFSET ON WASTE LOADING TARGETS

The objective of this report is to assess the potential impact of reducing conservatism in the implementation of the current liquidus temperature (TL) model in the Product Composition Control System (PCCS) on the ability to target higher waste loadings (WLs) for future sludge batches. No changes to the TL model or the associated uncertainties (model or measurement) are proposed, rather only changes in the magnitude of the offset used between the nominal melt pool temperature (1150 C) and the Property Acceptance Region (PAR) value (1050 C). This strategy is consistent with that outlined and initially assessed by Brown et al. (2001). In that report, the authors stated even a fairly conservative change in this safety factor could have a significant impact on waste loading. The results of this study clearly indicate that the implementation of an 1100 C TL PAR criterion (which translates into a reduction in the TL offset from 100 C to 50 C) can have significantly positive impacts on the ability to gain access to WLs exceeding 45%. Site Determination and Magnetism of Mn Doping in Protein Encapsulated Iron Oxide Nanoparticles

Soft-X-ray absorption spectroscopy, soft-X-ray magnetic circular dichroism, and alternating current magnetic susceptibility were performed on 6.7 nm iron oxide nanoparticles doped with (5-33%) Mn grown inside the horse-spleen ferritin protein cages and compared to similarly protein encapsulated pure Fe-oxide and Mn-oxide nanoparticles to determine the site of the Mn dopant and to quantify the magnetic behavior with varying Mn concentration. The Mn dopant is shown to substitute preferentially as Mn{sup +2} and prefers the octahedral site in the defected spinel structure. The Mn multiplet structure for the nanoparticles is simpler than for the bulk standards, suggesting that the nanoparticle lattices are relaxed from the distortions present in the bulk. Addition of Mn is found to alter the host Fe-oxide lattice from a defected ferrimagnetic spinel structure similar to {gamma}-Fe{sub 2}O{sub 3} to an non-ferromagnetic spinel structure with a local Fe environment similar to Fe{sub 3}O{sub 4}.

Structural dynamics and ssDNA binding activity of the three N-terminal domains of the large subunit of Replication Protein A from small angle X-ray scattering

Replication Protein A (RPA) is the primary eukaryotic ssDNA binding protein utilized in diverse DNA transactions in the cell. RPA is a heterotrimeric protein with seven globular domains connected by flexible linkers, which enable substantial inter-domain motion that is essential to its function. Small angle X-ray scattering (SAXS) experiments on two multi-domain constructs from the N-terminus of the large subunit (RPA70) were used to examine the structural dynamics of these domains and their response to the binding of ssDNA. The SAXS data combined with molecular dynamics simulations reveal substantial interdomain flexibility for both RPA70AB (the tandem high affinity ssDNA binding domains A and B connected by a 10-residue linker) and RPA70NAB (RPA70AB extended by a 70-residue linker to the RPA70N protein interaction domain). Binding of ssDNA to RPA70NAB reduces the interdomain flexibility between the A and B domains, but has no effect on RPA70N. These studies provide the first direct measurements of changes in orientation of these three RPA domains upon binding ssDNA. The results support a model in which RPA70N remains structurally independent of RPA70AB in the DNA bound state and therefore freely available to serve as a protein recruitment module.

Safeguards First Principle Initiative (SFPI) Cost Model

The Nevada Test Site (NTS) began operating Material Control and Accountability (MC&A) under the Safeguards First Principle Initiative (SFPI), a risk-based and cost-effective program, in December 2006. The NTS SFPI Comprehensive Assessment of Safeguards Systems (COMPASS) Model is made up of specific elements (MC&A plan, graded safeguards, accounting systems, measurements, containment, surveillance, physical inventories, shipper/receiver differences, assessments/performance tests) and various sub-elements, which are each assigned effectiveness and contribution factors that when weighted and rated reflect the health of the MC&A program. The MC&A Cost Model, using an Excel workbook, calculates budget and/or actual costs using these same elements/sub-elements resulting in total costs and effectiveness costs per element/sub-element. These calculations allow management to identify how costs are distributed for each element/sub-element. The Cost Model, as part of the SFPI program review process, enables management to determine if spending is appropriate for each element/sub-element.
