Penetration of the LCLS Injector Shield Wall at Sector 20

Penetrations through the LCLS injector shield wall are needed for the alignment of the accelerator, a diagnostic laser beam and utilities, and are shown in figure 1. The 1-inch diameter LCLS injector beam tube is blocked by the PPS stopper when the injector side of the wall is occupied. The two 3-inch diameter penetrations above and to the left of the beam tube are used by Precision Alignment and will be open only during installation of the injector beamline. Additional 3-inch diameter penetrations are for laser beams which will be used for electron beam diagnostics. These will not be plugged when the injector occupied. Other penetrations for the RF waveguide and other utilities are approximately 13-inch from the floor and as such are far from the line-of-sight of any radiation sources. The waveguide and utility penetrations pass only through the thicker wall as shown in the figure. The principal issue is with the two laser penetrations, since these will be open when the linac is operating and people are in the LCLS injector area. Ice Formation in Gas-Diffusion Layers

Under sub-freezing conditions, ice forms in the gas-diffusion layer (GDL) of a proton exchange membrane fuel cell (PEMFC) drastically reducing cell performance. Although a number of strategies exist to prevent ice formation, there is little fundamental understanding of the mechanisms of freezing within PEMFC components. Differential scanning calorimetry (DSC) is used to elucidate the effects of hydrophobicity (Teflon® loading) and water saturation on the rate of ice formation within three commercial GDLs. We find that as the Teflon® loading increases, the crystallization temperature decreases due to a change in internal ice/substrate contact angle, as well as the attainable level of water saturation. Classical nucleation theory predicts the correct trend in freezing temperature with Teflon® loading.

Room-temperature scintillation properties of cerium-doped REOX (RE=Y, La, Gd, and Lu; X=F, Cl, Br, and I)

The scintillation properties of cerium-doped oxyhalides following the general formula REOX (RE=Y, La, Gd, and Lu; X=F, Cl, Br, and I) are reported. These materials were synthesized under dry conditions as microcrystalline powders from conventional solid state reactions. The room temperature X-ray excited emission and scintillation decay curves were measured and analyzed for each material. Additionally, the hygroscopic nature of the oxychlorides and oxybromides was compared to that of their corresponding rare earth halides. The yttrium, lanthanum, and gadolinium oxychlorides, and all of the oxybromides and oxyiodides are found to be activated by Ce{sup 3+}. GdOBr doped with 0.5% Ce{sup 3+} has the highest light output with a relative luminosity of about one-half that of LaBr{sub 3}: Ce{sup 3+}. It displays a single exponential decay of 30 ns.

Sludge Batch Supplemental Srat Runs Effects of Yield Stress and Cycle Time Increase

The Defense Waste Processing Facility (DWPF) has transitioned from Sludge Batch 5 (SB5) processing to Sludge Batch 6 (SB6) processing. Phase III-Tank 40 Chemical Process Cell (CPC) flowsheet simulations have been completed to determine the initial processing conditions for the DWPF transition. The impact of higher yield stress (SB-25) and cycle time extension (SB6-26) on the physical and chemical effects of SB6 processing during the SRAT (Sludge Receipt and Adjustment Tank) cycle were evaluated. No significant impacts on the SRAT chemistry were noted during the higher yield stress run. In particular, no impact on mercury stripping was noted, indicating that settling of elemental mercury was not the primary factor in the low mercury recovery noted in the flowsheet testing. The SRAT product from this run retained the higher yield stress of the starting sludge. The run indicated that ultrasonication is an effective tool to increase the yield stress of simulants to targeted values and the chemistry of downstream processing is not impacted. Significant differences were noted in the cycle time extension test compared to the Phase III flowsheet baseline runs. Large decreases in the ammonia and hydrogen generation rates were noted along with reduced mercury stripping efficiency. The latter effect …

This report provides a discussion of the National Drug Control Strategy, the National Drug Control Budget, and the Office of National Drug Control Policy's (ONDCP's) evaluation of the National Drug Control Strategy implementation. It then provides an analysis of selected legislative and oversight issues that Congress may consider when debating the reauthorization of ONDCP. Policymakers may question the status of the war on drugs, whether drug use should be seen as more of a law enforcement issue or a public health issue, and whether drug control resources are more effective when directed toward prevention and treatment or toward law enforcement. Another issue for consideration is whether the National Drug Control Budget--as currently conceived--represents a comprehensive view of federal drug control activities in the United States. Further, Congress may exercise oversight over ONDCP's means of evaluating the nation's federal drug control programs.

Imaging Fluid Flow in Geothermal Wells Using Distributed Thermal Perturbation Sensing

The objective of Task 2 is to develop a numerical method for the efficient and accurate analysis of distributed thermal perturbation sensing (DTPS) data for (1) imaging flow profiles and (2) in situ determination of thermal conductivities and heat fluxes. Numerical forward and inverse modeling is employed to: (1) Examine heat and fluid flow processes near a geothermal well under heating and cooling conditions; (2) Demonstrate ability to interpret DTPS thermal profiles with acceptable estimation uncertainty using inverse modeling of synthetic temperature data; and (3) Develop template model and analysis procedure for the inversion of temperature data collected during a thermal perturbation test using fiber-optic distributed temperature sensors. This status report summarizes initial model developments and analyses.

Electron and Photon Interactions in the Regime of Strong LPM Suppression

Most searches for ultra-high energy (UHE) astrophysical neutrinos look for radio emission from the electromagnetic and hadronic showers produced in their interactions. The radio frequency spectrum and angular distribution depend on the shower development, so are sensitive to the interaction cross sections. At energies above about 1016 eV (in ice), the Landau-Pomeranchuk-Migdal (LPM) effect significantly reduces the cross sections for the two dominant electromagnetic interactions: bremsstrahlung and pair production. At higher energies, above about 1020 eV, the photonuclear cross section becomes larger than that for pair production, and direct pair production and electronuclear interactions become dominant over bremsstrahlung. The electron interaction length reaches a maximum around 1021 eV, and then decreases slowly as the electron energy increases further. In this regime, the growth in the photon cross section and electron energy loss moderates the rise in nu e shower length, which rises from ~;;5 m at 1016 eV to ~;;40 m at 1019 eV and ~;;100 m at 1020 eV, but only to ~;;300 m at 1024 eV. In contrast, without photonuclear and electronuclear interactions, the shower length would be over 10 km at 1024 eV.

The response of the HMX-based material PBXN-9 to thermal insults: thermal decomposition kinetics and morphological changes

PBXN-9, an HMX-formulation, is thermally damaged and thermally decomposed in order to determine the morphological changes and decomposition kinetics that occur in the material after mild to moderate heating. The material and its constituents were decomposed using standard thermal analysis techniques (DSC and TGA) and the decomposition kinetics are reported using different kinetic models. Pressed parts and prill were thermally damaged, i.e. heated to temperatures that resulted in material changes but did not result in significant decomposition or explosion, and analyzed. In general, the thermally damaged samples showed a significant increase in porosity and decrease in density and a small amount of weight loss. These PBXN-9 samples appear to sustain more thermal damage than similar HMX-Viton A formulations and the most likely reasons are the decomposition/evaporation of a volatile plasticizer and a polymorphic transition of the HMX from {beta} to {delta} phase.

Results from the Cooler and Lead Tests

The report presents the results of testing MICE spectrometer magnet current leads on a test apparatus that combines both the copper leads and the high temperature superconducting (HTS) leads with a single Cryomech PT415 cooler and liquid helium tank. The current is carried through the copper leads from 300 K to the top of the HTS leads. The current is then carried through the HTS leads to a feed-through from the vacuum space to the inside of a liquid helium tank. The experiment allows one to measure the performance of both cooler stages along with the performance of the leads. While the leads were powered we measured the voltage drops through the copper leads, through the HTS leads, through spliced to the feed-through, through the feed-through and through the low-temperature superconducting loop that connects one lead to the other. Measurements were made using the leads that were used in spectrometer magnet 1A and spectrometer magnet 2A. These are the same leads that were used for Superbend and Venus magnets at LBNL. The IL/A for these leads was 5.2 x 10{sup 6} m{sup -1}. The leads turned out to be too long. The same measurements were made using the leads that …

25 Year Lifetime for Flexible Buildings Integrated Photovoltaics

Although preliminary proof-of-principle of the efficacy of barrier materials and processes, first developed by Battelle at PNNL and commercialized by Vitex, has been demonstrated at the laboratory scale, there are several challenges to the practical commercial implementation of these developments in the Buildings Integrated Photovoltaics (BIPV) market. Two important issues that are addressed in this project are identifying a low cost substrate material that can survive in the outside environment (rain, heat, dust, hail, etc.) for 25 years and developing an encapsulation method for the photovoltaic (PV) cells that can meet the required barrier performance without driving the cost of the total barrier package out of range (remaining below $3.00/Wp). Without these solutions, current encapsulation technologies will limit the use of PV for BIPV applications. Flexible, light-weight packaging that can withstand 25 years in the field is required for a totally flexible integrated PV package. The benefit of this research is to make substantial progress in the development of a cost-effective, viable thin film barrier package which will be a critical enabling technology to meet the Solar America Initiative cost and device reliability goals, and to make photovoltaics (PV) more cost-competitive with electricity generated using fossil fuels. Strain Induced Magnetism in SrRuO3 Epitaxial Thin Films

Epitaxial SrRuO{sub 3} thin films were grown on SrTiO{sub 3}, (LaAlO{sub 3}){sub 0.3}(SrAlO{sub 3}){sub 0.7} and LaAlO{sub 3} substrates inducing different biaxial compressive strains. Coherently strained SrRuO{sub 3} films exhibit enhanced magnetization compared to previously reported bulk and thin film values of 1.1-1.6 {micro}{sub B} per formula unit. A comparison of (001) and (110) SrRuO{sub 3} films on each substrate indicates that films on (110) oriented have consistently higher saturated moments than corresponding (001) films. These observations indicate the importance of lattice distortions in controlling the magnetic ground state in this transitional metal oxide.

Axions from cosmic string and wall decay

If inflation occurred with a reheat temperature > T{sub PQ}, axions from the decay of global axion strings and domain walls would make an important contribution to the cosmological energy density, comparable to that from vacuum misalignment. Several groups have numerically studied the evolution of axion strings and walls in the past, however substantial uncertainties remain in their contribution to the present density {Omega}{sub a,string+wall} {approx} 1-100 (f{sub a}/10{sup 12} GeV){sup 7/6}, where f{sub a} is the axion decay constant. I will describe the numerical methods used in our simulations and show results for several string and wall configurations.
