This report discusses the President's Fiscal Year (FY) 2011 budget request for the Military Construction, Veterans Affairs, and Related Agencies appropriations bill, which provides funding for the planning, design, construction, alteration, and improvement of facilities used by active and reserve military components worldwide.

A letter report issued by the Government Accountability Office with an abstract that begins "The American Recovery and Reinvestment Act of 2009 (Recovery Act) included $10.4 billion in funding for the National Institutes of Health (NIH), an agency of the Department of Health and Human Services (HHS). Of the NIH Recovery Act funding, $8.2 billion was to be used to support additional scientific research and $400 million for comparative effectiveness research, including extramural research at universities and research institutions. NIH is comprised of the Office of the Director (OD) and 27 Institutes and Centers (IC), 24 of which make grant funding decisions. GAO was asked to report on how NIH awarded Recovery Act funds for scientific research and the information that NIH made available about the award of these funds. This report describes the (1) process and criteria NIH used to award extramural grants using Recovery Act funding, and (2) characteristics of Recovery Act extramural grants and the information made publicly available about these grants. GAO interviewed NIH officials in the OD and the three ICs that received the largest proportion of Recovery Act funds, and reviewed related documents, such as NIH guidance on awarding grants using Recovery Act funds. …

A letter report issued by the Government Accountability Office with an abstract that begins "To address challenges to the aviation industry's economic health and safety, the Federal Aviation Administration (FAA) is collaborating with the National Aeronautics and Space Administration (NASA) and other federal partners to plan and implement the Next Generation Air Transportation System (NextGen). NextGen will transform the current radar-based air traffic control system into a satellite-based system. Pilot and air traffic controller roles and responsibilities are expected to become more automated, thereby requiring an understanding of human factors, which studies how humans' abilities, characteristics, and limitations interact with the design of the equipment they use, environments in which they function, and jobs they perform. FAA and NASA are tasked with incorporating human factors issues into NextGen. As requested, this report discusses the extent to which FAA's and NASA's human factors research (1) is coordinated and (2) supports NextGen. To address these issues, GAO reviewed coordination mechanisms and planning documents and synthesized the views of nine aviation human factors experts."

The workshop titled, National Library of Medicine: Evidence-based Information At Your Fingertips, is a computer training class designed to meet the needs of nurses who require access to information on specific medical topics and on the adverse health effects of exposure to hazardous substances. The Specialized Information Services Division of the National Library of Medicine (NLM) is sponsoring this workshop for the National Black Nurses Association to increase the awareness of health professionals of the availability and value of the free NLM medical, environmental health, and toxicology databases.

Low temperature scanning tunneling microscopy (STM) and density functional theory (DFT) were used to study the adsorption of water on a Ru(0001) surface covered with half monolayer of oxygen. The oxygen atoms occupy hcp sites in an ordered structure with (2x1) periodicity. DFT predicts that water is weakly bound to the unmodified surface, 86 meV compared to the ~;;200 meV water-water H-bond. Instead, we found that water adsorption causes a shift of half of the oxygen atoms from hcp sites to fcc sites, creating a honeycomb structure where water molecules bind strongly to the exposed Ru atoms. The energy cost of reconstructing the oxygen overlayer, around 230 meV per displaced oxygen atom, is more than compensated by the larger adsorption energy of water on the newly exposed Ru atoms. Water forms hydrogen bonds with the fcc O atoms in a (4x2) superstructure due to alternating orientations of the molecules. Heating to 185 K results in the complete desorption of the water layer, leaving behind the oxygen honeycomb structure, which is metastable relative to the original (2x1). This stable structure is not recovered until after heating to temperatures close to 260K.

Satellite collision debris poses risks to existing space assets and future space missions. Predictive models of debris generated from these hypervelocity collisions are critical for developing accurate space situational awareness tools and effective mitigation strategies. Hypervelocity collisions involve complex phenomenon that spans several time- and length-scales. We have developed a satellite collision debris modeling approach consisting of a Lagrangian hydrocode enriched with smooth particle hydrodynamics (SPH), advanced material failure models, detailed satellite mesh models, and massively parallel computers. These computational studies enable us to investigate the influence of satellite center-of-mass (CM) overlap and orientation, relative velocity, and material composition on the size, velocity, and material type distributions of collision debris. We have applied our debris modeling capability to the recent Iridium 33-Cosmos 2251 collision event. While the relative velocity was well understood in this event, the degree of satellite CM overlap and orientation was ill-defined. In our simulations, we varied the collision CM overlap and orientation of the satellites from nearly maximum overlap to partial overlap on the outermost extents of the satellites (i.e, solar panels and gravity boom). It was the longest and deepest recession of the post-World War II era. A letter report issued by the Government Accountability Office with an abstract that begins "To address pervasive computer-based (cyber) attacks against the United States that posed potentially devastating impacts to systems and operations, the federal government has developed policies and strategies intended to combat these threats. A recent key development was in February 2009, when President Obama initiated a review of the government's overall strategy and supporting activities with the aim of assessing U.S. policies and structures for cybersecurity. The resulting policy review report--issued by the President in May 2009--provided 24 near- and mid-term recommendations to address these threats. GAO was asked to assess the implementation status of the 24 recommendations. In doing so, GAO, among other things, analyzed the policy review report and assessed agency documentation and interviewed agency officials."

The objective of this field test instruction is to provide technical guidance for aqueous injection emplacement of an extension apatite permeable reactive barrier (PRE) for the sequestration of strontium-90 (Sr-90) using a high concentration amendment formulation. These field activities will be conducted according to the guidelines established in DOE/RL-2010-29, 100-NR-2 Design Optimization Study, hereafter referred to as the DOS. The DOS supports the Federal Facility Agreement Consent Order (EPA et al., 1989), Milestone M-16-06-01, and 'Complete Construction of a Permeable Reactive Barrier at 100-N.' Injections of apatite precursor chemicals will occur at an equal distance intervals on each end of the existing PRE to extend the PRB from the existing 91 m (300 ft) to at least 274 m (900 ft). Field testing at the 100-N Area Apatite Treatability Test Site, as depicted on Figure 1, shows that the barrier is categorized by two general hydrologic conceptual models based on overall well capacity and contrast between the Hanford and Ringold hydraulic conductivities. The upstream portion of the original barrier, shown on Figure 1, is characterized by relatively low overall well specific capacity.
