A letter report issued by the Government Accountability Office with an abstract that begins "The 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users authorized the Department of Transportation to establish a highway research program to address future challenges facing the U.S. highway system. In 2006, the Second Strategic Highway Research Program was established to conduct research in four areas--safety, renewal, reliability, and capacity. The Transportation Research Board manages this program in cooperation with the Federal Highway Administration and others. The legislation also required GAO to review the program no later than 3 years after the first research contracts were awarded. This report provides information about the process for selecting the program's projects for funding, the projects' status, and what, if any, research was eliminated because of funding and time constraints. To address our objectives, GAO reviewed the program's authorizing legislation, analyzed studies and reports related to the program and its projects, and interviewed officials from relevant transportation agencies and organizations. GAO is not making recommendations in this report. A letter report issued by the Government Accountability Office with an abstract that begins "The mission of the National Archives and Records Administration (NARA) is to safeguard and preserve government records, ensuring continuing access to the essential documentation of the rights of American citizens and the actions of their government. However, in today's environment of fast-evolving information technology, federal agencies are creating vast and growing volumes of electronic records while continuing to create physical records in large numbers. Accordingly, GAO was asked to assess NARA's effectiveness in overseeing the governmentwide management of records, including commenting on its capacity to identify risk of unlawful destruction of federal records; describe its ability to preserve permanent records; and assess its policies, procedures, and plans supporting key management and oversight capabilities (collaboration, governance, and human capital). To do so, GAO analyzed NARA documentation in these areas, interviewed agency officials, and reviewed prior work."

A letter report issued by the Government Accountability Office with an abstract that begins "American consumers, businesses, and federal agencies rely on the Energy Star program to identify products that decrease greenhouse emissions and lower energy costs. In addition, the federal government and various states offer tax credits and other incentives to encourage the use of energy-efficient products including Energy Star products. Specifically, approximately $300 million from the American Recovery and Reinvestment Act will be used for state rebate programs on energy-efficient products. The Energy Star program, which began in 1992, is overseen jointly by the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). Given the millions of dollars allocated to encourage use of Energy Star products and concerns that the Energy Star program is vulnerable to fraud and abuse, GAO was asked to conduct proactive testing to (1) obtain Energy Star partnership status for bogus companies and (2) submit fictitious products for Energy Star certification. To perform this investigation, GAO used four bogus manufacturing firms and fictitious individuals to apply for Energy Star partnership and submitted 20 fictitious products with fake energy-savings claims for Energy Star certification. This report provides a primer on the confluence of transnational terrorist and criminal groups and related activities abroad. It evaluates possible motivations and disincentives for cooperation between terrorist and criminal organizations, variations in the scope of crime-terrorism links, and the types of criminal activities--fundraising, material and logistics support, and exploitation of corruption and gaps in the rule of law--used by terrorist organizations to sustain operations.

This report addresses the importance of wetlands in general, the ecology of the coastal wetlands in the Gulf, impacts of oil spills on wetland habitats, response options, the implications of hurricane season for the spill's impacts, and cleanup and recovery issues.3 The emphasis is on the nearshore environment, though a few species found in deeper waters will be mentioned. In addition, some lessons from past spills such as the Exxon Valdez in Alaska will be discussed along with issues that may arise in the years after the leak from the deepwater well is capped.

This report discusses legislation and several court cases to examine the changing nature of Crack Cocaine penalties in comparison to powder cocaine. Until 2005, the Guidelines were binding on federal courts: the judge had discretion to sentence a defendant, but only within the narrow sentencing range that the Guidelines provided. In its 2005 opinion United States v. Booker, the Supreme Court declared that the Guidelines must be considered advisory rather than mandatory, in order to comply with the Constitution. Instead of being bound by the Guidelines, sentencing courts must treat the federal guidelines as just one of a number of sentencing factors (which include the need to avoid undue sentencing disparity).

The U.S. program of assistance to Afghanistan is intended to stabilize and strengthen the Afghan economic, social, political, and security environment so as to blunt popular support for extremist forces in the region. Since 2001, nearly $47 billion has been appropriated toward this effort. This report provides a "big picture" overview of the U.S. aid program and congressional action.
