Detection and Analysis of Threats to the Energy Sector: DATES

This report summarizes Detection and Analysis of Threats to the Energy Sector (DATES), a project sponsored by the United States Department of Energy and performed by a team led by SRI International, with collaboration from Sandia National Laboratories, ArcSight, Inc., and Invensys Process Systems. DATES sought to advance the state of the practice in intrusion detection and situational awareness with respect to cyber attacks in energy systems. This was achieved through adaptation of detection algorithms for process systems as well as development of novel anomaly detection techniques suited for such systems into a detection suite. These detection components, together with third-party commercial security systems, were interfaced with the commercial Security Information Event Management (SIEM) solution from ArcSight. The efficacy of the integrated solution was demonstrated on two testbeds, one based on a Distributed Control System (DCS) from Invensys, and the other based on the Virtual Control System Environment (VCSE) from Sandia. These achievements advance the DOE Cybersecurity Roadmap [DOE2006] goals in the area of security monitoring. Kinetic and Performance Studies of the Regeneration Phase of Model Pt/Ba/Rh NOx Traps for Design and Optimization

In this project a combined experimental and theoretical approach was taken to advance our understanding of lean NOx trap (LNT) technology. Fundamental kinetics studies were carried out of model LNT catalysts containing variable loadings of precious metals (Pt, Rh), and storage components (BaO, CeO{sub 2}). The Temporal Analysis of Products (TAP) reactor provided transient data under well-characterized conditions for both powder and monolith catalysts, enabling the identification of key reaction pathways and estimation of the corresponding kinetic parameters. The performance of model NOx storage and reduction (NSR) monolith catalysts were evaluated in a bench scale NOx trap using synthetic exhaust, with attention placed on the effect of the pulse timing and composition on the instantaneous and cycle-averaged product distributions. From these experiments we formulated a global model that predicts the main spatio-temporal features of the LNT and a mechanistic-based microkinetic models that incorporates a detailed understanding of the chemistry and predicts more detailed selectivity features of the LNT. The NOx trap models were used to determine its ability to simulate bench-scale data and ultimately to evaluate alternative LNT designs and operating strategies. High Energy Batteries for Hybrid Buses

EnerDel batteries have already been employed successfully for electric vehicle (EV) applications. Compared to EV applications, hybrid electric vehicle (HEV) bus applications may be less stressful, but are still quite demanding, especially compared to battery applications for consumer products. This program evaluated EnerDel cell and pack system technologies with three different chemistries using real world HEV-Bus drive cycles recorded in three markets covering cold, hot, and mild climates. Cells were designed, developed, and fabricated using each of the following three chemistries: (1) Lithium nickel manganese cobalt oxide (NMC) - hard carbon (HC); (2) Lithium manganese oxide (LMO) - HC; and (3) LMO - lithium titanium oxide (LTO) cells. For each cell chemistry, battery pack systems integrated with an EnerDel battery management system (BMS) were successfully constructed with the following features: real time current monitoring, cell and pack voltage monitoring, cell and pack temperature monitoring, pack state of charge (SOC) reporting, cell balancing, and over voltage protection. These features are all necessary functions for real-world HEV-Bus applications. Drive cycle test data was collected for each of the three cell chemistries using real world drive profiles under hot, mild, and cold climate conditions representing cities like Houston, Seattle, and Minneapolis, respectively. Controlled Hydrogen Fleet and Infrastructure Demonstration Project

This program was undertaken in response to the US Department of Energy Solicitation DE-PS30-03GO93010, resulting in this Cooperative Agreement with the Ford Motor Company and BP to demonstrate and evaluate hydrogen fuel cell vehicles and required fueling infrastructure. Ford initially placed 18 hydrogen fuel cell vehicles (FCV) in three geographic regions of the US (Sacramento, CA; Orlando, FL; and southeast Michigan). Subsequently, 8 advanced technology vehicles were developed and evaluated by the Ford engineering team in Michigan. BP is Ford's principal partner and co-applicant on this project and provided the hydrogen infrastructure to support the fuel cell vehicles. BP ultimately provided three new fueling stations. The Ford-BP program consists of two overlapping phases. The deliverables of this project, combined with those of other industry consortia, are to be used to provide critical input to hydrogen economy commercialization decisions by 2015. The program's goal is to support industry efforts of the US President's Hydrogen Fuel Initiative in developing a path to a hydrogen economy. Protecting Intelligent Distributed Power Grids against Cyber Attacks

Like other industrial sectors, the electrical power industry is facing challenges involved with the increasing demand for interconnected operations and control. The electrical industry has largely been restructured due to deregulation of the electrical market and the trend of the Smart Grid. This moves new automation systems from being proprietary and closed to the current state of Information Technology (IT) being highly interconnected and open. However, while gaining all of the scale and performance benefits of IT, existing IT security challenges are acquired as well. The power grid automation network has inherent security risks due to the fact that the systems and applications for the power grid were not originally designed for the general IT environment. In this paper, we propose a conceptual layered framework for protecting power grid automation systems against cyber attacks. The following factors are taken into account: (1) integration with existing, legacy systems in a non-intrusive fashion; (2) desirable performance in terms of modularity, scalability, extendibility, and manageability; (3) alignment to the 'Roadmap to Secure Control Systems in the Energy Sector' and the future smart grid. The on-site system test of the developed prototype security system is briefly presented as well.

Southwestern Regional Partnership For Carbon Sequestration (Phase 2) Pump Canyon CO2- ECBM/Sequestration Demonstration, San Juan Basin, New Mexico

Within the Southwest Regional Partnership on Carbon Sequestration (SWP), three demonstrations of geologic CO{sub 2} sequestration are being performed -- one in an oilfield (the SACROC Unit in the Permian basin of west Texas), one in a deep, unmineable coalbed (the Pump Canyon site in the San Juan basin of northern New Mexico), and one in a deep, saline reservoir (underlying the Aneth oilfield in the Paradox basin of southeast Utah). The Pump Canyon CO{sub 2}-enhanced coalbed methane (CO{sub 2}/ECBM) sequestration demonstration project plans to demonstrate the effectiveness of CO{sub 2} sequestration in deep, unmineable coal seams via a small-scale geologic sequestration project. The site is located in San Juan County, northern New Mexico, just within the limits of the high-permeability fairway of prolific coalbed methane production. The study area for the SWP project consists of 31 coalbed methane production wells located in a nine section area. CO{sub 2} was injected continuously for a year and different monitoring, verification and accounting (MVA) techniques were implemented to track the CO{sub 2} movement inside and outside the reservoir. Light Duty Efficient, Clean Combustion

Cummins has successfully completed the Light Duty Efficient Clean Combustion (LDECC) cooperative program with DoE. This program was established in 2007 in support of the Department of Energy's Vehicles Technologies Advanced Combustion and Emissions Control initiative to remove critical barriers to the commercialization of advanced, high efficiency, emissions compliant internal combustion (IC) engines for light duty vehicles. Work in this area expanded the fundamental knowledge of engine combustion to new regimes and advanced the knowledge of fuel requirements for these diesel engines to realize their full potential. All of the following objectives were met with fuel efficiency improvement targets exceeded: (1) Improve light duty vehicle (5000 lb. test weight) fuel efficiency by 10.5% over today's state-of-the-art diesel engine on the FTP city drive cycle; (2) Develop and design an advanced combustion system plus aftertreatment system that synergistically meets Tier 2 Bin 5 NOx and PM emissions standards while demonstrating the efficiency improvements; (3) Maintain power density comparable to that of current conventional engines for the applicable vehicle class; and (4) Evaluate different fuel components and ensure combustion system compatibility with commercially available biofuels. Conceptual Design of Optimized Fossil Energy Systems with Capture and Sequestration of Carbon Dioxide

In this final report, we describe research results from Phase 2 of a technical/economic study of fossil hydrogen energy systems with carbon dioxide (CO{sub 2}) capture and storage (CCS). CO{sub 2} capture and storage, or alternatively, CO{sub 2} capture and sequestration, involves capturing CO{sub 2} from large point sources and then injecting it into deep underground reservoirs for long-term storage. By preventing CO{sub 2} emissions into the atmosphere, this technology has significant potential to reduce greenhouse gas (GHG) emissions from fossil-based facilities in the power and industrial sectors. Furthermore, the application of CCS to power plants and hydrogen production facilities can reduce CO{sub 2} emissions associated with electric vehicles (EVs) and hydrogen fuel cell vehicles (HFCVs) and, thus, can also improve GHG emissions in the transportation sector. This research specifically examines strategies for transitioning to large-scale coal-derived energy systems with CCS for both hydrogen fuel production and electricity generation. A particular emphasis is on the development of spatially-explicit modeling tools for examining how these energy systems might develop in real geographic regions. High Efficiency Low Cost CO2 Compression Using Supersonic Shock Wave Technology

Development and testing results from a supersonic compressor are presented. The compressor achieved record pressure ratio for a fully-supersonic stage and successfully demonstrated the technology potential. Several tasks were performed in compliance with the DOE award objectives. A high-pressure ratio compressor was retrofitted to improve rotordynamics behavior and successfully tested. An outside review panel confirmed test results and design approach. A computational fluid dynamics code used to analyze the Ramgen supersonic flowpath was extensively and successfully modified to improve use on high-performance computing platforms. A comprehensive R&D implementation plan was developed and used to lay the groundwork for a future full-scale compressor demonstration. Conceptual design for a CO2 demonstration compressor was developed and reviewed.

Low Cost, High Efficiency, High Pressure Hydrogen Storage

A technical and design evaluation was carried out to meet DOE hydrogen fuel targets for 2010. These targets consisted of a system gravimetric capacity of 2.0 kWh/kg, a system volumetric capacity of 1.5 kWh/L and a system cost of $4/kWh. In compressed hydrogen storage systems, the vast majority of the weight and volume is associated with the hydrogen storage tank. In order to meet gravimetric targets for compressed hydrogen tanks, 10,000 psi carbon resin composites were used to provide the high strength required as well as low weight. For the 10,000 psi tanks, carbon fiber is the largest portion of their cost. Quantum Technologies is a tier one hydrogen system supplier for automotive companies around the world. Over the course of the program Quantum focused on development of technology to allow the compressed hydrogen storage tank to meet DOE goals. At the start of the program in 2004 Quantum was supplying systems with a specific energy of 1.1-1.6 kWh/kg, a volumetric capacity of 1.3 kWh/L and a cost of $73/kWh. Research, Development and Demonstration of Micro-CHP System for Residential Applications

ECR International and its joint venture company, Climate Energy, are at the forefront of the effort to deliver residential-scale combined heat and power (Micro-CHP) products to the USA market. Part of this substantial program is focused on the development of a new class of steam expanders that offers the potential for significantly lower costs for small-scale power generation technology. The heart of this technology is the scroll expander, a machine that has revolutionized the HVAC refrigerant compressor industry in the last 15 years. The liquid injected cogeneration (LIC) technology is at the core of the efforts described in this report, and remains an excellent option for low cost Micro-CHP systems. ECR has demonstrated in several prototype appliances that the concept for LIC can be made into a practical product. The continuing challenge is to identify economical scroll machine designs that will meet the performance and endurance requirements needed for a long life appliance application. Building America

Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. An Industrial-Based Consortium to Develop Premium Carbon Products from Coal Final Report - Part 4

Since 1998, The Pennsylvania State University successfully managed the Consortium for Premium Carbon Products from Coal (CPCPC), which was a vehicle for industry-driven research on the promotion, development, and transfer of innovative technologies on premium carbon products from coal to the U.S. industry. The CPCPC was an initiative led by Penn State, its cocharter member West Virginia University (WVU), and the U.S. Department of Energy's (DOE) National Energy Technology Laboratory (NETL), who also provided the base funding for the program, with Penn State responsible for consortium management. CPCPC began in 1998 under DOE Cooperative Agreement No. DE-FC26-98FT40350. This agreement ended November 2004 but the CPCPC activity continued under cooperative agreement No. DE-FC26-03NT41874, which started October 1, 2003 and ended December 31, 2010. The objective of the second agreement was to continue the successful operation of the CPCPC. The CPCPC enjoyed tremendous success with its organizational structure, which included Penn State and WVU as charter members, numerous industrial affiliate members, and strategic university affiliate members together with NETL, forming a vibrant and creative team for innovative research in the area of transforming coal to carbon products. Mercury Specie and Multi-Pollutant Control

This project was awarded to demonstrate the ability to affect and optimize mercury speciation and multi-pollutant control using non-intrusive advanced sensor and optimization technologies. The intent was to demonstrate plant-wide optimization systems on a large coal fired steam electric power plant in order to minimize emissions, including mercury (Hg), while maximizing efficiency and maintaining saleable byproducts. Advanced solutions utilizing state-of-the-art sensors and neural network-based optimization and control technologies were proposed to maximize the removal of mercury vapor from the boiler flue gas thereby resulting in lower uncontrolled releases of mercury into the atmosphere. Budget Period 1 (Phase I) - Included the installation of sensors, software system design and establishment of the as-found baseline operating metrics for pre-project and post-project data comparison. Budget Period 2 (Phase II) - Software was installed, data communications links from the sensors were verified, and modifications required to integrate the software system to the DCS were performed. Zero Emissions Coal Syngas Oxygen Turbo Machinery

Siemens Energy, Inc. (formerly Siemens Westinghouse Power Corporation) worked with Clean Energy Systems and Florida Turbine Technologies to demonstrate the commercial feasibility of advanced turbines for oxy-fuel based power systems that discharge negligible CO{sub 2} into the atmosphere. The approach builds upon ultra supercritical steam turbine and advanced gas turbine technology with the goal of attaining plant efficiencies above 50% in the 2015 timeframe. Conceptual designs were developed for baseline, near term, and long term oxy-fuel turbine cycles, representing commercial introductions of increasingly advanced thermal conditions and increasing exposure to steam-CO{sub 2} mixtures. An economic analysis and market demand study was performed by Science Applications International Corp. (SAIC), and indicated that long-term oxy-fuel turbine cycles start to look attractive in 2025 when the CO{sub 2} tax is assumed to reach $40/ ton, and by 2030 it has a clear advantage over both IGCC with sequestration and pulverized coal with sequestration. A separate risk analysis of the oxy-fuel combustor, HP turbine, re-heater, and IP turbine of the long-term cycle identified and categorized risks and proposed mitigation measures. The objectives for this project were to create the laboratory facilities to deliver recently created and amended curriculum in the areas of energy creation, storage, and delivery in the transportation and stationary power sectors. The project scope was to define the modules, courses and programs in the emerging energy sectors of the stationary power and transportation industries, and then to determine the best equipment to support instruction, and procure it and install it in the laboratories where courses will be taught. Macomb Community College had a curriculum development grant through the Department of Education that ran parallel to this one where the energy curriculum at the school was revised to better permit students to gain comprehensive education in a targeted area of the renewable energy realm, as well as enhance the breadth of jobs addressed by curriculum in the transportation sector. The curriculum development and experiment and equipment definition ran in parallel, and resulted in what we believe to be a cogent and comprehensive curriculum supported with great hands-on experiments in modern labs. The objective of this project was to demonstrate, at a pilot scale, the beneficial use of carbon dioxide (CO{sub 2}) through a technology designed to capture CO2 from fossil-fuel fired power plant stack gas, generating macroalgae and converting the macroalgae at high efficiency to renewable methane that can be utilized in the power plant or introduced into a natural gas pipeline. The proposed pilot plant would demonstrate the cost-effectiveness and CO{sub 2}/ NO{sub x} flue-gas removal efficiency of an innovative “algal scrubber” technology where seaweeds are grown out of water on specially-designed supporting structures contained within greenhouses where the plants are constantly bathed by recycled nutrient sprays enriched by flue gas constituents. The work described in this document addresses Phase 1 of the project only. The scope of work for Phase 1 includes the completion of a preliminary design package; the collection of additional experimental data to support the preliminary and detailed design for a pilot scale utilization of CO{sub 2} to cultivate macroalage and to process that algae to produce methane; and a technological and economic analysis to evaluate the potential of the system. The objective of the project is to develop technologies, specifically power electronics, energy storage electronics and controls that provide efficient and effective energy management between electrically powered devices in alternative energy vehicles – plug-in electric vehicles, hybrid vehicles, range extended vehicles, and hydrogen-based fuel cell vehicles. The in-depth research into the complex interactions between the lower and higher voltage systems from data obtained via modeling, bench testing and instrumented vehicle data will allow an optimum system to be developed from a performance, cost, weight and size perspective. The subsystems are designed for modularity so that they may be used with different propulsion and energy delivery systems. This approach will allow expansion into new alternative energy vehicle markets.

To help provide a well-educated and trained workforce which can sustain and modernize the nation's power grid, Gonzaga University's School of Engineering and Applied Science has established a five-course (15-credit hour) Certificate Program in Transmission and Distribution (T&D) Engineering. The program has been specifically designed to provide working utility engineering professionals with on-line access to advanced engineering courses which cover modern design practice with an industry-focused theoretical foundation. Multiscale Mathematics for Biomass Conversion to Renewable Hydrogen

The main focus during the period of research at UTK was on developing a mathematically rigorous and at the same time computationally flexible framework for parallelization of Kinetic Monte Carlo methods, and its implementation on multi-core architectures. Another direction of research aimed towards spatial multilevel coarse graining methods for Monte Carlo sampling and molecular simulation. The underlying theme of both of this topics was the development of numerical methods that lead to efficient and reliable simulations supported by error analysis of involved approximation schemes for coarse observables of the simulated molecular system. The work on both of these topics resulted in publications.

Instrumented Pipeline Initiative

This report summarizes technical progress achieved during the cooperative agreement between Concurrent Technologies Corporation (CTC) and U.S. Department of Energy to address the need for a for low-cost monitoring and inspection sensor system as identified in the Department of Energy (DOE) National Gas Infrastructure Research & Development (R&D) Delivery Reliability Program Roadmap.. The Instrumented Pipeline Initiative (IPI) achieved the objective by researching technologies for the monitoring of pipeline delivery integrity, through a ubiquitous network of sensors and controllers to detect and diagnose incipient defects, leaks, and failures. This report is organized by tasks as detailed in the Statement of Project Objectives (SOPO). The sections all state the objective and approach before detailing results of work.

Attributes of the Federal Energy Management Program's Federal Site Building Characteristics Database

Typically, the Federal building stock is referred to as a group of about one-half million buildings throughout the United States. Additional information beyond this level is generally limited to distribution of that total by agency and maybe distribution of the total by state. However, additional characterization of the Federal building stock is required as the Federal sector seeks ways to implement efficiency projects to reduce energy and water use intensity as mandated by legislation and Executive Order. Using a Federal facility database that was assembled for use in a geographic information system tool, additional characterization of the Federal building stock is provided including information regarding the geographical distribution of sites, building counts and percentage of total by agency, distribution of sites and building totals by agency, distribution of building count and floor space by Federal building type classification by agency, and rank ordering of sites, buildings, and floor space by state. A case study is provided regarding how the building stock has changed for the Department of Energy from 2000 through 2008.
