This report discusses the two major international initiatives that address cluster munitions: the Convention on Cluster Munitions (CCM) and negotiations under the UN Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons (CCW). A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. insular areas of American Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), Guam, and the U.S. Virgin Islands (USVI) face serious economic and fiscal challenges and rely on federal funding to deliver critical services. The Department of the Interior (Interior), through its Office of Insular Affairs (OIA), provides roughly $70 million in grant funds annually to increase insular area self-sufficiency. GAO and others have raised concerns regarding insular areas' internal control weaknesses, which increase the risk of grant fund mismanagement. GAO was asked to determine (1) whether previously reported internal control weaknesses have been addressed and, if not, to what extent they are prevalent among OIA grant projects; (2) the challenges, if any, insular areas face in implementing OIA grant projects; and (3) the extent to which OIA has taken action to improve grant project implementation and management. GAO reviewed a random sample of 173 OIA grant files, conducted site visits, and interviewed OIA and insular area officials."

A letter report issued by the Government Accountability Office with an abstract that begins "Federal IT spending has risen to an estimated $79 billion for fiscal year 2011. To improve transparency and oversight of this spending, in June 2009 the Office of Management and Budget (OMB) deployed a public website, known as the IT Dashboard, which provides information on federal agencies' major IT investments, including assessments of actual performance against cost and schedule targets (referred to as ratings). According to OMB, these data are intended to provide both a near real-time and historical perspective of the performance of these investments. GAO was asked to (1) examine the accuracy of the cost and schedule performance ratings on the Dashboard for selected investments and (2) determine whether the data on the Dashboard are used as a management tool to make improvements to IT investments. To do so, GAO selected 8 major investments from 5 agencies with large IT budgets, compared its analyses of the selected investments' performance to the ratings on the Dashboard, and interviewed agency officials about their use of the Dashboard to manage investments."

A letter report issued by the Government Accountability Office with an abstract that begins "Coal power plants generate about half of the United States' electricity and are expected to remain a key energy source. Coal power plants also account for about one-third of the nation's emissions of carbon dioxide (CO2 ), the primary greenhouse gas that experts believe contributes to climate change. Current regulatory efforts and proposed legislation that seek to reduce CO2 emissions could affect coal power plants. Two key technologies show potential for reducing CO2 emissions: (1) carbon capture and storage (CCS), which involves capturing and storing CO2 in geologic formations, and (2) plant efficiency improvements that allow plants to use less coal. The Department of Energy (DOE) plays a key role in accelerating the commercial availability of these technologies and devoted more than $600 million to them in fiscal year 2009. Congress asked GAO to examine (1) the maturity of these technologies; (2) their potential for commercial use, and any challenges to their use; and (3) possible implications of deploying these technologies. To conduct this work, GAO reviewed reports and interviewed stakeholders with expertise in coal technologies."
