GAO was asked to describe the oversight of federally funded abstinence-until-marriage education programs. GAO is reporting on (1) efforts by HHS and states to assess the scientific accuracy of materials used in these programs and (2) efforts by HHS, states, and researchers to assess the effectiveness of these programs. GAO reviewed documents and interviewed HHS officials in the Administration for Children and Families (ACF) and the Office of Population Affairs (OPA) that award grants for these programs."

As highlighted by the Social Security Administration (SSA), the aging of the (United States) population, hastened by the impending retirement of the huge baby-boom generation, has caused policy-makers to question whether the U.S. Social Security system can meet the demands for retirement benefits in the future. Because the current system largely pays benefits through taxes paid by current workers, the financial health of the system is sensitive to the ratio of dependents to workers—sometimes called the age dependency ratio or support ratio. Trends and projections of dependency ratios, including the relationship between both older (years 65 and older) and younger (under age 20) dependents to the working-age population in the United States are considered in the first section of this demographic report. Next, the United States is compared to nine other nations, including the seven other members of the G8. In the final section, policy implications of the changing dependent-to-worker ratios are considered in the context of pay-as-you-go (paygo) social security systems.

A letter report issued by the Government Accountability Office with an abstract that begins "Historically Black Colleges and Universities (HBCU), which number around 100, undertake capital projects to provide appropriate settings for learning, but many face challenges in doing so. In 1992, Congress created the HBCU Capital Financing Program to help HBCUs fund capital projects by offering loans with interest rates near the government's cost of borrowing. We reviewed the program by considering (1) HBCU capital project needs and program utilization, (2) program advantages compared to other sources of funds and schools' views on loan terms, (3) the Department of Education's (Education) program management, and (4) certain schools' perspectives on and Education's plan to implement loan provisions specifically authorized by Congress in June 2006 to assist in hurricane recovery efforts. To conduct our work, we reviewed applicable laws and program materials and interviewed officials from federal agencies and 34 HBCUs."

A letter report issued by the Government Accountability Office with an abstract that begins "Despite substantial federal and state investment, states have not been able to meet all outcome measures for children in their care. Given the complexity of the challenges that state child welfare agencies face, GAO was asked to determine (1) the primary challenges state child welfare agencies face in their efforts to ensure the safety, well-being, and permanent placement of the children under their supervision; (2) the changes states have made to improve the outcomes for children in the child welfare system; and (3) the extent to which states participating in the Department of Health and Human Services (HHS) Child and Family Services Reviews (CFSR) and technical assistance efforts find the assistance to be helpful. GAO surveyed child welfare agencies in 50 states, the District of Columbia, and Puerto Rico and visited 5 states, interviewed program officials, and reviewed laws, policies, and reports."

This report discusses the section 303(d) of the Clean Water Act, which requires states to identify waters that are impaired by pollution, even after application of pollution controls. For those waters, states must establish a total maximum daily load (TMDL) of pollutants to ensure that water quality standards can be attained. Implementation of this provision has been dormant until recently, when states and EPA were prodded by numerous lawsuits. The TMDL issue has become controversial, in part because of requirements and costs now facing states to implement a 25-year-old provision of the law. Congressional activity to reauthorize the Act, a possibility in the 2nd Session of the 105th Congress, could include TMDL issues, but the direction for any such action is unclear at this time.

Section 401 of the Clean Water Act requires that an applicant for a federal license or permit provide a certification that any discharges from the facility will comply with the Act, including water quality standard requirements. Disputes have arisen over the states' exercise of authority under Section 401. Until recently, much of the debate over the Section 401 certification issue has been between states and hydropower interests. A 1994 Supreme Court decision which upheld the states' authority in this area dismayed development and hydroelectric power interest groups. The Court revisited these issues in a 2006 ruling that unanimously upheld the states' authority to condition hydropower licenses. The dispute between states and industry groups about Section 401 authority has been a legislative issue on several occasions, but Congress has not responded by modifying the provision's scope. In addition, there has been interest in clarifying whether Section 401 certification applies to nonpoint source discharges, such as rainfall runoff, as well as point source discharges from pipes or ditches.

Correspondence issued by the Government Accountability Office with an abstract that begins "Since the attacks of September 11, 2001, combating terrorism has been one of the nation's highest priorities. As part of that effort, preventing nuclear and radioactive material from being smuggled into the United States--perhaps to be used by terrorists in a nuclear weapon or in a radiological dispersal device (a "dirty bomb")--has become a key national security objective. The Department of Homeland Security (DHS) is responsible for providing radiation detection capabilities at U.S. ports-of-entry. Until April 2005, U.S. Customs and Border Protection (CBP) under DHS managed this program. However, on April 15, 2005, the president directed the establishment, within DHS, of the Domestic Nuclear Detection Office (DNDO), whose duties include acquiring and supporting the deployment of radiation detection equipment. CBP continues its traditional screening function at ports-of-entry to interdict dangerous nuclear and radiological materials through the use of radiation detection equipment, including portal monitors. The Pacific Northwest National Laboratory (PNNL), one of the Department of Energy's (DOE) national laboratories, manages the deployment of radiation portal monitors for DHS. Current portal monitors, which cost about $55,000 per monitor, detect the presence of radiation, but cannot distinguish between harmless radiological …

A letter report issued by the Government Accountability Office with an abstract that begins "In 2004, the successful launches of SpaceShipOne raised the possibility of an emerging U.S. commercial space tourism industry that would make human space travel available to the public. The Federal Aviation Administration (FAA), which has responsibility for safety and industry promotion, licenses operations of commercial space launches and launch sites. To allow the industry to grow, Congress prohibited FAA from regulating crew and passenger safety before 2012, except in response to high-risk events. GAO evaluated FAA's (1) safety oversight of commercial space launches, (2) response to emerging issues, and (3) challenges in regulating and promoting space tourism and responding to competitive issues affecting the industry. GAO reviewed FAA's applicable safety oversight processes and interviewed federal and industry officials."
