congress continues to debate NASA’s International Space Station (ISS), a permanently occupied facility in Earth orbit where astronauts live and conduct research. Congress appropriated approximately $35 billion for the program from FY1985-2005. The initial FY2006 ISS request was $2.180 billion: $1.857 billion for construction and operations and $324 million for research to be conducted by ISS crews. In a July budget the amendment, NASA transferred $168 million for ISS Crew/Cargo Services to another part of the NASA budget and reduced the ISS request commensurately. The FY2006 appropriations act that includes NASA (P.L. 109- 108) cut $80 million from the originally submitted budget, and NASA now plans to spend $306 million, instead of $324 million, on ISS research in FY2006.

More recently, the Bush Administration has asserted a “victory” strategy composed of eight objectives, five of which are to: transition Iraq to security self-reliance, help Iraqis form a national compact for democratic government, help Iraq build government capacity and provide essential services, help Iraq strengthen its economy, and help Iraq strengthen the rule of law and promote civil rights. To meet these ends, a large-scale reconstruction assistance program has been undertaken by the United States in Iraq. This report describes recent developments in this assistance effort.

Vladimir Putin won reelection as Russian President in March 2004, in an exercise in “managed democracy” in which he took 71% of the vote and faced no serious competition. The pro-Putin Unified Russia party similarly swept the parliamentary election in December 2003 and controls more than two-thirds of the seats in the Duma. Also in March, Putin replaced long-serving Premier Kasyanov with a little-known bureaucrat, Mikhail Fradkov, indicating Putin’s intent to take the reins of government even more completely into his own hands. Putin’s twin priorities remain to revive the economy and strengthen the state. He has brought TV and radio under tight state control and virtually eliminated effective political opposition. Federal forces have suppressed large-scale military resistance in Chechnya but face the prospect of prolonged guerilla warfare and terrorist-style attacks.

Proponents assert that federal support of IT R&D has produced positive outcomes for the country and played a crucial role in supporting long-term research into fundamental aspects of computing. Critics assert that the government, through its funding mechanisms, may be picking “winners and losers” in technological development, a role more properly residing with the private sector.

This report provides a legislative history of the legislation, S.J.Res. 23 , the “Authorization for Use of Military Force” (AUMF), which, as Congress stated in its text, constitutes the legislative authorization for the use of U.S. military force contemplated by the War Powers Resolution. It also is the statute which the President and his attorneys have subsequently cited as an authority for him to engage in electronic surveillance against possible terrorists without obtaining authorization of the special Court created by the Foreign Intelligence Surveillance Act (FISA) of 1978, as amended.

Prior to Hurricanes Katrina and Rita, the U.S. Army Corps of Engineers had been seeking congressional approval for a $1.1 billion multi-year program to both construct five projects that would help to restore specified sites in the coastal wetland ecosystem in Louisiana, and to continue planning several other related projects. The state of Louisiana and several federal agencies have participated in the development of this program. This report introduces this program and restoration options that are being discussed in the wake of the hurricanes. It also discusses whether this program, if completed, might have muted the impacts of these hurricanes.

This report discusses China’s impact on the U.S. Automotive Industry. Congress has been concerned with broad policies giving Chinese exporters unfair trade advantages. The Senate approved a bill, added as an amendment to other legislation that would place a high tariff on Chinese imports unless China revalues its pegged exchange rate (S. 295). Further action has been postponed on this measure. Legislation to allow U.S. producers to bring countervailing duty cases against Chinese firms subsidized by their government has been approved in the House (H.R. 3283), and a new law has tightened rules against trade in counterfeited goods (P.L. 109-181).

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

After instability during the late 1990s, Bahrain undertook substantial political reforms, but the Shiite majority continues to simmer over the Sunni-led government's perceived manipulation of laws and regulations to maintain its grip on power. Bahrain's stability has long been a key U.S. interest; it has hosted U.S. naval headquarters for the Gulf for nearly 60 years. In September 2004, the United States and Bahrain signed a free trade agreement (FTA).

Recent debate on U.S. policy toward Colombia has taken place in a context of concern for the volume of drugs readily available in the United States and elsewhere in the world, and regional security issues. The United States has made a significant commitment of funds and material support to help Colombia and the Andean region fight drug trafficking since the development of Plan Colombia in 1999. Congress passed legislation providing $1.3 billion in assistance for FY2000 (P.L. 106-246) and has provided more than $4 billion for programs in Colombia from FY2000 through FY2005 in both State Department and Defense Department counternarcotics accounts.

Climate change and greenhouse gas (GHG) emissions are a continuing issue in the 109th Congress. Bills directly addressing climate change issues range from those focused primarily on climate change research to comprehensive emissions cap-and-trade programs. Additional bills focus on GHG reporting and registries, or on power plant emissions of carbon dioxide, as part of wider controls on pollutant emissions. The bills vary in their approaches to climate change issues. This report briefly discusses the basic concepts on which these bills are based and compares major provisions of the bills in each of the following categories: climate change research, technology deployment, GHG reporting and registries, and emissions reduction programs.
