On June 8, 1998, General Sani Abacha, the military leader who took power in Nigeria in 1993, died of a reported heart attack and was replaced by General Abdulsalam Abubakar. General Abubakar released political prisoners and initiated political, economic, and social reforms. Relations between the United States and Nigeria improved with the subsequent transfer of power to a civilian government. Nigeria continues to make progress in strengthening its fragile democracy but faces serious economic challenges. Nigeria remains relatively stable, although ethnic and religious clashes in some parts of the country have led to massive displacement of civilian populations.

There has been a long-running controversy about the fate of certain U.S. prisoners of war (POWs) and servicemembers missing in action (MIAs) as a result of various U.S. military operations. While few people familiar with the issue feel that any Americans are still being held against their will in communist countries associated with the Cold War, more feel that some may have been so held in the past in the Soviet Union, China, North Korea, or North Vietnam. Similarly, few believe there has been a "conspiracy" to cover up the existence of live POWs, but many would maintain that there was, at least during the 1970s, U.S. government mismanagement of the issue. There is considerable evidence that prisoners from the end of World War II, the Korean War, and "Cold War shootdowns" of U.S. military aircraft may have been taken to the USSR and not returned. This report replaces Issue Brief IB92101 of the same name.

The military retirement system includes benefits for retirement after an active or reserve military career, disability retirement, and survivor benefits for eligible survivors of deceased retirees. The change to the system that has generated the most recent legislative activity involves whether some or all military retirees should be allowed to receive both military retired pay and any VA disability compensation to which they are otherwise entitled; this is referred to as "concurrent receipt." Starting in 1999 (FY2000), provisions in each year's annual National Defense Authorization Act (NDAA) authorized payments to comparatively small groups (in the tens of thousands) of military retirees in lieu of concurrent receipt. The most significant military retirement issue Congress dealt with in 2005 was whether military retirees with a 100% VA unemployability rating, but less than a 100% disability rating, should be entitled to full concurrent receipt as was provided to 100% disability retirees in 2004.

In the late 1990s, the military services were facing considerable recruiting and career retention problems. In responding, Congress was mindful of how inadequate pay had contributed to decreased recruit quality in the late 1970s. It authorized larger pay raises, increased special pays and bonuses, provided more recruiting resources, and repealed planned military retired pay reductions for future retirees. Debate continues over what kinds of pay and benefit increases are best for improving recruiting and retention. Of particular interest is the balance between across-the-board pay raises on the one hand, and ones targeted by grade, years of service, and occupational skill, on the other; and between cash compensation on the one hand and improvements in benefits such as housing, health care, and installation services on the other.

The Deepwater program is a $24 billion, 25-year acquisition program to replace or modernize 93 Coast Guard ships and 207 Coast Guard aircraft. The Coast Guard is the lead federal agency for maritime homeland security. For FY2007, the Coast Guard is requesting a total of about $4.5 billion for missions defined in The Homeland Security Act of 2002 as the Coast Guard's homeland security missions. This equates to about 54% of the Coast Guard's total requested FY2007 budget. The Coast Guard's homeland security operations pose several potential issues for Congress, including adequacy of Coast Guard resources for performing both homeland security and non-homeland security missions, and Coast Guard coordination with other agencies involved in maritime homeland security.

A letter report issued by the Government Accountability Office with an abstract that begins "During a hearing in 2004 on the financial services industry, congressional members and witnesses expressed concern about the industry's lack of workforce diversity, particularly in key management-level positions. Witnesses stated that financial services firms (e.g., banks and securities firms) had not made sufficient progress in recruiting and promoting minority and women candidates for management-level positions. Concerns were also raised about the ability of minority-owned businesses to raise capital (i.e., debt or equity capital). GAO was asked to provide an overview on the status of diversity in the financial services industry. This report discusses (1) what available data show regarding diversity at the management level in the financial services industry from 1993 through 2004, (2) the types of initiatives that financial firms and related organizations have taken to promote workforce diversity and the challenges involved, and (3) the ability of minority- and women-owned businesses to obtain access to capital in financial markets and initiatives financial institutions have taken to make capital available to these businesses."

Correspondence issued by the Government Accountability Office with an abstract that begins "On April 6, 2006, we testified before Congress on the Department of Defense's (DOD) space acquisitions. In fiscal year 2007, DOD expects to spend nearly $7 billion to acquire space-based capabilities to support current military and other government operations as well as to enable DOD to transform the way it collects and disseminates information, gathers data on its adversaries, and attacks targets. Despite its growing investment in space, however, DOD's space system acquisitions have experienced problems over the past several decades that have driven up costs by hundreds of millions, even billions, of dollars; stretched schedules by years; and increased performance risks. In some cases, capabilities have not been delivered to the warfighter after decades of development. Within this context, Congress requested that we provide additional comments regarding the need for better program management, space acquisition policy, and DOD's Space Radar and Transformational Satellite Communications System acquisitions."

The goal of this project was to adapt and use an advanced semi-stochastic algorithm for constrained multiobjective optimization and combine it with experimental testing and verification to determine optimum concentrations of alloying elements in heat-resistant and corrosion-resistant H-series stainless steel alloys that will simultaneously maximize a number of alloy's mechanical and corrosion properties.
