The purpose of this report is to provide a more concrete discussion of access to wireline broadband networks. To that end, this report provides a discussion of what broadband networks look like; how both consumers and independent applications providers gain access to these networks; and the parameters available to network providers (such as their choices about network architecture, overall bandwidth capacity, bandwidth reserved for their own use, traffic prioritization, the terms and rates for access to their networks and for their retail services) that can affect end users’ and independent applications providers’ access to those networks.

This report presents the analyses results for three samples obtained under RPP-PLAN-28509, Sampling and Analysis Plan for Building 241 702-AZ A Train. The sampling and analysis was done in response to problem evaluation request number PER-2004-6139, 702-AZ Filter Rooms Need Radiological Cleanup Efforts.

Coupling of Realistic Real Estimates with Genomics for Assessing Contaminant Attenuation and Long-Term Plume Containment

From FY 02-05 IAC has been a part of the DOE Advanced Fuel Cycle Initiative and its predecessor organization Advanced Accelerator Applications. In the IAC program effort has been divided into three parts; Student Research, Accelerator Driven Nuclear Research and Materials Science. Within the three parts specific research and development activities have been undertaken in Student Research, which supported undergraduate and graduate students, post-docs, engineering staff, program administration, project infrastructure, visiting and summer faculty appointments, visiting scientists, and support of students and faculty at the University of Michigan, Texas A&M University, University of Texas and UNLV; Accelerator Driven Nuclear Research included the use of electron accelerators to study driven sub-critical nuclear systems (ADS) and to provide practical methods of monitoring and assaying nuclear materials for accountancy in non proliferation applications (Materials Accountability and Control, MA&C); and Materials Science research at IAC supported all AFC national technical areas.

The supersymmetric SU(N{sub c}) Yang-Mills theory coupled to NF matter fields in the fundamental representation has meta-stable vacua with broken supersymmetry when N{sub C} < N{sub F} < 3/2 N{sub C}. By gauging the flavor symmetry, this model can be coupled directly to the standard model. We show that it is possible to make a slight deformation to the model so that gaugino masses are generated and the Landau pole problem can be avoided. The deformed model has simple realizations on intersecting branes in string theory, where various features of the meta-stable vacua are encoded geometrically as brane configurations.

This project addresses the development of advanced fabrication capabilities for energy saving electrochromic (EC) windows. SAGE EC windows consist of an inorganic stack of thin films deposited onto a glass substrate. The window tint can be reversibly changed by the application of a low power dc voltage. This property can be used to modulate the amount of light and heat entering buildings (or vehicles) through the glazings. By judicious management of this so-called solar heat gain, it is possible to derive significant energy savings due to reductions in heating lighting, and air conditioning (HVAC). Several areas of SAGE’s production were targeted during this project to allow significant improvements to processing throughput, yield and overall quality of the processing, in an effort to reduce the cost and thereby improve the market penetration. First, the overall thin film process was optimized to allow a more robust set of operating points to be used, thereby maximizing the yield due to the thin film deposition themselves. Other significant efforts aimed at improving yield were relating to implementing new procedures and processes for the manufacturing process, to improve the quality of the substrate preparation, and the quality of the IGU fabrication. The purpose of this calculation is to determine the sensitivity of the structural response of the Naval waste packages to varying inner cavity dimensions when subjected to a comer drop and tip-over from elevated surface. This calculation will also determine the sensitivity of the structural response of the Naval waste packages to the upper bound of the naval canister masses. The scope of this document is limited to reporting the calculation results in terms of through-wall stress intensities in the outer corrosion barrier. This calculation is intended for use in support of the preliminary design activities for the license application design of the Naval waste package. It examines the effects of small changes between the naval canister and the inner vessel, and in these dimensions, the Naval Long waste package and Naval Short waste package are similar. Therefore, only the Naval Long waste package is used in this calculation and is based on the proposed potential designs presented by the drawings and sketches in References 2.1.10 to 2.1.17 and 2.1.20. All conclusions are valid for both the Naval Long and Naval Short waste packages.

In theories with multiple vacua, reheating to a temperature greater than the height of a barrier can stimulate transitions from a desirable metastable vacuum to a lower energy state. We discuss the constraints this places on various theories and demonstrate that in a class of supersymmetric models this transition does not occur even for arbitrarily high reheating temperature.

In order to better understand EPA’s actions, this report provides an analysis of the agency’s final 2006 revisions to the particulates NAAQS, and the estimated costs and benefits of the new standards and of a more stringent alternatives analyzed. The report concludes by highlighting concerns and issues raised regarding the revisions to the particulates standards, including those of the science advisory committee (Clean Air Scientific Advisory Committee, or CASAC), and actions in Congress.

This report collects information on cathode contaminants we have gathered in the process of operating the LBNL DARHT cathode test stand. Information on contaminants is compiled from several sources. The attachment, ''Practical Aspects of Modern Dispenser Cathodes'', is from Heat Wave Corp. (TB-134) and was originally published in Microwave Journal, September 1979. Cathode contamination depends on both material choices and residual gases. Table 1 of TB-134 lists materials that can poison dispenser cathodes. These include reactive residual gases or vapors such as oxygen, water vapor, benzene, chlorine, fluorine, sulfur, silicon, and most metals other than molybdenum, rhenium, tungsten, and copper. The metals interact with the cathode surface through their vapor pressure. A paper by Nexsen and Turner, J. Appl. Phys. 68, 298-303 (1990) shows the threshold effects of some common residual gases or vapors on cathode performance. The book by Walter H. Kohl, Handbook of Materials and Techniques for Vacuum Devices, also contains useful information on cathodes and poisoning agents. A letter report issued by the Government Accountability Office with an abstract that begins "Medicare covers dialysis--a process that removes excess fluids and toxins from the bloodstream--for most individuals with end-stage renal disease (ESRD), a condition of permanent kidney failure. The Centers for Medicare & Medicaid Services (CMS) pays for certain dialysis services under a type of bundled rate, called a composite rate, and, for certain dialysis-related drugs, pays a separate rate per dose each time the drug is administered. These drugs are referred to as "separately billable" and are paid at 6 percent above manufacturers' average sales price (ASP). Recently, the Congress required CMS to explore the creation of a bundled payment for all ESRD services, including separately billable drugs. GAO was asked to examine (1) recent changes in payments for ESRD services, (2) the ASP payment method of setting rates for separately billable ESRD drugs, and (3) CMS efforts to develop a bundled payment method that includes all ESRD drugs. GAO obtained information for this study from CMS, the U.S. Renal Data System, ESRD experts, and previously issued GAO reports."

A letter report issued by the Government Accountability Office with an abstract that begins "Because of broad congressional interest, GAO is examining the costs of military operations in support of the Global War on Terrorism (GWOT) under the Comptroller General's authority to conduct evaluations on his own initiative. In September 2005, GAO reported the Department of Defense (DOD) cannot ensure reported GWOT obligations are complete, reliable, and accurate, and recommended improvements. In this report, GAO (1) compared supplemental and annual appropriations identified for GWOT in fiscal year 2006 to the military services' reported obligations as of June 2006 and their cost projections for the remainder of the fiscal year, and (2) examined DOD's efforts to improve the reliability of GWOT obligation data. For this engagement, GAO analyzed fiscal year 2006 GWOT related appropriations and reported obligations, and DOD's corrective actions."
