Habitat Evaluation Procedures (HEP) Report : Malheur River Wildlife Mitigation, 2000-2002 Technical Report.

The development of hydropower systems within the Columbia and Snake River basins has affected a tremendous amount of fish and wildlife species. The dams have played a major role in the rapid extinction of anadromous runs of salmon and steelhead as well as other native salmonids. Inundation of these dams and the construction of reservoirs for irrigation have also severely impacted wildlife species. In some cases, fluctuating water levels caused by dam and reservoir operations have created barren vegetation zones that expose wildlife to predation and a reduction in recruitment. In association with hydropower activities, secondary impacts have also challenged and highly impacted a majority of wildlife species. The construction of roads, facilities, urban development, channelization, and diversions of streams and rivers often have negative long-term effects on fish, wildlife, and vegetation. In response to these concerns, the United States Congress passed the Pacific Electric Power Planning Conservation Act (Act) in 1980. The Act authorized four states (Idaho, Montana, Oregon and Washington) and 13 Indian Tribes (including the Burns Paiute Tribe) to create the Northwest Power Planning Council (Council). Tradeoff Analysis for Combat Service Support Wireless Communications Alternatives

As the Army moves toward more mobile and agile forces and continued sustainment of numerous high-cost legacy logistics management systems, the requirement for wireless connectivity and a wireless network to supporting organizations has become ever more critical. There are currently several Army communications initiatives underway to resolve this wireless connectivity issue. However, to fully appreciate and understand the value of these initiatives, a Tradeoff Analysis is needed. The present study seeks to identify and assess solutions. The analysis identified issues that impede Interim Brigade Combat Team (IBCT) communication system integration and outlined core requirements for sharing of logistics data between the field and Army battle command systems. Then, the analysis examined wireless communication alternatives as possible solutions for IBCT logistics communications problems. The current baseline system was compared with possible alternatives involving tactical radio systems, wireless/near term digital radio, cellular satellite, and third-generation (3G) wireless technologies. Cellular satellite and 3G wireless technologies offer clear advantages and should be considered for later IBCTs.

Carbon Dioxide Sequestering Using Microalgal Systems

This project evaluated key design criteria, the technical feasibility, and the preliminary economic viability of a CO{sub 2}-sequestering system integrated with a coal-fired power plant based on microalgae biofixation. A review of relevant literature was conducted, and a bench-scale algal-based sequestration system was constructed and operated to verify algal growth capabilities using a simulated flue gas stream. The bench-scale system was a 20-gallon glass aquarium with a 16-gallon operating volume and was direct-sparged with a simulated flue gas. The flue gas composition was based on flue gas analyses for a 550-MW Coal Creek Power Station boiler in Underwood, North Dakota, which averaged 12.1% CO{sub 2}, 5.5% O{sub 2}, 423 ppm SO{sub 2}, 124 ppm NO{sub x}, and an estimated 50 mg/m{sup 3} fly ash loading. The algae were grown in Bold's basal growth medium. Lighting was provided using a two-tube fluorescent ''grow-light'' bulb fixture mounted directly above the tank. Algal growth appeared to be inhibited in the presence of SO{sub 2} using mixed cultures of green and blue-green cultures of algae. Samples of Monoraphidium strain MONOR02 and Nannochloropsis NANNO02 algal samples were obtained from the University of Hawaii Culture Collection. Land managers are often challenged with the mandate to control exotic and invasive plant species. Reed canarygrass (Phalaris arundinacea) and Himalayan blackberry (Rubus discolor) are 2 such species that are currently threatening natural areas in western United States. Reed canarygrass may be native to the inland northwest (Antieau 2000), but it has invaded many wetland areas as dense, monoculture stands. Spread of this plant species is largely attributed to human disturbances, e.g., draining, farming (Antieau 2000). Reed canarygrass often dominates other emergent vegetation such as cattail (Typha spp.) and bulrush (Scirpus spp.) (Whitson et al. 1996, Apfelbaum and Sams 1987), and the resulting habitat is largely unsuitable for wetland birds. Himalayan blackberry was introduced to the United States as a garden shrub and was planted at wildlife-management areas for food and cover. It easily colonizes disturbed places, such as roadsides, ditches, and flood plains (Hoshovsky 2000). Once established, it forms a thick, impenetrable stand, which excludes native shrub species. Although Himalayan blackberry does provide food and cover for wildlife, particularly during fall and winter, it decreases habitat diversity, and therefore, may decrease wildlife diversity. A Study of Future Measurements of W Boson Helicity in t -> Wb at CDF

The interactions of the top quark will soon be coming under greater scrutiny at CDF with Run II of the Fermilab Tevatron collider. This investigation gauges CDF's improved ability to measure the helicity of W bosons produced in top quark decays. Such measurements will provide a direct indication of the spin structure of the weak interaction responsible for the top decay process. Simulated CDF Run II data is used to study the W helicity sensitivity of the muon momentum in {mu} + jets events, as limited by both statistical and systematic uncertainties. Optimization of helicity measurements via appropriate choices of event variables and data criteria is also addressed.

Automotive Underhood Thermal Management Analysis Using 3-D Coupled Thermal-Hydrodynamic Computer Models: Thermal Radiation Modeling

The goal of the radiation modeling effort was to develop and implement a radiation algorithm that is fast and accurate for the underhood environment. As part of this CRADA, a net-radiation model was chosen to simulate radiative heat transfer in an underhood of a car. The assumptions (diffuse-gray and uniform radiative properties in each element) reduce the problem tremendously and all the view factors for radiation thermal calculations can be calculated once and for all at the beginning of the simulation. The cost for online integration of heat exchanges due to radiation is found to be less than 15% of the baseline CHAD code and thus very manageable. The off-line view factor calculation is constructed to be very modular and has been completely integrated to read CHAD grid files and the output from this code can be read into the latest version of CHAD. Further integration has to be performed to accomplish the same with STAR-CD. The main outcome of this effort is to obtain a highly scalable and portable simulation capability to model view factors for underhood environment (for e.g. a view factor calculation which took 14 hours on a single processor only took 14 minutes on 64 processors). …

This 2002 Facility Work Plan (FWP) has been prepared as required by Module VII, Permit Condition VII.U.3 of the Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit, NM4890139088-TSDF (the Permit) (New Mexico Environment Department [NMED], 1999a), and incorporates comments from the NMED received on December 6, 2000 (NMED, 2000a). This February 2002 FWP describes the programmatic facility-wide approach to future investigations at Solid Waste Management Units (SWMU) and Areas of Concern (AOC) specified in the Permit. The Permittees are evaluating data from previous investigations of the SWMUs and AOCs against the most recent guidance proposed by the NMED. Based on these data, and completion of the August 2001 sampling requested by the NMED, the Permittees expect that no further sampling will be required and that a request for No Further Action (NFA) at the SWMUs and AOCs will be submitted to the NMED. This FWP addresses the current Permit requirements. It uses the results of previous investigations performed at WIPP and expands the investigations as required by the Permit. This report is the second in a series detailing the procedures used and the results obtained from studies designed to determine the impacts of erosion control structures on fish habitat at Willapa Bay, Washington. The erosion control structure, consisting of a 1600-ft rock groin and an attached 930-ft underwater dike was placed on Washaway Beach in 1998 to protect State Route (SR) 105 from erosion. The objectives of the study are to develop an understanding about whether groin-type structures on the outer coast can alter migratory movement or predation pressure on juvenile and adult salmon. Field surveys in this report were conducted from October 14-21, 2001, and consisted of gillnetting, passive drifter surveys, diver surveys, interviews with fishers and Washington Department of Fish and Wildlife (WDFW) personnel, bird and mammal surveys, and split beam hydroacoustic surveys. Field sampling activities were begun on October 14 and were suspended during the commercial gillnet season from October 16-18. Interviews with fishers and WDFW were conducted during that period, and field sampling recommenced on October 19. The hydroacoustic surveys were conducted from October 19-21. The overall goal of the of the Tank Farm Vadose Zone Project, led by CH2M HILL Hanford Group, Inc., is to define risks from past and future single-shell tank farm activities. To meet this goal, CH2M HILL Hanford Group, Inc. asked scientists from Pacific Northwest National Laboratory to perform detailed analyses on vadose zone sediment from within the S-SX Waste Management Area. This report is the first in a series of four reports to present the results of these analyses. Specifically, this report contains all the geologic, geochemical, and selected physical characterization data collected on vadose zone sediment recovered from RCRA borehole bore samples and composite samples. Intact cores from two RCRA boreholes (299-W22-48 and 299-W22-50) near the SX Tank Farm and four, large-quantity grab samples from outcrop sediment on and off the Hanford Site were sampled to better understand the fate of contaminants in the vadose zone beneath underground storage tanks at the Hanford Site. Specific PVMaT R&D on Siemens Cz Silicon Product Manufacturing: Final Subcontract Report, June 1998 - September 2001

This report describes work to improve the cost per watt of Cz modules and to improve PV module manufacturing technology. The focus of the three-year program was to implement a 17%-efficient, 195-micron-thick cell with a 30% reduction in manufacturing cost. In addition, the program developed a prototype, 200-mm-diameter cell with low-cost module packaging. A final result is also a 50% reduction in slurry use through recycling of silicon carbide, and a 70% reduction in caustic waste. Work focused on reducing the cost per watt of Cz silicon photovoltaic modules under Siemens Solar Industries' DOE/NREL PVMaT 5A2 subcontract is described in this report. Work on cell thickness reduction, the required electrical and mechanical changes to accommodate these thinner cells, larger cells, and waste reduction are all described in this final summary.

Dynamics of Exploding Plasma Within a Magnetized Plasma

This memo describes several possible laboratory experiments on the dynamics of an exploding plasma in a background magnetized plasma. These are interesting scientifically and the results are applicable to energetic explosions in the earth's ionosphere (DOE Campaign 7 at LLNL). These proposed experiments are difficult and can only be performed in the new LAPD device at UCLA. The purpose of these experiments would be to test numerical simulations, theory and reduced models for systems performance codes. The experiments are designed to investigate the affect of the background plasma on (1) the maximum diamagnetic bubble radius given by Eq. 9; and (2) the Alfven wave radiation efficiency produced by the induced current J{sub A} (Eqs. 10-12) These experiments involve measuring the bubble radius using a fast gated optical imager as in Ref [1] and the Alfven wave profile and intensity as in Ref [2] for different values of the exploding plasma energy, background plasma density and temperature, and background magnetic field. These experiments extend the previously successful experiments [2] on Alfven wave coupling. We anticipate that the proposed experiments would require 1-2 weeks of time on the LAPD. Temperature and Emissivity of a Shocked Surface: A First Experiment

We have conducted an experiment in which the temperature and the wavelength dependent emissivity of a shocked surface has been measured. In the past, only the thermal emission from the shocked surface has been measured. The lack of knowledge of the emissivity as a function of wavelength leads to uncertainty in converting the measured emission spectrum into a surface temperature. We have developed a technique by which we are able to calculate both the emissivity of the shocked surface over a range of relevant wavelengths and the temperature of the surface. We use a multi-channel spectrometer in combination with a pulsed light source having a known spectrum of infrared radiation. Two separate techniques using a pulse of reflected radiation are employed and described. Both give the same result: An initially polished molybdenum surface that is shocked and partially released has a temperature of 1040 degrees Kelvin and a wavelength ({lambda}) dependent emissivity of 0.16 ({lambda} = 1.2 {micro}m), 0.10 ({lambda} = 1.6 {micro}m), and 0.20 ({lambda} = 2.3 {micro}m).

Structures of High Density Molecular Fluids

The goal of this proposal is to develop an in-situ probe for high density molecular fluids. We will, therefore, use Coherent Anti-Stokes Raman Spectroscopy (CARS) applied to laser heated samples in a diamond-anvil cell (DAC) to investigate molecular fluids at simultaneous conditions of high temperatures (T > 2000K) and high pressures (P > 10 GPa.) Temperatures sufficient to populate vibrational levels above the ground state will allow the vibrational potential to be mapped by CARS. A system capable of heating and probing these samples will be constructed. Furthermore, the techniques that enable a sample to be sufficiently heated and probed while held at static high pressure in a diamond-anvil-cell will be developed. This will be an in-situ investigation of simple molecules under conditions relevant to the study of detonation chemistry and the Jovain planet interiors using state of the art non-linear spectroscopy, diamond-anvil-cells, and laser heating technology.

Statistical Stability and Time-Reversal Imgaing in Random Media

Localization of targets imbedded in a heterogeneous background medium is a common problem in seismic, ultrasonic, and electromagnetic imaging problems. The best imaging techniques make direct use of the eigenfunctions and eigenvalues of the array response matrix, as recent work on time-reversal acoustics has shown. Of the various imaging functionals studied, one that is representative of a preferred class is a time-domain generalization of MUSIC (MUltiple Signal Classification), which is a well-known linear subspace method normally applied only in the frequency domain. Since statistical stability is not characteristic of the frequency domain, a transform back to the time domain after first diagonalizing the array data in the frequency domain takes optimum advantage of both the time-domain stability and the frequency-domain orthogonality of the relevant eigenfunctions.

Kinetics of Solid Phase Reactions at High Pressure and Temperature

We report on the subject of temperature and/or pressure induced solid-solid phase transitions of energetic molecular crystals. Over the last three years we have applied experimental techniques that when used simultaneously provide insight into some of the complexities that govern reaction rate processes. After more than 55 years of study a global kinetics model describing the P-T phase space transition kinetics of such materials as HMX (octahydro-1,3,5,7-tetranitro-1,3,5,7-tetrazocine) is not only missing, but from a formal perspective is perhaps as many years away from completion. The essence of this report describes what material parameters affect first-order reaction rates of the CHNO moiety of molecular crystals and introduces the application of new experimental tools thus permitting quantifiable studies of important rate limiting mechanisms.

Lawrence Livermore National Laboratory East Avenue/Emergency Response Planning Traffic Study

The Lawrence Livermore National Laboratory (LLNL) and the Sandia National Laboratory (SNL) are located at the eastern end of the City of Livermore. Recently the research facilities have been placed on heightened security alerts due to the events of September 11. To respond to the security concerns, LLNL and SNL have proposed to place East Avenue between South Vasco Road and Greenville Road under administrative control. This type of control would require security check points at both ends of this segment of East Avenue, including a truck inspection facility west of the Greenville Road intersection. In this configuration, East Avenue would be closed to general public traffic. The purpose of this traffic study is to determine the potential traffic impact of placing East Avenue under administrative control. The primary focus of the traffic study is to evaluate the proposed modifications to the geometry and operation of East Avenue between South Vasco Road and Greenville Road. The study also includes a review of a traffic study prepared for the closure of East Avenue in 1989 to determine if the assumptions and conclusions of that study remain valid.

Acoustic Filtration, Fractionation, and Mixing in Microfluidic Systems

This project is concerned with the research and development of a technique to manipulate small particles using acoustic energy coupled into a fluid filled plastic or glass sample chamber. These resulting miniaturized systems combine high functionality with an inexpensive, disposable sample chamber. Our approach to this problem is based on a combination of sophisticated modeling tools in conjunction with laboratory experiments. The design methodology is summarized in Figure 1. The process begins by investigating a wide range of device parameters using a one-dimensional analytical approximation. The results of these initial parameter studies are incorporated into a sophisticated three-dimensional multi-physics finite element code. From these simulations the optimized designs are prototyped and experimentally tested. The results of the experimental observations are then used to improve analytical approximations and the process is repeated as necessary.

Lawrence Livermore National Laboratory (LLNL) has been actively and continuously engaged in Russian geologic disposal activities since 1995. The first joint US-Russian meeting on Disposition of Excess Weapons Plutonium was held in January 1995 at Los Alamos National Laboratory (LANL). The meeting resulted in the appointment of Dr. L. J. Jardine from LLNL and Dr. T. A. Gupalo from the All-Russian Research and Design Institute of Production Engineering (VNIPIPT) as the US-Russian Federation (RF) joint co-chairs for geologic disposal of plutonium-containing materials, respectively. The initial joint studies focused on the geologic disposal of plutonium-containing materials and immobilized plutonium waste forms. These studies started in 1995, and continue in 2002. The first joint work of LLNL and VNIPIPT was documented in the October 1996 Paris P8 Nuclear Experts Meeting [1]. Coalescence of Multiple Plasmoids as a Means of Efficient Spheromak Formation

We have produced single bursts of helicity from the source in the SSPX spheromak in order to study the efficiency of the simplest example of helicity injection. We find that the helicity injection rate can be written in terms of the injected current and an inductance, and that a simple circuit analogue demonstrates unambiguously the relationship of helicity to energy: helicity injection is the addition of inductive loops. While helicity balance points to the conservation of helicity, the electrical efficiency is around 15%. However, in the expulsion of the loop, electrical energy is converted to directional motion, which may be recoverable usefully as heat by collisions, thus the efficiency of the injection process is arguably quite high. Integral to this notion of helicity injection is the idea that reconnection is necessary: without disconnection from the source by a reconnection event, the spheromak fields are just proportional to the injected current. Sometimes the multiple bursts occur spontaneously and cause a step-wise increase in the field (and helicity).
