Power Systems Development Facility Gasification Test Run TC07

This report discusses Test Campaign TC07 of the Kellogg Brown & Root, Inc. (KBR) Transport Reactor train with a Siemens Westinghouse Power Corporation (Siemens Westinghouse) particle filter system at the Power Systems Development Facility (PSDF) located in Wilsonville, Alabama. The Transport Reactor is an advanced circulating fluidized-bed reactor designed to operate as either a combustor or a gasifier using a particulate control device (PCD). The Transport Reactor was operated as a pressurized gasifier during TC07. Prior to TC07, the Transport Reactor was modified to allow operations as an oxygen-blown gasifier. Test Run TC07 was started on December 11, 2001, and the sand circulation tests (TC07A) were completed on December 14, 2001. The coal-feed tests (TC07B-D) were started on January 17, 2002 and completed on April 5, 2002. Due to operational difficulties with the reactor, the unit was taken offline several times. The reactor temperature was varied between 1,700 and 1,780 F at pressures from 200 to 240 psig. In TC07, 679 hours of solid circulation and 442 hours of coal feed, 398 hours with PRB coal and 44 hours with coal from the Calumet mine, and 33 hours of coke breeze feed were attained. Adsorption of Pure Methane, Nitrogen, and Carbon Dioxide and Their Mixtures on San Juan Basin Coal

The major objectives of this project were to (a) measure the adsorption behavior of pure methane, nitrogen, CO{sub 2} and their binary and ternary mixtures on wet Tiffany coal at 130 F and pressures to 2000 psia; (b) correlate the equilibrium adsorption isotherm data using the extended Langmuir model, the Langmuir model, the loading ratio correlation and the Zhou-Gasem-Robinson equation of state; and (c) establish sorption-time estimates for the pure components. Specific accomplishments are summarized below regarding the complementary tasks involving experimental work and data correlation. Representative coal samples from BP Amoco Tiffany Injection Wells No.1 and No.10 were prepared, as requested. The equilibrium moisture content and particle size distribution of each coal sample were determined. Compositional coal analyses for both samples were performed by Huffman Laboratories, Inc. Pure gas adsorption for methane on wet Tiffany coal samples from Injection Wells No.1 and No.10 was measured separately at 130 F (327.6 K) and pressures to 2000 psia (13.7 MPa). The average expected uncertainty in these data is about 3% (9 SCF/ton). Our measurements indicate that the adsorption isotherms of the two coal samples exhibit similar Langmuir-type behavior. Advanced Modeling and Materials in Kraft Pulp Mills

This CRADA provided technical support to the Weyerhaeuser Company on a number of issues related to the performance and/or selection of materials at a number of locations in a pulp and paper mill. The studies related primarily to components for black liquor recovery boilers, but some effort was directed toward black liquor gasifiers and rolls for paper machines. The purpose of this CRADA was to assist Weyerhaeuser in the evaluation of materials exposed in various paper mill environments and to provide direction in the selection of alternate materials, when appropriate.

Modeling Coal Matrix Shrinkage and Differential Swelling with CO2 Injection for Enhanced Coalbed Methane Recovery and Carbon Sequestration Applications

Matrix shrinkage and swelling can cause profound changes in porosity and permeability of coalbed methane reservoirs during depletion or when under CO{sub 2} injection processes, with significant implication for primary or enhanced methane recovery. Two models that are used to describe these effects are discussed. The first was developed by Advanced Resources International (ARI) and published in 1990 by Sawyer, et al. The second model was published by Palmer and Mansoori in 1996. This paper shows that the two provide equivalent results for most applications. However, their differences in formulation cause each to have relative advantages and disadvantages under certain circumstances. Specifically, the former appears superior for undersaturated coalbed methane reservoirs while the latter would be better if a case is found where matrix swelling is strongly disproportional to gas concentration. Since its presentation in 1996, the Palmer and Mansoori model has justifiably received much critical praise. However, the model developed by ARI for the COMET reservoir simulation program has been in use since 1990, and has significant advantages in certain settings. In 2001 the Kalispel Natural Resource Department (KNRD) continued assessing habitat and population enhancement projects for bull trout (Salvelinus confluentus), westslope cutthroat (Oncorhynchus clarki lewisi) and largemouth bass (Micropterus salmoides). Habitat enhancement measures, as outlined in recommendations from the 1996, 1997, and 1998 annual reports, were monitored during field season 1999, 2000, and 2001. Post assessments were used to evaluate habitat quality, stream morphology and fish populations where enhancement projects were implemented.

Web-interfaced Nonlinear Optical Waveguide and Photonic Crystal Simulator

We report on the development of new methods for the computation of spectral bandpass properties of photonic crystals and for the electromagnetic wave propagation in second order nonlinear optical waveguides. The former is based on a generalization of characteristic matrices while the latter is based on path integrals. Accurate and efficient propagation methods and algorithms form the basis for the construction of design tools for integrated optics.

This Management Plan has been developed by the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) to document how the Rainwater Wildlife Area (formerly known as the Rainwater Ranch) will be managed. The plan has been developed under a standardized planning process developed by the Bonneville Power Administration (BPA) for Columbia River Basin Wildlife Mitigation Projects (See Appendix A and Guiding Policies Section below). The plan outlines the framework for managing the project area, provides an assessment of existing conditions and key resource issues, and presents an array of habitat management and enhancement strategies. The plan culminates into a 5-Year Action Plan that will focus our management actions and prioritize funding during the Fiscal 2001-2005 planning period. This plan is a product of nearly two years of field studies and research, public scoping, and coordination with the Rainwater Advisory Committee. The committee consists of representatives from tribal government, state agencies, local government, public organizations, and members of the public. The purpose of this report is to present analogue studies and literature reviews designed to provide qualitative and quantitative information to test and provide added confidence in process models abstracted for performance assessment (PA) and model predictions pertinent to PA. This report provides updates to studies presented in the Yucca Mountain Site Description (CRWMS M&O 2000 [151945], Section 13) and new examples gleaned from the literature, along with results of quantitative studies conducted specifically for the Yucca Mountain Site Characterization Project (YMP). The intent of the natural analogue studies was to collect corroborative evidence from analogues to demonstrate additional understanding of processes expected to occur during postclosure at a potential Yucca Mountain repository. The report focuses on key processes by providing observations and analyses of natural and anthropogenic (human-induced) systems to improve understanding and confidence in the operation of these processes under conditions similar to those that could occur in a nuclear waste repository. The process models include those that represent both engineered and natural barrier processes. Engineering Development of Slurry Bubble Column Reactor (SBCR) Technology

This report summarizes the procedures used and results obtained in determining radial gas holdup profiles, via gamma ray scanning, and in assessing liquid and gas mixing parameters, via radioactive liquid and gas tracers, during Fischer Tropsch synthesis. The objectives of the study were (i) to develop a procedure for detection of gas holdup radial profiles in operating reactors and (ii) to test the ability of the developed, previously described, engineering models to predict the observed liquid and gas mixing patterns. It was shown that the current scanning procedures were not precise enough to obtain an accurate estimate of the gas radial holdup profile and an improved protocol for future use was developed. The previously developed physically based model for liquid mixing was adapted to account for liquid withdrawal from the mid section of the column. The ability of our engineering mixing models for liquid and gas phase to predict both liquid and gas phase tracer response was established and illustrated.

This report summarizes work performed by Argonne National Laboratory on fatigue and environmentally assisted cracking (EAC) in light water reactors (LWRs) from July 2000 to December 2000. Topics that have been investigated include (a) environmental effects on fatigue S-N behavior of primary pressure boundary materials, (b) irradiation-assisted stress corrosion cracking (IASCC) of austenitic stainless steels (SSs), and (c) EAC of Alloys 600 and 690. The fatigue strain-vs.-life data are summarized for the effects of various material, loading, and environmental parameters on the fatigue lives of carbon and low-alloy steels and austenitic SSs. Effects of the reactor coolant environment on the mechanism of fatigue crack initiation are discussed. Two methods for incorporating the effects of LWR coolant environments into the ASME Code fatigue evaluations are presented. Slow-strain-rate tensile tests and posttest fractographic analyses were conducted on several model SS alloys irradiated to {approx}0.9 x 10{sup 21} n {center_dot} cm{sup -2} (E > 1 MeV) in He at 289 C in the Halden reactor. The results were used to determine the influence of alloying and impurity elements on the susceptibility of these steels to IASCC. his 2002 Facility Work Plan (FWP) has been prepared as required by Module VII,Permit Condition VII.U.3 of the Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit, NM4890139088-TSDF (the Permit) (New Mexico Environment Department [NMED], 1999a), and incorporates comments from the NMED received onDecember 6, 2000 (NMED, 2000a). This February 2002 FWP describes the program-matic facility-wide approach to future investigations at Solid Waste Management Units (SWMU) and Areas of Concern (AOC) specified in the Permit. The Permittees are evaluating data from previous investigations of the SWMUs and AOCs against the mostrecent guidance proposed by the NMED. Based on these data, and completion of the August 2001 sampling requested by the NMED, the Permittees expect that no further sampling will be required and that a request for No Further Action (NFA) at the SWMUs and AOCs will be submitted to the NMED. Primarily due to concerns generated from observed raptor mortality at the Altamont Pass (CA) wind plant, one of the first commercial electricity generating wind plants in the U.S., new proposed wind projects both within and outside of California have received a great deal of scrutiny and environmental review. A large amount of baseline and operational monitoring data have been collected at proposed and existing U.S. wind plants. The primary use of the avian baseline data collected at wind developments has been to estimate the overall project impacts (e.g., very low, low, moderate, and high relative mortality) on birds, especially raptors and sensitive species (e.g., state and federally listed species). In a few cases, these data have also been used for guiding placement of turbines within a project boundary. This new information has strengthened our ability to accurately predict and mitigate impacts from new projects. This report should assist various stakeholders in the interpretation and use of this large information source in evaluating new projects. This report also suggests that the level of baseline data (e.g., avian use data) required to adequately assess expected impacts of some projects may be reduced. The development of hydropower systems within the Columbia and Snake River basins has affected a tremendous amount of fish and wildlife species. The dams have played a major role in the rapid extinction of anadromous runs of salmon and steelhead as well as other native salmonids. Inundation of these dams and the construction of reservoirs for irrigation have also severely impacted wildlife species. In some cases, fluctuating water levels caused by dam and reservoir operations have created barren vegetation zones that expose wildlife to predation and a reduction in recruitment. In association with hydropower activities, secondary impacts have also challenged and highly impacted a majority of wildlife species. The construction of roads, facilities, urban development, channelization, and diversions of streams and rivers often have negative long-term effects on fish, wildlife, and vegetation. In response to these concerns, the United States Congress passed the Pacific Electric Power Planning Conservation Act (Act) in 1980. The Act authorized four states (Idaho, Montana, Oregon and Washington) and 13 Indian Tribes (including the Burns Paiute Tribe) to create the Northwest Power Planning Council (Council). Development of Superior Sorbents for Separation of CO2 from Flue Gas at a Wide Temperature range during Coal Combustion

A number basic sorbents based on CaO were synthesized, characterized with novel techniques and tested for sorption of CO{sub 2} and selected gas mixtures simulating flue gas from coal fired boilers. Our studies resulted in highly promising sorbents which demonstrated zero affinity for N{sub 2}, O{sub 2}, SO{sub 2}, and NO very low affinity for water, ultrahigh CO{sub 2} sorption capacities, and rapid sorption characteristics, CO{sub 2} sorption at a very wide temperature range, durability, and low synthesis cost. One of the 'key' characteristics of the proposed materials is the fact that we can control very accurately their basicity (optimum number of basic sites of the appropriate strength) which allows for the selective chemisorption of CO{sub 2} at a wide range of temperatures. These unique characteristics of this family of sorbents offer high promise for development of advanced industrial sorbents for the effective CO{sub 2} removal.

Analysis of potential for jet-impingement erosion from leaking steam generator tubes during severe accidents.

This report summarizes analytical evaluation of crack-opening areas and leak rates of superheated steam through flaws in steam generator tubes and erosion of neighboring tubes due to jet impingement of superheated steam with entrained particles from core debris created during severe accidents. An analytical model for calculating crack-opening area as a function of time and temperature was validated with tests on tubes with machined flaws. A three-dimensional computational fluid dynamics code was used to calculate the jet velocity impinging on neighboring tubes as a function of tube spacing and crack-opening area. Erosion tests were conducted in a high-temperature, high-velocity erosion rig at the University of Cincinnati, using micrometer-sized nickel particles mixed in with high-temperature gas from a burner. The erosion results, together with analytical models, were used to estimate the erosive effects of superheated steam with entrained aerosols from the core during severe accidents.

Final Project Report G-Plus Windshield Coatings

Samples of Sungate windshield material provided by PPG were analyzed to ascertain failure mechanisms observed at the interface between a copper busbar and the electrically conductive coating in use. Samples of “failed” windshield material were characterized using optical and electron microscopy, as well as surface analysis methods. These were compared to corresponding samples of “good” coatings. The primary failure mechanism of the coated windshield appears to be related to electrical discharges that originate where air-filled gaps are present between the copper busbar and the conductive coating. Gaps are produced by irregularities or wrinkles in the copper busbar that may result from the installation process.

Pressurized Fluidized Bed Combustion Second-Generation System Research and Development

Research is being conducted under United States Department of Energy (DOE) Contract DE-AC21-86MC21023 to develop a new type of coal-fired plant for electric power generation. This new type of plant--called a Second-Generation or Advanced Pressurized Circulating Fluidized Bed Combustion (APCFB) plant--offers the promise of efficiencies greater than 45% (HHV), with both emissions and a cost of electricity that are significantly lower than conventional pulverized-coal-fired plants with scrubbers. The APCFB plant incorporates the partial gasification of coal in a carbonizer, the combustion of carbonizer char in a pressurized circulating fluidized bed boiler (PCFB), and the combustion of carbonizer syngas in a topping combustor to achieve gas turbine inlet temperatures of 2300 F and higher. A conceptual design was previously prepared for this new type of plant and an economic analysis presented, all based on the use of a Siemens Westinghouse W501F gas turbine with projected carbonizer, PCFB, and topping combustor performance data. Having tested these components at the pilot plant stage, the referenced conceptual design is being updated to reflect more accurate performance predictions together with the use of the more advanced Siemens Westinghouse W501G gas turbine and a conventional 2400 psig/1050 F/1050 F/2-1/2 in. steam turbine. Tradeoff Analysis for Combat Service Support Wireless Communications Alternatives

As the Army moves toward more mobile and agile forces and continued sustainment of numerous high-cost legacy logistics management systems, the requirement for wireless connectivity and a wireless network to supporting organizations has become ever more critical. There are currently several Army communications initiatives underway to resolve this wireless connectivity issue. However, to fully appreciate and understand the value of these initiatives, a Tradeoff Analysis is needed. The present study seeks to identify and assess solutions. The analysis identified issues that impede Interim Brigade Combat Team (IBCT) communication system integration and outlined core requirements for sharing of logistics data between the field and Army battle command systems. Then, the analysis examined wireless communication alternatives as possible solutions for IBCT logistics communications problems. The current baseline system was compared with possible alternatives involving tactical radio systems, wireless/near term digital radio, cellular satellite, and third-generation (3G) wireless technologies. Cellular satellite and 3G wireless technologies offer clear advantages and should be considered for later IBCTs.

Delaware Basin Monitoring Annual Report

The Delaware Basin Drilling Surveillance Program (DBDSP) is designed to monitor drilling activities in the vicinity of the Waste Isolation Pilot Plant (WIPP). This program is based on Environmental Protection Agency (EPA) requirements. The EPA environmental standards for the management and disposal of transuranic (TRU) radioactive waste are codified in 40 CFR Part 191 (EPA 1993). Subparts B and C of the standard address the disposal of radioactive waste. The standard requires the Department of Energy (DOE) to demonstrate the expected performance of the disposal system using a probabilistic risk assessment or performance assessment (PA). This PA must show that the expected repository performance will not release radioactive material above limits set by the EPA's standard. This assessment must include the consideration of inadvertent drilling into the repository at some future time.

Enzymatic Upgrading of Heavy Crudes via Partial Oxidation or Conversion of PAHs

The objective of this program was to investigate new enzyme-based technologies for upgrading of heavy oils. Enzymes were selected for screening from those capable of conversion of polyaromatic hydrocarbons (PAHs) reported in the literature. Oxidative reactions of PAHs using hydrogen peroxide as an oxidant with conversion to partially oxidized products were used. The enzymes (lignin peroxidase, cytochrome c) were tested in various organic solvents and found to loose activity in pure organic solvents. A thermodynamic analysis revealed lack of effective interaction between the substrate and enzyme as the cause for low activity. The protein cytochrome c was modified to work in organic media by chemical hydrophobic group attachment. Two different modifications were made: attachment of polyethylene glycol (PEG) and alkyl groups. Alkyl groups, being small could be attached at interior locations within the core of the enzyme and possibly near the active site. Increase in the threshold solvent concentration where maximum enzyme activity occurred indicated potential of this strategy for effective enzyme-substrate interaction. Further improvements in enzyme activity called for other diverse methods due to the unavailability of sufficient chemical modification sites. In this CRADA, Oak Ridge National Laboratory (ORNL) assisted nLine Corporation of Austin, TX in the development of prototype semiconductor wafer inspection tools based on the direct-to-digital holographic (DDH) techniques invented at ORNL. Key components of this work included, testing of DDH for detection of defects in High Aspect Ratio (HAR) structures, development of image processing techniques to enhance detection capabilities through the use of both phase and intensity, and development of methods for autofocus on the DDH tools.

TREATMENT OF PLUTONIUM- AND URANIUM-CONTAMINATED OIL FROM ROCKY FLATS ENVIRONMENTAL TECHNOLOGY SITE

A removal method for plutonium and uranium has been tested at the Rocky Flats Environmental Technology Site (RFETS). This alternative treatment technology is applicable to U.S. Department of Energy (DOE) organics (mainly used pump oil) contaminated with actinides. In our studies, greater than 70% removal of the actinides was achieved. The technology is based on contacting the oil with a sorbent powder consisting of a surface modified mesoporous material. The SAMMS (Self-Assembled Monolayers on Mesoporous Support) technology was developed by the Pacific Northwest National Laboratory for removal and stabilization of RCRA (i.e., lead, mercury, cadmium, silver, etc.) and actinides in water and for removal of mercury from organic solvents [1, 2]. The SAMMS material is based on self-assembly of functionalized monolayers on mesoporous oxide surfaces. The unique mesoporous oxide support provides a high surface area, thereby enhancing the metal-loading capacity. The testing described in this report was conducted on a small scale but larger-scale testing of the technology has been performed on mercury-contaminated oil without difficulty [3].
