Farm "Counter-Cyclical Assistance"

This report discusses recently approved legislation reauthorizing major farm income and commodity price support programs through crop year 2007. This legislation includes new “counter-cyclical assistance” programs for grains, cotton, oilseeds, peanuts, and milk. The intent of counter-cyclical assistance is to provide more government support when farm prices and/or incomes decline, and less support when they improve. In fact, farmers have, for many years, been eligible for various forms of counter-cyclical assistance. At issue has been the need for, and potential impacts of, another counter-cyclical program.

Critical Infrastructure Information Disclosure and Homeland Security

This report discusses the Freedom of Information Act (FOIA) that was passed to ensure by statute citizen access to government information. Nine categories of information may be exempted from disclosure. Three of the nine exemptions provide possible protection against the release of critical infrastructure information: exemption 1 (national security information); exemption 3 (information exempted by statute); and exemption 4 (confidential business information). Congress has considered several proposals to exempt critical infrastructure information from the FOIA.

Ecstasy: Actions of the 107th Congress to Control MDMA

Legislation has been proposed in the 107th Congress to combat the use and abuse of Ecstasy (MDMA) and other “club drugs.” In a 2001 survey, 12% of 12th graders reported ever having taken the drug. The Ecstasy Anti-Proliferation Act of 2000, enacted by the 106th Congress, directed the U.S. Sentencing Commission to increase penalties for Ecstasy offenses. As of March 2001, MDMA penalties became more severe than for powder cocaine but less severe than for heroin.

Drug Control: International Policy and Options

Over the past decade, worldwide production of illicit drugs has risen dramatically: opium and marijuana production has roughly doubled and coca production tripled. Street prices of cocaine and heroin have fallen significantly in the past 20 years, reflecting increased availability. Despite apparent national political resolve to deal with the drug problem, inherent contradictions regularly appear between U.S. anti-drug policy and other national policy goals and concerns. The mix of competing domestic and international pressures and priorities has produced an ongoing series of disputes within and between the legislative and executive branches concerning U.S. international drug policy. One contentious issue has been the Congressionally-mandated certification process, an instrument designed to induce specified drug-exporting countries to prioritize or pay more attention to the fight against narcotics businesses.

Since the early 1990s, U.S.-China relations have followed an uneven course, with modest improvements overshadowed by various recurring difficulties and setbacks. Longstanding bilateral difficulties have included U.S. problems with the PRC’s worsening human rights record, growing tensions over the PRC’s southern military build-up opposite Taiwan and Taiwan’s political status, and continued controversy over allegations of Chinese proliferation of weapons to unstable regimes.

Bioterrorism: Legislation to Improve Public Health Preparedness and Response Capacity

This report shows that while lawmakers work towards final passage of new authorizing legislation, Congress has appropriated more than $3 billion to the Dept. of Health and Human Services (HHS) to increase bioterrorism preparedness at the federal, state, and local levels. HHS anti-bioterrorism funding was included in the FY2002 Labor-HHSEducation appropriations bill and in the $20 billion emergency spending package that was attached to the FY2002 Defense appropriations bill. Until the new authorizing legislation is enacted, HHS is dispersing the funds according to existing authorities and the broad parameters set out in the appropriations bills.

An analysis of the grounds for excluding aliens follows. The report summarizes the debate on transferring visaissuance policy functions to homeland security and concludes with a discussion of the legislative proposals to reassign the visa issuance activities and to revise visa issuance policies.
