Clean Water Act Issues in the 107th Congress

Key water quality issues that may face the 107th Congress include: actions to implement existing provisions of the Clean Water Act (CWA), whether additional steps are necessary to achieve overall goals of the Act, and the appropriate federal role in guiding and paying for clean water activities. Legislative prospects for comprehensively amending the Act have for some time stalled over whether and exactly how to change the law. If clean water issues receive attention in the 107th Congress, consideration of specific issues will depend in part on the CWA policy agenda of the new Bush Administration and on priorities of the key committees that have major jurisdiction over the Act.

Deep Production Well for Geothermal Direct-Use Heating of A Large Commercial Greenhouse, Radium Springs, Rio Grande Rift, New Mexico

Expansion of a large commercial geothermally-heated greenhouse is underway and requires additional geothermal fluid production. This report discusses the results of a cost-shared U.S. Department of Energy (DOE) and A.R. Masson, Inc. drilling project designed to construct a highly productive geothermal production well for expansion of the large commercial greenhouse at Radium Springs. The well should eliminate the potential for future thermal breakthrough from existing injection wells and the inducement of inflow from shallow cold water aquifers by geothermal production drawdown in the shallow reservoir. An 800 feet deep production well, Masson 36, was drilled on a US Bureau of Land Management (BLM) Geothermal Lease NM-3479 at Radium Springs adjacent to the A. R. Masson Radium Springs Farm commercial greenhouse 15 miles north of Las Cruces in Dona Ana County, New Mexico just west of Interstate 25 near the east bank of the Rio Grande. The area is in the Rio Grande rift, a tectonically-active region with high heat flow, and is one of the major geothermal provinces in the western United State.

Effect of Thermal Aging on the Corrosion Behavior of Wrought and Welded Alloy 22

Alloy 22 (UNS N06022) is a candidate material for the external wall of the high level nuclear waste containers for the potential repository site at Yucca Mountain. In the mill-annealed (MA) condition, Alloy 22 is a single face centered cubic phase. When exposed to temperatures on the order of 600 C and above for times higher than 1 h, this alloy may develop secondary phases that are brittle and offer a lower corrosion resistance than the MA condition. The objective of this work was to age Alloy 22 at temperatures between 482 C and 800 C for times between 0.25 h and 3,000 h and to study the corrosion performance of the resulting material. Aging was carried out using wrought specimens as well as gas tungsten arc welded (GTAW) specimens. The corrosion performance was characterized using standard immersion tests in aggressive acidic solutions and electrochemical tests in multi-component solutions. Results show that, in general, in aggressive acidic solutions the corrosion rate increased as the aging temperature and aging time increased. However, in multi ionic environments that could be relevant to the potential Yucca Mountain site, the corrosion rate of aged material was the same as the corrosion rate of the …

Evaluation of Methods to Increase Light Under Ferry Terminals

To address concerns of resource agencies about the potential impacts of ferry terminal expansion on valuable habitat functions and resource use of nearshore areas, the Pacific Northwest National Laboratory (PNNL), in partnership with the Washington State Department of Transportation (WSDOT), conducted field trials with off-the-shelf products that promote light passage through dock structures. These products included a SunTunnel, deck prisms, and a metal halide greenhouse light. Light measurements (photosynthetically active radiation, PAR) were also recorded beneath glass blocks and a metal grating installed at Clinton Ferry Terminal on Whidbey Island, WA. A review of other studies measuring the effects of dock shading and alternate dock materials was conducted. PAR measurements from this study were related to minimum requirements for eelgrass Zostera marina photosynthesis and to the known maximum photosynthetic ?saturation? rate for Z. marina. We also related PAR measurements to what we know about light effects on juvenile salmonid feeding and passage under overwater structures. Of the light technologies tested, the metal halide light, SunTunnel, glass blocks, and grating potentially provide enough light for eelgrass growth underneath a ferry terminal with similar construction to the Clinton Ferry Terminal. High Efficiency Direct Carbon and Hydrogen Fuel Cells for Fossil Fuel Power Generation

Hydrogen he1 cells have been under development for a number of years and are now nearing commercial applications. Direct carbon fuel cells, heretofore, have not reached practical stages of development because of problems in fuel reactivity and cell configuration. The carbon/air fuel cell reaction (C + O{sub 2} = CO{sub 2}) has the advantage of having a nearly zero entropy change. This allows a theoretical efficiency of 100 % at 700-800 C. The activities of the C fuel and CO{sub 2} product do not change during consumption of the fuel. Consequently, the EMF is invariant; this raises the possibility of 100% fuel utilization in a single pass. (In contrast, the high-temperature hydrogen fuel cell has a theoretical efficiency of and changes in fuel activity limit practical utilizations to 75-85%.) A direct carbon fuel cell is currently being developed that utilizes reactive carbon particulates wetted by a molten carbonate electrolyte. Pure COZ is evolved at the anode and oxygen from air is consumed at the cathode. Electrochemical data is reported here for the carbon/air cell utilizing carbons derived from he1 oil pyrolysis, purified coal, purified bio-char and petroleum coke. Large-Eddy Simulation of the Evolving Stable Boundary Layer Over Flat Terrain

The stable boundary layer (SBL) in the atmosphere is of considerable interest because it is often the worse case scenario for air pollution studies and health effect assessments associated with the accidental release of toxic material. Traditional modeling approaches used in such studies do not simulate the non-steady character of the velocity field, and hence often overpredict concentrations while underpredicting spatial coverage of potentially harmful concentrations of airborne material. The challenge for LES is to be able to resolve the rather small energy-containing eddies of the SBL while still maintaining an adequate domain size. This requires that the subgrid-scale (SGS) parameterization of turbulence incorporate an adequate representation of turbulent energy transfer. Recent studies have shown that both upscale and downscale energy transfer can occur simultaneously, but that overall the net transfer is downscale. Including the upscale transfer of turbulent energy (energy backscatter) is particularly important near the ground and under stably-stratified conditions. The goal of this research is to improve the ability to realistically simulate the SBL. The large-eddy simulation (LES) approach with its subgrid-scale (SGS) turbulence model does a better job of capturing the temporally and spatially varying features of the SBL than do Reynolds-averaging models. Monitored Geologic Repository Test Evaluation Plan

The Monitored Geologic Repository test & evaluation program will specify tests, demonstrations, examinations, and analyses, and describe procedures to conduct and document testing necessary to verify meeting Monitored Geologic Repository requirements for a safe and effective geologic repository for radioactive waste. This test program will provide assurance that the repository is performing as designed, and that the barriers perform as expected; it will also develop supporting documentation to support the licensing process and to demonstrate compliance with codes, standards, and regulations. This comprehensive program addresses all aspects of verification from the development of test requirements to the performance of tests and reporting of the test results. The ''Monitored Geologic Repository Test & Evaluation Plan'' provides a detailed description of the test program approach necessary to achieve the above test program objectives. This test plan incorporates a set of test phases focused on ensuring repository safety and operational readiness and implements a project-wide integrated product management team approach to facilitate test program planning, analysis, and implementation. The following sections provide a description of the individual test phases, the methodology for test program planning and analyses, and the management approach for implementing these activities.

Proceedings of the 3rd US-Japan Workshop on Plasma Polarization Spectroscopy

The third US-Japan Workshop on Plasma Polarization Spectroscopy was held at the Lawrence Livermore National Laboratory in Livermore, California, on June 18-21, 2001. The talks presented at this workshop are summarized in these proceedings. The papers cover both experimental investigation and applications of plasma polarization spectroscopy as well as the theoretical foundation and formalisms to understand and describe the polarization phenomena. The papers give an overview of the history of plasma polarization spectroscopy, derive the formal aspects of polarization spectroscopy, including the effects of electric and magnetic fields, discuss spectra perturbed by intense microwave fields, charge exchange, and dielectronic recombination, and present calculations of various collisional excitation and ionization cross sections and the modeling of plasma polarization spectroscopy phenomena. Experimental results are given from the WT-3 tokamak, the MST reverse field pinch, the Large Helical Device, the GAMMA 10 mirror machine, the Nevada Terrawatt Facility, the Livermore EBIT-II electron beam ion trap, and beam-foil spectroscopy. In addition, results were presented from studies of several laser-produced plasma experiments and new instrumental techniques were demonstrated.

Redundant arrays of IDE drives

The authors report tests of redundant arrays of IDE disk drives for use in offline high energy physics data analysis. Parts costs of total systems using commodity EIDE disks are now at the $4000 per Terabyte level. Disk storage prices have now decreased to the point where they equal the cost per Terabyte of Storage Technology tape silos. The disks, however, offer far better granularity; even small institutions can afford to deploy systems. The tests include reports on software RAID-5 systems running under Linux 2.4 using Promise Ultra 100{trademark} disk controllers. RAID-5 protects data in case of a single disk failure by providing parity bits. Tape backup is not required. Journaling file systems are used to allow rapid recovery from crashes. The data analysis strategy is to encapsulate data and CPU processing power. Analysis for a particular part of a data set takes place on the PC where the data resides. The network is only used to put results together. They explore three methods of moving data between sites; internet transfers, not pluggable IDE disks in FireWire cases, and DVD-R disks.

A second-order method for interface reconstruction in orthogonal coordinate systems

The authors present a second-order algorithm for reconstructing an interface from a distribution of volume fractions in a general orthogonal coordinate system with derivatives approximated using finite differences. The method approximates the interface curve by a piecewise-linear profile. An integral formulation is used that accounts for the orthogonal coordinate system in a natural way. The authors present results obtained using this method for tracking a material interface between two compressible media in spherical coordinates.

The SIunits package allows for the use of world views other than the standard (std) view of dimensional quantities length, time, mass, current, temperature, and so forth. A commonly used world view says ''we work in units where c = 1,'' for example. The package must do the work to support that new relativistic world view. In this note, I want to provide concrete answers to several questions: What set of statements defines a world view; What does the SIunits Package need to know to be able to support each world view; How does this information appear in the files implementing SIunits; How can this information be derived from the defining statements, in the general case; and What facility is placed into the SIunits package to derive the needed information?
