1992 state-by-state assessment of low-level radioactive wastes received at commercial disposal sites. National Low-Level Waste Management Program

Each year the National Low-Level Waste Management Program publishes a state-by-state assessment report. This report provides both national and state-specific disposal data on low-level radioactive waste commercially disposed in the United States. Data in this report are categorized according to disposal site, generator category, waste class, volumes, and radionuclide activity. Included in this report are tables showing the distribution of waste by state for 1992 and a comparison of waste volumes and radioactivity by state for 1988 through 1992; also included is a list of all commercial nuclear power reactors in the United States as of December 31, 1992. This report distinguishes between low-level radioactive waste shipped directly for disposal by generators and waste that was handled by an intermediary, a reporting change introduced in the 1988 state-by-state report.

In October of 1990, the New Mexico Environment Department entered into an agreement with the US Department of Energy (DOE) to create the Department of Energy Oversight and Monitoring Program. This program is designed to create an avenue for the State to ensure DOE facilities are in compliance with applicable environmental regulations, to allow the State oversight and monitoring independent of the DOE, to allow the State valuable input into remediation decision making, and to protect the environment and the public health and safety of New Mexicans concerning DOE facility activities. This agreement, called the Agreement in Principle (AIP), includes all four of New Mexico`s DOE facilities: Los Alamos National Laboratory in Los Alamos; Sandia National Laboratories and the Inhalation Toxicology Research Institute on Kirtland Air Force Base in Albuquerque; and the Waste Isolation Pilot Plant near Carlsbad.

1993 annual report for the Phaedrus-T RF current drive experiments

After a series of antenna modifications and a program of optimizing our Boronization procedures, we have succeeded in coupling 300 kill of rf power to the plasma. Thomson Scattering shows a 20--60% increase in core T{sub e}, and constitutes experimental evidence that the waves are interacting with the electron population. Beam Emission Spectroscopy (BES) data show that the power is deposited in the core and at the edge as predicted by theoretical modeling. Ninety degree phasing of the antenna caused loop voltage drops of 15--25%, which can be interpreted as an increase 5 kA of toroidal plasma current for co-injection phasing versus counter injection phasing. Biased H-modes have been created with a biased electrode. These plasmas have a steeper edge density gradient and reduced edge fluctuations than our normal limiter plasmas and a D{sub alpha} emission drop at the limiter. Radial profiles of soft x-ray line emission have been measured by the Johns Hopkins group and significantly aided in our understanding of impurity generation with rf and in the biased H-mode. Initial reflectometry data shows the presence of rf density fluctuations in the plasma. Different boronization techniques have been tried leading to a higher boron content in the deposited layer …

1993 CAT workshop on beamline optical designs

An Advanced Photon Source (APS) Collaborative Access Team (CAT) Workshop on Beamline Optical Designs was held at Argonne National Laboratory on July 26--27, 1993. The goal of this workshop was to bring together experts from various synchrotron sources to provide status reports on crystal, reflecting, and polarizing optics as a baseline for discussions of issues facing optical designers for CAT beamlines at the APS. Speakers from the European Synchrotron Radiation Facility (ESRF), the University of Chicago, the National Synchrotron Light Source, and the University of Manchester (England) described single- and double-crystal monochromators, mirrors, glass capillaries, and polarizing optics. Following these presentations, the 90 participants divided into three working groups: Crystal Optics Design, Reflecting Optics, and Optics for Polarization Studies. This volume contains copies of the presentation materials from all speakers, summaries of the three working groups, and a ``catalog`` of various monochromator designs.

1993 Effluent and environmental monitoring report for the Bettis Atomic Power Laboratory, Pittsburgh Site

The results of the radiological and non-radiological environmental monitoring programs for 1993 at the Bettis-Pittsburgh Site are presented. The results obtained from the monitoring programs demonstrate that the existing procedures ensured that environmental releases during 1993 were in accordance with applicable Federal and State regulations. Evaluation of the environmental data indicates that the current operations at the Site continue to have no adverse effect on the quality of the environment. A conservative assessment of radiation exposure to the general public as a result of Site operations demonstrated that the dose received by any member of the public was well below the most restrictive dose limits established by the US Environmental Protection Agency and the US Department of Energy.

The purpose of the trip was to attend the 1993 International Conference on Nuclear Waste Management and Environmental Remediation. The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations. The conference was sponsored by the American Society of Mechanical Engineers, the Czech and Slovak Mechanical Engineering Societies, and the Czech and Slovak Nuclear Societies in cooperation with the Commission of the European Communities, the International Atomic Energy Agency, and the OECD Nuclear Agency. The conference was cosponsored by the American Nuclear Society, the Atomic Energy Society of Japan, the Canadian Nuclear Society, the (former USSR) Nuclear Society, and the Japan Society of Mechanical Engineers. This was the fourth in a series of biennial conferences, which started in Hong Kong, in 1987. This report summarizes shared aspects of the trip; however, each traveler`s observations and recommendations are reported separately.

1993 Pacific Northwest Loads and Resources Study.

The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The 1993 Pacific Northwest Loads and Resources Study establishes the Bonneville Power Administration`s (BPA) planning basis for supplying electricity to BPA customers. The Loads and Resources Study is presented in three documents: (1) this technical appendix detailing loads and resources for each major Pacific and Northwest generating utility, (2) a summary of Federal system and Pacific Northwest region loads and resources, and (3) a technical appendix detailing forecasted Pacific Northwest economic trends and loads. This analysis updates the 1992 Pacific Northwest Loads and Resources Study Technical Appendix published in December 1992. This technical appendix provides utility-specific information that BPA uses in its long-range planning. It incorporates the following for each utility (1) Electrical demand firm loads; (2) Generating resources; and (3) Contracts both inside and outside the region. This document should be used in combination with the 1993 Pacific Northwest Loads and Resources Study, published in December 1993, because much of the information in that document is not duplicated here.

1993 PVUSA progress report

Photovoltaics for Utility Scale Applications (PVUSA) is a national public-private partnership that is assessing and demonstrating the viability of utility-scale photovoltaic (PV) electric generation systems and recent developments in module technology. This report updates the progress of the PVUSA project, review the status and performance of all PV installations during 1993, and summarizes key accomplishments and conclusions for the year. The PVUSA project has five objectives designed to narrow the gap between a large utility industry that is unfamiliar with PV, and a small PV industry that is aware of a potentially large utility market but unfamiliar with how to meet its requirements. The objectives are: to evaluate the performance, reliability, and cost of promising PV modules and balance-of-system (BOS) components side-by-side at a single location; to assess PV system operation and maintenance (O and M) in a utility setting; to compare PV technologies in diverse geographic areas; to provide US utilities with hands-on experience in designing, procuring, and operating PV systems; and to document and disseminate knowledge gained from the project.

The 1993 DOE Radiation Protection Workshop was conducted from April 13 through 15, 1993 in Las Vegas, Nevada. This section describes the chemical and physical nature of the RCRA regulated hazardous wastes to be handled, stored, and incinerated at the Consolidated Incineration Facility (CIF) at the Savannah River Site. It is in accordance with requirements of South Carolina Hazardous Waste Management Regulations R.61-79.264.13(a) and(b), and 270.14(b)(2). This application is for permit to store and teat these hazardous wastes as required for the operation of CIF. The permit is to cover the storage of hazardous waste in containers and of waste in six hazardous waste storage tanks. Treatment processes include incineration, solidification of ash, and neutralization of scrubber blowdown.

1993 Report on Hanford Site Land Disposal Restrictions for Mixed Wastes

Since the early 1940s, the contractors at the Hanford Site have been involved in the production and purification of nuclear defense materials. These production activities have resulted in the generation of large quantities of liquid and solid radioactive mixed waste (RMW). This waste is subject to regulation under authority of both the Resource Conservation and Recovery Act of 1976{sup 2}(RCRA) and Atomic Energy Act{sup 3}. This report covers mixed waste only. Hazardous waste that is not contaminated with radionuclides is not addressed in this report. The Washington State Department of Ecology, US Environmental Protection Agency, and US Department of Energy have entered into an agreement, the Hanford Federal Facility Agreement and Consent Order{sup 1} (commonly referred to as the Tri-Party Agreement) to bring the Hanford Site operations into compliance with dangerous waste regulations. The Tri-Party Agreement required development of the original land disposal restrictions (LDR) plan and its annual updates to comply with LDR requirements for RMW. This report is the third update of the plan first issued in 1990. The Tri-Party Agreement requires, and the baseline plan and annual update reports provide, the information that follows: Waste characterization information; storage data; treatment information; waste reduction information; schedule; and progress.

This report, which updates WHC-EP-0567, 1992 Solid Waste Reference Forecast Summary, (WHC 1992) forecasts the volumes of solid wastes to be generated or received at the US Department of Energy Hanford Site during the 30-year period from FY 1993 through FY 2022. The data used in this document were collected from Westinghouse Hanford Company forecasts as well as from surveys of waste generators at other US Department of Energy sites who are now shipping or plan to ship solid wastes to the Hanford Site for disposal. These wastes include low-level and low-level mixed waste, transuranic and transuranic mixed waste, and nonradioactive hazardous waste.

1993 yearly calibration of Pacific Northwest Laboratory`s gross gamma-ray borehole geophysical logging system

This report describes the 1993 yearly calibration of a gross gamma-ray geophysical pulse logging system owned by the US Department of Energy (DOE) and operated by Pacific Northwest Laboratory. The calibration was conducted to permit the continued use of this system for geologic and hydrologic studies associated with remedial investigation at the Hanford Site. The calibration is limited to the probe identified as CG27A-97 and applies to a new probe detector crystal that replaced the former detector in January 1993, after a crack was discovered. Primary calibrations to equivalent-uranium units were conducted in DOE borehole model standards that reside on the Hanford Site. The calibrations were performed in borehole models SBL/SBH and SBA/SBB, which both contain sections with relatively low equivalent-uranium concentrations. Model SBH/SBL has now been countersunk at the site so that data were taken by suspending the probe downhole. Model SBA/SBB is still lying horizontally above ground at the site, so data were logged as in previous calibrations at the Hanford site by pushing the probe into the hole and drawing it out with the logging equipment. A previous correlation for relating observed count rate in before- and after-logging field calibrations to equivalent-uranium concentrations was confirmed for field …
