7-GeV Advanced Photon Source Beamline Initiative. Conceptual Design Report
The DOE is building a new generation 6-7 GeV Synchrotron Radiation Source known as the Advanced Photon Source (APS) at Argonne National Laboratory. This facility, to be completed in FY 1996, can provide 70 x-ray sources of unprecedented brightness to meet the research needs of virtually all scientific disciplines and numerous technologies. The technological research capability of the APS in the areas of energy, communications and health will enable a new partnership between the DOE and US industry. Current funding for the APS will complete the current phase of construction so that scientists can begin their applications in FY 1996. Comprehensive utilization of the unique properties of APS beams will enable cutting-edge research not currently possible. It is now appropriate to plan to construct additional radiation sources and beamline standard components to meet the excess demands of the APS users. In this APS Beamline Initiative, 2.5-m-long insertion-device x-ray sources will be built on four straight sections of the APS storage ring, and an additional four bending-magnet sources will also be put in use. Users manual for the Chameleon Parallel Programming Tools
Message passing is a common method for writing programs for distributed-memory parallel computers. Unfortunately, the lack of a standard for message passing has hampered the construction of portable and efficient parallel programs. In an attempt to remedy this problem, a number of groups have developed their own message-passing systems, each with its own strengths and weaknesses. Chameleon is a second-generation system of this type. Rather than replacing these existing systems, Chameleon is meant to supplement them by providing a uniform way to access many of these systems. Chameleon`s goals are to (a) be very lightweight (low over-head), (b) be highly portable, and (c) help standardize program startup and the use of emerging message-passing operations such as collective operations on subsets of processors. Chameleon also provides a way to port programs written using PICL or Intel NX message passing to other systems, including collections of workstations. Chameleon is tracking the Message-Passing Interface (MPI) draft standard and will provide both an MPI implementation and an MPI transport layer. Chameleon provides support for heterogeneous computing by using p4 and PVM. Programming in Fortran M
Fortran M is a small set of extensions to Fortran that supports a modular approach to the construction of sequential and parallel programs. Fortran M programs use channels to plug together processes which may be written in Fortran M or Fortran 77. Processes communicate by sending and receiving messages on channels. Channels and processes can be created dynamically, but programs remain deterministic unless specialized nondeterministic constructs are used. Fortran M programs can execute on a range of sequential, parallel, and networked computers. This report incorporates both a tutorial introduction to Fortran M and a users guide for the Fortran M compiler developed at Argonne National Laboratory. The Fortran M compiler, supporting software, and documentation are made available free of charge by Argonne National Laboratory, but are protected by a copyright which places certain restrictions on how they may be redistributed. See the software for details. The latest version of both the compiler and this manual can be obtained by anonymous ftp from Argonne National Laboratory in the directory pub/fortran-m at info.mcs.anl.gov.

Preliminary Plan for Treating Mixed Waste
A preliminary waste treatment plan was developed for disposing of radioactive inorganic liquid wastes that contain hazardous metals and/or hazardous acid concentrations at Argonne National Laboratory. This plan, which involves neutralization and sulfide precipitation followed by filtration, reduces the concentration of hazardous metals and the acidity so that the filtrate liquid is simply a low-level radioactive waste that can be fed to a low-level waste evaporator.

This document reports on the work done in applied physical chemistry at the Chemical Technology Division (CMT), Argonne National Laboratory (ANL), in the period October 1991 through September 1992. this work includes research into the process that control the release and transport of fission products under accident-like conditions in a light water reactor, the thermophysical properties of the metal fuel in the Integral Fast Reactor under development at ANL, and the properties of candidate tritium breeding materials in environments simulating those of fusion energy systems.

The Endangered Species Act and Private Property
If the 103rd Congress embarks upon an effort to reauthorize the Endangered Species Act (ESA), it will run into an old acquaintance: the property rights issue. As now written, the ESA has at least the potential to curtail property rights (whatever its actual impact as implemented may be). This report explores the legal repercussions of those impacts, especially whether they constitute takings of property under the fifth amendment of the U.S. Constitution.

Plant Closings, Mass Layoffs, and Worker Dislocations: Data Issues
For at least 15 years Members of Congress have continued to ask: How many U.S. manufacturing plants have closed? For at least 15 years they have continued to ask: How many U.S. manufacturing plants have relocated abroad, and where have they gone? For at least 15 years the answer has been: For the most part, those questions can't be answered, based on Government data. How many plants are moving to Mexico? What industries and what States are the plants from? How many U.S. workers are losing their jobs as a result? It appears that still, after two legislative attempts to mandate collection of these data, the Government publishes no counts of U.S. plant closings, and almost no information on plant relocations. Options for strengthening the data systems include addressing three main weaknesses: inadequate data program design, a plant closing definition that misses its mark, and publication of partial instead of complete survey results.

President Bush's Judicial Nominations During the 101st and 102nd Congresses
There are ten categories of courts (including the local courts of the District of Columbia) to which the President nominates judges. The report provides background and statistics concerning President Bush's judicial nominations in each court category as well as actions taken on those nominations by the United States Senate. Each of the report's ten sections discusses the composition and jurisdiction of the court in question and notes the committee to which nominations to this court were referred when received by the Senate. Also, statistics on judicial nominations received by the Senate during the four years of the Bush Presidency are presented.

Israeli-Palestinian Agreement
On August 27, 1993, Israel and the Palestinians announced that Israeli Foreign Minister Shimon Peres and Palestinian Liberation Organization (PLO) official Mahmoud Abbas (also known as Abu Mazen) had initialed a landmark agreement on August 19 in Oslo, Norway on a Declaration of Principles on interim self-government for the West Bank and Gaza Strip. On September 9, PLO Chairman Yasser Arafat and Israeli Prime Minister Yitzhak Rabin exchanged letters unprecedented mutual recognition. On September 10, President Clinton welcomed the agreement, thanked Congress for its support, and announced that the United States would resume its dialog with the PLO. The Declaration was signed at the White House on September 13. This report provides summaries of the Declaration and the letters.

Background to the Overthrow of President Aristide
This report provides background information on the violent and authoritarian traditions that have characterized Haiti's political dynamics since Haiti attained independence in 1804. It examines Haiti's difficult path toward democracy after the fall of the Duvalier regime, from numerous short-lived governments until the election of Aristide.
