A Directory of Some Interest Groups and Governmental Organizations Concerned With National Environmental Policies

This report briefly describes selected associations that have demonstrated strong and continuous interest in environmental protection policies of the United States. It provides background information on some of the active participants in national policy discussions. The set of organizations abstracted for this report is not comprehensive; many groups necessarily have been omitted, often because they failed to respond to our request for information. An attempt was made to balance divergent political opinions and to include groups with different perspectives. All associations included in the report have nationwide membership, maintain an office in the vicinity of the Washington, D.C. metropolitan area, and actively seek to influence national (as opposed to international or regional) environmental policies. The financial information provided varies depending on what was available to CRS.

DOE Office of Energy Research laboratories self-asessment workshop: The nuts and bolts of implementation, July 27--28, 1993

Making self-assessment a ``cultural norm`` at the DOE Office of Energy Research (ER) laboratories has been a tremendous challenge. In an effort to provide a forum for the ER laboratories to share their self-assessment program implementation experiences, the Lawrence Berkeley Laboratory hosted a Self-Assessment Workshop: July 1993. The workshop was organized to cover such areas as: DOE`s vision of self-assessment; what makes a workable program; line management experiences; how to identify root causes and trends; integrating quality assurance, conduct of operations, and self-assessment; and going beyond environment, safety, and health. Individuals from the ER laboratories wishing to participate in the workshop were invited to speak on topics of their choice. The workshop was organized to cover general topics in morning presentations to all attendees and to cover selected topics at afternoon breakout sessions. This report summarizes the presentations and breakout discussions.

MFT homogeneity study at TNX: Final report on the low weight percent solids concentration

A statistical design and analysis of both elemental analyses and weight percent solids analyses data was utilized to evaluate the MFT homogeneity at low heel levels and low agitator speed at both high and low solids feed concentrations. The homogeneity was also evaluated at both low and high agitator speed at the 6000+ gallons static level. The dynamic level portion of the test simulated feeding the Melter from the MFT to evaluate the uniformity of the solids slurry composition (Frit-PHA-Sludge) entering the melter from the MFT. This final report provides the results and conclusions from the second half of the study, the low weight percent solids concentration portion, as well as a comparison with the results from the first half of the study, the high weight percent solids portion.

Radioactive effluents in Savannah River. Summary report for 1992

During 1992, the radioactive effluents in the Savannah River were less than those observed in 1991. Vogtle reported no significant releases in 1992, and in earlier years Vogtle improvements in pre-processing their releases had already effected a decreasing trend in release levels. Their effluents continue to be dominated by {sup 58}Co, which had a maximum concentration of only 0.068 pCi/L, which is just 1/3 of the maximum observed in 1991. Many of the other man-made radionuclides observed in earlier years have now decreased to where some are not even detected, and no new radionuclides were detected in the 1992 Vogtle effluents. In addition to {sup 58}Co, low levels of {sup 60}Co were frequently observed, but only traces of {sup 54}Mn and {sup 95}Nb were observed. Contrary to earlier years no {sup 51}Cr, {sup 57}Co, {sup 59}Fe, or {sup 95}Zr were seen in 1992. Tritium and {sup 137}Cs were also monitored, but their levels generally remain consistent with known SRS sources. The maximum tritium observed near Vogtle was 2 pCi,/mL. The maximum downstream tritium was higher (3.8 pCi/mL), primarily due to the tritium release from K-Reactor in December 1991; however, the levels had abated significantly prior to collection of the tritium …

A threshold for dissipative fission

The empirical domain of validity of statistical theory is examined as applied to fission data on pre-fission data on pre-fission neutron, charged particle, and {gamma}-ray multiplicities. Systematics are found of the threshold excitation energy for the appearance of nonstatistical fission. From the data on systems with not too high fissility, the relevant phenomenological parameter is the ratio of the threshold temperature T{sub thresh} to the (temperature-dependent) fission barrier height E{sub Bar}(T). The statistical model reproduces the data for T{sub thresh}/E{sub Bar}(T) < 0.26 {plus_minus} 0.05, but underpredicts the multiplicities at higher T{sub thresh}/E{sub Bar}(T) independent of mass and fissility of the systems.

Controlling the discharge of toxic pollutants into the Nation's waters is once again an issue as Congress considers reauthorizing the Clean Water Act. This report describes the evolution of programs and policies in the Act concerning toxic pollutants, discusses current problems with implementation of some of these programs and policies, and outlines a number of issues that are on the legislative agenda.
