Public census data on CD-ROM at Lawrence Berkeley Laboratory

The Comprehensive Epidemiologic Data Resource (CEDR) and Populations at Risk to Environmental Pollution (PAREP) projects, of the Information and Computing Sciences Division (ICSD) at Lawrence Berkeley Laboratory (LBL), are using public socioeconomic and geographic data files which are available to CEDR and PAREP collaborators via LBL's computing network. At this time 72 CD-ROM diskettes (approximately 37 gigabytes) are on line via the Unix file server cedrcd.lbl.gov''. Most of the files are from the US Bureau of the Census, and many of these pertain to the 1990 Census of Population and Housing. All the CD-ROM diskettes contain documentation in the form of ASCII text files. In addition, printed documentation for most files is available for inspection at University of California Data and Technical Assistance (UC DATA), tel. (510) 642-6571, or the UC Documents Library, tel. (510) 642-2569, both located on the UC Berkeley Campus. Many of the CD-ROM diskettes distributed by the Census Bureau contain software for PC compatible computers, for easily accessing the data. Flue gas conditioning for improved particle collection in electrostatic precipitators

Several tasks have been completed in a program to evaluate additives to improve fine particle collection in electrostatic precipitators. Screening tests and laboratory evaluations of additives are summarized in this report. Over 20 additives were evaluated; four were found to improve flyash precipitation rates. The Insitec particle analyzer was also evaluated; test results show that the analyzer will provide accurate sizing and counting information for particles in the size range of [le] 10 [mu]m dia.

CPAC moisture study: Phase 1 report on the study of optical spectra calibration for moisture

This report discusses work done to investigate the feasibility of using optical spectroscopic methods, combined with multivariate Partial Least Squares (PLS) calibration modeling, to quantitatively predict the moisture content of the crust material in Hanford`s waste tank materials. Experiments were conducted with BY-104 simulant material for the 400--1100 nm (VIS), 1100--2500 (NIR), and 400-4000 cm{sup {minus}1}(IR) optical regions. The test data indicated that the NIR optical region, with a single PLS calibration factor, provided the highest accuracy response (better than 0.5 wt %) over a 0--25 wt % moisture range. Issues relating to the preparation of moisture samples with the BY-104 materials and the potential implementation within hot cell and waste tanks are also discussed. The investigation of potential material interferences, including physical and chemical properties, and the scaled demonstration of fiber optic and camera types of applications with simulated waste tanks are outlined as future work tasks.

Gravity sag of sandwich panel assemblies as applied to precision cathode strip chamber structural design

The relationship between gravity sag of a precision cathode strip chamber and its sandwich panel structural design is explored parametrically. An algorithm for estimating the dominant component of gravity sag is defined. Graphs of normalized gravity sag as a function of gap frame width and material, sandwich core edge filler width and material, panel skin thickness, gap height, and support location are calculated using the gravity sag algorithm. The structural importance of the sandwich-to-sandwich ``gap frame`` connection is explained.

The research activities during this quarter of the DOE project, {open_quotes}Characterization of Multiphase Fluid Flow During Air-Sparged Hydrocyclone Flotation{close_quotes}, involved a detailed parametric study of the flotation response of the ASH, establishing an empirical correlation between flotation response and operating variables, and development of a phenomenological description of the observed responses. In these experiments with quartz particles, flotation response is essentially characterized by recovery of the solids to the overflow. Dimensionless variables such as the ratio of overflow opening area to underflow opening area, the ratio of air flow rate to slurry flow rate, percent solids in the feed suspension, particle size, inlet velocity (i.e. slurry pressure) are all of paramount importance. A series of experiments were designed to systematically study the effects of these variables on the flotation response. The radial density distribution profiles obtained from x-ray CT measurements (presented in earlier quarterly reports) reflect the fluid flow behavior of the ASH to a great extent. Based on the results of the experimental tests an empirical model has been developed correlating recovery with the operating variables.

This document provides a summary of the design of the 2MW carbonate fuel cell power plant which will be built and tested under DOE cooperative agreement DE-FC2l-92MC29237. The report is divided into sections which describe the process and stack module design, and Appendices which provide additional design detail. Section 2.0 provides an overview of the program, including the project objectives, site location, and schedule. A description of the overall process is presented in Section 3.0. The design of the fuel cell stack Modules is described in Section 5.0, which discusses the design of the fuel cell stacks, multi-stack enclosures, and Stack Modules. Additional detail is provided in a report Appendix, the Final Design Criteria Summary. This is an abstract of the design criteria used in the design of the Submodules and Modules.

US-Japan energy policy dialogue. [Final] report, June 1991--December 1992

The Atlantic Council has cooperated in an ongoing dialogue on energy policy issues with key Japanese organizations for the past twelve years. These Japanese organizations are the Committee for Energy Policy Promotion (CEPP) and the Institute of Energy Economics (IEE). The members of CEPP are major energy supplier and user companies. The IEE conducts sophisticated research and prepares policy papers on a range of international and Japanese energy issues. This energy dialogue is the only long-term US-Japan dialogue which engages CEPP/IEE members. Over the past twelve years the US-Japan energy dialogue has met seventeen times, with alternating meetings held in Tokyo, Hawaii, and Washington, DC. While the dialogue is a private sector activity, US and Japanese government officials are kept informed on the program and are invited to participate in the meetings in Washington and Tokyo. Major benefits of this activity have included: Establishment of close working relationships among Japanese and US private sector energy institutions and experts; exchange of papers on energy issues among participants and on a selected basis to others in the private and governmental sectors; facilitation of separate US-Japanese work on policy issues - for example a joint US-Japan cooperative policy paper on global climate change …

Uranium solubility studies during waste evaporation

The liquid waste streams from chemical processing of reactor-irradiated targets and fuel are neutralized with excess NaOH and discharged to mild steel waste tanks for interim storage. To reduce the number of tanks required, and thus the cost of waste storage, the supernate is evaporated to about 70% solids, discharged while hot into clean waste tanks. As the solution cools, solids crystallize from the saturated solution and form a solid layer on the bottom of the tank. The supernate is re-evaporated to concentrate the volume further. Evaporation and crystallization are continued until, for tank 41, the tank is almost filled with crystallized salts. In the DWPF processing scheme, these salts will be redissolved in water and {sup 137}Cs precipitated with sodium tetraphenylborate in the in-tank precipitation facility. The decontaminated supernate is now mixed with cement and stored as a solid monolith; the precipitated Cs and the base-insoluble solids are encapsulated in glass for permanent storage. Questions have been raised about the nuclear safety of these operations, particularly for tank 41, where the waste source was waste from the H-Area fuel processing. One scenario for a potential nuclear accident considers that the salts in tank 41 would dissolve in water, but …

Plutonium discharges to the sanitary sewer: Health impacts at the Livermore Water Reclamation Plant

The Lawrence Livermore National Laboratory (LLNL) is the largest discharger of sewage treated by the Livermore Water Reclamation (LWRP), contributing approximately 7% by volume of the LWRP influent LILNL operations, as potential sources both of industrial pollutants and radioactivity, are therefore of particular concern to the LWRP. For this reason, LLNL has maintained vigorous wastewater discharge control and monitoring programs. In particular, the monitoring program has demonstrated that, except in a few rare instances, the concentration of contaminants in LLNL effluent have always remained below the appropriate regulatory standards. The exceptions have generally been due to inadvertent discharges of metals-bearing solutions produced by metal plating or cleaning operations.

This document contains the second quarterly technical progress report for PTI`s Bench-Scale Testing Project of a circuit integrating PTI`s KEN-FLOTE{trademark} Column Flotation Technology and PTI`s On-Line Quality Monitor and Control System. The twelve-month project involves installation and testing of a 200--300 lb/hr. bench-scale testing circuit at PETC`s Coal Preparation Process Research Facility (CPPRF) for two bituminous coals (Upper Freeport and Pittsburgh No. 8 Seam Raw Coals). The project schedule timeline by task series for the twelve month project, as it was laid out in the initial Project Work Plan. At the present time, all tasks are progressing according to schedule with the exception of the Task 800 Circuit Testing and Sample Prep and Task 1000 Circuit Decommissioning, which have slipped approximately five weeks due to delays incurred within in the project.

Detection of ``single-leg separated`` heart valves using statistical pattern recognition with the nearest neighbor classifier

The goal of this work was to detect ``single-leg separated`` Bjoerk-Shiley Convexo-Concave heart valves which had been implanted in sheep. A ``single-leg separated`` heart valve contains a fracture in the outlet strut resulting in an increased risk of mechanical failure. The approach presented in this report detects such fractures by applying statistical pattern recognition with the nearest neighbor classifier to the acoustic signatures of the valve opening. This approach is discussed and results of applying it to real data are given.

Strategic Petroleum Reserve annual/quarterly report

During 1992 the Department continued planning activities for the expansion of the Strategic Petroleum Reserve to one billion barrels. A draft Environmental Impact Statement for the five candidate sites was completed in October 1992, and a series of public hearings was held during December 1992. Conceptual design engineering activities, life cycle cost estimates and geotechnical studies to support the technical requirements for an Strategic Petroleum Reserve Plan Amendment were essentially completed in December 1992. At the end of 1992, the Strategic Petroleum Reserve crude oil inventory was 574.7 million barrels and an additional 1.7 million barrels was in transit to the Reserve. During 1992 approximately 6.2 million barrels of crude oil were acquired for the Reserve. A Department of Energy Tiger Team Environmental, Safety and Health (ES&H) Assessment was conducted at the Strategic Petroleum Reserve from March 9 through April 10, 1992. In general, the Tiger Team found that Strategic Petroleum Reserve activities do not pose undue environmental, safety or health risks. The Strategic Petroleum Reserve`s Final Corrective Action Plan, prepared in response to the Tiger Team assessment, was submitted for Department approval in December 1992. Functions and requirements for subsurface barriers used in support of single-shell tank waste retrieval

The mission of the Tank Waste Remediation System (TWRS) Program is to store, treat, and immobilize highly radioactive Hanford waste in an environmentally sound, safe, and cost-effective manner. The scope of the TWRS Program includes project and program activities for receiving, storing, maintaining, treating, and disposing onsite, or packaging for offsite disposal, all Hanford tank waste. Hanford tank waste includes the contents of 149 single-shell tanks (SSTs) and 28 double-shell tanks (DSTs), plus any new waste added to these facilities, and all encapsulated cesium and strontium stored onsite and returned from offsite users. A key element of the TWRS Program is retrieval of the waste in the SSTs. The waste stored in these underground tanks must be removed in order to minimize environmental, safety, and health risks associated with continuing waste storage. Subsurface barriers are being considered as a means to mitigate the effects of tank leaks including those occurring during SST waste retrieval. The functions to be performed by subsurface barriers based on their role in retrieving waste from the SSTs are described, and the requirements which constrain their application are identified. These functions and requirements together define the functional baseline for subsurface barriers.

The Office of Utility Technologies works cooperatively with industry and the utility sector to realize the market potential for energy efficiency and renewable energy technologies. Under this contract, BNF has provided management support services for OUT R&D activities for the following Program offices: (1) Office of Energy Management; (2) Office of Solar Energy Conversion; (3) Office of Renewable Energy Conversion; and (4) Deputy Assistant Secretary. During the period between 4/17/91 and 9/17/93, BNF furnished the necessary personnel, equipment, materials, facilities and travel required to provide management support services for each of the above Program Offices. From 9/18/93 to 12/17/93, BNF has been involved in closeout activities, including final product deliverables. US/Japan Cooperation in High Energy Physics. Review of activities, 1988--1993

The objective of the Implementing Arrangement was to further the energy programs of both countries by establishing a framework for cooperation in the field of high energy physics, including research, accelerator and detector instrumentation research and development, the fabrication and subsequent use of new experimental devices and facilities, and related joint efforts as may be mutually agreed. Over the years, this cooperation has been very effective and has strengthened the overall collaborative efforts and the understanding between our nations and their citizens. It has demonstrated to the world our ability to work together to attack difficult problems. High Energy Physics goes across national borders; the bond is clearly intellectual and common ground is shared for the benefit of all in a most effective manner. This review covers the activities conducted under the aegis of the US/Japan Committee for Cooperation in High Energy Physics during the past five years (1988--1993). This was the second such US review of the US/Japan cooperative activities; the first was held in 1987.
