``24/36/48`` Cathode Strip Chamber layout for SSC GEM Detector muon subsystem

The ``48/48/48`` {phi}-segmentation design for the Cathode Strip Chambers in the GEM Detector produces a number of coverage ``gaps`` in {phi} and {theta}. A revised ``24/36/48`` {phi}-segmentation layout provides increased geometric coverage and a significant reduction in the number of chambers in the detector. This will increase physics performance while reducing the labor costs associated with building and installing chambers in the GEM Detector. This paper documents the physical layout of the proposed change to the baseline chamber arrangement.

303-K Storage Facility Closure Plan. Revision 2

Recyclable scrap uranium with zircaloy-2 and copper silicon alloy, uranium-titanium alloy, beryllium/zircaloy-2 alloy, and zircaloy-2 chips and fines were secured in concrete billets (7.5-gallon containers) in the 303-K Storage Facility, located in the 300 Area. The beryllium/zircaloy-2 alloy and zircaloy-2 chips and fines are designated as mixed waste with the characteristic of ignitability. The concretion process reduced the ignitability of the fines and chips for safe storage and shipment. This process has been discontinued and the 303-K Storage Facility is now undergoing closure as defined in the Resource Conservation and Recovery Act (RCRA) of 1976 and the Washington Administrative Code (WAC) Dangerous Waste Regulations, WAC 173-303-040. This closure plan presents a description of the 303-K Storage Facility, the history of materials and waste managed, and the procedures that will be followed to close the 303-K Storage Facility. The 303-K Storage Facility is located within the 300-FF-3 (source) and 300-FF-5 (groundwater) operable units, as designated in the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) (Ecology et al. 1992). Contamination in the operable units 300-FF-3 and 300-FF-5 is scheduled to be addressed through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980 remedial action process. Accelerated line-by-line calculations for the radiative transfer of trace gases related to climate studies. Progress report No. 1, 15 September 1993--14 September 1994

In the present study we are studying the effects of including carbon dioxide, ozone, methane, and the halocarbons in addition to water vapor in the radiating atmosphere. The study has focused on two principal issues: the effect on the spectral fluxes and cooling rates of carbon dioxide, ozone and the halocarbons at 1990 concentration levels and the change in fluxes and cooling rates as a consequence of the anticipated ten year change in the profiles of these species. For the latter study the water vapor profiles have been taken as invariant in time. The radiative line-by-line calculations using LBLRTM (Line-By-Line Radiative Transfer Model) have been performed for tropical (TRP), mid-latitude winter (MLW) and mid-latitude summer (MLS) model atmospheres. The halocarbons considered in the present study are CCl{sub 4}, CFC-11, CFC-12 and CFC-22. In addition to considering the radiative effects of carbon dioxide at 355 ppM, the assumed current level, we have also obtained results for doubled carbon dioxide at 710 ppM. An important focus of the current research effort is the effect of the ozone depletion profile on atmospheric radiative effects.

Actual Versus Predicted Impacts of Three Ethanol Plants on Aquatic and Terrestrial Resources

To help reduce US dependence on imported petroleum, Congress passed the Energy Security Act of 1980 (public Law 96-294). This legislation authorized the US Department of Energy (DOE) to promote expansion of the fuel alcohol industry through, among other measures, its Alcohol Fuels Loan Guarantee Program. Under this program, selected proposals for the conversion of plant biomass into fuel-grade ethanol would be granted loan guarantees. of 57 applications submitted for loan guarantees to build and operate ethanol fuel projects under this program, 11 were considered by DOE to have the greatest potential for satisfying DOE`s requirements and goals. In accordance with the National Environmental Policy Act (NEPA), DOE evaluated the potential impacts of proceeding with the Loan Guarantee Program in a programmatic environmental assessment (DOE 1981) that resulted in a finding of no significant impact (FANCY) (47 Federal Register 34, p. 7483). The following year, DOE conducted site-specific environmental assessments (EAs) for 10 of the proposed projects. These F-As predicted no significant environmental impacts from these projects. Eventually, three ethanol fuel projects received loan guarantees and were actually built: the Tennol Energy Company (Tennol; DOE 1982a) facility near Jasper in southeastern Tennessee; the Agrifuels Refining Corporation (Agrifuels; DOE 1985) facility …

Advanced Turbine Systems (ATS): Phase 1 system scoping and feasibility studies

As part of this involvement Solar intends to design and commercialize a unique gas turbine system that promises high cycle efficiencies and low exhaust emissions. This engine of approximately 12-MW will be targeted for the dispersed power markets both urban and rural. Goals of 50% thermal efficiency and 8 parts-per-million by volume (ppmv) nitrogen oxide emissions were established. Reliability, availability, and maintainability (RAM) will continue to be the most important factors in the competitive marketplace. The other major goal adopted was one of reducing the cost of power produced by 10%. This reduction is based on the cost of power (COP) associated with today`s engines that lie in the same horsepower range as that targeted in this study. An advanced cycle based on an approximation of the Ericsson Cycle was adopted after careful studies of a number of different cycles. This advanced intercooled, recuperated engine when fired at 2450{degree}F will be capable of meeting the 50% efficiency goal if the cooling air requirements do not exceed 7% of the total air flow rate. Automatic contact in DYNA3D for vehicle crashworthiness

This paper presents a new formulation for the automatic definition and treatment of mechanical contact in explicit nonlinear finite element analysis. Automatic contact offers the benefits of significantly reduced model construction time and fewer opportunities for user error, but faces significant challenges in reliability and computational costs. This paper discusses in detail a new four-step automatic contact algorithm. Key aspects of the proposed method include automatic identification of adjacent and opposite surfaces in the global search phase, and the use of a smoothly varying surface normal which allows a consistent treatment of shell intersection and corner contact conditions without ad-hoc rules. The paper concludes with three examples which illustrate the performance of the newly proposed algorithm in the public DYNA3D code.

The objective of the research is a further development of the engineering concept of seismic isolation. Neglecting the transient stage of seismic loading results in a widespread misjudgement: The force of resistance associated with velocity is mostly conceived as a source of damping vibrations, though it is an active force at the same time, during an earthquake type excitation. For very pliant systems such as base isolated structures with relatively low bearing stiffness and with artificially added heavy damping mechanism, the so called `damping`` force may occur even the main pushing force at an earthquake. Thus, one of the two basic pillars of the common seismic isolation philosophy, namely, the doctrine of usefulness and necessity of a strong damping mechanism, is turning out to be a self-deception, sometimes even jeopardizing the safety of structures and discrediting the very idea of seismic isolation. There is a way out: breaking with damping dependancy.

The high-severity co-processing long-term operability test and the detailed product analyses from the operability test have been completed. Operational data and detailed product analyses have been used to characterize the high-severity co-processing operation. Using the process characterizations, yield estimate for a commercial-sized high-severity co-processing unit has been performed using operational data and detailed product analysis from the long-term operability study. The estimate is based on a co-processing unit processing the vacuum resid from 50,000 barrels per day (BPD) of Lloydminster crude and also processing 2,400 metric tons per day (MT/day) of Illinois No. 6 coal. The feedstock characteristics for the yield estimate are summarized in Table 1.

The existing Los Alamos National Laboratory TA-50 liquid radioactive waste treatment plant RLWP has been in service for over thirty years, during this period many technical, regulatory, and processing changes have occurred. The existing facility can no longer comply with the demands and requirements for continued operation, and would not be able to comply with anticipated stringent future contaminant discharge limitations. Either a major upgrading or replacement of the existing facility is required. In order to assess the most appropriate means of providing an adequate facility to comply with predicted requirements for Ta-50, this Best Available Technology (BAT) Study was conducted to compare feasible technical and economic alternatives in order to define the most favorable technology configuration. This report consists of eleven sections. Section 1 provides a general introduction and background of the TA-50 operations and the basis for this study. Section 2 provides a technical discussion of the unit processes at TA-50 and several other comparable operations at other DOE sites. Section 3 addresses the evaluation and selection of appropriate treatment processes. Section 4 provides an analysis of environmental issues and concerns. Cement-aggregate compatibility and structure property relationships including modelling

The role of aggregate, and its interface with cement paste, is discussed with a view toward establishing models that relate structure to properties. Both short (nm) and long (mm) range structure must be considered. The short range structure of the interface depends not only on the physical distribution of the various phases, but also on moisture content and reactivity of aggregate. Changes that occur on drying, i.e. shrinkage, may alter the structure which, in turn, feeds back to alter further drying and shrinkage. The interaction is dynamic, even without further hydration of cement paste, and the dynamic characteristic must be considered in order to fully understand and model its contribution to properties. Microstructure and properties are two subjects which have been pursued somewhat separately. This review discusses both disciplines with a view toward finding common research goals in the future. Finally, comment is made on possible chemical reactions which may occur between aggregate and cement paste.

Charge Separation in Photoredox Reactions. Final Report

The structural aspects controlling charge separation in molecular photoionization reactions in organized molecular assemblies involving micelles, reverse micelles and vesicles are being studied by optical and electron magnetic resonance techniques including the time domain technique of deuterium electron spin echo modulation (ESEM) and matrix proton electron nuclear double resonance (ENDOR) to measure weak electron-nuclear dipolar interactions. ESEM and matrix ENDOR are particularly well adapted to the study of disordered systems as exemplified by micelles and vesicles. The photoionization yields of alkylphenothiazines in micelles and vesicles have been shown to depend on the alkyl chain length and to correlate with relative distances from the surfactant assembly interface measured by deuterium ESEM and matrix proton ENDOR. The photoionization of alkylmethylviologens versus alkyl chain length has also been studied in vesicles, micelles and reverse micelles. Nitroxide spin probes have been used to study the degree of water penetration into mixed ionic/nonionic poly(ethylene oxide) and cationic/anionic micelles by using ESEM methods and selectively deuterated surfactants. The effect of urea interaction at micellar interfaces on the interface hydration has also been evaluated by studying nitroxide probes with ESEM.

The coal reburning for cyclone boiler NO{sub x} control system consists of commercially available equipment, such as a pulverizer, burners, a pneumatic coal transfer system, overfire air ports and a control system, all of which are well proven, reliable equipment that can be readily installed. Extensive power plant modification is not required to implement the reburn technology which will increase the potential for commercialization. The coal reburning technology will be a desirable alternative for cyclone boiler NO{sub x} control by offering: (1) A technically and economically feasible low-NO{sub x} alternative for cyclone boilers to achieve a 50% to 60% NO{sub x} reduction where one currently does not exist. (2) Significant reductions in emission-levels of oxides of nitrogen achieved at a low capital cost and very low operating costs (compared to the SCR technology). (3) No need for a supplemental fuel. Reburn will be carried out using the present boiler fuel which is coal. (4) A system that will maintain boiler reliability, operability, and steam production performance after retrofit. The coal reburning for cyclone boiler NO{sub x} control demonstration project will be carried out at the Nelson Dewey Station Unit No. 2 of Wisconsin Power and Light in Cassville, Wisconsin.

Coastal Zone Management Act and related legislation: Revision 3. Environmental Guidance Program Reference Book

In recognition of the increasing pressures upon the nation`s coastal resources, Congress enacted the Coastal Zone Management Act in 1972. Its purpose is to encourage states to preserve, protect, develop, and, where possible, restore or enhance such valuable natural resources as wetlands, floodplains, estuaries, beaches, dunes, barrier islands, and coral reefs, as well as the fish and wildlife utilizing those habitats. A unique feature of the Act is that participation by states is voluntary. One key provision for encouraging states to participate is the availability of federal financial assistance to any coastal state or territory, including those on the Great Lakes, which is willing to develop and implement a comprehensive coastal management program. Additionally, the Coastal Barrier Resources Act (CBRA) was passed in 1983. This report contains the legislative history and statues associated with each Act. Regulations for implementation and other guidance are included.

Communication on the Paragon

In this note the authors describe the results of some tests of the message-passing performance of the Intel Paragon. These tests have been carried out under both the Intel-supplied OSF/1 operating system with an NX library, and also under an operating system called SUNMOS (Sandia UNM Operating System). For comparison with the previous generation of Intel machines, they have also included the results on the Intel Touchstone Delta. The source code used for these tests is identical for all systems. As a result of these tests, the authors can conclude that SUNMOS demonstrates that the Intel Paragon hardware is capable of very high bandwidth communication, and that the message coprocessor on Paragon nodes can be used to give quite respectable latencies. Further tuning can be expected to yield even better performance.

This is the sixth quarterly report for this project and it covers work performed on Phase 3a of the project from February 1, 1992 through April 30, 1992. Extension of the parametric test period through June 1992 provides an opportunity to regain most of the schedule slippage, but only if the modifications needed for continuous operation of the CZD system are installed concurrent with the extended test period. These modifications include automation of the lime preparation and transfer system, automatic injection control, and related instrumentation and controls as necessary to integrate the operation of the CZD system with Seward Station Boiler No. 15. Early installation of these modifications would permit testing, debugging and adjustment of the automatic control system during the parametric test period. Results of current testing indicate that considerable testing and adjustment will be required to optimize operation of the CZD system after it is automated for continuous operation. Therefore, we intend to incorporate in Phase 3a(parametric testing) the system modifications needed for continuous automatic operation that were originally included in Phase 3b. Phase 3b would then be limited only to the one-year continuous demonstration.
