Audit of personal property management at Los Alamos National Laboratory

The Department of Energy`s (Department) Albuquerque Operations Office (Albuquerque) and the Los Alamos National Laboratory (Los Alamos) are responsible for ensuring that Los Alamos maintains an efficient and effective personal property management system that protects, identifies, and controls Government-owned personal property in accordance with applicable regulations. Albuquerque is responsible for reviewing and approving Los Alamos` personal property management system. Los Alamos is responsible for ensuring that personal property is properly protected, identified, and controlled. The audit disclosed that Los Alamos did not have an efficient and effective personal property management system to ensure that personal property was adequately protected, identified, and controlled. In addition, Albuquerque did not approve or disapprove Los Alamos` personal property management system consistent with Federal and Department regulations. Specifically, the audit showed that Los Alamos did not account for $11.6 million of personal property. In addition, $22.2 million of personal property was not properly recorded in the database, $61.7 million of personal property could not be inventoried, and loans to employees and other entities were not adequately justified. Gas cooled leads. Part 1, Theoretical study

The intent of this paper is to cover as completely as possible and in sufficient detail the topics relevant to lead design. The first part identifies the problems associated with lead design, states the mathematical formulation, and shows the results of numerical and analytical solutions. The second part presents the results of a parametric study whose object is to determine the best choice for cooling method, material, and geometry. These findings axe applied in a third part to the design of high-current leads whose end temperatures are determined from the surrounding equipment. It is found that cooling method or improved heat transfer are not critical once good heat exchange is established. The range 5 < RRR < 100 is found to be acceptable for the relative resistivity ratio of the material. Use of high transition temperature super conductor materials is not warranted for this application. The optimal geometry (L:length, A:cross-section) for given current (1) follows the relation LI/A = 2 {times} 10{sup 5} but extends over a large of values. Mass flow needed to prevent thermal runaway varies linearly with current above a given threshold. Below that value, the mass flow is constant with current. Transient analysis shows no evidence …

Gas phase thermochemistry of organogermanium compounds

A variety of silyl- and alkyl-germylene precursors have been synthesized and subsequently pyrolyzed in the gas phase. Arrhenius parameters were obtained employing a pulsed-stirred flow reactor for these unimolecular decompositions. These precursors are divided into two major categories by mechanism of germylene extrusion: {alpha}-elimination precursors and germylacetylenes. The extrusion of germylenes from germylacetylene precursors is of primary interest. A mechanism is proposed employing a germacyclopropene intermediate. Evidence supporting this mechanism is presented. In the process of exploring germylacetylenes as germylene precursors, an apparent dyatropic rearrangement between germanium and silicon was observed. This rearrangement was subsequently explored.

The Energy Information Administration (EIA), in cooperation with the US Geological Survey (USGS), has assessed 13 major petroleum producing regions outside of the United States. This series of assessments has been performed under EIA`s Foreign Energy Supply Assessment Program (FESAP). The basic approach used in these assessments was to combine historical drilling, discovery, and production data with EIA reserve estimates and USGS undiscovered resource estimates. Field-level data for discovered oil were used for these previous assessments. In FESAP, supply projections through depletion were typically formulated for the country or major producing region. Until now, EIA has not prepared an assessment of oil and gas provinces in the former Soviet Union (FSU). Before breakup of the Soviet Union in 1991, the Fergana basin was selected for a trial assessment of its discovered and undiscovered oil and gas. The object was to see if enough data could be collected and estimated to perform reasonable field-level estimates of oil and gas in this basin. If so, then assessments of other basins in the FSU could be considered. The objective was met and assessments of other basins can be considered. Terfenol: A study of the phase equilibrium diagram and the solidification process

Terfenol is a rare earth-iron alloy that was first developed at the Naval Ordinance Laboratory because of its rare magnetostrictive properties. Terfenol is composed of terbium and dysprosium combined with iron in a composition Tb{sub x}Dy{sub 1{minus}x}Fe{sub 2}, where x{approximately}0.3. The objective of this work was to determine the growth characteristics of Terfenol and its dependence on solidification rate, temperature gradient, and stoichiometry. Specific goals of this work were to verify the phase equilibria that is currently accepted for the systems DyFe{sub 2} and TbFe{sub 2}, and establish the phase equilibria near the composition Tb{sub 0.3}Dy{sub 0.7}Fe{sub 2}; establish that Terfenol grows directly from the liquid and that the reaction is occurring under metastable conditions; evaluate whether or not Terfenol can be grown under plane front conditions with a new radiofrequency float zone apparatus, and; determine whether or not <111> seeded crystals can be grown and <111> single crystals produced by elimination of dendrites employing growth methods capable of achieving high gradient/solidification rate ratios.

Topics in electroweak baryogenesis: The sphaleron and t-violation

Assuming that beyond the standard model physics can be parametrized in terms of high dimensional operators, we examine their effects on the energy of the sphaleron and the classical solution of the gauge and Higgs fields. In the absence of fermions, all of the six dimension 6 operators which are SU(2) symmetric have a small effect when calculated perturbatively. However, calculated non-perturbatively, one of the operators alters the boundary conditions of the equations of motion of the Higgs and gauge fields involved, and another operator gives rise to an abrupt change in the sphaleron energy at a small but definite Higgs quartic coupling. The magnitude of the T-violating muon polarization induced by electromagnetic final state interaction in the radiative Kaon decay K{sup +} {yields} {mu}{sup +}{nu}{mu}{gamma} is order of 10{sup {minus}3}.

ARAC: A flexible real-time dose consequence assessment system

Since its beginning, the Atmospheric Release Advisory Capability (ARAC), an emergency radiological dose assessment service of the US Government, has been called on to do consequence assessments for releases into the atmosphere of radionuclides and a variety of other substances. Some of the more noteworthy emergency responses have been for the Three Mile Island and Chernobyl nuclear power reactor accidents, and more recently, for a cloud of gases from a rail-car spill into the Sacramento river of the herbicide metam sodium, smoke from hundreds of burning oil wells in Kuwait, and ash clouds from the eruption of Mt. Pinatubo. The spatial scales of these responses range from local, to regional, to global, and the response periods from hours, to weeks, to months. Because of the variety of requirements of each unique assessment, ARAC has developed and maintains a flexible system of people, computer software and hardware.

Evaluation of the Atmospheric Release Advisory Capability emergency response model for explosive sources

The Atmospheric Release Advisory Capability (ARAC) at the Lawrence Livermore National Laboratory (LLNL) uses a modeling system to calculate the impact of accidental radiological or toxic releases to the atmosphere anywhere in the world. Operated for the US Departments of Energy and Defense, ARAC has responded to over 60 incidents in the past 18 years, and conducts over 100 exercises each year. Explosions are one of the most common mechanisms by which toxic particulates are injected into the atmosphere during accidents. Automated algorithms with default assumptions have been developed to estimate the source geometry and the amount of toxic material aerosolized. The paper examines the sensitivity of ARAC`s dispersion model to the range of input values for explosive sources, and analyzes the model`s accuracy using two field measurement programs.

Fully coupled nonlinear thermomechanical analysis including general contact in PALM2D

Fully coupled thermomechanical analysis solves the thermal problem on the deforming geometry and incorporates thermal loads into the mechanical problem. In contrast, traditional thermal stress analysis is based on an uncoupled approach in which the thermal problem is solved on a fixed geometry, and the resulting temperatures are then used to load a mechanical problem. Thermal contact, in which heat flow paths depend on the mechanical deformations of adjacent surfaces, is a major component of many fully coupled thermomechanical analyses. This paper presents the development of a thermomechanical finite element formulation, including contact. The proposed approach accommodates arbitrarily large relative motions of contact surfaces, fully unstructured meshes, pressure-dependent contact resistance, conduction across small gaps, and approximate models for convection and radiation. The theory described herein has been implemented in the Lawrence Livermore National Laboratory public code PALM2D and has been used to solve a diverse set of thermomechanical problems. Examples illustrating the performance of this code on large deformation thermomechanical problems are presented and discussed.

Peacemaker: Fracture assessment of a 155mm cannon barrel

A single crack 30 mm or deeper which is 75 mm long is sufficient to fracture a typical 155 mm cannon barrel with a pressure at or above two-thirds (206 MPa -- 30 ksi) of the maximum operating pressure (310 MPa -- 45 ksi). Longer and deeper flaws reduce the critical pressure required to initiate fracture. For the monolithic barrel design considered in this work, the postulated 30 mm deep by 75 mm long crack should propagate through the entire wall and, depending upon the new ``fractured`` geometry, may propagate axially down the cannon barrel. Numerical analyses conducted with straight through-thickness crack fronts propagated axially at pressures below the maximum operating pressure while those with curved crack fronts required pressures in excess of the working pressures to extend axially. (Experiments on actual 155 mm barrels with flaws similar to the one generated by the tested shape charge show appreciable axial crack extension at approximately equivalent pressures.) In either case, a through-thickness ``hole`` will be formed in the barrel`s side and a reduction in firing pressure should result. The Estimating Services Department of the Fernald Environmental Restoration Management Corporation (FERMCO) is formalizing the process of life-cycle cost analysis (LCCA) for the Fernald Environmental Management Project (FEMP). The LCCA process is based on the concepts, principles, and guidelines described by applicable Department of Energy`s (DOE) orders, pertinent published literature, and the National Bureau of Standards handbook 135. LCC analyses will be performed following a ten-step process on the FEMP at the earliest possible decision point to support the selection of the least-cost alternatives for achieving the FERMCO mission.

Average waiting time profiles of uniform DQDB model

The Distributed Queue Dual Bus (DQDB) system consists of a linear arrangement of N nodes that communicate with each other using two contra-flowing buses; the nodes use an extremely simple protocol to send messages on these buses. This simple, but elegant, system has been found to be very challenging to analyze. We consider a simple and uniform abstraction of this model to highlight the fairness issues in terms of average waiting time. We introduce a new approximation method to analyze the performance of DQDB system in terms of the average waiting time of a node expressed as a function of its position. Our approach abstracts the intimate relationship between the load of the system and its fairness characteristics, and explains all basic behavior profiles of DQDB observed in previous simulation. For the uniform DQDB with equal distance between adjacent nodes, we show that the system operates under three basic behavior profiles and a finite number of their combinations that depend on the load of the network. Consequently, the system is not fair at any load in terms of the average waiting times. In the vicinity of a critical load of 1 {minus} 4/N, the uniform network runs into a state …
