Compliance with environmental regulations and US Department of Energy Orders (DOE) relating to environmental protection is an important part of SRS`s program. Over the past few years, the number of environmental regulations has increased. The strategy to comply with new and existing environmental regulations and DOE orders is described in chapter two. In this chapter, the following environmental programs are described: Toxic Substances Control Act (TSCA); Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA); Emergency Planning and Community Right-to-Know Act (EPCRA); and SPCC/BMP/Pollution Prevention Plans;The implementation section identifies issues and those responsible to achieve defined objectives.

Proposal for the completion of outstanding work on the installation scheduling and alignment of the SDC central calorimeter

The High Energy Physic Division at Argonne National Laboratory was given the task of developing the procedures, fixtures, and schedules for the final assembly of the barrel and endcap calorimeters for the SDC. The work completed led to some major decision about how and where this assembly work would be done. The primary assembly decision was the feasibility of assembling the major detector components (barrel and endcap sub-assemblies) above ground and lowering them into position in the experimental hall, as opposed to assembling the calorimeter directly in the experimental hall. Due to cost of above ground assembly and schedule changes, the in-hall option was adopted. Although no actual hardware was constructed, many conceptual ideas were formalized and brought to workable solutions as a result of the effort put forth at ANL.

Calculations of material removal, removal rate, and Preston coefficient in continuous lapping/polishing machines

Lapping and polishing machines usually do not have deterministic model to pre-determine removal rate and total material to be removed. The removal process is mainly affected by relative motion between the lap and the substrates, by load applied, and by mechano-chemical characteristics of the substrate material, as well as the abrasive and lap materials. Therefore, frequent measurements of the removal is necessary. This paper, written for optical technicians, includes formulas to calculate material removal from mass loss and removal rate from mass loss during operation. Establishing the removal rate helps by reducing the frequency of intermediate thickness measurements. The paper also includes the calculation of Preston coefficient, which is a measure of lapping process efficiency.

Method and apparatus for container leakage testing

This invention is an apparatus for use in 100% leak testing of food containers used in conjunction with a tracer gas. It includes a shell with entrance and exit air locks to create a controlled atmosphere through which a series of containers is conveyed by a conveyor belt. Pressure in the shell is kept lower than that in the containers and the atmosphere is made to flow with the containers so that a tracer gas placed in the packages before sealing them will leak more readily, but the leaked tracer gas will remain associated with the leaking package as it moves through the shell. The leaks are detected with a sniffer probe in fluid communication with a gas chromatograph (GC). The GC issues a signal when it detects a leak to an ejector that eject the leaking container from the conveyor. The system is timed so that the series of containers can move continuously into and out of the shell, past the probe and the ejector, without stopping, yet each package is tested for leaks and removed if leaking.

Percolation testing at the F- and H-Area Seepage Basins. Final report

The design of the F- and H-Area Seepage Basin contaminated groundwater remediation system requires information from multiple well pump tests (Reference 1). Soil percolation rates are needed in order to support the multiple well pump test planning. The objective of this task was to determine characteristic percolation rates for soils in four select areas where infiltration galleries are proposed. These infiltration galleries will be temporary installations built on the ground surface and used to disposes of water from the multiple well pump tests. A procedure defining the specific work process for collecting percolation rate data is contained in Appendix 3. Results from these percolation tests will be used in the design of infiltration galleries for the disposal of well water extracted during the multiple well pump tests.

The role of heating and current drive in ITER

This report discusses and summarize the role of heating and non-inductive current drive in ITER as: (1) ITER must have heating power sufficient for ignition. (2) The heating system must be capable of current drive. (3) Steady-state operation is an ``ultimate goal.`` It is recognized that additional heating and current drive power (beyond what is initially installed on ITER) may be required. (4) The ``Ultimate goal of steady-state operation`` means steady-state with Q{sub CD} {ge} 5. Unlike the ``Terms of Reference`` for the ITER CDA, the ``ITER Technical Objectives and Approaches`` for the EDA sets no goal for the neutron wall load during steady-state operation. (5) In addition to bulk current drive, the ITER heating and current drive system should be used for current profile control and for burn control.

Uranium Mill Tailings Remedial Action 1993 Roadmap

The 1993 Roadmap for the Uranium Mill Tailings Remedial Action (UMTRA) Project office is a tool to assess and resolve issues. The US Department of Energy (DOE) UMTRA Project Office uses the nine-step roadmapping process as a basis for Surface and Groundwater Project planning. This is the second year the Roadmap document has been used to identify key issues and assumptions, develop logic diagrams, and outline milestones. This document is a key element of the DOE planning process. A multi-interest group used the nine-step process to focus on issues, root cause analysis and resolutions. This core group updated and incorporated comments on the basic assumptions, then used these assumptions to identify issues. The list of assumptions was categorized into the following areas: institutional, regulatory compliance, project management, human resource requirements, and other site-specific assumptions. The group identified 10 issues in the analysis phase. All of the issues are ranked according to importance. The number one issue from the 1992 Roadmap, ``Lack of sufficient human resources,`` remained the number one issue in 1993. US crude oil, natural gas, and natural gas liquids reserves, 1992 annual report

This report presents estimates of proved reserves of crude oil, natural gas, and natural gas liquids as of December 31, 1992, as well as production volumes for the United States, and selected States and State subdivisions for the year 1992. Estimates are presented for the following four categories of natural gas: total gas (wet after lease separation), its two major components (nonassociated and associated-dissolved gas), and total dry gas (wet gas adjusted for the removal of liquids at natural gas processing plants). In addition, two components of natural gas liquids, lease condensate and natural gas plant liquids, have their reserves and production data presented. Also included is information on indicated additional crude oil reserves and crude oil, natural gas, and lease condensate reserves in nonproducing reservoirs. A discussion of notable oil and gas exploration and development activities during 1992 is provided.

US production of natural gas from tight reservoirs

For the purposes of this report, tight gas reservoirs are defined as those that meet the Federal Energy Regulatory Commission`s (FERC) definition of tight. They are generally characterized by an average reservoir rock permeability to gas of 0.1 millidarcy or less and, absent artificial stimulation of production, by production rates that do not exceed 5 barrels of oil per day and certain specified daily volumes of gas which increase with the depth of the reservoir. All of the statistics presented in this report pertain to wells that have been classified, from 1978 through 1991, as tight according to the FERC; i.e., they are ``legally tight`` reservoirs. Additional production from ``geologically tight`` reservoirs that have not been classified tight according to the FERC rules has been excluded. This category includes all producing wells drilled into legally designated tight gas reservoirs prior to 1978 and all producing wells drilled into physically tight gas reservoirs that have not been designated legally tight. Therefore, all gas production referenced herein is eligible for the Section 29 tax credit. Incorporating long-term climate change in performance assessment for the Waste Isolation Pilot Plant

The United States Department of Energy (DOE) is developing the Waste Isolation Pilot Plant (WIPP) in southeastern New Mexico for the disposal of transuranic wastes generated by defense programs. Applicable regulations (40 CFR 191) require the DOE to evaluate disposal-system performance for 10,000 yr. Climatic changes may affect performance by altering groundwater flow. Paleoclimatic data from southeastern New Mexico and the surrounding area indicate that the wettest and coolest Quaternary climate at the site can be represented by that at the last glacial maximum, when mean annual precipitation was approximately twice that of the present. The hottest and driest climates have been similar to that of the present. The regularity of global glacial cycles during the late Pleistocene confirms that the climate of the last glacial maximum is suitable for use as a cooler and wetter bound for variability during the next 10,000 yr. Climate variability is incorporated into groundwater-flow modeling for WIPP PA by causing hydraulic head in a portion of the model-domain boundary to rise to the ground surface with hypothetical increases in precipitation during the next 10,000 yr. Accelerated test methods for predicting the life of motor materials exposed to refrigerant/lubricant mixtures. Phase 1, Conceptual design: Final report

The federally mandated phase-out of chlorofluorocarbon refrigerants requires screening tests for motor materials compatibility with alternative refrigerant/lubricant mixtures. In the current phase of the program, ARTI is supporting tests of promising candidate refrigeration/lubricant systems in key refrigeration component systems such as bearings and hermetic motor insulation systems to screen for more subtle detrimental effects and allow estimates of motor-compressor life. This report covers: mechanisms of failure of hermetic motor insulation, current methods for estimation of life of hermetic motors, and conceptual design of improved stator simulator device for testing of alternative refrigerant/lubricant mixtures.

Generation of harmonic radiation using the multi-cavity free-electron laser

An FEL provides a convenient method of reaching short wavelengths by resonating with an input source at the fundamental wavelength while providing bunching at a harmonic of the fundamental. Recently schemes have been proposed that use two wiggler segments, one resonant at the fundamental to pre-bunch the beam, the other lasing at the desired (third) harmonic. A similar effect, with some advantages and some disadvantages, can be achieved using the Multi-Cavity FEL (MC/FEL). The MC/FEL employs several short cavities, operating in an oscillator-like manner, to achieve high output power. In this paper we consider the use of the MC/FEL as a means of generating harmonics. We investigate the competitiveness of this option in comparison with other harmonic generation schemes, in terms of the total wiggler length needed, the saturated power achieved, and the restrictions imposed by mirror reflectivity.

Limits on high-order harmonic generation from single-atom calculations

In the quantum mechanical calculations of electron and photon emission from atoms in strong laser fields we have employed a single-active-electron (SAE) model. We determine the effect of the time varying electric field of the laser on each of the valence electrons separately. The active electron in each calculation moves in the time-independent mean field of the remaining, unexcited electrons and the nucleus. This approach works well for the rare gas atoms, at least partially because the neglected double or higher excitations involve states well above the ionization threshold. The photoelectron and photon emission spectra calculated using this technique agree quantitatively with observed emission rates. In this paper we will present a simple semiclassical model for high intensity ionization which reproduces the observed harmonic emission spectra obtained in this regime and which provides considerable insight into the dynamics of this process. The basic models has been used in the past to predict electron energy distributions in the tunneling regime and we will use it here for harmonics.

Neutron streaming through shield ducts using a discrete ordinates/Monte Carlo method

A common problem in shield design is determining the neutron flux that streams through ducts in shields and also that penetrates the shield after having traveled partway down the duct. Obviously the determination of the neutrons that stream down the duct can be computed in a straightforward manner using Monte Carlo techniques. On the other hand those neutrons that must penetrate a significant portion of the shield are more easily handled using discrete ordinates methods. A hybrid discrete ordinates/Monte Carlo cods, TWODANT/MC, which is an extension of the existing discrete ordinates code TWODANT, has been developed at Los Alamos to allow the efficient, accurate treatment of both streaming and deep penetration problems in a single calculation. In this paper we provide examples of the application of TWODANT/MC to typical geometries that are encountered in shield design and compare the results with those obtained using the Los Alamos Monte Carlo code MCNP{sup 3}.

Task plan: Temperatures in DWPF Glass Waste Storage Building

The Bechtel National, Inc. Detailed Design Instructions for Structural Design (DDI-02) requires that concrete components of the GWSB not exceed 150{degrees}F for structural elements and 200{degrees}F locally over a 24 hour period. In addition, the Waste Acceptance Product Specifications (WAPS) sets the maximum post cooldown temperature of the glass waste-form at 400{degrees}C. Various scenarios can be postulated which result in elevated glass and concrete temperatures in the GWSB. Therefore, it is important to determine the concrete and glass temperatures during both normal and off-normal conditions. This document details specific tasks required to develop a technically defensible and verifiable methodology for determining maximum temperatures for the waste-forms and the GWSB concrete structures. All models used in this analysis will satisfy Quality Assurance requirements and be defensible to review and oversight committees.

Technology assessment of vertical and horizontal air drilling potential in the United States. Final report

The objective of the research was to assess the potential for vertical, directional and horizontal air drilling in the United States and to evaluate the current technology used in air drilling. To accomplish the task, the continental United States was divided into drilling regions and provinces. The map in Appendix A shows the divisions. Air drilling data were accumulated for as many provinces as possible. The data were used to define the potential problems associated with air drilling, to determine the limitations of air drilling and to analyze the relative economics of drilling with air versus drilling mud. While gathering the drilling data, operators, drilling contractors, air drilling contractors, and service companies were contacted. Their opinion as to the advantages and limitations of air drilling were discussed. Each was specifically asked if they thought air drilling could be expanded within the continental United States and where that expansion could take place. The well data were collected and placed in a data base. Over 165 records were collected. Once in the data base, the information was analyzed to determine the economics of air drilling and to determine the limiting factors associated with air drilling.

Automated assistance for detecting malicious code

This paper gives an update on the continuing work on the Malicious Code Testbed (MCT). The MCT is a semi-automated tool, operating in a simulated, cleanroom environment, that is capable of detecting many types of malicious code, such as viruses, Trojan horses, and time/logic bombs. The MCT allows security analysts to check a program before installation, thereby avoiding any damage a malicious program might inflict.

The objectives of the participants, beyond better integration of the nuclear industry in Western Europe, are to (1) obtain European leadership of the worldwide commercial nuclear power industry, (2) improve medium- and long-term safety of Eastern Europe and the former Soviet Union (FSU) power reactors, and (3) reduce domestic concerns about nuclear power. The activities to achieve these goals include (1) formation of Nuclear Power International (a joint venture of the German and French nuclear power plant vendors for design and construction of nuclear power plants), (2) formation of a utility group to forge agreement throughout Europe on what the requirements are for the next generation of nuclear power plants, and (3) agreement by regulators in multiple European countries to harmonize regulations.
