Umatilla Basin Habitat Improvement Project.

This annual report is in fulfillment of contract obligations with Bonneville Power Administration which is the funding source for the Oregon Department of Fish and Wildlife's Umatilla Basin Habitat Improvement Project. The major activities undertaken during this report period were: procurement of 17 cooperative lease agreements with private landowners, design and layout of 8.6 miles of riparian exclosure fence and 3.0 miles of instream structures, development of five fencing contracts and six instream work contracts. Results include implementation of 10 miles of fencing and 3 miles of instream work. Other activities undertaken during this report period are: data collection from 90 habitat monitoring transects, collection and summarization of temperature data, photopoint establishment, coordination with numerous agencies and tribes and education of all age groups on habitat improvement and protection. 4 refs., 4 figs., 6 tabs.

SP-100 operational life model. Fiscal Year 1990 annual report

This report covers the initial year`s effort in the development of an Operational Life Model (OLM) for the SP-100 Space Reactor Power System. The initial step undertaken in developing the OLM was to review all available documentation from GE on their plans for the OLM and on the degradation and failure mechanisms envisioned for the SP-100. In addition, the DEGRA code developed at JPL, which modelled the degradation of the General Purpose Heat Source based Radioisotope Thermoelectric Generator (GPHS-RTG), was reviewed. Based on the review of the degradation and failure mechanisms, a list of the most pertinent degradation effects along with their key degradation mechanisms was compiled. This was done as a way of separating the mechanisms from the effects and allowing all of the effects to be incorporated into the OLM. The emphasis was on parameters which will tend to change performance as a function of time and not on those that are simply failures without any prior degradation.

A 2D electrostatic PIC code for the Mark III Hypercube

We have implemented a 2D electrostastic plasma particle in cell (PIC) simulation code on the Caltech/JPL Mark IIIfp Hypercube. The code simulates plasma effects by evolving in time the trajectories of thousands to millions of charged particles subject to their self-consistent fields. Each particle`s position and velocity is advanced in time using a leap frog method for integrating Newton`s equations of motion in electric and magnetic fields. The electric field due to these moving charged particles is calculated on a spatial grid at each time by solving Poisson`s equation in Fourier space. These two tasks represent the largest part of the computation. To obtain efficient operation on a distributed memory parallel computer, we are using the General Concurrent PIC (GCPIC) algorithm previously developed for a 1D parallel PIC code.

Dynamic load balancing in a concurrent plasma PIC code on the JPL/Caltech Mark III hypercube

Dynamic load balancing has been implemented in a concurrent one-dimensional electromagnetic plasma particle-in-cell (PIC) simulation code using a method which adds very little overhead to the parallel code. In PIC codes, the orbits of many interacting plasma electrons and ions are followed as an initial value problem as the particles move in electromagnetic fields calculated self-consistently from the particle motions. The code was implemented using the GCPIC algorithm in which the particles are divided among processors by partitioning the spatial domain of the simulation. The problem is load-balanced by partitioning the spatial domain so that each partition has approximately the same number of particles. During the simulation, the partitions are dynamically recreated as the spatial distribution of the particles changes in order to maintain processor load balance.

Motion studies of the General Purpose Heat Source Module, GPHS, were conducted in the heat pulse interval associated with entries from earth gravity assist trajectories. The APL six-degree-of-freedom reentry program designated TMAGRA6C was used. The objectives of the studies were to (1) determine the effect of ablation on GPHS motion, and (2) determine whether the GPHS module entering the earth`s atmosphere from an earth-gravity-assist trajectory has a preferred orientation during the heat pulse phase of reentry. The results are given in summary form for easy visualization of the initial conditions investigated and to provide a quick-look of the resulting motion. Detail of the motion is also given for the parameters of interest for each case studied. Selected values of initial pitch rate, roll rate, and combinations of these within the range 0{degree} to 1000{degrees}/sec were investigated for initial reentry angles of -7{degrees} (shallow) and -90{degrees} (steep) and initial angles of attack of 0{degree} (broadface to the wind) and 90{degrees}. Although the studies are not exhaustive, a sufficient number of reentry conditions (initial altitude, reentry angle, angle of attack, rotational motion) have been investigated to deduce certain trends. The objective of this work is to investigate, in the laboratory, the parameters associated with a chemically assisted in situ recovery procedure, using hydrogen chloride (HCI), carbon dioxide (CO{sub 2}), and steam (H{sub 2}O), to obtain-data useful to develop a process more economic than existing processes and to report all findings. The technical progress of the project is reported. The progress of the project is that experiment preparations are underway. Reactor design, process design, and experiment design have been completed. The laboratory to be used has required extensive clean-up, and is nearly ready. Safety considerations are underway. Finally, an initial literature search has revealed some important aspects that need to be considered.

Users manual for Aerospace Nuclear Safety Program six-degree-of-freedom reentry simulation (TMAGRA6C)

This report documents the updated six-degree-of-freedom reentry simulation TMAGRA6C used in the Aerospace Nuclear Safety Program, ANSP. The simulation provides for the inclusion of the effects of ablation on the aerodynamic stability and drag of reentry bodies, specifically the General Purpose Heat Source, GPHS. The existing six-degree-of-freedom reentry body simulations (TMAGRA6A and TMAGRA6B) used in the JHU/APL Nuclear Safety Program do not include aerodynamic effects resulting from geometric changes to the configuration due to ablation from reentry flights. A wind tunnel test was conducted in 1989 to obtain the effects of ablation on the hypersonic aerodynamics of the GPHS module. The analyzed data were used to form data sets which are included herein in tabular form. These are used as incremental aerodynamic inputs in the new TMAGRA6C six-degree-of-freedom reentry simulation. 20 refs., 13 figs., 2 tabs.

Seminoe-Kortes transmission line/substation consolidation project, Carbon County, Wyoming

The existing switchyards at Western Area Power Administration's (WESTERN) Seminoe and Kortes facilities, located approximately 40 miles northeast of Rawlines, Carbon County, Wyoming, were constructed in 1939 and 1951, respectively. The circuit breakers at these facilities are beyond or approaching their service life and need to be replaced. In addition, the switchyards have poor access for maintenance and replacement of equipment, and their locations create potential for oil spills into the North Platte River. WESTERN is proposing to consolidate the switchyard facilities into one new substation to provide easier access, restore proper levels of system reliability, and decrease the potential for oil contamination of the river. This environmental assessment (EA) was prepared to evaluate the impacts of the proposed Seminoe-Kortes Consolidation Project. 57 refs., 12 figs., 8 tabs.
